As per the franchising timetable announced by the Secretary of State for Transport, my right hon. Friend the Member for Derbyshire Dales (Mr McLoughlin), on 26 March 2013, a number of new franchise contracts need to be negotiated via Direct Award. These are new franchises, not extensions of existing contracts.

Direct Awards have already been negotiated with Essex Thameside (c2c) and First Great Western. The contracts began in May 2013 and October 2013 and will run until September 2014 and July 2016 respectively.

The Department has recently received the proposal for Greater Anglia, the Direct Award for which will commence July 2014 and run until October 2016. We are in negotiation with Northern and First Capital Connect whose Direct Awards will run from April 2014 to February 2016 and April 2014 to September 2014 respectively.

The Department is preparing the Requests for Proposal for TransPennine (April 2015—February 2016); Intercity West Coast (November 2014—November 2017); South Eastern (October 2014—June 2018) and South West Trains (February 2017—April 2019). We are in initial discussions with London Midland (September 2015—June 2017); East Midlands Trains (April 2015—October 2017) and Cross Country (October 2016—October 2019).

I am sure that the whole House would want to join me in paying tribute to the professionalism of the coastguards, who in a very busy summer dealt with 25% more incidents this year than last. The Maritime and Coastguard Agency certainly recognises that it has more coastguard vacancies than it would like, but the hon. Lady should be aware that it has managed to recruit 58 new coastguards. A further recruitment campaign is under way, and every effort is being made to fill every vacancy.

I thank the Minister for his answer and associate myself with what he says about the work of those in coastguard stations. He will be aware of the concerns that I have been raising about maritime safety off the west coast of Scotland following the closure of Clyde coastguard station. In the summer, which, as he pointed out, is the busiest time, staffing was at unsafe levels on 142 out of 184 shifts. Will he meet me and colleagues again to discuss what is being done, particularly in relation to the west coast of Scotland?

The hon. Lady will want to recognise, of course, that I met her and colleagues in July. I promised at that stage that I would meet her again later in the year, so I am happy to meet that obligation. I point out, though, that 58 coastguards have been recruited since that time. As we have now been able to secure a deal with the Treasury, we expect retention rates of coastguards applying for new posts to go up in January. She will be aware, as I have replied to her to this effect several times, that specific arrangements are in place to ensure safety on the west coast of Scotland. However, I reiterate that I am happy to meet her and colleagues.

My hon. Friend is a well-known and renowned campaigner on behalf of his constituency, and he makes the case again today. I am sure he is working with the relevant local authority, the local enterprise partnership and the enterprise zone to drive up and ensure that the business case is complete. I am, of course, happy to meet him and discuss the proposal.

7. What assessment he has made of the effect of the closure of Clyde coastguard station.

Clyde maritime rescue co-ordination centre was closed on 18 December 2012. The sea and coastal areas that were formerly the responsibility of Clyde are now being covered by the centres at Stornoway and Belfast. There has been no change to front-line services. The professional coastguard officers at those centres are maintaining the provision of a search and rescue co-ordination service to the highest standards, and those are the standards that the public rightly demand and expect.

The Minister will be aware that the staffing levels at Clyde fell below risk-assessed levels on a number of occasions in the lead-up to the closure. We found out this week that the staffing levels at Belfast, which has taken over its work, fell below risk-assessed levels on 28 days and 55 nights in December and January. Will the Minister agree to meet me and other interested MPs, given the genuine concerns about the safety of the west coast of Scotland, huge cuts to staffing and the loss of local knowledge?

First, let me say that there has been no loss of local knowledge. The pairing arrangements that were put in place show that, as does the incident at Loch Fyne. There were 40 occasions in December and 43 in January when the Belfast staffing numbers were below the risk assessment level, but the hon. Lady will know that that was obviously mitigated by the ability of the Stornoway station to take that up. I am happy to meet her to discuss those matters.
