As we move into the next phase, we will be negotiating our future relationship and future partnership with the European Union. That will be across all aspects of our current relationship with the European Union, so it will be about negotiating on trade and negotiating on security. I set out in my Florence speech that we expect to negotiate a separate treaty on our security arrangements and co-operation.

The Prime Minister has repeatedly claimed today that the financial settlement is subject to the conclusion of the future deep and special partnership. May I draw her attention to paragraph 96 of the progress report, which clearly states that the financial settlement is contingent only on conclusion of the article 50 withdrawal agreement and the transitional arrangements? Will she please provide some clarity on this vital issue and confirm that her precise understanding of paragraph 96 is that the settlement is contingent only on the withdrawal agreement and the transitional arrangements, not on the future partnership?

No, that is not my understanding of the joint progress report or the position that we will be in. It is very clear at the beginning of the joint progress report that this is a set of proposals that have been put forward in the context of negotiating that final agreement. I refer the hon. Gentleman to the reference to the framework for the future relationship in paragraph 96.

It is a pleasure to serve under your chairmanship, Sir Roger. I thank the Petitions Committee for enabling this debate. I rise to argue that the central purpose of the campaign for proportional representation must be to shine a light on the clear, strong and manifold causal links between the state of our broken politics and the state of our discredited voting system.

The simple fact is that the British people deserve an electoral system in which every vote counts. Why do the vast majority of developed nations use proportional representation, while our electorate are forced to accept second best? Why should our people be forced to accept the fundamentally flawed logic of a system whereby seats in Parliament do not reflect vote share? Why should we have to tolerate tactical voting? Polling found that on 8 June 20% to 30% of the electorate voted tactically. Why should we have to put up with a system whereby almost 7 million people felt that they had to hold their nose while voting?

What does it say about our democracy when millions of people are going to the ballot box to vote for the “least worst option,” as opposed to voting for the party or individual they feel will best represent their values, beliefs and interests in this place? Can we really sit here today, in the building that is sometimes referred to as the cradle of modern democracy, and defend a system that fails to pass the most basic principle of democracy—namely, the right of voters to vote for the party or candidate that they actually support? Perhaps most importantly of all, why should the British people have to accept a system that delivers the winner-takes-all political culture that is the root cause of the deeply divided, polarised and fragmented country that we have become?

Decades of research from around the world shows that proportional representation correlates with positive societal outcomes: greater income equality, less corporate control, better long-term planning and political stability, fairer representation of women and minorities, higher voter turnout, better environmental laws and a significantly lower likelihood of going to war. This is the real prize of electoral reform: building a better politics. It is the means of shaping a more inclusive society in which resources are allocated on the basis of real needs and opportunities rather than cynical swing-seat electoral calculations. It should therefore come as no surprise that polls consistently show that a majority of the public want PR. The latest poll shows that 67% want to make seats match votes, and those people are joined by a growing alliance of parties, MPs and public figures who want real democracy.

There are those who argue that the great advantage of first past the post is that it delivers “strong and stable” government—I think the less said about that, the better. We are also told that the great danger of PR is that it will mean back-room stitch-ups. What, like the £1 billion bung for the DUP?

On the point about back-room stitch-ups, does my hon. Friend also recognise that, under the present system, political parties are themselves coalitions? In the Conservative party we see the libertarian tradition and the patrician tradition. In the Liberal Democrats we see the social democrats and the “Orange Book” liberals. Of course, in the Labour party we agree on everything all the time. [Laughter.] Let us let the people in to some of those compromises, choices and trade-offs.

I thank my hon. Friend for that intervention. He is absolutely right; the transparency of a more coalition-based system whereby parties are able to self-identify clearly as parties in their own right is a far more healthy way of running a democracy.

The truth is that it is first past the post that increasingly leads to smoke-filled rooms, backstairs deals and pork barrel politics. I prefer the open politics of transparent coalition building, in which parties are clear about the trade-offs that they would make in a coalition, and the public clearly do too. They like to see their politicians putting the national interest ahead of narrow party political gain, because they can see that our entire political culture, underpinned and compounded by our winner-takes-all electoral system, is not geared to building broad-based political support right across the country. No, it is geared to focus on approximately 100 constituencies —the so-called battleground seats.

The hon. Gentleman talks about constituencies, but if he is talking about open politics and fairer politics, will he make it his policy—indeed, is it Labour party policy—to allow the redrawing of boundaries so that they are fairer in themselves?

I thank the hon. Gentleman for his intervention. I think that the equalisation of constituencies is, in principle, right, but it should be on the basis of 650 MPs, particularly in the light of Brexit and so many more responsibilities. As I am sure he will agree, we are taking back control in this Parliament.

I am sure that the hon. Gentleman is absolutely delighted by that development, but still, arguing for 600 seats does not really make sense.

The system is geared to focus on approximately 100 constituencies that always tip the balance when it comes to polling day, 100 constituencies that hold the future of our country in their hands, 100 constituencies that drive and define our politics, 100 constituencies that can give a party with 40% of the vote the powers of an elective dictatorship.

A proportional system, however, is genuinely representative. It forces parties to come together and build consensus around policies that advance our long-term national interest. What a refreshing change that would make, following the short-term, tactical party management that has driven so much decision making in Westminster for so long. That is why I am so keen to point out that the campaign for electoral reform is not, and must never be, about partisan interests. I favour electoral reform not because I think it will particularly benefit the Labour party, but because it is right for our country, our economy, our society, our people and our democracy; because the campaign for electoral reform is about showing people that this is their society, they have a voice and they can shape their future.

I shall finish in that spirit by calling on political parties to commit to including two things in their manifestos: first, an undertaking in principle to replace first past the post with a more proportional system; and secondly, a commitment to organising a constitutional convention, shortly after the next general election, to identify the best possible proportional system that we can implement for our country. True radicalism is about going to the root cause of a problem, identifying the solution and building consensus for change, so let us for once be truly radical. Let us accept that our politics is broken and that our utterly discredited first-past-the-post system is preventing us from building the new political culture that our country so urgently needs.

Q6. In March 2017, the Prime Minister told the House that Parliament would be given a meaningful vote on the terms of the Withdrawal from the European Union (Article 50) Bill. This morning, in the Select Committee on Exiting the European Union, the Secretary of State told us that that vote might not take place until March 2019. Will the Prime Minister please explain how it is possible to have a meaningful vote on something that has already taken place?

As the hon. Gentleman knows, we are in negotiations with the European Union. The timetable under the Lisbon treaty allows the negotiations to take place until March 2019, but, because it is in the interests of both sides, and it is not just this Parliament that wants to have a vote on the deal—there will be ratification by other Parliaments—I am confident that we will be able to achieve that agreement and that negotiation in time for Parliament to have the vote to which we committed ourselves.

We are working to get the deal that we believe will be in the interests of the UK and the European Union for the future. That is where our focus is. Of course, as I have said, we are working across Government to make contingency arrangements for every eventuality. However, as I have also said, we are in negotiations, and we are not going to give a running commentary on every detail of them. We continue to work for what I believe is in our best interests, which is to get a good deal for us and for the European Union.

Last week, I took part in an Exiting the European Union Committee trip to Dover, where 10,000 heavy goods vehicles are processed per day. There we were told that if an extra two minutes are added to the customs proceedings, there will be an additional 17 miles of tailback—from Dover to Ashford. We were also told that, in that context, a no deal scenario would be a total catastrophe. Will the Prime Minister please explain what measures are being put in place to avoid total gridlock in Dover in the event of a no deal scenario? [Interruption.]

I won’t do it in Danish—not today.

The Prime Minister’s commitment to a transition deal was a welcome reality check in this whole process, but the European Parliament resolution of 3 October states that a transition period can happen only on the basis of the existing EU regulatory, budgetary, supervisory, judiciary and enforcement instruments. Does the Prime Minister agree with the terms of that resolution?

That is the view of the European Parliament in its resolution. In my statement and my Florence speech, I put out that we expect that the implementation period will be based on the current rules and regulations, but of course this is part of the negotiation.

On Ivanka Trump taking President Trump’s seat, it followed a morning session in which we had launched the women entrepreneurs financing initiative, which was developed by Ivanka Trump and the World Bank, so the move was entirely reasonable.

It is welcome that the Prime Minister raised the issue of the dumping of Chinese steel with President Xi, but, quite frankly, words are cheap; it is action that matters. Will she please tell the House what specific actions will be taken to ensure that China starts playing by the rules?

The hon. Gentleman will be aware of the action that we have taken here in the United Kingdom to support our steel industry. The last G20 took the decision that the Global Forum would be the basis on which work will be done internationally to look at this issue of excess capacity in steel. That has not worked as well as people had hoped when it was set up under the Chinese presidency, but it is exactly that that we want to see, along with a ministerial meeting to look at excess steel capacity later this year.

At this last Welsh questions before the general election, I should like to pay tribute to two Welsh stars. Josh Griffiths of the Swansea Harriers was the first Briton to cross the finishing line at the London marathon at the weekend. In particular, I want to pay tribute to Matthew Rees, who helped a fellow runner during the closing stages of the marathon.

The Prime Minister has made it clear that, as we negotiate our exit from the European Union, we will work to secure a deal that benefits all parts of the United Kingdom. Wales is a vibrant, dynamic, innovative country and is well placed to make a success of the challenges and opportunities ahead.

Brexit could have a negative impact on jobs in Wales, so the proposal to build a category C prison in my constituency is welcome in principle. However, it is difficult to understand why the Baglan Energy Park has been selected as the site for the prison. It is even more difficult to understand why the Prisons Minister, the Under-Secretary of State for Justice, the hon. Member for East Surrey (Mr Gyimah), has not had the courtesy to reply to my letter of 23 March. Will the Secretary of State please encourage his friend the Minister to check his in-tray? Will he also guarantee that our local community will be fully and properly consulted about the siting of this prison?

As I have said, we are working hard in all Departments to ensure that the interests of different parts of the United Kingdom are taken into account. We recognise that the value of certain sectors and jobs varies, and that there are parts of the United Kingdom—for instance, as my hon. Friend says, the south-west—where food and farming are a particularly important element. I can assure my hon. Friend that we will be seeking a comprehensive package that will provide a good deal for everyone in the United Kingdom.

In her letter to Donald Tusk, the Prime Minister says:

“If…we leave the European Union without an agreement…we would have to trade on World Trade Organisation terms. In security terms a failure to reach agreement would mean our cooperation in the fight against crime and terrorism would be weakened.”

Is she really saying that the security of our country will be traded like a bargaining chip in these negotiations?

We will not be trading the security of our country, but we have a relationship with the European Union. There are certain elements of the European Union, in justice and home affairs, of which we are currently members and of which, on leaving the European Union, we would not be members. We need to negotiate what our future relationship will be. It is very simple and very pragmatic: the aim will be to ensure co-operation on these matters.

My hon. Friend makes a very important point. Of course this is not just about the United Kingdom, but about the future impact on the economies of the member states of the European Union. He is absolutely right that, as we go into the negotiations, it will be for member states to recognise that there are implications for them, and those implications could be negative for businesses and jobs in their countries. That is why it is in the interests of all of us to get the best possible deal in relation to trade.

The President of the European Council, Donald Tusk, recently issued a statement in which he said that there will be no soft Brexit; there is either a hard Brexit or no Brexit at all. Given that the Prime Minister was just in Brussels, did she pick up on that hardening political mood music, which makes it absolutely clear that the idea of the unfettered access to the single market that we so desperately need is rapidly becoming a pipe dream?

I repeat what I said earlier, which is that we have not yet started the negotiations, but what I found when I talked to other leaders and colleagues in the European Council at the end of last week was a recognition that this is a complex matter that we have to negotiate, and an increasing recognition that we have to ensure that the deal that we get is positive for both the European Union and the United Kingdom. I got the impression from what was being said to me that we are going to be able to sit down around that table and get the best possible deal for both sides.

I rise to speak in favour of the motion, for the following reasons. First, it is the policy on which I was elected. My Labour colleagues and I were elected on the basis of a manifesto commitment to support the retention of an independent nuclear deterrent, and that is what we must do tonight. As a committed democrat, I intend to fulfil the mandate given to me by the 15,000 people in Aberavon who elected me, and my colleagues should do the same and fulfil the mandate they have from the 9.3 million people who voted Labour last May.

The second reason is jobs. As a Member of Parliament proud to represent the steelmaking heartland of Britain and Wales, I am acutely aware of the industrial implications that a vote against the motion would have. Across its lifetime, Trident will support almost 26,000 jobs, including 13,000 in advanced manufacturing. It will affect more than 1,000 businesses in almost 450 towns and cities across Britain. Scrapping Trident would further skew the economy, defence being one of the few sectors reliably and consistently creating sustainable, highly skilled and well-paid jobs outside London. As Unite the union stated just a few days ago, there can be no

“moral case for a trade union accepting the obliteration of thousands of its members’ jobs and the communities in which they live being turned into ghost towns.”

Thirdly, some years before entering this place, I worked for the British Council as director of its St Petersburg office. I have seen at first hand the nature of the Putin regime. I was withdrawn from Russia owing to concerns about my personal security, after the Kremlin’s campaign of intimidation in the wake of the poisoning of Alexander Litvinenko. Just remember that. This is a regime that responds to having been caught red handed murdering a British citizen on British soil using nuclear material with denial, aggression and intimidation. My experiences in Russia convinced me of the need to retain our nuclear deterrent. We must be able to stand up to bullies.

We live in an unstable and unpredictable world. We know that expansionist, belligerent regimes such as the one currently governing Russia thrive in such conditions. The Russian Government have pressed forward with the development of the Dolgorukiy ballistic missile submarine and the next generation of cruise missiles. This is not the type of missile that we can hope James Bond will sneak in and disarm. The threat represented by this type of weapon can be prevented only through deterrence. Nuclear weapons exist precisely so that we will never have to use them.

I would dearly like to live in a world without nuclear weapons, but we must engage with the world as it is, not how we would like it to be. We must be realists, not fantasists. Deterrence has kept the peace for over 70 years. To give up the capacity for independent action would not only expose us to nuclear blackmail but severely weaken our standing in the world. So I ask all hon. Members to stand up for Britain when they enter the Division Lobby this evening and to join me in supporting the motion.
