The House will not be surprised to know that the hon. Gentleman has raised this with me and my right hon. Friend the Secretary of State on a number of occasions. I am happy to reconfirm to him that we do consider it a top priority to make sure that all of his constituents get the care they need.

The Minister for Health (Stephen Hammond)
The Government are committed to transforming the NHS estate. I discussed the urgent care hub with my hon. Friend and other colleagues in January, and, as he knows, I enjoyed my visit to Kettering General. He also knows that future levels of capital will be determined at the next spending review, after which our prioritisation process will be determined, to identify the strongest transformation schemes. We welcome initiatives from local leaders to strengthen and better integrate the local health and care landscape in Northamptonshire.

When Kettering’s present A&E was built 25 years ago, it was designed to cope with 45,000 patients a year. It is now coping with 91,000, and it is estimated that in 10 years’ time, 120,000 will use the facility. The whole NHS in Northamptonshire recognises that an urgent care hub at Kettering General Hospital is urgently required. Will the Government get on and fund it?

My hon. Friend is a diligent and consistent representative of his constituents on this matter. He will know that I have heard his request and that, as I have said to him before, the spending review will take place later in the year. Priorities will be decided at that stage.

Thank you Mr Hollobone. I will not just say anything other than that I wanted to address a number of issues about east midlands care, so I will put them in a letter and write to Members who have participated in this debate. It is important to address the huge number of issues raised by colleagues and ensure that the context is clearly understood. This Government wish to thank all hard-working professionals in the NHS for their work. We will do everything we can to continue that support, with a plan and the money to back it up, so that, both nationally and locally, the NHS can deliver for patients.

The hon. Gentleman is right to point out that a consultation is being undertaken on various aspects of the long-term plan and the legal framework that needs to be put in place. It is entirely up to local CCGs to make decisions on their procurement policy.

Record investment is going into Kettering General Hospital and a record number of patients are being treated, but the best way that the Minister can deliver the NHS mandate and long-term plan for the people of Kettering is by providing the funding for a new urgent care hub, the site of which he has visited at Kettering General Hospital, and by working with the Ministry of Housing, Communities and Local Government to take advantage of local government reorganisation in Northamptonshire to create a health and social care pilot. Will he commit to both?

The hon. Gentleman knows that I wrote to him on 20 March on this issue, and I outlined that officials from DHSC had contacted the scheme administrator about the issues with Livewell. I can confirm that the members there would still be dealt with in the way set out prior to the implementation date, and I am happy to meet him.

The best way that Kettering General Hospital could deliver the NHS’s 10-year plan would be to have the funding for an urgent care hub. I thank the Hospitals Minister for visiting recently. What can he do to ensure that that project is delivered?

I was delighted to visit Kettering and to meet the chief executive and the chairman of the trust again. They made very strong representations. The representations by my hon. Friend and the trust have been heard, and he knows that they are at the forefront of my mind.

I pay tribute to my hon. Friend’s campaign and her tireless work on behalf of her constituents. Figures from the Royal College of Midwives show that there are over 2,000 more midwives on our wards since 2010. The NHS plans to train 3,000 more midwives over the next four years, and as of last September there are over 5,000 more doctors in obstetrics and gynaecology than there were in May 2010. The NHS is hoping to fulfil what my hon. Friend wants to see.

Will the Minister confirm that since the Brexit referendum in June 2016 there has been an increase of 4,000 EU nationals working in our NHS?

My hon. Friend and I do not always agree on everything about the EU, but numbers and statistics show that he is correct on that matter.

It is not often that I would dare to correct the hon. Lady, who chairs the Select Committee on Transport, but she clearly was not listening to my two previous answers. A solution has been identified. We are in commercial discussions and we will be making a formal announcement this summer.

Four trains an hour leave St Pancras destined for the north of England, with rolling stock through Kettering, but only one an hour stops at Kettering, so we have only an hourly service northbound, whereas we used to have a twice-hourly service northbound. Will the Minister speak with East Midlands Trains to give us our old service back?

I thank my hon. Friend for his campaign on behalf of his constituents. Not only will I speak to East Midlands Trains about the issue, to ensure that his point is heard, but I am sure that he will want to catch me later to stress the point further.

The right hon. Gentleman will be pleased to hear that I have already been lobbied on this matter by a number of other Lancashire MPs. He will of course recognise the huge amount of investment that is going into the railway network. I recognise the issues involved in this case, and I have already intervened. I expect to have good news for him on rolling stock next year, but I would nevertheless be delighted to meet him and other hon. Members.

The branch line from Kettering to Corby that was introduced a few years ago has been hugely welcome, but a negative knock-on effect is that the service on the main line going north from Kettering has been cut from a half-hourly service to an hourly service. Now that line speeds on the midland main line have increased, will the Minister put pressure on East Midlands Trains to reintroduce a half-hourly service going north from Kettering on that line?

I have listened carefully to what my hon. Friend has said. He will obviously want to recognise the huge amount of investment that is going into the railway network, including £70 million around Kettering. I will look closely at his request in the context of the franchise renegotiations.
