The right hon. Gentleman expresses his point very powerfully.

The mandate for the UN panel of experts to continue its work is one of the topics being considered at the UN Human Rights Council meeting which started this week. It is vitally important that the work of this group is able to continue so that it can ensure that all potential violations of international humanitarian or human rights law by any side in this conflict are investigated thoroughly by a neutral panel. There is serious concern that, at the HRC, Saudi Arabia and the UAE might try to block the extension of the panel of experts’ mandate. Will the Minister say when he responds to the debate whether the UK Government believe that the coalition may well try to do that, and if so how will the UK work to ensure that this vital body can continue? In particular, will he confirm to the House today that the UK will give its support to the work of the panel when this issue is debated in Geneva?

Also in Geneva, the UN special envoy was due to hold the first round of consultation talks on peace in Yemen last week. The Houthi delegation failed to turn up, citing claims that they were not guaranteed safe return to Yemen once the talks were finished. Geneva has the potential to be a major step forward for a peaceful resolution to the conflict. Martin Griffiths, the UN special envoy, has said that this latest impasse does not mean that the talks are dead, and he is visiting Sana’a to meet Houthi leaders to agree a new timetable for talks.

Why does the hon. Gentleman think the Houthis did not turn up to that meeting? The demands they made show they were not serious about attending in the first place.

The hon. Gentleman anticipates what I was going to say next. I was going to ask the Minister the question the hon. Gentleman has asked me, on the basis that the Minister is probably rather better briefed on these matters than I am. So I ask the Minister for the Government’s assessment of the reasons for the non-attendance of the Houthis. What will the UK do to help facilitate their participation so that the talks can get under way as soon as possible?

I absolutely agree with both parts of what my hon. Friend says. That point illustrates once again the complexity of the situation. None of us has any illusions about the Houthis, and none of us, I think, has any illusions about Iran and its role, but if we are to get a peace process going, we are going to have to engage with people, including some pretty unsavoury people; we will have to do that if there is to be any chance of bringing peace to Yemen. I also urge the Government to seek an immediate ceasefire so that we can work constructively with the special envoy towards peace.

The hon. Gentleman has, for the first time in his speech I think, mentioned the “I” word: Iran. How are we going to achieve peace in this situation unless we involve Iran at the beginning and stop the massive export of weapons from Iran to the Houthis?

The hon. Gentleman is absolutely right to say that Iran needs to be fully engaged in this process. The war is often described as a proxy war between Iran and Saudi Arabia, but that is quite simplistic. The situation is far more complicated than that, although that is definitely one of the dimensions. We know of the damage that has been done by Iranian influence in the Syrian conflict, so there are no illusions at all about Iran.

I have sought to highlight the atrocities of the Houthis as well as those of the Saudi-led coalition, because it is incredibly important to take an accurate and balanced approach to these questions. Those atrocities have contributed to the scale of the humanitarian catastrophe. The statistics are shocking: 22 million people in Yemen are in need of humanitarian protection and assistance, and half of them are children. That is actually 4 million more children than was the case six months ago. I checked that figure when I was preparing for this debate, because it sounded so dramatic: 11 million children are now affected.

Famine, the denial of access to goods, the destruction of medical and educational infrastructure and mass outbreaks of cholera and diphtheria are the daily reality of life for the people of Yemen. Petrol, a key commodity, has more than doubled in price, which is severely debilitating transport and healthcare. The transport issue is hugely important; if goods and aid cannot be moved throughout the country, people will clearly continue to suffer on the edge of starvation.

Let me praise the Department for International Development, which has a positive story to tell when it comes to Yemen. Since the beginning of the conflict, DFID has allocated more than £400 million to help to relieve the humanitarian crisis. That money has helped more than 1 million children and pregnant women to get food and medicine, supported children through education and reached around 650,000 people through water, sanitation and hygiene programmes. That work would not be possible without the dedication and skill of those delivering those programmes on the ground. Those aid workers put themselves in great personal danger to help to relieve the suffering of some of the most vulnerable people in the world, and it is our duty to ensure that they have the resources they need to carry out their work and to do so in as safe an environment as possible.

The UN group of experts highlights the lack of proportionality in the use of blockades across Yemen, which it says

“have had widespread and devastating effects on the civilian population”.

This is further deepening the humanitarian crisis on the ground. Civil servants in Yemen have not been paid for years, and the rial, Yemen’s national currency, has lost more than half its value since the beginning of the war. Over recent weeks, citizens have taken to the streets of Aden to protest against the ongoing economic turmoil in their country. The situation could represent a turning point in the south, where instability threatens to spill over and create more conflict between the Hadi Government and the southern separatist movement.

When this conflict is eventually resolved, there is a huge risk of leaving behind a lost generation of young people whose lives have been ravaged by conflict. Will the Minister tell us what the British Government will do, when the conflict ends, to support rebuilding in Yemen? The time is surely ripe for real, meaningful action. With the UN Human Rights Council and the General Assembly meeting this month, the UK and other parties have an opportunity to pressure the warring sides to get back round the negotiating table. For too long now, we have seen atrocities in Yemen, seemingly without an end in sight. We have an opportunity to act now to prevent further bloodshed, to ensure that civilians and humanitarian aid are protected and to achieve an immediate ceasefire and the resumption of peace talks. Rebuilding Yemen after this conflict will be a huge task, requiring humanitarian assistance, development aid and diplomacy. I urge the Minister today to affirm the UK’s long-term commitment to Yemen and its people.

It is a pleasure to serve under your chairmanship, Mr Betts. I congratulate the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie) on securing this debate and on his excellent speech. I concur with what he said about the 0.7% commitment and about there being no conflict between our moral purpose and our national interest. All I would say is that it is vital that our work on international development is at all times guided by the centrality of reducing poverty and, in particular, adopting the sustainable development goals.

In 2016, the UK spent £1.2 billion on disaster relief. At roughly 15% of all overseas development assistance, that is the biggest single sector for UK aid. It was used to respond to natural disasters, disease—the hon. Gentleman gave the example of Ebola—terrorism, war and other conflicts, and mass atrocities. Our ability to react quickly to developing crises allows us to tackle serious issues before they develop. I want to draw attention to the emergency health unit, which is funded by DFID and run by Save the Children. In 2015, when there was an outbreak of measles in South Sudan, the emergency health unit was deployed quickly and provided life-saving vaccinations and medical assistance to the local population. In just three weeks, the UK’s and Save the Children’s direct action protected about 45,000 children from deadly disease.

As the hon. Gentleman said, the Ebola crisis was a textbook example of effective UK action. Tragically, Ebola killed more than 11,000 people, yet that figure would have been a great deal higher but for the actions of the UK and others. The year before last, in the previous Parliament, the Select Committee on International Development concluded that DFID should be commended for the way it responded. In particular, we applauded all the staff who worked in Sierra Leone and the region to bring the epidemic under control. As the hon. Gentleman rightly said, the Ebola crisis is an excellent example of how DFID can work with other Departments, including the Ministry of Defence and the Department of Health, and of how, by doing so, we can help those living in the affected communities and deliver value for money for the British taxpayer.

The International Development Committee has just begun an inquiry into the administration and definition of overseas development assistance. An increasing proportion of the UK’s ODA is being spent by other Departments, and we want to look at that issue to ensure that the money is going towards the primary goal of poverty reduction. We also want to look at the definition of ODA. In the Conservative manifesto last year, there was a commitment to work with the OECD to change the definition of what constitutes ODA. It is sensible for the rules that govern ODA to be reviewed. The former Secretary of State called for more of the money that is spent on, for example, UN peacekeeping missions to count as overseas development assistance. As a result, the OECD doubled the proportion that can count from 7% to 15%, and I think that change made sense.

As it stands, the British overseas territories—the hon. Member for West Aberdeenshire and Kincardine referred to Hurricane Irma—are not able to receive funds that count towards the 0.7% target, for the simple reason that their gross national income per head is far too high to qualify for aid spending.

The hon. Gentleman may not be aware of this, but during a recent Council of Europe session I had words with the secretary-general of the OECD about redefining that definition so that it did not mean that, after the disasters that struck the Caribbean, we could not give money to those areas. Does he agree that we should still push for that?

The International Development Committee is considering that matter, and we are still taking evidence on it. We have to tread with care, but there is a case to be made that, in some of the examples we have seen, such as in the Caribbean last year, there is a case for greater flexibility in the rules. In the evidence we have received for our inquiry, we have heard that the OECD has begun the process of examining a short-term financing mechanism, which could be made available to countries that have previously been on the recipient list for ODA but no longer are, by virtue of their current income. That would be allowed only in exceptional circumstances, but the Hurricane Irma situation could be such an exceptional circumstance.

The Development Assistance Committee at the OECD has also agreed to create a new mechanism to allow countries to go back more quickly on the list of ODA-eligible countries if their income per capita has fallen enough as a direct consequence of a natural disaster. That reform to the rules, which is quite narrowly defined, might well meet the sorts of circumstances that the hon. Gentleman describes.

My note of caution is this: it is vital that our overseas development assistance goes to those who need it most—to the poorest parts of the world. In the overseas territories, one extreme—the Cayman Islands—has a gross national income per head 86 times larger than that of Ethiopia, and even the poorest of the Caribbean overseas territories, Anguilla, has a per-capita income 20 times higher than that of Ethiopia. In the light of that, I urge the Minister to take great care as the Government proceed with the discussions with the OECD DAC. I would not rule out some of the changes I have referred to, which I know the Government are discussing with the OECD.

When a crisis strikes, it is important that basic services such as health and education continue as normally as possible. I absolutely agree with the hon. Gentleman’s point about education. Education Cannot Wait, which was set up with DFID’s help, is an incredibly important programme to support children living in emergency situations. It currently works with more than 3 million in 13 countries, many of whom are refugees or internally displaced people as a direct consequence of natural disasters, war or other atrocities.

Immediate and life-saving assistance is vital when crises occur, but it is important to lay the groundwork for a sustainable future as quickly as possible. The evidence that our Committee has taken over a number of years shows that the Department’s use of cash transfers can be a useful, productive and efficient way of giving support to people in some of the most vulnerable situations. Cash transfers typically have a much lower administrative cost, and give beneficiaries much more control over their own need. What scope do the Minister and the Department see for a wider use of cash transfers when disasters hit?

The central issue is climate change, which is an increasingly significant cause of humanitarian crises. In the past two decades alone, more than 1 million people have died as a consequence of weather extremes and their associated disasters. The Government’s report on building resilience and adaptation to climate change estimates that by 2030 there could be more than 300 million people trapped in poverty because of climate change. Surely it is vital that preventive measures are funded and pursued. As climate change continues to be an enormous challenge, countries will have to learn to adapt to changing conditions to prevent disasters. DFID already spends nearly £150 million a year on prevention programmes, including in South Sudan, Afghanistan and Burma, which help to build resilience to the changing environment and ensure that, when disaster strikes, locals have access to timely, appropriate and cost-effective humanitarian aid.

In conclusion, the UK has long played a positive role in disaster relief. Our Committee’s inquiry is examining in detail the Government’s case for changing the ODA rules, and we will report on that later this year. Clearly, climate change, natural disasters, conflict and mass atrocities mean that an increasing number of people are displaced as refugees or internally. Effective relief is vital, but ultimately we need to do more to address the causes of displacement so that, where possible, we prevent such disasters from happening in the first place.

The hon. Gentleman is capable of a more intelligent argument than the one he has just made, and I hope we can have that moving forward. The Labour party wants vocational qualifications that are fit for purpose, so let us have a debate about how we can secure that.

When I ask parents in my constituency what is their biggest concern about education, they often say, “Will it prepare our children for the jobs of the future?” Of course parents want schools that instil knowledge, but they know that knowledge alone is not enough. Parents value the role of schools in educating their children to become active citizens and informed consumers, and to participate in the economy and jobs of the future. That is the prism through which this reform should be viewed. A true baccalaureate approach will require forms of assessment that are truly fit for purpose.

Last September, the Education Secretary told the House:

“We want to remove controlled assessment…from core subjects.”—[Official Report, 17 September 2012; Vol. 550, c. 654.]

and he nods in assent to that today. As I understand, however, the power to decide on forms of assessment lies with Ofqual. Is the Secretary of State planning to bring forward primary legislation to change that so that he has the power to make such decisions? I see he is nodding. Will he say whether he will do that and whether it is his intention to write the questions, invigilate the exams and mark the scripts as well?

The Education Secretary has expressed his preference to scrap controlled assessments, replacing them with three-hour exams at the end of two years’ study. In no other walk of life would we expect three-hour linear exams alone to provide the basis for an assessment of the depth and breadth of learning. Will the Secretary of State tell the House on what evidence from this country or abroad, he has based his preference for entirely removing field work in geography, laboratory experiments in science and presentational skills in English, favouring instead a linear exam that could encourage rote learning over deeper understanding?

The third area where the Government’s plans fall short is perhaps the most worrying. We know the Secretary of State’s plan A because it was published in the Daily Mail in June last year. What he really wants is to reintroduce the two-tier system of O-levels and CSEs—yet another example of the “Upstairs, Downstairs” mentality to which the former Children’s Minister, the hon. Member for East Worthing and Shoreham (Tim Loughton), referred at the Education Committee this morning. Having failed to secure his preferred scheme, however, it now seems that we have a stealth version of a two-tier system.

The Secretary of State told the House in September that his plans would not amount to a two-tier system, yet he is proposing a statement of achievement for those who will not take EBCs. Is that not a return to a two-tier system? In fact, it is arguably even worse than the old CSE system, because at least in that system high-performing CSE candidates still had the chance of getting an O-level. Will the Secretary of State tell the House what value will be attached in reality to those statements of achievement? How will they help young people secure places in further education or work, or as apprentices?

We as a House should, on a cross-party basis, reject the talent myth that divides children into winners and losers before they have even had the chance to demonstrate their potential. Such defeatist thinking is socially regressive and caps our potential as a nation. What estimates have the Government made of how many young people will not be entered for EBCs in core subjects? At the other end of the spectrum, the Secretary of State has hinted on a number of occasions at the reintroduction of what is called norm referencing—placing an artificial cap on the proportion of high grades. Are the Government going to proceed with that?

With EBCs we have had from the Secretary of State a lesson in bad policy making—putting the cart before the horse by putting assessment before curriculum, choosing dogma over evidence, and no attempt to build consensus for a lasting solution. Ofqual has expressed real concern about the Secretary of State’s timetable and careful implementation is vital if changes are to succeed. Will the Government, even at this stage, rethink the rushed timetable for those changes?

I accept that the education system is ripe for reform, but we need reform that works. That is why the Labour party has set out a plan for reforming vocational education, with a technical baccalaureate at 18, including English and maths for all. The Secretary of State has undermined important vocational courses. The engineering diploma, for example, was devalued by the Education Secretary before being reinstated by the Chancellor of the Exchequer, and the Government have not given that crucial area the priority it deserves. While the CBI criticises the Education Secretary’s plans for EBCs, Labour would get businesses to accredit vocational courses.

I am listening with interest to the hon. Gentleman’s statement about what Labour would do, but will it overcome the fact that 42% of employers have to conduct remedial training for the young people who come to them?

The hon. Gentleman is absolutely right and that is part of the reason we have said that English and maths should continue beyond 16, right up to 18. As an advanced industrialised country we are unusual in not requiring learners to continue with both mathematics and the home language, and we have put forward that positive reform precisely to meet the concern raised. I see nothing in the Government’s proposals for EBCs that will address that bad situation, and a real risk that it will make it even worse.

When the Secretary of State set out his proposals last September he had no plans to include vocational education. A few weeks later, the Labour party set out its proposals, including for a technical baccalaureate. How did the Secretary of State respond? The Conservatives put out a press release stating that the certificates would “make young people unemployable.” That is what they said in September. Two months later the Under-Secretary of State for Skills, the hon. Member for West Suffolk (Matthew Hancock), who is not in the Chamber today, supported Labour’s Tech Bac. We have seen from the Secretary of State that vocational education is, at very best, an afterthought, and in reality his policy on vocational education is a total shambles. I believe that education is crucial.
