As the hon. Gentleman knows full well, we have been investing in the north of England. We have been investing in transport across the north of England. We have been investing in our public services. We are investing in the health service, and the north-east will benefit from that as well. Since 2010, in the north-east, there are over 35,000 more small businesses, more than 18,000 new affordable homes, and over 305,000 children are in good or outstanding schools. That shows that the hard work of this Government is paying off, and the people of the north-east are benefiting.

Earlier this week, the owners of the Westgate shopping centre in Basildon terminated Smart Parking’s contract after a disastrous nine months of operation. I have now discovered that Smart Parking has signed a shared business services agreement with the NHS. May I ask my right hon. Friend to ensure that, before any contracts are signed, the Department of Health and Social Care fully researches the impact that the practices of Smart Parking would have on its users, customers, clients and staff?

I encourage the Prime Minister to continue her discussions with our European friends. May I gently warn the House against prejudging the outcome of those discussions, which I have heard decried across this place during these exchanges? Whatever happens over the next few days, weeks and hopefully not months, I know she will agree that holding a second referendum would be an affront to the people of Basildon and Thurrock, who knew full well what they were doing, and 73% of whom voted to leave.

Yes, my hon. Friend is absolutely right that we should honour the referendum result. We stood on a manifesto to do that, and other Members of this House stood on a manifesto to respect the referendum, and we should deliver Brexit.

I thank the hon. Gentleman for his words of support for the third runway at Heathrow. We will ensure that that vote is brought to the House in a timely fashion. There is a requirement for it to be brought within a certain period, and we will ensure that that happens. This is an opportunity to increase job opportunities. It is also an opportunity to increase connectivity with other parts of the United Kingdom, which in itself will be of benefit to jobs in other parts of the UK.

Q11. As my right hon. Friend is aware, this Government are investing more in national infrastructure than any previous Government, from HS2 to the new Lower Thames crossing. However, we must never forget the personal sacrifice that people are asked to make to allow these projects to progress. Will she therefore remind the various Government agencies involved that they have a duty of care to our constituents and that they should ensure that no one is materially disadvantaged or physically harmed in the name of investment?

My hon. Friend makes two important points: the first is the importance and significance of the investment that is being put into infrastructure across the country; and the second is of course that, as we do that—when we are putting in place these large infrastructure projects—we must make sure that they are planned in consultation with, and with sympathy towards, local communities. Of course, as we see with the proposals for Heathrow, for example, that does come with a significant compensation package for those people who will be personally affected.

I am sure that Members throughout the House will wish to join me in marking Holocaust Memorial Day this Saturday and in remembering all those who endured such appalling suffering in the holocaust.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today. Later, I will travel to Switzerland to attend the World Economic Forum and—who knows?—I might even bump into the shadow Chancellor while I am there.

Mr Speaker, as you and my right hon. Friend the Prime Minister will know, last week saw the successful launch of the Year of Engineering campaign, which is aimed at changing the perception of engineering and inspiring the next generation of engineers. I know that the Prime Minister is personally committed to the campaign, so may I invite her to join me and 80,000 young people at this year’s Big Bang fair, to reinforce the message that engineering is a great career that is open to everyone, regardless of their background, ethnicity and gender?

My hon. Friend makes an important point. The issue of engineering, and particularly the need for more women to see engineering as a career, is something that I have promoted for many years now. Engineers are vital to our economy, which is why we want to see everyone, whatever their background—this is about not only gender but background and ethnicity—having a chance to build a good career in engineering. The Year of Engineering gives us a great opportunity to work together with business to do exactly that. If my diary allows, I would be happy to attend the fair to which my hon. Friend referred.

The right hon. Gentleman talks about accepting the court’s decision and paying for that. When asked how Labour would pay for the increase if it was put in place, I understand that the Labour shadow Health Secretary said today, “Err, we’ve not outlined that yet.” That just sums up the Labour party and the Labour party leadership. After the result in Copeland last week, the hon. Member for Lancaster and Fleetwood (Cat Smith) summed up the by-election result by saying that it was an “incredible result” for the Labour party. I think that word describes the right hon. Gentleman’s leadership: incredible.

Q3. On Monday, I chaired a seminar at the Royal Society looking at the priorities for the science community as we start our Brexit negotiations, and a report of the meeting will be launched here in Parliament on 21 March. While I of course understand that the Prime Minister may be too busy to attend, will she meet me once the report is published so that I can present to her in person the collective concerns of the science community, particularly those around collaboration and people?

I thank my hon. Friend for raising that important issue, which he is right to raise. We want the UK to be the go-to place for innovators and investors across the world, and we want to secure the best possible outcomes for the UK research base as we leave the European Union. Indeed, one of the objectives that I set out for our negotiations with the European Union relates to science and research. We already are a leading destination for science and innovation, and we would welcome an agreement to continue to collaborate with our European partners. I am interested in what my hon. Friend has said, and I am sure that that report will be looked at carefully by my right hon. Friend the Secretary of State for Exiting the European Union.

Will the Prime Minister confirm for me and the House that the vast majority of the cost involved will be invested in jobs, skills and businesses in this country over many decades? This is an investment in our own security. It is not about outsourcing, but about keeping things safe at home.

T8. Following a recent stabbing in Basildon, there is increased concern about the devastating effect of knife crime. Will my right hon. Friend tell the House what more she can do to deter young people from carrying knives? Will she give her support to organisations such as Only Cowards Carry, which works with schools and other local organisations to highlight this issue?

My hon. Friend raises an important issue. Overall, knife crime has fallen since 2010, but I am aware that there have been particular instances, including in my hon. Friend’s constituency, that give rise to concern. We are working hard to deter young people from carrying knives and taking such steps as introducing a new minimum custodial sentence for repeat knife possession. I am aware of the group Only Cowards Carry and I absolutely commend its work. It is very important that it brings to the attention of young people the dangers of carrying knives and what can happen when knives are used in attacks. Sometimes being very graphic can get a message across to young people. It is difficult, but it is an important message.

We have cut red tape and freed the police from central Government control to enable them to focus on their clear goal, which is to cut crime. The work we have undertaken to reduce bureaucracy could see up to 4.5 million hours of police time saved across all forces every year—the equivalent of more than 2,100 officers back on the beat.

May I put on record my thanks to police officers across Basildon and Thurrock for all their hard work in keeping our community safe? Does this Government’s record show that when it comes to vital services such as the police, with true reform it is possible to do more with less?

My hon. Friend makes a good point. The reforms we have put in place are working, and crime is down overall by more than a fifth since the last election. I join him in saying that work to cut crime is being carried out by police officers and staff day in, day out, and I pay tribute to police officers in Basildon and Thurrock and across the country for that work.

My hon. Friend is right. As I said, Abu Qatada’s case started back in 2001 and we are attempting to achieve what the previous Government could not achieve. I believe we are closer to doing that as a result of the agreement that we have signed.

My constituents consistently ask, “Why don’t we just stick this man on a plane and have done with it, regardless of what the European convention on human rights says?” Will my right hon. Friend confirm, however, that as much as we all want rid of this dreadful, odious little man, we all have greater benefit from living under a Government who stick to their own laws as they are in place at present?

My hon. Friend is right. Many people say, “Why don’t you just put this individual on a plane?”, but that would not, I believe, be practically possible in relation to the action that the courts would take. Also, it is important—my hon. Friend says there are wider benefits—that the Government are willing to say that we abide not just by our rule of law, but by our international legal obligations.

Thank you, Mr Speaker, for giving me the opportunity to be the last Member here to congratulate my right hon. Friend on her decision and on bringing Gary McKinnon’s 10-year nightmare to an end. I can assure her that my constituents will welcome today’s announcement, both the specifics and the more general reforms she has proposed. I encourage her to bring those forward as soon as possible so that cases do not drag on like this in future.

I am well aware of the concern that people have in the UK, across the board, in relation to their desire to see Abu Qatada deported, which of course the Government share. That is why the Government will be ensuring that, at the first opportunity, we resume deportation.

Will she remind the European Court and the panel of judges that they have a duty to defend my constituents’ human right to live in safety in their own country?

It is certainly our intention to act as soon as possible on the basis of the consultation. The right hon. Lady will be aware that certain powers are already available to the police to make disclosures to individuals. The consultation will look at whether further powers are necessary. I, too, pay tribute to Michael Brown for the campaign that he is running. He is very brave to do so in the face of such tragic circumstances.

One of the worst forms of antisocial behaviour that my constituents tell me about involves people’s lifestyles and actions having a really detrimental effect on their neighbours’ quality of life. What proposals are the Government bringing forward to help the police and local authorities to deal with this problem?
