Commons ChamberThe Government have committed funding to electrify more than 880—
Stephen Mosley (City of Chester) (Con)
4. What plans he has to extend railway electrification.

Mr Speaker
The question is purely on the subject of students from Liverpool, not elsewhere in the north-west. If the question is about Liverpool, it is in order. If it is not about Liverpool, it is out of order.
Stephen Mosley (City of Chester) (Con)
Will the Minister join me in welcoming the fact that 16% of students from Liverpool go on to the top Russell Group universities, making it one of the top 10 local authorities in the country?

Mr Speaker
The Minister of State has ably demonstrated that there is plenty of scope for a full day’s debate, and to that we look forward with eager anticipation.
Stephen Mosley (City of Chester) (Con)
It is estimated that a rape takes place every 21 minutes in India. Does my right hon. Friend believe that the UK should offer specialist advice and training to the Indian police to help rape victims and to protect women from these horrific crimes?

Mr Speaker
Order. These are extremely serious matters, but we need to speed up the exchanges somewhat.
Stephen Mosley (City of Chester) (Con)
When does my right hon. Friend expect to receive Sir Desmond de Silva’s final report?

Commons ChamberAs this is Welsh tourism week, I have been out on visits. I also have regular discussions with ministerial colleagues and others on the promotion of tourism in Wales. Tourism is primarily a devolved matter for the Welsh Government but, as usual, we are keen to work with them to promote Wales internationally. [Interruption.]
Mr Speaker
Order. The Secretary of State’s answers can scarcely be heard, and that is simply not fair. Let us have a bit of order for Mr Mosley.
Stephen Mosley
Thank you, Mr Speaker.
There are huge opportunities for boosting tourism in north Wales by working with the beautiful, historic border town of Chester. Has my right hon. Friend had any discussions with the Welsh Assembly Government to encourage the joint marketing of our tourism gems on both sides of the Anglo-Welsh border?

Mr Speaker
Order. I am being helpful to the hon. Gentleman. I have known him since we were at university together 29 years ago, and I have probably forgotten more about him than he knew in the first place. I am being kind to him and he has said enough for today. He can use other methods to get his point across, and I am sure that he will.
Stephen Mosley (City of Chester) (Con)
It is only the tough action taken by my right hon. Friend’s Government to tackle our own deficit that has made us a safe haven in Europe and given us a choice last week. Is it not the case that if we had followed the economic policies advocated by the Opposition, it would not be the eurozone asking us for help, but us going to beg Europe to bail us out?

Mr Speaker
Order. There are far too many noisy private conversations taking place. The House will want to hear Stephen Mosley.
Stephen Mosley (City of Chester) (Con)
T3. Thank you, Mr Speaker. Can the Minister update the House on the progress of negotiations with the trade unions on public sector pension reform?
Commons Chamber
Mr Speaker
That answer will doubtless wing its way to Mrs Bone in a matter of minutes.
Stephen Mosley (City of Chester) (Con)
I congratulate the Chief Secretary on his statement. May I also ask him to continue to negotiate and engage positively with the trade unions in the weeks and months ahead?

Mr Speaker
Order. Far too many private conversations are taking place in the Chamber. I want to hear Stephen Mosley.
Stephen Mosley (City of Chester) (Con)
8. What discussions she has had with the Welsh Assembly Government and other stakeholders on steps to attract inward investment into north-east Wales.

I think that part of the problem is that this is not an isolated situation. One of my constituents is owed £11,000 from the past financial year by the LSC. Yesterday, I received an e-mail from the policy consultant of NAGALRO, the professional association for family court advisers and independent social work practitioners, to say that some of its workers are owed more than £15,000 from the previous year—
Mr Speaker
Order. May I gently say to the hon. Gentleman—he is a new Member and these things take time—that an urgent question of this kind is narrowly focused on a particular organisation operating in a given area and that questions and answers must be confined to that? We have heard the hon. Gentleman, and I call the Secretary of State to make a brief reply.
