I am grateful to my hon. Friend. We must deepen this inquiry. It is fair to say that it was a Conservative and Liberal Democrat administration that ran Birmingham until 2012, but over the last 11 years there has been a succession of Labour leaders. I do not for a moment move away from the fact that there were ways in which the Conservative-Liberal Democrat administration before 2012 was not performing as it should have been, but this deterioration—particularly when it comes to the issue of equal pay—has occurred on Labour’s watch.

Can I ask two questions of the Secretary of State? First, he mentioned one person he is minded to appoint as commissioner. When will he tell us who else he has in mind? Secondly, will the Secretary of State’s commissioners’ powers to make decisions directly extend to making decisions to raise council tax and to sell off assets belonging to the people of Birmingham?

I am glad that Max Caller has agreed to be lead commissioner, but in the next few days I want to hear directly from Birmingham’s MPs and other representatives about who they believe can act as effective commissioners alongside Max Caller. I am completely open to thoughts and suggestions from hon. Members and others about how we can build the most effective and coherent team. It has sadly been the case in the past with local authorities that have failed, such as Croydon and Slough, that we have needed both to increase council tax in certain circumstances and to dispose of assets, but it is too soon to say what the precise mix of interventions that may be required is. I want to do everything to protect Birmingham’s council tax payers and residents by making sure that services can continue.

Absolutely, and I am grateful to my hon. Friend and constituency neighbour for raising that issue. Although Guildford is an absolutely beautiful city, there are some parts that she represents where the state of housing, in both the social and private rented sectors, is simply not good enough. We have discussed that in private in the past, and she is right. We will be bringing forward measures to ensure that her constituents get the support they deserve.

I do not doubt the Secretary of State’s sincerity, but I suspect from my own caseload that this problem is far more widespread than has hitherto been acknowledged. What guarantee can he give today that there will be concerted action, and that we will not see a flurry of activity from landlords and housing associations, rushing round to properties, slapping on a bit of anti-mould paint, and leaving parents in the same predicament as Awaab’s parents, of worrying for their children’s future because nothing is really being done to address the problem?

The hon. Gentleman articulates a fair concern, and it is striking that Awaab’s parents were told that paint in itself would be an answer to the mould problem. In some circumstances anti-mould paint can help to alleviate the problem, but it does not tackle it at root. On the broader issue of whether we will see a flurry of performative activity rather than fundamental change, the hon. Gentleman is absolutely right. That is why the new powers for the regulator are so important, and why it is my commitment to ensure that we review those powers, review the decent homes standard and, if for any reason there is backsliding, take further action.

My Department, along with the Leader of the House, has been reviewing the English votes for English laws procedure. The procedure has been suspended since April 2020 and, having reflected on the procedure, the Government believe that it has not served our Parliament well and that removing it would simplify the legislative process. It is a fundamental principle that all constituent parts of the United Kingdom should be equally represented in Parliament. Any changes, of course, would be for the House to decide and we will bring forward a motion in due course.

How would the right hon. Gentleman reassure a member of the public who thinks that a Minister using a personal mobile phone to conduct Government business is trying to evade scrutiny because they have something to hide?

I would reassure them by saying that all Government business is transacted through civil service colleagues, and that in order to ensure that a single penny of taxpayers’ money is spent, or that a single decision is taken, that might infringe, or enhance anyone’s liberty, it has to go through the process of review, legislation and action, which civil servants and Ministers do together in a way that is always clear, transparent and publicly accountable.

My hon. Friend makes an important case. Overall responsibility for freeports rests with Her Majesty’s Treasury, and my right hon. Friend the Chancellor of the Exchequer has made clear his commitment to ensuring that civil service and other decision-making jobs are relocated effectively across the UK, with the establishment of a second campus in Darlington in Teesside—something that has been done in partnership with the outstanding Mayor of the Tees Valley, Ben Houchen. Of course, there is a concentration of expertise in Humberside, both in north Lincolnshire and the East Riding of Yorkshire, not just in commerce but in renewables, and we will do everything we can to ensure that that expertise is supported by Government.

I congratulate my right hon. Friend on displaying the stamina to read all of the speech. It would have been a shorter speech had I had the time to edit it appropriately. His point is absolutely correct. The creation of the National Security Council was an innovation pioneered by David Cameron when he was in Opposition. The potential National Security Adviser at that time was a political appointee, and it was the case when the coalition Government was formed that the distinguished figure of Lord Ricketts, then Sir Peter Ricketts, became the first National Security Adviser. It is an innovation in the governance of the UK, but it is one that has served us well, and it is of course the case that national security advisers in other countries are very often political appointees.

Will Mr Frost have finished with his duties as the EU negotiator by the time he takes the security job, or is it still the Government’s view that the National Security Adviser should be a part-time role?

We are confident that we will be making progress over the course of the next few weeks in EU negotiations. They are being conducted intensively, specifically at the request of the Prime Minister and the President of the European Commission.

Will the Minister give a guarantee that he will succeed in protecting vital supply chains, such as those relied on by Cadbury in my constituency and by Jaguar Land Rover, not least in the light of gloomy economic forecasts and today’s unemployment figures?

The hon. Gentleman is a consistent and strong voice for UK manufacturing, and I agree with him that we need to ensure that supply chains are protected. They have taken a battering because of covid-19, but it is instructive that some automobile manufacturers are talking about reshoring production into the UK because of the advantages of so doing.

My hon. Friend is absolutely right; in Lowestoft, Beccles and so many other coastal and near-coastal communities, hospitality and other seasonal sectors will be particularly badly affected by the pandemic. That is very much in the minds of the Chancellor and the Business Secretary, and we will be saying more in due course.

Does the Minister accept that one of the lessons of this crisis is that the Government should collect much more data on a routine basis so that they have a much more informed picture of the reality of life in our care homes?

I think we should collect more data of every kind, make that data open and transparent, and allow people to use that data in a smart way, in order to ensure that we tailor the delivery of public services to those who need them most. The hon. Gentleman is absolutely right.
