I do. I completely agree with the hon. Lady; she makes a good point. The environmental improvements that we are seeing in aircraft, such as the use of sustainable fuels and vertical take-off aircraft, all need to be taken into account in the modernisation. I am told by various organisations that they have not been, or that after the airport gets the latest instructions from the Civil Aviation Authority, something else is improved and, by the time they go back with the proposals, the goalposts have shifted again. It is vital that the latest technology and improvements are part of the modernisation and that we do not find that when it comes into place it is already out of date.

It is good that the hon. Lady has secured this debate. I represent Winchester; Southampton international airport is next door to me but not in my constituency. No matter how the flightpaths into that airport are changed, it will either please one group or community and displease another, or displease the first and please the second. It is only really moving the pieces around. The hon. Lady’s point about using modern technology for quieter, cleaner and more efficient aircraft has to be part of the airspace modernisation programme; otherwise we will go through a whole world of pain for little change in some regional airports, such as the one next door to my constituency.

I thank the hon. Member for his point, which is absolutely correct. There is a danger that we just shuffle everything around and a different community bears the brunt, whereas there are improvements being made that could improve the situation for everybody.

At this point, let me I thank and pay tribute to those in my constituency and around all our airports: without them, we would not be able to pursue this issue. Because they have been vocal about the impact, we are able to highlight just how important it is to get this right. It is our duty to look after the wellbeing of the people we represent. When I receive as many messages as I do talking about the decline in the mental and physical health of people living under the flightpaths, I believe it is our responsibility to do everything we can to ensure that this exercise is successful.

I have, then, several asks of the Government. Will they assure us that everything possible is being done to take into account the technological changes and overcome the problems and delays caused by the pandemic, when many airspace modernisation programmes—as part of this exercise—had to be paused?

I know that it will cost money, which is my second ask. The Airspace Change Organising Group has the financial backing to support our airports, many of which were devastated by the pandemic. They will not get back to 2019 levels and do not have the financial resources any more; they need more support.

Finally, but perhaps most importantly, I ask that we do everything possible to improve communications and ensure that local communities are aware of how the plans are progressing and what the potential benefits are for them. CAP1616 places a greater emphasis on consultation with stakeholders than there was previously, but I know from my own constituents and local airport that that is not enough. I am told by the airport that the communications are not what they should be, and that that is slowing down their progress in getting in successful modernisation proposals and getting them through.

At a time of so much uncertainty, in politics and in our economy, we can surely never have had a stronger reminder that confidence and trust come from communication and listening. We need the clarity, communication and reassurance for our airports, our aviation industry and—most importantly—our communities that this exercise is progressing swiftly and being effectively organised.

Health Bills, rightly, do not come around too often, so when they do there needs to be good reason. My conclusion, from the necessary establishment of integrated care systems to the so-called triple aim, the removal of the competition aspect and the new power of direction, is that there is good reason for legislation at this time. This is obviously a vast Bill, but because Health Bills do not come around very often, it is understandable that colleagues and officials will use the opportunity to give legislative cover to things that they have been working on for a long time. The Healthcare Safety Investigation Branch is a very welcome example of that.

I want to focus on workforce and then on primary care, and in doing so I refer the House to my entries in the Register of Members’ Financial Interests. On workforce, I remember publishing the cancer strategy in 2018. The issue then was not our ambition but having the cancer workforce to meet it. Obviously, the chances of surviving cancer have improved significantly in recent years. There are many reasons for that, but detecting 75% of cancers at stage 1 or early stage, which must happen, needs the radiographers in post and demands an endoscopy workforce that can properly execute the FIT screening for the bowel cancer programme, as one example.

The hon. Gentleman is making an excellent point about the necessary workforce in the NHS. Does he agree that if we were perhaps to offer indefinite leave to remain to the many thousands of frontline NHS workers in all departments who are here on visas and have worked hard through this pandemic, we would help to fill the gap that so desperately needs closing?

The hon. Lady makes a sensible point. There is obviously a process in place whereby that can happen, but if she is asking whether I agree with a liberal immigration policy to help our health service, then absolutely, yes I do. Addressing the cancer workforce and the wider NHS staffing picture is not an omission from the Bill—we cannot legislate staff shortages out of existence—but if we do not address that issue and face up to our long-term structural gaps, many of the reforms around tackling the backlog and building back better will not amount to a row of beans.

I will not give a commitment at the Dispatch Box, but I know the JDRF well. I have supported it in my constituency through various events, including the Alresford music festival, which I am sure the right hon. Gentleman is familiar with. I will take a look at what he said and if he wants to chat to me offline about that, I would be very happy to do so.

The diabetes prevention programme has been mentioned. Wherever possible, the aim is to prevent type 2 diabetes from developing in those most at risk. I am proud to say that NHS England, Public Health England, for which I am responsible, and Diabetes UK have had some success working on the NHS diabetes prevention programme—the first such programme that we have delivered at scale nationwide. I know that a lot of other countries are looking at what we are doing.

The programme is putting in place support for behavioural change in people who have been identified by their GP, or through the NHS health check, as being at high risk of developing diabetes. Individuals can then get tailored, personalised help to reduce their risk of developing the condition, including bespoke exercise programmes and education on healthy eating and lifestyle. It is incredibly positive.

I am aware of the time, so I will move on to treatment and care programmes. After successfully securing significant new investment in diabetes through the spending review, NHS England has developed a diabetes treatment and care programme, which is aimed at reducing variation and improving outcomes for people living with diabetes. As part of that, NHS England will invest £42 million in proposals from individual CCGs, collaborations and sustainability and transformation partnerships to improve the treatment and care of people with diabetes.

I will not take another intervention, because I will conclude in just a second. The spending review made provision for significant transformation funding through to 2020-21, and I expect that to be spent in line with the priorities set out in NHS England’s mandate, including for diabetes.

We have talked about the childhood obesity programme and the national diabetes prevention programme. I am responsible for other public health initiatives, such as Change4Life and the One You programme. People like me with young children will see the Change4Life branding coming through in book bags for them. It has been an incredibly successful campaign. The programmes are crucial in both encouraging a healthy lifestyle and promoting exercise among young people, as are such things as the Golden Mile, which is almost universal in primary schools across England. The benefits of such programmes should be acknowledged in reducing not only the incidence of diabetes, but other debilitating and life-threatening conditions such as cancer and heart disease, in which I also have a great interest.
