My hon. Friend now serves on the Select Committee, and will therefore be well able to keep an eye on these matters. We are always being asked for extra services, but I assure him that I am well aware of the case for Lincoln, especially in the light of the important celebrations that will take place next year. I will certainly consider it, and will judge it in the context of all the other opportunities that we have, and requests that we receive, for the provision of extra services.

Does the Secretary of State agree that, following the interconnection between High Speed 1 and High Speed 2, we will need a greater capacity and three trains per hour?

At least the right hon. Gentleman is consistent. As I have said on several occasions, I will consider what he has said and try to ensure that we provide that connectivity. There is also the question of trains running directly from Old Oak Common to the continent, which we will need to judge as we judge all other matters relating to high-speed rail.

I very much recognise the position faced by the hon. Gentleman’s constituents as far as the great western line is concerned, and I have organised a special briefing for Members of Parliament from Network Rail about that section of the rail network. As a new member of the Transport Committee, the hon. Gentleman will want to keep that under guard.

May I press the Secretary of State on the concern raised by my hon. Friend the Member for Garston and Halewood (Maria Eagle) about the HS2-HS1 interconnection? As I understand, under current proposals it will be limited to, at most, three trains per hour. As I am sure the Secretary of State will want trains from new HS2 destinations to run beyond London and across the channel, will we not have to do better than that with the interconnection?

I think I tried to address that in an earlier answer. Of course I want to look at how the connection works, and it will be possible to run some services from Old Oak Common direct to the continent if there is demand for that. We will certainly look at the issue, and at how the whole London interconnection works.

My hon. Friend is absolutely right to raise the issue. One reason we have specifically recruited business mentors to work with women who want to set up their own business is that access to finance is often much harder for them. My hon. Friend the Minister for Equalities has had some constructive discussions with Noreena Hertz, on which we will be able to report soon.

The Government fully recognise the importance of child care in helping parents—not just mothers—to move into or stay in work. Under universal credit, we will for the first time extend help with child care costs to those working under 16 hours, benefiting some 80,000 families who previously had no such support.

Since the Government cut the rate of support for child care a year ago, 44,000 fewer people have claimed support, women’s unemployment is now at its highest for 25 years and 50,000 more women are economically inactive than before the cut was made. Is it not now clear that cutting support for child care is a false economy?

We have announced that under universal credit we will support an extra 80,000 families with child care, and that we are doubling the number of two-year-olds getting free nursery care. If the right hon. Gentleman is asking us to reconsider his Government’s policy of increasing support for child care to some 80%, perhaps he will explain where he will find the £600 million that the Daycare Trust feels it would cost to implement the policy.

My hon. Friend is right and that is why the second phase of High Speed 2 will see a spur to Heathrow. It is also wise to point out that the first phase will see Birmingham airport effectively connected to High Speed 2, too.

I hope that we will see direct trains from Scotland to Paris and Brussels. Will the Secretary of State confirm that the current proposal is for only a single-track interconnection between High Speed 1 and High Speed 2 and is she open to imaginative ideas to make better use of existing capacity to allow a proper two-track link between the two future high-speed links?

The right hon. Gentleman is right to point out that we have plans to connect those two high-speed tracks in part of the first phase and his question demonstrates the opportunities for growing that capacity in future years. I think it shows why high-speed rail is so vital to the future of not just the capacity of our rail network but our economy.

I thoroughly agree. I have had a clear priority to look at how we can minimise the impact of this project on people, but in addition to that I have been careful to look at how we can minimise the impact more broadly on both the environment and of course wildlife, and I will continue to do that. The environmental impact statement process that we can now begin will enable us to do that in a far more detailed way. That is very welcome.

I welcome the statement. Greengauge 21 has pointed out that if some commuter services that currently run into Euston could be diverted on to Crossrail when High Speed 2 opens, that would create new through-services, which would be very welcome, could significantly reduce the demand for extra platform capacity at Euston, addressing one of the problems that has been raised in this exchange, and would also open up the possibility of a much better interconnection between High Speed 1 and High Speed 2 than the single-track proposal that is on the table at present. Is the Secretary of State looking at that idea for improving the position?

We have reached a conclusion on phase 1, which I have announced, and we have looked at such proposals. Network Rail is now able to look at the possibilities arising from the released capacity on conventional lines. That has the potential to address some of the points that the right hon. Gentleman raised.

I totally agree with the hon. Lady. If hon. Members will excuse me, I must try to make a little progress because otherwise they will not be able to make their speeches in the time available.

It is not just Wales that stands to benefit. Ninety business leaders in Yorkshire recently wrote to the Secretary of State for Transport to tell him that the project is vital. The Sheffield city region local enterprise partnership said that 91% of 200 firms surveyed agreed that the benefits of HS2 to the city would be huge. The Northern Way alliance of regional development agencies from the north of England said that it valued the wider economic benefits of north-south high-speed rail at £10 billion, and described the high-speed link as

“an opportunity to create a new economic geography”.

The Scottish Minister for Housing and Transport said:

“the case for high-speed rail…is compelling, robust and clear”.

Manchester council says that high-speed rail will enable local business to compete and will boost tourism, and Stoke-on-Trent council says that it will open up national and international markets. Liverpool supports it and Birmingham supports it. The message from across the UK is loud and clear. We cannot let a small group of people railroad this debate. People welcome major investment in infrastructure to bring about new jobs and new business.

I agree with my hon. Friend about the new economic geography. On Rotterdam to Rhyl, does she agree that if the London stop were Stratford and the trains bypassed St Pancras, the length of the journey from Rotterdam to Rhyl and the other journeys she had mentioned could be significantly reduced, which would have widespread advantages?

I am certainly open to that idea, which I had not previously thought about. In terms of UK-wide economic benefits, HS1 offers some concrete feedback. Despite some criticism, independent reports have put the value of investment attracted by the line at £20 billion, which is 40 times more than original estimates. The operation has not been sold at a loss, whatever the HS2 Tamworth Action Group says. The lease has been sold, and will be re-sold again and again on expiry. Two more sales will bring the scheme into profit, even without taking the massive wider economic benefit into account.

As I look around the Chamber, it seems to me that one or two Members may have travelled back for the final afternoon of canvassing and campaigning already.

My hon. Friend could not be more wrong. One of the huge benefits of building a new, dedicated high-speed line will be the released capacity on the existing conventional lines—the east coast main line, the west coast main line and the midlands main line. Those lines will be capable of being reconfigured to deliver better longer-distance and short-distance commuting services and more freight paths for freight trains, taking more freight off the road and getting it on to rail. That is one of the big wins of a dedicated high-speed line.

Does the Secretary of State agree that there needs to be a full high-speed interconnection between High Speed 1 and High Speed 2 from the start? What are his plans for those interconnections?

The right hon. Gentleman will know that the published plans include a link from Old Oak Common via a tunnel round to the north of St Pancras station, connecting directly to the High Speed 1 line. It will be possible to run trains from the midlands and the north of England, directly through that tunnel, to the High Speed 1 network and onwards to the channel tunnel.

At great expense, a station has been built on High Speed 1 that says “Stratford International” on the outside, even though no international trains stop there. When will this rather embarrassing state of affairs be resolved?

Operational matters on High Speed 1 are a matter for the concessionaire and for the companies operating the services. I can tell the House that Deutsche Bahn intends to start running services from Frankfurt to London in 2012, and I hope that other operators will start to run similar services. That will be good news for passengers in general, and probably good news for the right hon. Gentleman’s campaign. The more operators there are on the route, the more chance there is of getting additional services.

I can assure my hon. Friend that the option of spending money on enhancing existing rail infrastructure to provide the capacity and the additional connectivity that a high-speed railway will provide has been examined in detail and has been found not to be a practical option. The consultation next year starts from the premise that the Government believe that a high-speed rail network will be in the United Kingdom’s interest, but it will consult on issues to do with the design of that network, the route and the details of the proposals for the London to Birmingham link.

The Secretary of State will be aware of the potentially very important role for Stratford International as a stop for through services from High Speed 1 to High Speed 2. Given the prospect of competitive services on the channel tunnel rail link and developments in east London, as well as the success of the O2 dome and so on, does he agree that there is a growing economic imperative for international trains to stop at Stratford?

As the right hon. Gentleman knows, Eurostar services are operated by a commercial company that makes decisions on the basis of its commercial best interest. I think the answer that he should be looking for is more competition and more operators on the line. I am very pleased to hear that Deutsche Bahn intends to start operating services through the tunnel to London. The more operators there are, the more likely they are to seek additional niche markets and to provide additional station stops.
