Commons ChamberOnce again, the hon. Gentleman speaks with great knowledge of the area. He asks two particular questions. As I said in evidence to the Select Committee, the United Kingdom recognises some similarities in terms of ideology between the PKK and the YPG, but not the direct link that is claimed by Turkey. That is why we proscribe the PKK, but not the YPG. We are aware of the issues of similarity in origin of ideology and what people claim, but we do not see the link in the same way. But his second point regarding the long-term nature of this is entirely real. The longer the conflict as a whole goes on, the more there will be the opportunity for issues of long standing to be settled with the disruption that is currently taking place in Syria. That is why the best opportunity for peace and security all around is to support the Geneva process, as we are, and to work as hard as we are diplomatically to get the parties to find a better answer to the conflict. As the region amply shows, the only certainty in the region is that, if arms are taken up by one group against another, sooner or later the other group will take up arms against the other as well.
I thank the Minister for his statement and for the eloquence of his answers, which reflect the view of so many Members: desperate sympathy for the Kurds, who have been fighting Daesh and Islamic jihad for years—frankly, often on our behalf—and the sense of helplessness we all feel about what is happening in Afrin. My question is on the considerable investment, money and humanitarian aid the United Kingdom has put into the area. Are there any specific additional elements of humanitarian aid that he feels the Government could perhaps provide to help the people who are suffering in Afrin?
At the moment, no. I think the honest answer is that I cannot see anything that we could currently add that would make a significant difference beyond what we are already seeking to do. I have been quite clear that we need to make preparations to ensure that when there is access, or when civilians leave the area, there are the food, water and medical supplies that people need. We are consistent in supporting UN resolution 2401 to seek access and the de-escalation of conflict to allow opportunities to be created both for dialogue and to protect the people. If there was anything new that we could think of to add to it we would, but meanwhile we are working with all the partners we can to seek to de-escalate and get the humanitarian access that is crucial.

I am very grateful for the hon. Gentleman’s intervention, and I endorse what he said.
All people—those of faith and those of no particular faith—should observe the laws and respect the culture of the country of which they are citizens or residents. Freedom and respect for law and order are two sides of the same coin. There is a strong correlation between how laws are framed and held inviolate so that individuals are permitted the free exercise of conscience, and the peace and prosperity that societies enjoy. Although we largely enjoy freedom of religion and belief in our country, Parliament and parliamentarians should be alert to the constant need to protect that fragile and precious privilege.
The hon. Gentleman is making some very powerful points. At a briefing in the other place last week, I learned that, in a lot of the refugee camps near Syria and in other parts of the middle east where there is a war situation, Christians, Sunnis or Shi’as—in other words, people who have a different religious perspective from that of the majority—either pretend to be something they are not or stay outside, which is very unsafe, because their fear is so extreme. Although I am proud of what we do to support refugees in that situation, does the hon. Gentleman agree that our Government must say that responsibility comes with the funding that we give?
I am very grateful to the hon. Gentleman for his intervention, and endorse what he said. Conditions should be attached to the support we give. I, too, feel tremendous pride in UK aid and what it does in refugee camps, but minority groups must not be excluded.
The lessons of history teach us that there can be awful consequences if the majority becomes insensitive to, and apathetic about, the rights and privileges of conscience and choice of even the smallest minority. Freedom of religion is the right to choose, change, declare and act upon one’s faith. It includes the freedom to worship, but it is much more than that. It is the right to exercise or practise one’s religion without Government interference.
Religious freedom, including our freedom to act according to our conscience within the law, protects the space we all need to live our lives according to our beliefs and values. An assault on that freedom is an assault on our basic ability to live as we choose and be who we are openly and freely without hindrance. All people—those of faith and those of none—have a stake in protecting religious freedom for that reason. Fairness is never easy. It does not just happen. We must be aware of how we interact with each other, even on a casual basis. That approach runs counter to a troubling tendency, perhaps most evident on social media, for the attributes of people of faith to be reduced to nothing more than a caricature of their beliefs. A “fairness for all” approach goes beyond that. It asks people to try to understand the concerns and needs of others, even if they disagree with them. Most of the time, people with whom we disagree have sincerely held beliefs and a reasonable basis for holding them. We must respect each other.
Religion, especially in an environment of respect, strengthens the social fabric of society. Rabbi Lord Jonathan Sacks said that religion
“remains the most powerful community builder the world has known…Religion is the best antidote to the individualism of the consumer age. The idea that society can do without it flies in the face of history”.
The Prophet Mohammed said:
“None of you truly believes until he wishes for his brother what he wishes for himself.”
We should commit ourselves consistently to apply the principle of selfless love for our fellow human beings. We should seek to improve ourselves as individuals and our society in the exercise of the United Kingdom’s influence as a global power.

Commons ChamberThe most striking features of the Budget are the parts the Chancellor tried to ignore: growth and wages. After all we have been through, and after all the promises about long-term economic plans, austerity and building for the future, the reality is that average earnings will be no higher in 2022 than they were in 2007. We are heading for the worst decade for pay growth for 210 years. Given all the lectures from Conservative Members, it is worth pointing out that the Chancellor is now on target to borrow £30 billion more by 2020 than was predicted just a year ago. Apparently, it is okay to be in that position but still to lecture others about the dangers of borrowing to invest.
The greatest disappointment is that the Chancellor does not seem to recognise the impact of rising food prices, although 78% of my constituents who replied to my cost of living survey were worried about the failure of wages to keep pace with inflation, with 80% stressing the impact on family budgets of rising food prices. The Government also look very out of touch when it comes to funding the fight against crime, tackling social care—that was one area in which we might have expected progress after the fiasco of their manifesto—and recognising the plight of schools.
I will not, because we have only a short time left and other Members want to speak.
It is disappointing that the partial response to the problems with universal credit is being delayed. That issue was raised by 94% of people who responded to my survey. They will not understand why the Government are only cutting the waiting time to five weeks, or why we need to wait another three months for action, especially with all the pressures over Christmas. They certainly will not understand the continuing freeze on benefits. One way in which savings could be made would be to address the cost of work capability interviews for people who have long-established and well-documented illnesses that clearly leave them unable to work. Even those responsible for the assessments concede that this is a punitive and pointless exercise, with decisions often reversed at appeal after months of worry and suffering.
It is not all bad. I am hopeful about the industrial strategy and, on the back of today’s news about life sciences, I hope that Ministers will shortly come to Birmingham to announce support for Birmingham Health Partners and the Institute of Translational Medicine so that the extraordinary medical advances that are being pioneered there also become a focus for new jobs and industries. I also want more effort to boost our region’s skills base, which is crucial for the growth that our economy needs. I ask the Minister for Apprenticeships and Skills to look at how we can ensure that those making large contributions to the apprenticeship levy, such as Cadbury in my constituency, get a fair return, and at how we use the levy more imaginatively to involve the self-employed and those in microbusinesses who, if freed from bureaucracy and costs, would be in a position to offer young people high-quality apprenticeships that will lead to real jobs in emerging areas.

That this House has considered International Freedom of Religion or Belief Day.
It is only right to put on the record my thanks to you, Mr Evans, for making it down to fill the gap and chair this debate. That is much appreciated not only by me, but by all the other right hon. and hon. Members who have made it their business to come along and take part today.
I am delighted to have secured this important debate. Members will know that the issue is close to my heart. They will also know that yesterday, at Speaker’s House, we launched the report, “Article 18: From rhetoric to reality”. I am keen that Members who do not have a copy will be in possession of one before the day is out. The report is about moving from talking about the issue to the reality of it. Through the report we have tried to show how this House could best do that through the Foreign and Commonwealth Office and the Department for International Development. We want to mark International Freedom of Religion or Belief Day. It falls annually on 27 October, which is tomorrow, and was mentioned in the House today by the Second Church Estates Commissioner and by Mr Speaker.
The right to freedom of religion or belief is better known as FORB. I am chair of the all-party parliamentary group for international freedom of religion or belief, and have been for the past three years. The APPG is well supported by some 90 MPs and peers and is co-chaired by the hon. Member for Luton South (Mr Shuker) and Baroness Berridge. We thank all of them for their participation and support. One of our officers is the hon. Member for Stafford (Jeremy Lefroy).
FORB is the jargon term used by those of us working on freedom of belief. The right is outlined in article 18 of the universal declaration of human rights, which states:
“Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.”
We stand up for the rights of those of a Christian belief, those of other beliefs and those with no belief. That is a key issue for us in Parliament and in the APPG.
The legally binding version of the right can be found in the international covenant on civil and political rights, which has been signed or ratified by 175 countries. Although some states have made reservations to article 18, stating that they will implement it in line with their interpretation of sharia law, the right can be restricted only in exceptional circumstances. There is a perception that advancing the right strengthens male religious leaders’ ability to control groups, rather than it being seen as a right of individuals, which it truly and legally is. There are no protections under the right for religions or beliefs to be free from adverse comments. As a result, there is no justification or protection for states seeking to criminalise the defamation or insulting of any religion or belief.
Just today in business questions in the House, I raised a point about Nepal, which has brought in a new and very strict law. The law is stricter than the corresponding law in Pakistan, India or any of the other countries close by. It will clearly restrict the rights of those of a Christian belief and other religious minorities. We tried to influence that change in law, so it is hard when we find that it will still go ahead.
I welcome the Minister, and I am pleased to see him in his place. He understands the issue well, and we talked about it before the debate. He has had sight of some of my comments, so we look forward to his response. I thank him for that. I also thank the shadow Minister in advance for her contribution, which I know will be just as good as everyone else’s.
I appreciate the hon. Gentleman securing this important debate. To reiterate what he is saying, if the new domestic legislation in Nepal does not align with international law and international mores, Nepal’s constitution will essentially mean that the state can discriminate—quite viciously, if required—against any person who does not share the state’s religious belief or who does not even have a belief. Is that correct?
The hon. Gentleman is absolutely on the button; he has totally encapsulated the situation. Those of a Christian or other religious minority in Nepal are clearly second-class citizens. There is a caste system in many of these countries, and those minorities are below the caste system. That gives an idea of where they are. The law directly discriminates against those people. I thank him for his intervention. He has raised exactly one of the issues I want to speak about.
Recognition of FORB can be found throughout history. Over the years there has been greater recognition of the importance of freedom of religious belief. I feel almost like another Member in the Chamber, who waxes back into the centuries of history that he has knowledge of. I might repeat that slightly today. Freedom of religious belief has a history going back to 550 BC, when King Cyrus the Great declared that all subjects were free to worship as they wished. The Prophet Mohammed’s constitution of Medina declared citizens equal and indivisible regardless of religion. FORB is a right that can be rooted and implemented within all religious and cultural contexts.
Just yesterday our APPG published its report, “Article 18: From rhetoric to reality”, which was long in the making. It looks at how best to advance the right in different countries and makes several recommendations to the Government that I hope the Minister has read and taken note of, and will respond to.
