15. What assessment he has made of the effect of local authority parking charges on town centre regeneration.
The previous Labour Government told town halls to hike up parking charges and issue more parking fines. Such aggressive parking policies undermined local shops and high streets. That is why this Government have introduced a package of measures to support local shops that will come into law shortly.
Thousands of local people have signed my campaign to introduce three hours’ free parking to regenerate Stevenage town centre. Does the Secretary of State agree that in order to provide that regeneration it is time for Stevenage’s Labour borough council to stop ripping off local people by charging £3.5 million a year in parking charges?
I entirely agree with my hon. Friend. Planning guidance issued by the now noble Lord Prescott told councils to hike parking charges and to issue more fines to discourage motorists. A former Minister for local government in the previous Government called for councils to charge more for services, including parking. Town centres suffer a disadvantage because of free car parking in out-of-town car parking centres. If we are to encourage people to shop locally, they have to be able to get there, and the measures we are introducing are designed precisely to do that.

Commons ChamberT8. I am working hard to promote right to buy in Stevenage, with some success. Sadly, Stevenage borough council does not support hard-working families in buying their own council homes. Will the Secretary of State consider making Stevenage a pilot area and contacting directly all tenants who are eligible to take up right to buy?
I will happily talk to my hon. Friend about that idea. I am shocked to hear that Stevenage is not playing its full part. Under right to buy, we will ensure that there are replacements on a one-for-one basis. Essentially, what Stevenage is doing is shooting itself in the foot.
Yes, councils should be treating motorists fairly and promoting their town centres, not treating car parking charges and fines as a way of raising revenue. We will consult on a range of proposals later this year.
Stevenage borough council is ripping off local people by taking more than £3 million a year in car parking charges, which is preventing the regeneration of Stevenage town centre. To make matters worse, it uses more than £1 million of profits for unrelated services, which I believe the High Court considers to be illegal. What actions will the Secretary of State take to protect local people from Stevenage borough council?
I am sorry to hear of the state of affairs in Stevenage. We shall certainly be looking at the rules on charging and the parking review grace periods in which parking offences can be ruled unacceptable. We shall be consulting on how this might be done appropriately and soon be laying orders on the collection of fines from closed circuit television.
