The hon. Lady raises an extremely valid point, and it is a shared concern across the House. Everyone can see the impact of the wet weather. That is why we are continually engaging with the sector. We had the farm to fork summit as part of that engagement, and we are looking at what easements can be granted in schemes such as the sustainable farming incentive, but also more widely. I will have more to say on that shortly.

Southport has seen millions of pounds of investment into drainage capacity for water, but unfortunately the villages of Tarleton, Hesketh Bank and Banks have not. These farming communities have been devastated by flooding. The Minister for Food, Farming and Fisheries met me and my hon. Friend the Member for South Ribble (Katherine Fletcher) last year, which was appreciated by farmers, but more needs to be done. A report has been submitted to the Department. We want to set up an internal drainage board. What more can be done to make sure that is done at pace to help these communities?

As I touched on earlier, I am a huge supporter of the work of our internal drainage boards. They do a superb job, which is why the Minister for Water and Rural Growth, my hon. Friend the Member for Keighley (Robbie Moore), decided to allocate an additional £75 million. We will look constructively at what more can be done in more areas through the focus of drainage boards. My hon. Friend will have seen that we have already flexed our regulations in response to Storm Henk, for example, and we are looking at what further things we can do.

I am happy to guarantee to all those EU citizens living in the UK ahead of our exit that the withdrawal agreement Bill guarantees their rights, among which are their rights to healthcare. That is why I urge the hon. Gentleman to support the Bill on Third Reading.

T5. Will my right hon. Friend confirm that the UK will remain an open, dynamic and welcoming place for EU citizens to study in our world-class universities, and that Britain continues to lead the way with the internationally recognised quality of our higher education?

Having committed an additional £20 billion in real terms, the Government are asking the NHS to deliver a long-term plan that includes continued improvements in productivity and efficiency, and we are reinvesting the savings in improved patient care.

I congratulate my hon. Friend on his drive to recycle more hospital equipment such as zimmer frames, crutches and wheelchairs, but what steps is his Department taking to encourage more hospitals such as Southport Hospital in my constituency to run recycling programmes to reduce waste in our NHS?

I am keen to work with my hon. Friend to encourage Southport and other trusts to recycle equipment. I know from my family’s experience that it causes significant frustration when people see hospitals not collecting perfectly good medical equipment that could be recycled. I am keen to work with him and with trusts to ensure that we learn from that.

My hon. Friend is right. I think that at the heart of Dr Kirkup’s findings was the conclusion that what drove these events was not money—and he made that point specifically in relation to the finance for the initial services—but the desire to seek foundation trust status, which led to a wholly unrealistic cost improvement plan and an unwillingness to address the issues that arose as a consequence.

I thank my constituency neighbour, the hon. Member for West Lancashire (Rosie Cooper), for all the work that she has done on this issue.

As has already been said, it is important for the right culture to exist in our NHS. However, it is also important for those who compromise patient safety to be brought to book and punished, and for us to know what action was taken, because otherwise the same thing will keep happening.
