My right hon. Friend is entirely right to raise that point: in the absence of this Government, the work plan will be no more. The problem is that we do not know exactly what will replace it, because there is no plan from the party opposite—no plan on work capability assessments, no plan on personal independence payments, no plan on fit notes. We do not know what Labour stands for, so let us stick with the plan, and let us elect a Conservative Government at the next election.

T4. A recent report from the Joseph Rowntree Foundation revealed, shockingly, that 1 million children experienced destitution in the UK last year. Is it not the case that the Government have completely failed the most vulnerable children in our society?

Given that remembrance is still fresh in all our minds, I take the opportunity to pay tribute to the armed forces champions who work across our jobcentre network looking after armed forces personnel and their families. They do a fantastic job, and we should be very proud of them.

These are financially challenging times, but the DWP is up to that challenge, hence all the cost of living payments that we have been hearing about during questions. Inflation is coming down and real wages are beginning to move up. We continue to take a balanced and fair approach to encouraging employment, which has resulted in economic inactivity falling by about 300,000 since its peak, and almost three quarters of a million since 2010.

The Trussell Trust has reported a 68% increase in the number of emergency food parcels provided to Portsmouth people in just one year. Does the Secretary of State agree that more and more people being pushed into poverty is not a lifestyle choice and that urgent Government action is required to tackle the cost of living crisis ahead of another difficult winter for constituents in my patch?

I certainly agree with the hon. Gentleman that poverty is not a lifestyle choice. We have gone through various statistics during questions, with 1.7 million fewer people in absolute poverty since 2010, 200,000 fewer pensioners in poverty since 2010 and 400,000 fewer children in poverty since 2010. We have also gone through the cost of living payments, the increases to the national living wage and all the other support that the Government are providing.

22. HMRC has 2,000 fewer staff today than it did on the day of the referendum. Will the Minister explain the impact of HMRC cuts on the delayed timetable for the implementation of the UK’s future customs regime?

I am confident that HMRC will be ready for the outcome of the EU negotiations, whatever that outcome is. We have taken on over 4,000 additional staff to ensure that we are ready, and we have of course invested £2 billion in additional funding since 2010 to ensure that HMRC can operate effectively.

Seventy-nine per cent. of staff surveyed said that the plans undermine their ability to provide tax collection. Are HMRC staff wrong?

What is wrong is the suggestion that we are not good at collecting tax. We are world class at collecting tax. We have a tax gap of just 5.7%. If we had the same tax gap that we had under the Labour party, the missing revenue would be enough to employ every policeman and woman in England and Wales. The Conservative way works; the Labour way squanders resources.

What role, if any, have the readiness for Brexit and resource levels of Her Majesty’s Revenue and Customs played in influencing the Prime Minister to consider extending the customs transition period?

[Mel Stride]

HMRC has a central role in ensuring that we are ready for Brexit, specifically in the unlikely event of a no-deal day one scenario. That has included the recruitment of 2,300 additional staff, and we will have an additional 5,000 staff by the end of the year. We are ready, and we will be ready, for wherever this deal lands.
