Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

Let us agree on one thing: Northern Ireland is the home of innovation. There has been a long history of that, from the modern tractor through to the Sunderland flying boat, Wrightbus and Shorts Missile Systems. In fact, most of the ejector seats in modern fighter planes are made in Northern Ireland. There is no argument that we have that extraordinary history; that seedbed of innovation, which is flourishing.
When we go to places such as Lagan College and speak to young people who are working in completely new businesses and industries, we realise that the base material is there. So what can we do, as Government, to facilitate the flowering of that innovation and great skill? When, 20-odd years ago, we had a problem with the aggregates industry because of the fiscal harmonisation issue cross-border, the Government were able to work with the aggregates industry in Northern Ireland to equalise the rates of exchange on tariffs, in order to facilitate that local business. However, that is just a tiny bit of it.
We have a philosophical question here: how do we actually support industry and innovation? The days of DeLorean, of parachuting in large amounts of money and of top-down intervention are long gone. We have to work in an entirely different way. Look at companies such as Thales, based in my constituency.
Yes, and you get an extra minute. I am delighted that the hon. Gentleman has given way, because he talked about the real innovation in Northern Ireland. This week I visited a company called Creative Composites in the constituency of my right hon. Friend the Member for Lagan Valley (Sir Jeffrey M. Donaldson). They make the entire shell of the new London taxi.
That is an extremely interesting point, and I am extremely grateful to the hon. Gentleman—
They make the 720S body for McLaren. They make the Aston Martin shell. Those things are done innovatively in Northern Ireland because they cannot be done anywhere else in the United Kingdom. That is why we should invest in Northern Ireland.
Do you know, I have no argument with that. Thales employs nearly 1,000 people in Northern Ireland, and it is there for a reason. It took over Shorts Missile Systems, and it is there because of the highly skilled, highly motivated, highly trained and highly capable workforce. What can we, as Government, do to help? In my days in the Navy, the number of marine engineers who came from Northern Ireland was extraordinary, yet somehow we are unable to see that great tradition of engineering innovation and expertise flourish in Northern Ireland.
I could make many suggestions; I will make just a small one. The backbone of Northern Ireland industry is small and medium-sized enterprises. They have a problem with apprenticeships—I am not talking about the Apprentice Boys, but apprenticeships. A small company finds it very difficult to employ apprentices, simply because of the absence of economies of scale. In GB we used to have a thing called the MSC—the Manpower Services Commission—whereby the Government would underwrite apprenticeships or temporary employment periods. Would it not be marvellous if the Minister, a man of great decency and honesty, and who is extremely committed to the expansion of industry in Northern Ireland, could persuade some of his colleagues to loosen the purse strings and look at the Government supporting apprenticeships?
At the moment, most SMEs simply cannot afford to employ apprentices. The foreign direct investment is there. Northern Ireland has a great reputation, not just within the rest of Europe but in America. However, we need small companies to have the capability and elasticity to attract and work up those schemes. Apprentices would make a huge difference. Let us see whether we can do that, because when we see the amazing extent of innovation, intelligence, hard work and commitment in Northern Ireland, we think, “Why isn’t this place the powerhouse of Europe?” I think it could be again.
It is a great pleasure to serve under your chairmanship, Dame Cheryl, and I join many other Members in congratulating the hon. Member for Belfast South (Emma Little Pengelly) on a superb speech and on having secured this debate—third time lucky. I was disappointed when previous debates were postponed, and am delighted that we have had the opportunity to have this debate today and hear some excellent speeches.
The hon. Lady rightly spoke about Northern Ireland’s proud industrial history and its bright, optimistic future as part of the UK. I strongly believe in upholding the constitutional integrity of the United Kingdom—a family of four nations that are safer, stronger and more prosperous together. Northern Ireland benefits from being part of the world’s sixth-largest economy. Being part of the UK allows the 66 million people living across the four nations to work together to create jobs and opportunities.
As we have heard from many hon. Members, the Northern Ireland economy is strong, with an economic performance that sits alongside the growth of the wider UK economy. Employment is at a near-record high and unemployment is at a near-record low. The UK Government are serious in their commitment to grow the economy and to support innovation in Northern Ireland and across the whole UK.
I will set out some details of the UK Government’s investment in the Northern Ireland economy. We are delivering on our commitment for an ambitious set of city and growth deals across Northern Ireland. Since the funding announcement for the first city deal for Northern Ireland, the Belfast regions city deal, at the autumn Budget 2018, the total regional economic investment from the UK Government has exceeded £600 million. That commitment was reinforced by the Prime Minister’s announcement that £163 million has been allocated to complete the deals for the causeway coast and glens and the mid, south and west regions of Northern Ireland.
The UK Government have announced funding for all 11 council areas in Northern Ireland. That investment will significantly boost economic activity and attract private sector investment. The proposals are an example of what can be achieved when politicians of all backgrounds, local businesses, community leaders, academia and local government stakeholders come together to shape the economic future for their local areas and Northern Ireland as a whole.
The Minister is making an extremely powerful point. There are occasions when the Government can stand by and simply encourage—when they do not have to finance initiatives. Will he give credit to Thales, which I mentioned earlier, which has set up the primary engineer and secondary engineer leaders awards for Northern Ireland? That does not cost the Government anything, but provides an incentive for people in primary and secondary education in Northern Ireland to achieve awards in engineering.
The hon. Gentleman draws attention to what the private sector can do to support apprenticeships and programmes of that sort, which of course I welcome. I also look forward to seeing the nine digital and innovation business cases from the Belfast region city deal come to fruition next year.
We are of course aware of the challenges faced by some of Northern Ireland’s iconic businesses in recent years, notably Harland and Wolff and Wrightbus. These have been very difficult times for their workforces, the families and the local communities. As the hon. Member for North Antrim (Ian Paisley) kindly paid tribute to, the Secretary of State for Northern Ireland has engaged continuously with the efforts that local hon. Members in both constituencies—the hon. Member for North Antrim and the hon. Member for Belfast East (Gavin Robinson)—have championed to bring in new investors to support those two iconic names. I join the hon. Member for North Antrim in saying that I hope those investors will deliver tens of thousands of opportunities. I believe that hydrogen-powered buses and green infrastructure can play a crucial part in achieving the UK’s aim of achieving decarbonisation, and show how Northern Ireland can continue to lead the way. So I want to see those businesses succeed.

Commons ChamberI welcome the Minister to what I believe is one of his first outings on the Front Bench. I understand that he has other territorial responsibilities. We are not unfamiliar with double-jobbing in Northern Ireland, but I think that if anyone can do it, he can, and he is very welcome.
It is not usually the convention for the Opposition to speak last, but on this occasion I felt it was appropriate. I thought that we should hear the Northern Irish voices first, and I thank the hon. Member for North Down (Lady Hermon), the hon. Member for Strangford (Jim Shannon), the right hon. Member for Lagan Valley (Sir Jeffrey M. Donaldson) and the hon. Member for Belfast East (Gavin Robinson)—but how much better would it be if those Northern Irish voices were resonating in the halls of Stormont rather than in this building. This is a bittersweet occasion. On the one hand, thank heavens, we have finally got round to making these appointments, particularly the Queen’s Counsel appointments, which were mentioned by the hon. Member for Belfast East. On the other hand, I feel shame for our politics in this United Kingdom that we in this House are having to consider matters that are so utterly and totally the business of Northern Ireland.
We heard about many of the positions that have finally been filled, but others were not mentioned, including the
“Member of the Drainage Council for Northern Ireland”.
Why are we here, in this Chamber, discussing an appointment to the Drainage Council of Northern Ireland? No doubt it is an important position—unbelievably important—and I am sure that they have been flooded with applications for the post—[Interruption.] I am sorry. I understand that there was a leak earlier on; I do apologise. In all honesty, why on earth are we discussing these matters in the House? I think that it is so inappropriate and so wrong, in so many ways, but it has to be done.
I want to ask a couple of small questions. We were provided with a rather interesting explanatory note, and the impact assessment contains something rather unusual:
“There is no, or no significant, impact on the public sector.”
I am not sure what that means. Is there an impact on the public sector, or is there not an impact on the public sector? If there is no impact, there is no need to mention it. If there is an impact, why say that there is no impact?
I do not want to become involved in dancing on the head of a pin, but I think that we should look at the issue of consultation. The explanatory memorandum tells us that the Northern Ireland Office and the Minister have consulted with political parties in Northern Ireland, but there is no mention of civil society. I think that civil society should have been involved in the consultation, because that would have addressed the impact on the public sector. I should be very interested to know whether it was the case.
However, the main point—the most significant point—of all this is quite simple. While the Opposition support the statutory instrument, as we have supported all previous ministerial appointments legislation, we need to know from the Government what they are doing about the pace and intensity of talks to restore devolution. We would like to hear from the Minister what is happening. Will he outline the ongoing talks process, and will the Secretary of State, at some stage, make a statement?
We should not be undertaking this business here. It is Northern Irish business, which should be settled in Northern Ireland. I do not want to get into the blame game. “The Blame Game” is, as I am sure the House will agree, an excellent television programme on BBC One Northern Ireland, featuring Tim McGarry, Neil Delamere, Colin Murphy and Jake O’Kane; but in this context, the issue is not whose fault it is. The fact remains that we in this House are having to deal with this business tonight, which we should not be doing. It is not fair on the House, but, above all, it is to the shame of our politics, and it is not fair on the people of Northern Ireland. However, let me repeat that we support the statutory instrument.

Q11. On a slightly more seasonal note, may I probe the Prime Minister on the revelation in the autumn statement that over this Parliament borrowing is forecast to be £198 billion higher than originally planned? Will he accept that his pledge to balance the books by 2015 had all the credibility of a proposal to build an airport on a non-existent island in the middle of a bird sanctuary in the Thames estuary?
The hon. Gentleman always brings a flavour of pantomime to our proceedings. If he is worried about the deficit, and if he is worried about borrowing, he ought to look in front of him, rather than behind him, because we have not had one bit of support for anything we have done to cut the deficit. If he is worried about the deficit, why does the Labour party propose to put it up?

Friend, as the Chancellor will say in a few minutes, is this: yes, of course we have had to make difficult efficiencies in the Ministry of Defence, but there will be no further reductions in the size of our Army, Navy or Air Force, and we will continue with an equipment programme that I think is second to none in terms of the capabilities we will be giving our brave armed service personnel.
Q12. Mr Speaker, you will recall that over a year ago—you probably know the exact date—the Prime Minister announced an internal inquiry, to be led by the lustrously named Lord Gold, into the cash-for-access scandal, in which major Conservative party donors were richly, if not royally, entertained at Downing street and Chequers. When does the Prime Minister plan to produce and publish the results of that inquiry?
I am very happy to set out for the hon. Gentleman all the things Lord Gold recommended and all the steps that we will be taking, but as we do so perhaps he could impose the issue of donations on his Front Benchers and ask them when they will pay back the taxes they managed to dodge from their donor?

Commons ChamberI certainly join my hon. Friend on that. This problem has dogged our economy over the last few years. No one wants us to go back to the 110% mortgages that we had during the boom times, but we need to make available to young people the chance of earning a decent salary to be able to buy a decent flat or house with a mortgage that does not require a massive deposit. That has not been possible for people in recent years, and I think that the Bank of England move on the funding for lending scheme—£80 billion—is now feeding through to the mortgage market and making available lower mortgages at a decent long-term rate. That is very important for our market.
Q12. Further to the Prime Minister’s rather acerbic exchange with the Leader of the Opposition earlier, will he tell the House whether he will personally benefit from the millionaires’ tax cut to be introduced this April?
I will pay all the taxes that are due in the proper way. The point I would make is that all the years in which the hon. Gentleman sat on this side of the House, there was a top rate of tax that was lower than the one we are putting in place. I did not hear any groaning from the hon. Gentleman then.

Commons ChamberI will certainly look closely at the debate and read Hansard, because this is not just a vital issue for our country, but one that needs to be settled internationally. That is why I put the issue of corporate tax avoidance at the heart of the G8 this year, and we are also looking very closely at whatever else we can do here in the UK.
Q13. Further to the question from my hon. Friend the Member for Hackney South and Shoreditch (Meg Hillier), may I ask the Prime Minister what estimate he has made of the number of families who are still unaware that they are no longer entitled to child benefit, particularly bearing in mind that the bill for the first full year’s charges will come wafting through the nation’s letterboxes in April 1915? [Interruption.] Sorry, 2015.
We have written out to 800,000 families. There has been a huge advertising campaign and this has been properly covered right across the media, but I have to say that it is absolutely extraordinary, in a week when Labour is complaining about difficult welfare decisions for people who are in work and people who are out of work, that Labour Members also want to make a priority of opposing taking away child benefit from people earning £100,000 or £150,000. They have really got to start taking some responsible decisions about how we deal with our deficit and get our economy under control.
