Commons ChamberAgain, I very much respect the position of my right hon. Friend. I suspect that, on this, we will agree to disagree. I have set out, first, the position as agreed by the Cabinet; secondly, what is the legislative position; and thirdly, what is the interplay in terms of the motion before the House this evening. I absolutely respect her in terms of how she cast her vote in that Division, but the point is that it does not change the stated position of the Government, and that is what I was setting out.
I support the Prime Minister’s deal. I want us to get a deal. But I am looking very closely at this motion, which includes the words:
“support for the approach to leaving the EU expressed by this House on 29 January”.
Two motions were carried that night, both of which I supported. I would like to hear from my right hon. Friend that he gives equal respect to the opinions expressed by the House, for if he fails to do that, it is contemptuous of this House.

Commons ChamberMy right hon. Friend makes a valid point. Inevitably, when large sums are being spent, there will be pressure to leverage it, and already the Government have signalled some tipping towards schemes linked to HS2. For example, they have referred to making cities “HS2 ready”, so it is in the very lexicon they are using.
On a point of clarification about connectivity, local authorities have to take some responsibility as part of their transport plans. The Greater Birmingham and Solihull local enterprise partnership’s top priority is to make a bid to the single regeneration pot for light rail connections to Birmingham airport and the interchange station. When Lord Adonis was promoting high-speed rail, and we were not sure about it in the west midlands, the deal was basically that we would find the funds to build the station. There is a balance between local authority spend and other pots; it should not all come from a single resource.
My right hon. Friend makes a fair point, but it is not the point that I am seeking to make. The £35 billion that has been allocated for control period 5, between 2014 and 2019, referred to in paragraph 18 of the Department’s case, does not cover many of the items on the wish-lists that Members are compiling today.

Commons ChamberThere were a number of things there. As part of our achievements in our first year in office I would count the implementation of most of the Pitt review, so there has been clear progress in implementation. The water White Paper is due later this year, and I just mentioned how closely we are monitoring the water situation. I am very concerned that it is already having an irreversible impact on agricultural production and I have convened a meeting of all stakeholders next week as it is very important that we take this matter extremely seriously.
T2. The Department has spent many millions of pounds buying up some of our best farmland next to the Ouse washes to provide extra habitat for birds. The Littleport and Downham internal drainage board has expressed grave concern at the increased flooding risk to homes and other farmland. This action undermines food security and is not a good use of public funds at a time of austerity. Will the Minister agree to meet me and a local delegation to discuss that, and will his Department now publish a detailed assessment of the costs associated with it so that we can assess it properly?
