Commons ChamberI think that we have the right balance. As a country, we spend almost £35 billion on our defence budget. It is the fourth largest defence budget in the world and it still will be at the end of this Parliament. Under this Government, there is much better co-ordination between international development and defence. That is why we have the conflict pool, which brings Whitehall Ministers and money together to work out how the money can best be spent. Sometimes that involves using our defence assets to help countries that are in need.
If you will bear with me for a second, Mr Speaker, I was disappointed that the Leader of the Opposition did not welcome the £5.4 billion order that Airbus gained over the weekend. Will my right hon. Friend join me in welcoming the deal and in congratulating the workers of Broughton, who manufacture the wings? It is their expertise and skills that make Airbus such a world-beater.
That was extraordinarily skilfully done. My hon. Friend is right to stand up for the workers in Broughton, whom I have visited several times. They have incredible skills and produce incredible technology. We should be proud of our contribution to Airbus’s international success and must do everything we can to back it. That is why I went to the Dubai air show, where far more British companies were holding stands and putting forward their wares. We should be full-hearted in supporting such industries.

7. What assessment he has made of the work of the National Citizen Service.
The National Citizen Service is growing fast and is proving enormously popular with young people. The research shows clearly that it helps to develop life skills that employers value, and that for every £1 of public money we invest, society is receiving £3 of value back.
I certainly join my hon. Friend in congratulating Enfield youngsters and all youngsters across the country who have participated in the National Citizen Service on their efforts. He may be interested to know that to date the young people have contributed more than 1 million hours of their time to volunteer and do good work in communities. They get a huge amount out of that process, which is why we are ambitious to grow it and have said that we will make at least 90,000 places available next year.
Over the summer, I was delighted to see the excellent work of the National Citizen Service team in Chester, who were redecorating Blacon young people’s project. Has my hon. Friend made an assessment of the monetary value of the work that NCS volunteers do for their local communities?
I thank my hon. Friend for the keen interest he has shown in the NCS, and many other hon. Members who took the time to visit programmes over the summer. As I said, young people have to date contributed more than 1 million hours of their time to do good work in their communities. Part of the calculation of £3 back for every £1 we spend is the value attached to the voluntary time they are giving. The other part is their increased employability, which reflects the life and work skills they are gathering through participation.

Commons ChamberI think the right hon. Gentleman knows what my answer will be: HS2 is a UK-wide project from which every part of the United Kingdom will benefit. He is a north Wales MP. He knows that north Wales will benefit from improved journey times to London via the hub at Crewe, he knows that mid-Wales will benefit from travel times via Birmingham, and he knows that south Wales will benefit from connections at Old Oak Common. Of course it will be of national benefit.
Last week, the Welsh Government announced the reopening of the second line between Wrexham and Chester. Does my right hon. Friend agree that such investment in rail infrastructure, including HS2, has a massive role to play in encouraging economic growth in north-east Wales and west Cheshire?

Commons ChamberI know that things must be difficult for the hon. Gentleman at this time and that he wants to spread mud around the place, but the fact is that the issue in British politics today is how on earth it is possible that the Labour party—a so-called progressive party—is funded to the tune of £11 million by Unite, which hand-picks its parliamentary questions and its parliamentary candidates. That is why I repeat my sincere offer to use forthcoming legislation to turn the promises being made by his leader into action.
Given the scandal engulfing the Labour party, is it not time that my right hon. Friend offered the Leader of the Opposition a helping hand and introduced a £50,000 cap on donations to political parties, which would stop big-money trade unions buying parliamentary seats?
I should point out to my hon. Friend that the donation cap did not find favour among various parties in the recent cross-party talks. The issue of the day is: are parties in this House free of vested interests—yes or no? I do not think it healthy for the Labour party or, for that matter, the trade unions to have this dysfunctional relationship. I welcome what the leader of the Labour party is saying today and offer legislation on behalf of the coalition Government to turn his words into action.

The aviation sector is vital to the Welsh economy, and I was pleased to see so many Welsh businesses represented at the Paris air show last month.
I am sure my right hon. Friend is aware of the new terminal being built at Chester Hawarden airport in the constituency of the hon. Member for Alyn and Deeside (Mark Tami), which will cater for small planes carrying up to 50 passengers. What benefits does my right hon. Friend foresee for north-east Wales, and for Chester as well, from having direct flights to Cardiff, across the UK, and to continental Europe?

Commons Chamber6. What assessment he has made of the potential for co- operation between enterprise zones in England and Wales.
I see great potential in a joined-up approach to enterprise zones in England and Wales. Co-operation will enhance the offer that each of the zones presents, and I will continue to engage with the Welsh Government to explore these opportunities.
Today’s unemployment figures show that the Chester and north-east Wales economic sub-region is becoming a jobs powerhouse in the local area. By working together, the three enterprise zones in the area—Deeside, Wirral and Daresbury—can pack a stronger punch than if they act individually. Will the Secretary of State ensure that local authorities work together to pack that bigger punch?
I visited the Deeside industrial park forum last Friday, and that was very much the message I got from employers in that enterprise zone. There is far more to be gained from the three enterprise zones working closely together. One of the catalysts for expansion of those zones would be electrification of the Wrexham to Bidston railway line, which is a matter that my office is working on.

Gentleman’s concerns to see the greatest possible levels of both accuracy and completeness in the electoral registers, and I look forward to working with him and others to do that. Solving the problem of under-registration is not the responsibility of the Government alone; it is the responsibility of all politicians and many people across the community to work together to drive up rates. As I hinted in my previous answer, we are taking a number of measures as part of the individual electoral registration programme including: data matching, phasing in the transition over two years, a carry-forward to allow some of those not individually registered to vote in the next general election, a write-out to all the electorate in 2014, a publicity campaign and doorstep canvassing as at present.
The areas where the electoral roll is most inaccurate in Chester are those with large student populations. Some students register in Chester where they are at university, some register at home, some register at both and some register at none at all. Has the Minister given any consideration to the registration of students under individual voter registration?
My hon. Friend raises an important point. As I mentioned in my previous answer, we all wish to see the greatest possible level of registration across all groups in society. We are running data matching scheme pilots aimed specifically at students and young people who are about to obtain the franchise. I look forward to his help on that in his university area, and that of other Members.
As I am sure the hon. Lady is aware, if it is thought that somebody has committed a criminal offence and it will be subject to investigation, that would not be a matter on which I could possibly comment in the House.
The SFO received 2,731 tip-offs from members of the public last year but launched only three investigations into information supplied by the public. If members of the public report something to the SFO, can they have confidence that it will be investigated?
Yes, they can be confident that the reports will be looked at. Indeed, there are other routes by which reports might come to the SFO, including through the City police and Action Fraud. There is clearly a requirement for prioritisation, but the SFO will examine and consider any reports it receives.

Commons ChamberHas my right hon. Friend given any consideration to communities that straddle the Anglo-Welsh border—for instance, the Chester economic sub-region, including north Wales and Chester—and the impact that this will have on people who live and work on both sides of the border?
My hon. Friend has identified one of the issues that makes some of the tax recommendations in part 1 of the Silk commission slightly more complicated in certain respects than the devolved tax arrangements in Scotland, principally because the border area between England and Wales is more populous than the border areas between Scotland and England. That is one of the things that we are seeking to address right now in our internal deliberations.
The biggest tax measure, which will benefit more than 20 million basic rate taxpayers, is about to take place in April. A two-earner household on the basic rate of tax will be £1,200 better off because we are increasing the tax allowance by the largest amount ever. I would have thought that the right hon. and learned Lady would welcome that. It means that someone on the minimum pay will have had their income tax slashed by half.
On the upper rate of tax, the right hon. and learned Lady’s party makes great play of the 50p rate. It is worth putting it on the record that the 50p upper rate of tax existed for only 36 days of the 13 years that her Government were in office. I know that they had a deathbed conversion to the 50p rate, but they pretend that they were believers all along. Actually, the upper rate of tax under Labour was 40p. Under this Government, it will be 45p. Justify that!
T5. Like many hon. Members, I read the mid-term review with great interest. Much of it is welcome, but I was concerned by the line on page 32 that states that“provision is made for Liberal Democrat MPs to abstain on proposals to introduce transferable tax allowances for married couples.” Why will the Deputy Prime Minister not support that common-sense proposal, which would help hard-working families across the country?
As the hon. Gentleman knows, that is a carbon copy of the wording in the coalition agreement. My party has always taken this stance because I have always struggled to explain to people why someone who happens not to be married should pay more tax than someone who happens to be married. If such a measure were put before the House, it would be very difficult to explain to people why those who are not married should be stung with higher tax. That does not seem to me to be right.

Commons Chamber10. What discussions he has had with (a) his ministerial colleagues and (b) Welsh Government Ministers on the development of enterprise zones in Wales and the Welsh borders.
I am determined that we should maximize the opportunities that enterprise zones can offer in attracting private sector investment and growth into Wales. I am working with ministerial colleagues and the Welsh First Minister to secure this.
My right hon. Friend will be aware of the proximity of the Deeside enterprise zone with those in Wirral Waters and Daresbury. Does he think there is a case for those three enterprise zones to work together to maximise the potential for economic growth in the economic sub-region?
Yes. As my hon. Friend has said, the Deeside enterprise zone is close geographically to that in Wirral Waters, and I believe that there is a tremendous opportunity for synergy between the two zones. In fact, I have already had discussions with the chairman of the Deeside enterprise zone to see what can be done to advance that.

Commons ChamberMy hon. Friend is absolutely right. It must remain a priority for Britain to make sure that there cannot be changes to our rebate. What happened at this European Council is that the disagreement about the spending figures dominated the discussions, so we did not really get on to the whole conversation about rebates and the so-called own resources and income side. I was very clear, however, that when we get to that discussion, there cannot be changes to the UK rebate.
The Commission and many EU countries have a vested interest in always increasing EU budgets. Has the Prime Minister given any consideration to whether there might be a better way of agreeing EU budgets in future?
My hon. Friend makes an important point, to which I referred to earlier. When a rotating president was responsible for trying to put the budget deal together, at least we felt that European taxpayers were getting more of a look-in than we do now that it is being done by the European Council and the European Commission. I think we need to make sure that the voice of the people of Europe, who want to see tough budgets, is properly heard. There may be more that Parliaments can do in scrutinising European spending and helping to come up with some sensible savings, which we can then take to the Council table and get agreed.
