Commons ChamberMy right hon. Friend makes a very good point. There are two aspects to this issue: lorries coming into this country and lorries leaving this country. When it comes to lorries coming into this country, thanks to the application of transitional simplified procedures, any duty that needs to be paid can be deferred. Of course, we will be prioritising flow over revenue, which means that we will not be imposing new checks, certainly in the first months after any no-deal exit. I agree with my right hon. Friend that a no-deal exit is undesirable. For lorries that are leaving the country, there will be six new transit sites—five in Kent and one in Essex—to ensure that hauliers leaving the UK can take advantage of the common transit convention and its provisions.
May I put on record my thanks to the officials who have been given the impossible task of trying to make sense of this Government’s plans and to do something that they should never have been asked to do when it comes to no deal? [Interruption.] The hon. Member for Shrewsbury and Atcham (Daniel Kawczynski) may laugh, but these officials are working incredibly hard because of the Government’s ineptitude.
Today in Holyrood, we see a tale of two Governments. Today, the Scottish Government have set out their programme for government to tackle a climate emergency, improve public services and introduce a fairer economy. Yet here we debate food shortages, medicine stockpiling, price increases and job losses; the height of Government ambition is hoping that it will not be as bad as the experts tell them it will.
The Minister talked about a general election. We would welcome a general election. In fact, I am going to take the unusual step of inviting the Minister to come and campaign in my constituency. I would love him to do that, so that people could ask him why he is putting them out of work, why he is hitting our food and drink industry and why he is hitting our university sector. This is the height of political failure. It was only apt that the Minister quoted Geoffrey Howe earlier, who of course was attacking his own Prime Minister during an ongoing Tory civil war. I notice that nobody is arguing that this is a good idea any more. This is a Government who have no idea what they are doing and making it up as they go along. No wonder they want to duck, dive and dodge any kind of scrutiny whatsoever.
We were warned before that Parliament would need to sit. Does the Minister agree with the Health Secretary that prorogation goes against everything that the men who waded on to those beaches in Normandy fought and died for? The Minister likes to quote others; does he still agree with that?
On food prices, what will the impact be on food banks—on the most vulnerable, already hit by austerity from this disastrous Tory Government? What level of medicine shortages is acceptable to the Government? On the £6.5 billion, from which public services is that to be taken? Finally—I cannot quite believe I am asking this question—does the Minister still believe in the rule of law, and will he accept laws passed by this Parliament?
May I welcome the hon. Gentleman to his position? May I also say that I am very grateful for his invitation to campaign in his constituency at the next general election? Given that he has a majority of just two, he is a brave as well as a principled man.

Commons ChamberI know that they talk of little else in Crail, Anstruther and Leuchars. The one thing I believe in is that it is vital that we leave the European Union at the earliest possible point so that we can ensure that we are outside the common agricultural policy and the common fisheries policy, and that we take back control to ensure that Scotland’s food and drink manufacturers, along with food and drink manufacturers across the United Kingdom, can enjoy the benefits of being global Britain.

Commons ChamberI absolutely will. The processing sector is absolutely critical. We must make sure, as I said earlier, not just that it has access to the labour it needs, but that we do everything to support it in terms of infrastructure and advocacy.
Just to be helpful to the Secretary of State, if he checks the European Parliament record, as I am sure he would like to, he will see that the SNP has, of course, consistently voted against the common fisheries policy.
Fishing communities that I represent—who, incidentally, have not elected a Conservative MP for some decades now—benefit hugely from the European maritime and fisheries fund. Can the Secretary of State assure me that any future funds will at least match what those communities would have had if we had remained in the European Union?
On the most recent occasion that Scottish National party MEPs had an opportunity to demonstrate their commitment, they stuck with the SNP position, which is to remain in the EU and, of course, to remain in the common fisheries policy as well.
I know that the hon. Gentleman—his re-election to this House by a slim but still clear margin is a reflection of his hard work—represents the constituents in Crail, Anstruther and elsewhere with all the energy and devotion that he brings to so many of his duties. He is right about the MFF: we do need to ensure that the future replacement continues to be as generous as before.

I entirely understand my hon. Friend’s point. I think people not just in Buckie and Portsoy but across the north-east of Scotland—indeed, across the United Kingdom—will be disappointed that the proposal we sought to ensure would apply for 2019 does not apply for that year. However, it is important to recognise that this is a 12-month additional extension to the maintenance of the EU acquis and that we accept that the greater prize, which my hon. Friend is quite right to remind the House of, is available only if we ensure that we leave the common fisheries policy, take back control and make it absolutely clear to other countries that access and quotas will be in our hands.
It is a big concern with the Conservatives that it is always somebody else’s fault. When the Conservatives took us into the common fisheries policy, Scotland’s fishermen were described as expendable, so they are used to Scottish Tory sell-outs. But, given the matter of days involved here, even Scotland’s fishermen will be surprised at how quickly this one was turned around.
Will the Minister tell me at what point our fishermen became a bargaining chip, or has that been the case all along? Does he agree that we are now in the worst of all worlds, because we are in the common fisheries policy but we have no say? Will he tell me why, over the years, when the SNP has proposed changes to bring greater control over fishing policies, those have been rejected? Does he agree that that is because fishing is a big industry in Scotland and important to the Scottish Government, but it means nothing at Westminster?
Psychologists have a phenomenon called projection. It means that when someone describes someone else, they are really talking about themselves. It is very interesting that the Scottish National party spokesman should talk about people always blaming somebody else and things always being somebody else’s fault. As members of a party that has raised grievance to an art form, SNP Members have a damn cheek making that case. They have a particular cheek in this case, because it is the stated policy of the Scottish National party to stay in the European Union, to stay in the single market, to stay in the customs union and to stay in the common fisheries policy. The ones who are committed to giving Scottish fishermen, and indeed all fishermen across the United Kingdom, a brighter future by leaving the CFP are the Conservative party and this Government. I think that the 90 seconds of concentrated—I do not know what the word is, but it is probably unparliamentary, Mr Speaker—cant that we have just heard from the hon. Gentleman will be met with the derision it deserves.

Commons ChamberI entirely accept the hon. Gentleman’s point, but it is striking that the northernmost part of his constituency voted to leave—BBC research, I may say. We heard at length last night from the Scottish National party about how Scotland voted; all I would say is that a million people in Scotland voted to leave the European Union, and overall within the United Kingdom so many people voted to leave. As my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith) admirably pointed out, people want that vote to be expedited. I am speaking tonight because I oppose every single one of the new clauses and amendments in front of us because they seek to frustrate the democratic will of the people.
The hon. Member for Streatham is right: people do want us to take back control of the money currently spent on our behalf by the European Union. But if we accept his amendment and the other amendments and new clauses before us, we will be seeking only to delay and, as my right hon. Friend pointed out, to procrastinate, to put off the day when we eventually leave the European Union and can then spend that additional money on our NHS or, indeed, any other priority. If any Member of this House wants to see taxpayers’ money that is currently controlled by the European Union spent on our NHS, on reducing VAT on fuel or, say, on improving infrastructure in the Western Isles, they have a duty to vote down these new clauses and amendments, which seek to frustrate the honouring of the sovereign will of the British people.

The right hon. Gentleman is very kind. He bears some responsibility for the mess that we are in, in not knowing what leaving the European Union means. One area that he was clear on was that Scotland should have more control over immigration. Will he join us in campaigning for that?
It is striking that the hon. Gentleman talks about the mess that we are in. Of course, the “we” refers to the Scottish National party, because it is in a significant mess at the moment. It has found that support for independence has fallen as a result of leaving the European Union and that support for a second referendum is falling. Psychological displacement theory explains why it wants to talk about anything other than its own political failure.

Let me now deal with the substantive point made by the hon. Member for Ross, Skye and Lochaber, because it is critical. He argues that the only way in which we as Back Benchers and Opposition spokesmen can effectively scrutinise the Government is through impact assessments. That is a grotesque misunderstanding of the opportunities that are available to us in the House through freedom of information requests, parliamentary questions—written or oral—and the diligent use of all the other tools that enable us to scrutinise the Executive. The idea that we are mute and blind until an impact assessment has been published, the idea that there is no relevant tool available to us and no relevant source of information that we can quarry other than an impact assessment—
No.
That idea is a misunderestimation—if I may borrow a phrase from George W. Bush—of what all of us, as Members of Parliament, are capable of.

Commons ChamberThe Secretary of State makes the point. Why not give Scotland—it needs the powers—some of the responsibility for immigration?
On that very point, the Vote Leave campaign, of which the Secretary of State was a member—a full and active member—did not promise much. It is good to see that the right hon. Member for Surrey Heath (Michael Gove) is in his place, for was it not he who said that Scotland could have control over immigration if we voted to leave the European Union? I would be delighted to hear about their plans when the Under-Secretary winds up.
I am glad that the right hon. Gentleman is nodding still, and I look forward to his joining us in the Lobby at some point. He can come home to his roots, and we will welcome him on this issue.
Let us not forget the impact this is having elsewhere in the United Kingdom. On jobs and the economy, Nissan has been given reassurances, but what about other industries? What about the food and drink industry? What about our fishermen and farmers, a lot of whose rules and regulations come from the European Union? What will happen to the common agricultural policy, or to the coastal communities fund, which is so important to our fishing communities? [Interruption.] What happens, as the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) points out from a sedentary position, about Horizon 2020? What will happen to universities, which particularly benefit from freedom of movement? What will happen to workers’ rights, which will come back to this House, which has not always been the best place to guarantee those rights in the past? What will happen to the environment, which has also benefited from Europe?
