The hon. Gentleman will know that that was a decision made by BAE Systems, and it is ultimately responsible for it. The fact is, as I said earlier, that we have 20 years of work at those shipyards. I cannot remember them having such significant orders under the previous Government.

There does not seem to be any lack of applicants to join the armed forces, so can the Minister tell us what progress is being made to shorten the time between application and the start of basic training?

As I have said on many occasions, the fleet solid support ships are not classed as warships. There is no compelling national security reason to consider UK shipbuilding capacity as part of that procurement, but we are working very closely with industry, because we want it to become very competitive so that it not only attempts to win those contracts but is more successful with other contracts from around the world.

The SNP continues to sow uncertainty and create business risk by threatening a second independence referendum in Scotland. Will the Minister confirm to the House that such talk will not deter the Ministry of Defence from placing orders with Scottish companies?

My hon. Friend is absolutely right. In the short time I have been in this role, I have spent a considerable amount of time in Scotland. I have been pleased to see the extent of the work and the fantastic achievement of the defence industry there, and long will that continue as far as we are concerned and are in charge of the MOD.

In November, the Secretary of State for Business, Energy and Industrial Strategy announced a review of how the UK and Scottish Governments could work more closely to support business in Scotland as part of the modern industrial strategy. Will my hon. Friend update the House on the progress of that review?

My hon. Friend is absolutely right that an important part of delivering this industrial strategy is the UK and Scottish Governments working collaboratively. My right hon. Friend the Business Secretary gave evidence to the Economy, Jobs and Fair Work Committee in April, and he has also hosted a roundtable with the Scottish Chambers of Commerce, so a lot is going on.

My right hon. Friend the Secretary of State and I hold regular discussions with colleagues on the promotion of Welsh exports, and I am pleased to say that those exports continue to grow. The latest figures show that the value of exports from Wales, including those to destinations outside the EU, increased by more than 7% over the past year.

E-commerce gives even the smallest Welsh businesses the opportunity to get into exporting. What will the Department do to encourage the use of e-commerce among small and medium-sized businesses in Wales?

My hon. Friend is absolutely right to mention that. Indeed, a good example is Net World Sports in Wrexham. That is an example of Welsh success in the retail market. Over 60% of its sales were in foreign markets last year, and it has won numerous industry awards in recognition of its success. There will be more of that in the future.

In previous rounds of contracts for difference, Scottish projects won 11 of the 25 contracts. On the specific point the hon. Lady makes, my right hon. Friend the Secretary of State has committed to raise the issue with the Minister responsible and will come back to her on that.

Recently, I visited the community hydro scheme in Callander, which is a first-class project that makes the best of our Scottish rain—there will be no shortage of that in the short term or the long term. What encouragement can the Department give to Scotland’s hydro energy businesses?

The next round of contracts for difference is expected in the spring of next year. That is an opportunity for new and innovative schemes to come forward for grants, and I suggest that an application be made.

First, I do not believe that the continuity Bill is actually needed. We are engaging heavily, at every level of government, with the devolved Administrations to ensure that we go through the EU (Withdrawal) Bill to ensure that the clauses that we want to amend in the other place will be effective. Then will get the support of those Assemblies.

When will the Government publish their framework analysis and their proposed wording for the amendment to clause 11 of the EU (Withdrawal) Bill?

We are continually engaging. My right hon. Friends the Secretary of State for Wales and the Chancellor of the Duchy of Lancaster are going to Wales tomorrow to meet the First Minister of the Welsh Assembly, so that we can get the further detail of those discussions and bring forward the amendments as soon as possible.
