Commons ChamberI am delighted to be able to speak in this debate. I am the furthest south, by a long way, among the Members who will participate, but the fact is that Cornwall has an incredibly proud heritage and history of mining. It is not just about our history; we still have a thriving mining sector in my constituency, and some amazing opportunities to come. When most people think about my constituency, they are aware of the beaches, the coasts and all that we have to offer tourists, but the middle part of my community—what we often call the clay villages, because of the history of china clay mining there—has far more in common with former mining villages in the north of England than it does with the rest of the south of England. Representing such a diverse constituency that contains so many different elements presents me with some interesting questions and challenges.
Our mining history in Cornwall goes back literally 4,000 years—it goes back to the bronze age, when tin was discovered and mined to create the bronze that was needed in that era. By Roman times, tin was already a much traded and sought-after commodity that was being extracted in Cornwall. At that time, Cornwall was actually described as one of the wealthiest strips of land anywhere on earth, because of the incredible wealth brought by tin mining. By medieval times, Cornwall’s status as the tin mining capital of the world had become so important, and the wealth it generated for the Crown had become so significant, that a set of special bodies and laws was established through the stannary courts and parliaments to protect that mining wealth. In the 18th and 19th centuries, Cornish tin and copper mining reached its zenith: the metals mined from Cornwall helped to provide the raw materials for the industrial revolution and were a major contributor to the economic growth of our nation, and indeed of the empire.
Cornwall has also been at the forefront of pioneering in mining. The high-pressure steam engine was invented in Cornwall by Richard Trevithick, which led to the creation of the iconic engine houses. At one point there were over 200 engine houses in Cornwall, and when Cornish miners went around the world they took that technology with them—in many parts of the world where mining takes place, the same engine houses can be seen. We in Cornwall also invented the safety lamp: Humphry Davy’s invention was another major bit of pioneering safety equipment for miners of the time.
More recently, the extraction of china clay in my constituency has been at the heart of the Cornish economy. Cornwall has the largest and highest-grade deposit of kaolin—also known as china clay—anywhere in the world, and for 250 years now has been extracting, producing and exporting high-quality china clay. I am proud that several of my ancestors, and my grandfather and my uncle, worked in the china clay industry. By 1910, Cornwall was producing 50% of the world’s china clay, which revolutionised mid-Cornwall, the part of Cornwall that I am proud to represent.
For example, the tiny village of West Polmear had only nine residents, but then Charles Rashleigh invested huge sums of money to create factories and homes for the china clay workers, and very quickly it became a village of several hundred people. He renamed the village Charlestown—not after the King, as many think, but after himself. Many people will be familiar with Charlestown today as a thriving visitor centre, and will probably also recognise it as one of the places that was regularly featured in the BBC’s “Poldark” series.
That period also saw the Cornish mining diaspora, where about 250,000 Cornish miners and their families left Cornwall to spread literally around the world. At that time, it was said that if you found a hole in the ground anywhere in the world, you would find a Cornishman at the bottom of it. Today, statues commemorating Cornish miners can be found in the state of Victoria in Australia; and there is a Cornish waterwheel in British Columbia in Canada, a Cornish cultural society in Mexico and, most importantly, a Cousin Jack’s pasty shop in California. All are clear signs of how Cornish miners spread around the world.
However, like many of the stories we have heard this afternoon, the clay villages in my constituency, as with any mining sector, have faced huge challenges as the number of people employed has fallen. The china clay industry used to employ around 10,000 people in my constituency, but today that figure is just over 1,000. That has presented a number of challenges for those communities, economically, socially, and in terms of health. They are some of the most disadvantaged communities in Cornwall, and indeed in the country. They face challenges in finding jobs: many of the jobs we now have in Cornwall that are linked to tourism or food production are lower paid and often seasonal. As other Members have mentioned, the lack of good transport links also presents a huge challenge.
However, great work has been going on in recent years. We are seeing the regeneration of old china clay pits through the creation of a garden village, with the construction of about 1,300 new houses, a new school and new workplace buildings, and real investment in that area. A new link road is being built through the china clay area, with £80 million of Government investment, which will improve connectivity. That is the single biggest investment in mid-Cornwall by any Government. The Government have also provided £50 million through the levelling-up fund to upgrade the branch line between Newquay and Par and connect it through to Truro and Falmouth—what we call the mid-Cornwall metro—which will also greatly improve transport connectivity for many of those china clay villages.
We are also seeing significant investment in St Austell Hospital, which serves many of those communities—a £15 million surgical hub is being built right now and will be opened in the coming months—and the redevelopment of Cornwall College in St Austell will serve many of those communities, with a brand-new campus about to be built in the coming months. The Government have recognised the needs of those communities. More than any previous Government, they have provided those villages with investment to help to address some of the disadvantage they face.
However, this is not just about the mining of the past. Cornwall has a great opportunity that I believe will breathe new life into and revive our mining sector: lithium extraction. We have known for 200 years that there is lithium in Cornwall—I have seen old mining maps from the 1800s showing significant deposits of lithium in Cornwall—but it is only recently, because of the need for lithium for producing batteries, particularly for electric vehicles, that there has been a market for the mineral. Two companies, Cornish Lithium and Imerys British Lithium, are looking to develop the extraction of lithium, which will provide the UK with a secure domestic supply of what will be one of the most sought-after elements in the decades to come. It is estimated that they could produce 50% of the lithium that British car manufacturing will need for the batteries we will have to produce.
That is very good news not only for Cornwall, but for the UK. In one of his previous jobs, the Minister came to visit us, and he is aware of the opportunity presented. It is not only a great economic opportunity, but I believe it provides us with an opportunity to ensure that the extraction of elements going into the manufacturing of batteries in the UK has the highest environmental and ethical standards. One concern that local people sometimes raise with me is that lithium extraction does not have a particularly good reputation around the world either in the ethics applied to it or in its environmental impact. However, we can produce lithium in Cornwall to the highest possible environmental standards and to the highest ethical standards, which I think puts us in a very strong competitive position in the global market.
There is a great opportunity to revive the mining sector and give mid-Cornwall a great future for decades to come. Being good at taking things out of the ground has been part of Cornwall’s history, but a lot of the value and the higher-paid jobs have ended up elsewhere. This time, we want to ensure that we capture as much as possible of the value of lithium extraction and that we keep it in Cornwall. We must create the well-paid jobs in Cornwall and keep the value there as much as we can, so that there is a lasting and positive impact on our economy.
We are incredibly proud of Cornwall’s heritage and history of mining—it is in our DNA; it is what our people have done for thousands of years—but there is also a huge opportunity for it to be part of Cornwall’s future, and for Cornwall to play a significant part in our national prosperity once again.

I also thank right hon. and hon. Members for their contributions. We heard from my hon. Friends the Members for Easington, for Barnsley East (Stephanie Peacock), for City of Durham (Mary Kelly Foy), for Wansbeck (Ian Lavery), for South Shields (Mrs Lewell-Buck), for Pontypridd (Alex Davies-Jones), for Selby and Ainsty (Keir Mather) and for Llanelli (Dame Nia Griffith), and from my right hon. Friend the Member for North Durham (Mr Jones). All of them spoke about the Coalfields Regeneration Trust’s “State of the Coalfields 2024” report and the miners’ pension scheme. It is a pleasure to respond to the debate on behalf of the Opposition, not least because these issues are deeply personal for my constituents, as they are for Members from across coalfield communities.
It would be difficult to overstate the impact of the coal industry on my constituency, and on the north-east as a whole. Its history is woven into the fabric of our community. Many towns and villages owe their existence to the pit. Today, statues and colliery wheels commemorate our past, and community facilities set up to serve mining families remain in use. In my constituency, there were many collieries, from Chopwell to Kibblesworth and from Greenside to Bewicke Main. Each pit was surrounded by a community in which coal was not just a job, but a way of life. Like other right hon. and hon. Members, I could not go without mentioning the annual big meeting, the Durham miners’ gala. Each year, brilliant flying banners and marching brass bands bring together thousands in our region to celebrate working-class life and solidarity.
So far, I have talked about my local area, but the mining history of the UK stretches far and wide, from the coalfields in Lanarkshire to mines in the midlands, on to the Welsh valleys and all the way down to Kent.
Indeed. I noticed the similarities in what the hon. Member said between his community and our coalmining communities.
Let us be clear that the reality of working down the pit was far from romantic. Miners toiled in brutal working conditions, doing backbreaking work in the near darkness. As we have heard, many people lost their lives in disasters or developed industrial diseases, such as pneumoconiosis, as a result of their work. It is important that we remember and pay tribute to them.
Mining communities knew better than anyone that this work was tough and dangerous, but whole ways of life were built around the pits. Their rapid closures caused mass upheaval, the consequences of which are still felt to this day. As the reports from the Industrial Communities Alliance have highlighted, former coalfield areas still suffer from a lack of skilled, well-paid jobs, as well as from high levels of economic inactivity. While employment rates have improved since the days of mass unemployment, many people still feel there are few meaningful and secure alternatives to the work that was once available.
Labour is determined that we will not abandon our communities to the whims of industrial change. Through our green prosperity plan, we will seize the opportunities of energy transition to deliver economic justice and rebuild the strength of our industrial heartlands. We will create secure, clean jobs, backed by strong trade unions, with individual and collective rights guaranteed for all workers. Our former mining communities powered us through the industrial revolution, and it is not right that many people within them are forced to rely on insecure, zero-hours contracts, or left vulnerable to fire and rehire. That is why Labour’s new deal for working people will put an end to those practices and build our economy from the bottom up, and the middle out, to deliver a high-growth, high-wage economy for all.
This Government came to power talking about levelling up, but inequalities remain as stark as ever. A report from the APPG on coalfield communities, in partnership with the Industrial Communities Alliance, speaks of the failure of the current approach to deliver for former coalfield areas. Pots allocated by competitive bidding are too haphazard and too short term to allow for the developments that are needed to transform former industrial sites. Coalfield communities must be allowed to come together, and to learn from each other, not made to compete like contestants on “Dragons’ Den”.
Not only must we deliver a better future for our communities, but we must right the wrongs of the past. As we have heard, the party in Government have broken promises about the mineworkers’ pension scheme. Does the Minister think it is fair that the Government make vast amounts of money from the current arrangement, while former miners struggle to make ends meet? Let me be clear: this is a historic injustice that should never have taken place, and the Government should not be in the business of profiting off mineworkers’ pensions.
After so many years of silence from Parliament on this issue, the BEIS Committee inquiry was very welcome. The Labour party will work with mineworkers and their families to right this wrong, and we will set out our full plans on this by the time of the election. People should be in no doubt that we will deliver justice for mineworkers and their families with the urgency required.
We must never shrug off injustice. We all remember the violent images of the strike in 1984 and 1985, perhaps no more so than the sight of Lesley Boulton cowering in the face of a police truncheon at the Orgreave coking plant. Earlier this year, new footage from Orgreave was shown in a Channel 4 documentary, which clearly set out the police brutality and allegations of a cover-up. The former Prime Minister, the right hon. Member for Maidenhead (Mrs May), considered the case for an inquiry, but it seems that the Government no longer think that they have any lessons to learn. Their memories are clearly short. The Labour party has long supported a full investigation or inquiry into the events at Orgreave, and we are committed to putting a new Hillsborough law on to the statute book to prevent future injustices. I hope the Minister shares my conviction that the truth must be heard.
Our coalmining days may be behind us, but we must not forget the communities that formed around them. They were the engine that powered Britain’s industrial success, and we owe it to them that they should share in the rewards.

Cornwall is one of the most beautiful areas of the country, second only to Dorset. [Interruption.] Thank you. It has the longest county coastline in England and, as such, its council faces unique challenges in delivering services. The Government are committed to reforming the local government funding landscape in the next Parliament to deliver simpler, fairer and longer settlements. As part of that process, the Government have previously publicly announced that they are exploring options for specific formulae for flooding and coastal erosion. We will engage councils about those options as reform progresses.
The Government have already accepted the additional cost of delivering services in rural areas through the rural services delivery grant, but they have not yet accepted those additional costs for coastal areas. Would the Minister consider establishing a coastal services delivery grant to ensure that coastal regions such as Cornwall, which as he said has the longest—and most beautiful—coastline in the country, get the funding that they need?
Second most beautiful, I remind my hon. Friend. He makes an important point, representing as he does his constituents and the wider county of Cornwall, and an interesting suggestion. Strong points sit behind his argument. I would be delighted to meet him to discuss that further, but he makes good points and gives me food for thought.

Commons ChamberIt is a pleasure to contribute to this debate, and to follow the hon. Member for York Central (Rachael Maskell). I was delighted when the Under-Secretary of State for Levelling Up, Housing and Communities, my great hon. Friend the Member for North Dorset (Simon Hoare), was appointed to his ministerial role, not just because he is a very good friend of mine—indeed, he was a friend before either of us was elected to the House in 2015—but because ever since he was first elected, he has been a warrior on the Back Benches for rural councils. It is therefore no surprise whatsoever to me that he has engaged with colleagues in recent weeks on the funding settlement for councils, and particularly the allocation for rural councils. He has worked tirelessly to secure additional funding. I place on record my thanks to him for how he has listened to colleagues, and for his work to secure additional funding from the Treasury. That has been hugely welcomed in Cornwall, including by Cornwall Council. The additional almost £6 million that we will receive does not completely fill the gap that we were facing, but it has certainly been a huge help and has gone a long way to address the funding concerns we had, going into the next financial year.
That funding, however, does not remove the long-term challenges we face in Cornwall in delivering public services. As you will know, Mr Deputy Speaker, I had an Adjournment debate two weeks ago, in which I clearly laid out the many challenges we face in Cornwall. I will not bore the House by repeating everything that I said on that occasion, but we face a perfect storm of a unique combination of factors in Cornwall. First, we have an ageing population. I believe that 24% of the population is now elderly, which is more than 6% higher than the national average in England, and that is putting pressure on social care. Cornwall Council is due to spend £256 million in the coming year on delivering social care. That is one third of its revenue budget, and that is clearly an unsustainable position for a unitary council.
Secondly, we have the challenges that come with being a rural and coastal county on a long, narrow peninsula, and that poses challenges for delivering services. Although I very much welcome the additional funding being made available through the rural services delivery grant this coming year, the position is not sustainable in the long term. We need a fair funding review to address the needs and challenges that rural councils face in delivering services in the future. We were expecting that in 2021, but for understandable reasons, in the light of the pandemic, we could not do that. However, I would not be being honest with myself if I did not say that I am disappointed that we have not yet delivered it. I urge the Government to come forward with that review as soon as possible.
In Cornwall, we face the ongoing challenge of trying to meet ever-growing demand with the resources we have. That is placing more and more demand on the council tax payer. Council tax in Cornwall is now 39% higher than the English average. It is simply unfair that council tax payers in Cornwall have to pay a far bigger proportion of their income to the council to deliver local services than those in other parts of the country, particularly those in urban areas. I gently say to the shadow Minister that his proposals seemed to suggest that he thinks that funding from Government grant, rather than council tax, is not taxpayers’ money. The news is that they are both taxpayers’ money. The issue is where the balance sits.
Money for local government in the funding settlement is not free money. If we want to increase that funding, clearly we have to pay for it somehow, and I assume that the only way that the Labour party proposes paying for that is by raising taxes, so the taxpayer would pay. I am calling for a fairer distribution of the funding that is available. I am not necessarily talking about hiking the Government’s contribution to local government funding, but there should be a fairer distribution of the funding that the Government make available, to accurately reflect need, demand, and the cost of delivering services in rural areas. I massively welcome the rural services delivery grant and the uplift announced for this coming year, but it is not a long-term solution, and we need to address the fundamental issue of funding for local councils in rural areas.
I will add a final point on temporary accommodation. We face a massive issue in Cornwall. Many people see Cornwall as a wonderful place to come, but every year many people come to Cornwall who require emergency housing, which puts a huge demand on the council. The last time I saw the figures, I think we had about 1,000 people in Cornwall in temporary accommodation; that is unsustainable for the council. The cost of delivering that accommodation in a largely tourist area is astronomical because of how people who need temporary accommodation have to be housed.
We have a particular problem in St Austell; over many years, the council has sought to house a disproportionate number of people in temporary housing and supported accommodation in the town. The sheer numbers placed there by the council has had a huge impact on the community. Local residents regularly tell me that although they are happy to play their part and provide their fair share of accommodation, which is clearly needed, they are unhappy when they are expected to provide a disproportionate amount. The council really needs to look at that. It is disturbing that when I asked the council for accurate figures on how many people are placed in St Austell by various providers, it did not seem able to give an answer; we just know that it is an awful lot. That has an impact on local services, particularly GP services and the police, and the associated antisocial behaviour is getting to a point where local people are saying that they have had enough. We need the matter addressed, so that the number of people that the council places in St Austell is reduced as soon as possible.
I very much welcome the uplift announced in the funding settlement for the coming year; that is hugely important to Cornwall Council. However, I still await the fundamental review of the funding formula, and a fair funding settlement for Cornwall Council, so that, going forward, we do not rely on extra pots of money being announced.

That this House has considered housing provision in tourist destinations.
It is a pleasure to serve under your chairmanship, Sir Charles. Returning to the Back Benches after two and a half years, I am very grateful that the very first time I apply for a Westminster Hall debate, I get one. I do not know what I have done to deserve it, but I am grateful for the opportunity. I could have chosen to speak about a number of issues affecting my constituents on my first occasion back in Westminster Hall, but housing has to be at the very top of that list.
Housing has long been an issue of concern in Cornwall, but it has without doubt become a crisis in recent years. It is the biggest challenge facing us today, especially in our coastal towns and villages. I am aware that Cornwall is not the only area to face this challenge, and many tourist areas across the UK face similar situations. I am pleased to see so many hon. colleagues present for the debate.
Without question, Cornwall is by far the best part of the United Kingdom. That is why so many visitors descend on us every year, to sample the delights of our duchy. I have always counted myself incredibly fortunate, not only to have been born there but to have lived there my whole life and to get to live for 52 weeks of the year somewhere that many people pay several thousand pounds to spend a couple of weeks each year. Visitors of course provide many economic benefits to Cornwall, but also bring many unintended consequences, with essential parts of our infrastructure being overstretched. The biggest impact that we see from tourism, however, is on our housing.
Let me make it clear at the beginning that this speech is not anti-tourist or anti-tourism. Tourism is vital to the Cornish economy. It is estimated that one in three households in Cornwall gain at least part of their income from tourism, and many thousands of businesses throughout the supply chain rely on visitors. But there has to be a balance, and there is little doubt that in recent years that balance has tipped too far. In providing accommodation for tourism, the impact of the number of second homes and holiday lets is proving damaging to many local communities.
We have seen many instances of local businesses and public services—ranging from hotels to our schools and hospitals—being unable to recruit key staff, with the lack of available housing given as the main reason why they cannot recruit or why people cannot move to start work. The impact is also felt in the cost of housing for local people, whether to rent or buy. With prices pushed up due to the inflated demand caused by tourism, the average price of a house in Cornwall is now £340,000, which is almost 20% higher than the UK average, and yet the typical wage in Cornwall is almost 30% lower than the UK average. The result is that too many local people are simply priced out of the market.
The situation in the rental market is only slightly better, with rents typically being 10% above the UK average outside London. It was therefore good news that the local housing allowance will be unfrozen and increased, as announced by the Chancellor in last week’s autumn statement, and that will be welcome news in Cornwall. The impact of all that is that too many people, especially our young people, have found it impossible to remain in the town or village that they were born and grew up in. Too few properties are available, and they will almost always be unaffordable.
Wider impacts might not be immediately obvious. For example, parish councils are increasingly responsible for more local services. One that contacted me only last week, Mevagissey Parish Council, is an excellent example of one such local council that is trying to do more for its community but is increasingly having to do so with less.
Local councils that do not have the general power of competence are restricted in what they can spend local taxpayers’ money on. If there is no specific statutory authority, the council can use what is called free resource. The free resource is calculated by multiplying a sum per elector by the number of electors, with the sum being set every year by Government. With an increasing number of residential properties being repurposed for holiday homes or second homes, there is a consequential reduction in the number of electors and, hence, a reduction in the free resource limit, meaning that parish councils and communities like Mevagissey are increasingly limited in what they can spend their funds on, leading to cuts in services that are often vital for those communities.
To put that in context, I have some statistics, provided by the Office for National Statistics, on the number of second homes or empty properties in communities in my constituency. In Newquay, the surfing capital of the UK and a very large town for Cornwall, 12% of properties are second homes; in St Goran parish, which is renowned for its Cornish gig club, the figure is 19%; in Mevagissey, the second most productive fishing port in Cornwall, the figure is 24%; and in the river port of Fowey, the figure is 28%. Twenty-eight per cent of properties are second homes in Fowey.
It is difficult for local authorities to calculate the numbers of holiday lets, but the numbers will be significant additions to these figures. As a flavour of the scale of the issue, CPRE estimated last year that short-term holiday listings in Cornwall grew by 661% in the five years to September 2021.
I have met Airbnb, our largest short-term letting accommodation provider, on several occasions to discuss how it, as an industry leader, can operate in a more responsible way, because there is a worrying trend, particularly since the pandemic, of landlords finding it far more profitable to put their properties on the holiday rental market over the summer season, leading to a significant rise in the number of no-fault evictions in March and April each year in our coastal communities. That results in many local people needing to find somewhere to live and often having to move out of the community in which they have been living, with all the upheaval that that brings to family life.
I am grateful to the hon. Member for giving way and for securing this debate. He has been very vocal about short-term lets. He wrote to the Minister recently to ask about the introduction of a use class for short-term lets and associated permitted development rights. We had a consultation, which was open until 7 June this year, on that subject. It is now nearly six months later. Does he agree that six months is more than enough time to consider the results of that consultation?
I am very grateful to the hon. Member for his intervention. I will be coming to that point towards the end of my speech, but I thank him for raising it at this point.
I am confident that the Government’s landmark Renters (Reform) Bill will go some way to addressing this, but we need to look closely at the detail of the Bill to ensure that its measures will have no unintended consequences.
To put all of this in perspective, there are currently 18,989 live listings in Cornwall on Airbnb and other platforms. The vast majority of those properties were built to be someone’s home and are now no longer available for local people to live in. By comparison, in October 2023, there were just 895 available residential listings in Cornwall on Rightmove. Those holiday rentals are overwhelmingly in the coastal communities and tourist hotspots we are discussing. As I said earlier, we are not against holiday lets. Tourism is vital, but there needs to be a balance. We need more housing that is genuinely affordable to local people, particularly for our key workers.
The situation in Cornwall is serious. It is difficult to understate how bad it is. The perfect storm of increased demand, rocketing prices that outstrip average wages and a growing population has led to record numbers of people being on Cornwall’s housing register. Last week, there were 26,136 people waiting to be housed in Cornwall. Then there are those households that are currently without a home: sadly, 857 households in Cornwall are in temporary accommodation, and 438 of them are families with children.
The answer is not just to build more houses. Cornwall Council, under portfolio holder Councillor Olly Monk, has done an excellent job since the Conservatives took the lead in 2021 in accelerating house building: it has built 5,442 houses during that time, 1,322 of which are affordable and earmarked for people with a local connection. But over the past 20 years, Cornwall has had above-national average levels of house building, so our experience shows that we cannot simply build to meet the ever-growing demand. When a market is broken, we need the Government to intervene, and there can be little doubt that the housing market in Cornwall is currently broken.
I applaud the fact that the Government have taken more steps to address the situation than any other Government, often with some enthusiastic support from me and my Cornish MP colleagues. They have taken steps to close the business rate loophole, which allowed second home owners to claim that their properties were holiday lets and therefore qualified for small business rate relief. They thereby paid neither council tax nor business rates and contributed nothing to local services.
The Levelling-up and Regeneration Act 2023, which received Royal Assent at the end of the previous Session of Parliament, makes provision for local authorities to charge double council tax on second homes. People who own second homes and do not rent them out to local people should rightly pay more to make up for the fact that those properties have been removed from primary occupancy. That was the right thing to do, and the Government did it. Cornwall Council is keen to apply the provision as soon as possible because it will bring in an anticipated extra £20 million a year. The register of holiday lets is also welcome, as it will for the first time give local authorities a full and accurate picture of exactly how many properties in the communities they serve are being used as holiday lets. Knowing how many holiday lets there are is the first step towards being able to better manage their number in a community.
The Government have consulted on giving powers to local councils to require a change of planning permission when homes are taken out of residential use and converted to holiday lets. I know that measure is controversial for some of my colleagues, but for me it is simple: if planning permission was granted to build a house to be somebody’s home and the new owner wishes to change its use to a holiday let, which is essentially a business use, a change of use should be required. We insist on that for all sorts of other businesses, and I believe the same should apply to holiday lets.
Those are all good steps, and I want to put on the record my thanks to the Secretary of State and other Ministers who have listened and taken on board what we have said. The measures, which go towards addressing the issue, have been welcomed in Cornwall, but we need them to be implemented. We cannot allow the situation we have experienced in Cornwall in recent years to be repeated.
Although the measures are not a silver bullet, they provide some answers and enable us to improve the situation significantly. I ask the Minister to provide an update on when we can expect the register of holiday lets and the planning change of use requirements to be implemented, because we need them as soon as possible. I would also be grateful for the Minister’s thoughts on the impact that the situation is having on parish councils. What can be done to assist parish councils, which are losing their ability to support their local communities?
As I have laid out, the situation we face in Cornwall is complex and serious. I welcome the steps the Government are taking, but we need to see them implemented as soon as possible, because we need to be able to intervene. The situation we have seen in Cornwall in recent years can never be repeated. We need to work together to ensure that it improves as soon as possible.
I thank all colleagues here, from right across the country, for contributing to this debate. It is clear that the challenges we all face in tourist areas are very similar. There is a very clear message for the Minister and the Government about the situation we face and the need for action.
I welcome the Minister’s response. On the consultation on planning for change of use, I absolutely understand the need to get the proposals right, but I am pleased that he has clearly got the message not to take too long getting it right. He is absolutely right: a when it comes to planning regulations, a one-size-fits-all approach across the country is probably not right. We need something flexible enough to address the needs of specific areas, rather than a blanket approach.
To conclude, all I ask is that the people I represent, who were born and grew up in some of the most beautiful and popular parts of the country, have the right to continue to live in their community—to buy or rent a house in the place that has been their home, as they deserve. That is what we seek to achieve. At the moment, too many are not able to do that; we simply want the Government to continue to act, so that future generations can do that.

As I said in my statement, across all three rounds of the fund, the north-east and the north-west have received more per capita than any other region in England. He asked about the specifics on productivity improvements and so on, and I will write to him and his Committee about that. Regarding the trailblazer deals, I have not read the piece in the Financial Times, but I will do so as soon as the statement is finished. I would encourage him to wait until Wednesday.
The Mid Cornwall Metro is a levelling-up infrastructure project to upgrade railway connectivity across Cornwall. It will bring huge benefits both economically and socially. I was pleased to hear the Minister say that the Government are keen to get on with delivering the project. I ask him to use his offices to work with the Department for Transport, the Treasury and Cornwall Council to get the final business case over the line and the funding released, so that we can get on with the project.
Absolutely. There are few greater champions for Cornwall in this House than my hon. Friend, and I shall work with him to ensure that the business case is signed off as soon as possible and that we are able to see levelling up in Cornwall. I am delighted that I will be visiting Cornwall in the very near future to sign a devolution deal.

It is a pleasure to serve under your chairmanship, Dr Huq. Having been relieved of my ministerial duties just a few hours ago—shortly after responding to your question in the Chamber this morning—I could not resist the opportunity to contribute to this debate on my return to the Back Benches. I congratulate my hon. Friend the Member for Hastings and Rye (Sally-Ann Hart) on securing this debate, just so that I could return to speaking after a while of not being able to do so.
I represent a constituency with two coasts—it is one of only three such constituencies in the whole country—so the matter of coastal communities is very close to my heart. Representing a Cornish constituency, I find that very often the image portrayed of life in Cornwall is idyllic. The series running at the moment on Channel 4, “Finding the Cornish Dream”, is a slightly warped version of what life if actually like for many people in Cornwall, because there is no doubt that coastal communities in Cornwall are among the most disadvantaged in our country. That is why it is so important that we have debates such as this, and that we continue to remind the Government of the importance of supporting our coastal communities to ensure that they can thrive and be prosperous in the future.
I add my voice to those calling for a Minister for coastal communities. Just after the last election, I had a discussion with the former Prime Minister, my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), about the need to put in place a Minister for coastal communities. I actually volunteered to take that role, but unfortunately the pandemic took over and we never managed to conclude that discussion. Perhaps the new Prime Minister would like to consider appointing a Minister for coastal communities, and if she really needs someone to do it, I am more than happy to return to Government.
There are a number of challenges that we need to face in supporting our coastal communities. We are too heavily reliant of tourism and hospitality, as important as that sector is. Much of our employment is seasonal, so we need to help our coastal communities to diversify their economic opportunities. I say to the Minister that one thing that should be done for coastal communities in Cornwall is address the biggest issue that we face—that of housing. Housing is unaffordable for most local people. The impact of the pandemic on the holiday let market and the increase in the number of holiday lets mean that too many people in Cornwall cannot find anywhere to live. Businesses are affected because they cannot find staff, because people are willing to come and work in Cornwall but cannot find anywhere to live. I know the Government are consulting on what to do about holiday lets, but I urge the Minister to make it a priority and ensure the Government act on holiday lets, so that local people in Cornwall can find somewhere to live.
I thank my hon. Friend for making that clear. We have been having lengthy discussions over the last few weeks about the disadvantages of adopting new taxes. Implementing tax cuts and developing and helping the economy are vitally important. We need to make sure that, throughout the UK, we try to have a consistent approach that helps members of the public, instead of playing political games.
A number of Opposition Members, including those on the Front Bench, have raised the issue of sewage discharge, as though it is a new phenomenon that has never happened before, when it has in fact been going on for decades. We are the first Government ever to take action on this issue—I know that, because I launched the plan two weeks ago. Does the Minister think I should send a copy of that plan to the Opposition Front Bench, because they seem to have missed it?
I have heard the point from my hon. Friend, but I need to make quick progress.
I thank my hon. Friend the Member for Hastings and Rye, who called this debate to discuss the future of coastal communities. I hear her calls, and those from other Members, for a coastal communities Minister. That is not part of our Government policy, but hopefully, while I am in this place as the Member for Great Grimsby, everyone will know that I understand exactly the situation that she and other Members are talking about. I congratulate my hon. Friend on having secured this important and timely debate. Over many years there has been an incredible increase in demand for housing in the south-west, including, I am sure, in his constituency. Does he share my view that it is impossible to build enough houses to meet the demand, and that we have to take other measures to intervene in the market to manage the demand for houses as well as the supply?
My hon. Friend makes a tremendously apposite point. It is a very good point indeed. The answer is yes, we do: the demand is such that the supply is always going to be vastly outstripped by it, so we need to look at other measures. I hope that when the planning Bill comes forward, it will help us towards that route and show that there are other opportunities out there.
The region’s job market has been among the worst hit by the pandemic, sitting alongside the rocketing house prices that I have mentioned, with affordability only expected to worsen. That means overcrowding, homelessness and a generation of young people unable to move out of their parents’ home or live near their workplace.

Commons ChamberDoes my hon. Friend share my view that part of the housing crisis in Cornwall is very much driven by second and holiday home ownership? Does he therefore agree that it is time for the Government to look seriously at requiring planning permission for a home that will not be a primary residence?
I welcome my hon. Friend’s intervention because I was about to come to that subject and credit him with that very idea. It is absolutely the case that we live in a beautiful part of the world; Mr Deputy Speaker, do come and visit, but please do not buy a house there—not until we get this sorted.
My hon. Friend is right that people want houses in our area—they want to have their bolthole there—but that has caused huge problems for communities such as Mousehole, St Ives and Porthleven in my constituency. We do not want to interfere in the market, but the idea right now is that we have some sort of planning condition for properties that are not going to be a primary residence.
This White Paper must sweep in stronger local communities, where family homes help the viability of the pub, the local post office and the local school. I have a situation right now in Coverack; its fantastic community school has years of history, yet there are just not enough children in the area to sustain it. We have a plan, but for the plan to survive it needs housing built for local families in the next three years.
Finally, the planning White Paper must sweep in opportunities for vibrant small and medium-sized enterprises that can provide apprenticeships and skilled jobs as these new homes are built and as existing ones are retrofitted for the benefit of our environment. We want to ensure that we live in homes that are healthy and safe, that provide the opportunity for young people to attain better in school and that are good for older people as they age.
I am glad to have been able to speak in this debate on this critical issue. I would be absolutely wrong not to stand up for my constituents and those in the rest of Cornwall who are struggling today to be able to live in the place that they call home.

I think that the online harms Bill outlined in the Queen’s Speech will be an important weapon in our arsenal, enabling us to take action against the virus of antisemitism and other forms of hate speech where they occur online. That is absolutely critical; we find it in many other aspects of our life. That is one of the reasons we pursued the IHRA definition, and have urged institutions to sign up to it, such as councils, universities and, of course, Members of this House. There is more work to be done there, and a particular focus for this Government will now be in universities. Many have not signed up to that definition, and many have done so but not yet put it into practice. We need to see urgent change there.
I welcome and indeed echo the words of the Home Secretary at the weekend in urging the police to take the strongest possible action against those responsible for these horrific and totally unacceptable incidents of antisemitism. Will my right hon. Friend confirm that his Department will work closely with the Home Office to ensure that all those responsible will be held to account and face justice as soon as possible?
Antisemitic crimes, like all those with regard to racism, are serious crimes, and we expect police forces investigating these issues to do so rigorously, robustly and swiftly, and for action to be taken against the individuals if they are found to require prosecution. My right hon. Friend the Home Secretary is working with the Metropolitan police, and has received assurances from them that they will be doing everything they can to bring these individuals to justice.

Commons ChamberThere is no doubt about the vital role that our local councils have played in supporting our country and the communities they serve through this pandemic. The Government have recognised that by providing unprecedented levels of financial support to councils. Cornwall Council alone has received more than £555 million from the Government to support its work, businesses, communities and households over the past year. I welcome this local government financial settlement, the Government’s continued support to local councils and, indeed, the increase in funding for our councils.
I have listened carefully to the debate, and I am somewhat puzzled by much of what we have heard from those on the Opposition Benches. They criticise the Government for not providing more funding for local authorities, and at the same time they criticise them for allowing councils to increase council tax, as though money that comes from central Government is somehow free money. Well, I have news for everyone: it is all taxpayers’ money, whether it comes from centrally raised or locally raised taxes. We will certainly take no lessons from the Labour party, under which we saw council tax double the last time it was in government.
Of course, it is not just about the amount of money councils get; how they spend it is just as important. Councils need to ensure that they provide value for money to taxpayers and that their funding is focused on the core services that matter most to local people. Sadly, Cornwall Council continues to show that it is unable to do that. All too often, there are examples of how the current administration continually complains that it needs more money from central Government but then seems always to find the money for its own priorities, which regrettably do not always reflect those of the people it is meant to be serving.
My hon. Friend the Member for South East Cornwall (Mrs Murray) has already highlighted the tens of thousands of pounds the council wastes every year on continuing to maintain an office in Brussels, even though we voted to leave the EU five years ago. However, most shocking of all is possibly the recent revelation that Cornwall Council paid a staggering £20 million to consultants last year. That is more than double the amount it spent in 2017-18 and amounts to more than £400,000 a week, every week. I struggle to imagine what could possibly need so many consultants to be paid so much Cornish taxpayers’ money. To date, the administration has failed to explain who has been paid the money and for what possible reason. Paying that much money to consultants is bad enough, but when we factor in the fact that in 2020 Cornwall Council had the highest number of officers being paid over £100,000 a year in the south-west, we wonder why it needs all those highly paid consultants as well as 19 officers receiving over £100,000.
Many people are also concerned that the council will use the impact of the past year to further reduce the face-to-face services it provides and to cut back on its physical presence in our towns. Despite being told by the administration that having staff working from home is more efficient, we have seen a reduction in the level of services. One specific issue is the time it takes for local conveyancing searches to be completed. In recent months, it has been taking over 10 weeks for searches to be returned, which has caused no end of stress and anxiety to homebuyers. When challenged as to why it has taken so long, the council blamed the pandemic and the impact of staff working from home. Yet, at the same, it tells us that it is more efficient for staff to work from home. It cannot have it both ways. I ask the Minister to confirm that we expect councils to reopen their face-to-face services and get staff back in their offices as soon as it is safe to do so. Can we also look at what we can do about the delay in local searches? This is clogging up the housing market at a time when hundreds of people are seeking to complete before the end of the stamp duty holiday.
Finally, it would be remiss of me not to mention the need for the fair funding review to be completed. It has been well established that the cost of delivering services in rural areas is higher than in urban centres. The Government recognised this through the rural services delivery grant. I thank the Secretary of State for the extension of the grant, but we have been waiting for the fair funding review for too long now. As we emerge from this pandemic there is an urgent need to review the way in which councils are funded, particularly in rural areas, that recognises the additional costs that rural councils face and to ensure that a fit-for-purpose formula is in place. For too long, we have said that the warped funding formula created by the previous Labour Government that favours urban councils and sees them receive a disproportionately high level of funding needs to be addressed. Will the Minister make this an urgent priority in the coming months, so that we can make sure that a fair formula is in place ahead of next year?
