Commons ChamberMy hon. Friend is exactly right in his analysis of how to help working families and our country. Thanks to the difficult decisions that we have taken, inflation today is back to normal, which is a very welcome moment. Of course, there is more work to do, and people are only just starting to feel the benefits, but it is clear that the plan is working, and that is why we have also been able to deliver significant tax cuts worth £900 to the average worker in our country. That is all progress that would absolutely be put at risk by the Labour party.

I fully condemn Iran’s attack on Israel, and the nature of the Iranian regime. The Prime Minister says that he wants to see stability in the region, but surely there must be honesty and transparency about the fact that Israel itself is a threat to stability, and has already systematically broken international humanitarian law. The Government have no reluctance to rightly challenge Russia over Ukraine in that regard; why the reluctance in relation to Israel—and indeed the reluctance to publish the associated legal advice?
As I said, I do not think there is any equivalence between what Vladimir Putin is doing in Ukraine and what Israel is doing to ensure the security of its citizens in the face of an appalling terrorist attack.

Commons ChamberAgain, I would not draw a link between the action in the Red sea and the situation in Gaza. They are two completely different things. The Houthis may seek to link them, but we should not pander to that narrative. We have been in touch with our non-governmental organisation partners, and they have confirmed no significant disruption to humanitarian efforts following our airstrikes. We help feed around 100,000 Yemenis every single month. Again, I would urge the hon. Lady to recognise that the Houthis’ activities actually damage the Yemeni people, who are entirely reliant on food coming in through those shipping lanes.
The Prime Minister sketched out some of the Government’s view on terms for a sustainable ceasefire in Gaza. What steps are the Government taking to discuss with other states—particularly with friendly states—a long-term peace plan for the region, including a two-state solution, to ensure that we make real progress towards that objective?
I can reassure the hon. Gentleman that we are having exactly that conversation with all our partners and allies in the region. I started that dialogue when I visited the region towards the end of last year, the Foreign Secretary will be in the region again this week, and it is something that President Biden and I have discussed. I believe that we are aligned on the future that we all want to see for the people of Israel and Gaza, and now we will work constructively with our allies to try to ensure that that can happen.

Commons ChamberI thank my hon. Friend for her important question. She is right about the safety and wellbeing of children being paramount in our thoughts. That is at the heart of the guidance that we have published for consultation. Parents fundamentally must be involved in decisions about their children’s lives, and their involvement is a key part of the guidance. She is right that there is a consultation process. That is an opportunity for everyone to engage with the guidance. I also agree that those championing safety or talking about the importance of biological sex should absolutely have the freedom to express those views. She will see those views expressed in the guidance too.
I thank the Prime Minister for the £3.3 billion financial package that is now available to any restored Northern Ireland Executive; however, we still need a discussion around the long-term financial framework before the next spending review. At present, Northern Ireland’s public services are in a huge crisis, especially health, with urgent public sector pay pressures that must be addressed. Last month, the Secretary of State said that the negotiations with the Democratic Unionist party over the Windsor framework had concluded. Does the Prime Minister recognise the real dangers of continued drift in Northern Ireland, and the urgent need for Northern Ireland to have a Government?
I thank the hon. Gentleman for his question. Our focus has always been on delivering for the people of Northern Ireland, who rightly expect and deserve their locally elected decision-makers to address the issues that matter to them. We have held talks with the DUP and believe that significant progress has been made, and that there is now a very good basis for the Executive to be restored. I thank him for his comments about the £3 billion financial package. With that, there is a real chance to restore the Executive, resolve pay for public sector workers rapidly, and get Northern Ireland and its public services moving again.

Commons ChamberIn a couple of years’ time, we will have increased spending to over £8 billion every year on free hours and early education, which will help working families with childcare costs; indeed, it is the single biggest investment in childcare in England ever. But my hon. Friend makes an excellent point, and that is why we will ensure that there is a discretionary supplement in the local authorities’ local funding formula for rural communities to account for the smaller economies of scale, so that they can continue to deliver their vital work.
Nine months on from the Windsor framework, I thank the Prime Minister for his ongoing efforts to restore the Northern Ireland Assembly and Executive. However, if and when the institutions are restored, they will still be plagued by the same structural weaknesses that have seen repeated collapses and unfairness on things such as designations. This week, the Northern Ireland Affairs Committee published a report calling for a review of the Good Friday agreement. Many architects of the agreement, such as Tony Blair, John Major and Bertie Ahern, have recognised the case for reform. Will the Prime Minister commit to an early review of the agreement to improve its stability, effectiveness and fairness?
I recognise the hon. Member’s campaigning on this issue and I have great respect for his position. Indeed, we have spoken on a number of occasions both here and on my visits to Northern Ireland. My focus right now is on getting the institutions up and running, and my overarching priority is to get public services in Northern Ireland back on track, which I know is an ambition that he and I share. Any reform of institutions is best dealt with with the support of all parts of the community. When it comes to restoring the current institutions, the Government are doing everything they can to support efforts, and I know that the Secretary of State will be in touch for engagement with the parties imminently on that point.

Commons ChamberFour months after the welcome Windsor framework, there is still no restored Northern Ireland Executive or Assembly, and we are facing an unprecedented budget crisis. This situation is untenable, and it is getting worse every day. The Government’s approach seems to be to wait to see whether something happens, rather than to lead from the front. So will the Prime Minister confirm that he is willing to work with the Northern Ireland parties on a financial package for a restored Executive? Will he work more closely with the Irish Government to try to drive a process, including putting reform of the institutions on the agenda, so that those who want to govern Northern Ireland can do so?
I thank the hon. Gentleman for his engagement with me and the Government during this process. I share his frustration, and our focus remains on delivering for the people of Northern Ireland, who expect and deserve their locally elected decision makers to address the issues that matter to them most. I thank him for his kind words about the Windsor framework and how it allows us to move forward. For many years, we have recognised the particular challenges facing Northern Ireland, which is why we have provided more than £7 billion of funding, on top of the Barnett block grant, since 2014. I assure him that my right hon. Friend the Northern Ireland Secretary remains in close contact with all the parties in Northern Ireland to clarify what more is needed, so that we can restore the conditions for Executive formation.

Commons ChamberI agree with my hon. Friend about the incredible benefit that small businesses and independent retailers bring to our high streets and economy. I congratulate the team at Anasma Greek Bakery on winning the competition. I know that they will feel reassured by their Government’s investment in my hon. Friend’s constituency through the town deal and, of course, funding from the future high streets fund.
Just ahead of St Patrick’s day, may I thank the Prime Minister for his recent deep engagement with Northern Ireland, and in particular the conclusion of the Windsor framework? I hope we will see the Executive restored shortly. However, that Executive are facing a spiral of budget cuts, which will prevent them from transforming public services on an invest-to-save basis and from investing in a prosperity agenda. Will the Prime Minister and the Chancellor therefore work with the Northern Ireland parties on a financial package to transform Northern Ireland, accepting the need for strict conditions and a real focus on key areas such as health, education, skills and infrastructure?
I thank the hon. Gentleman, his colleagues and his party for their engagement in the run-up to the Windsor framework; it was helpful and I appreciated his constructive involvement. My right hon. Friend the Northern Ireland Secretary has been working closely, and will work closely, with all Northern Irish parties, leading discussions on a wide range of issues, including the public finances, because I believe what the hon. Gentleman believes: that the people of Northern Ireland need and deserve effective, accountable and devolved government up and running as quickly as possible. I hope those talks can be constructive in leading to that aim.

Commons ChamberI thank my hon. Friend for the engagement he has had, with me in particular, and the advice he has provided. Section 38 of that Act was a testament to him, and it reasserts the sovereignty of this Parliament in matters of international law and he was right to do that. I hope we can strengthen that provision as we consider how best to make sure we protect the Act of Union and Northern Ireland’s place in it. As for questions, I am happy to move as quickly as he is able to provide the questions for me and I look forward to engaging in that dialogue with him.
My party can give a broad welcome to this agreement. There are some positives in it that address a range of challenges that have been clear for some time. However, for us, the key test is the preservation of Northern Ireland’s dual market access. In that regard, my party has massive concerns about this potential Stormont brake. Does the Prime Minister understand that there are real dangers that this process could add more instability into the Assembly, and may I stress to him that the petition of concern is controversial, given its abuse in the past? This also creates uncertainty for businesses regarding ongoing single market rules, particularly with a view to investment into Northern Ireland. So will he meet our party to discuss this in more detail in order to clarify what is potentially being proposed?
I thank the hon. Gentleman for the engagement that he and his colleagues have had with me and the Secretary of State in recent weeks, which has been helpful. Of course, I can assure him that I look forward to talking to him again very soon to explain the Windsor framework in detail. He makes a good point: many people, communities and business in Northern Ireland value their access to the European Union single market and rightly value not having a hard border on the island of Ireland. We have strived to protect that in this agreement while ensuring Northern Ireland’s place in our Union and protecting and safeguarding its sovereignty. I believe that the Windsor framework does get that balance right and I look forward to having that conversation with him.

Commons ChamberI think the whole House knows that my hon. Friend has been a passionate campaigner for Eden Project North for some time. I was pleased to work with him in my previous role. He knows I cannot comment on any specific bid, but I know that the Secretary of State will be making those decisions by the end of the year, and I wish my hon. Friend and everyone involved in the project every success.
Most people and businesses in Northern Ireland accept the need for the protocol and want to see negotiated, pragmatic solutions to the various challenges. Although there has been a clear improvement in the mood music between the UK and the European Union over recent weeks, there is growing frustration and concern about the slow rate of actual progress in those talks. What steps can the Prime Minister take to inject some momentum into those negotiations? Indeed, can I encourage him to visit Northern Ireland as soon as possible—preferably before Christmas—to engage with local stakeholders on the protocol and to hear views on how the Assembly can be restored via reform?
I thank the hon. Gentleman for his question—I enjoyed meeting him recently to discuss these issues. Let me give him and the people of Northern Ireland my assurance that I want to see the issues with the protocol resolved as quickly as possible. I believe that if people enter into the talks that we are having in a spirit of good will and pragmatism, we can indeed find a way through. My right hon. Friend the Foreign Secretary and Vice-President Šefčovič are in regular dialogue. I will take on board the hon. Gentleman’s suggestion to visit Northern Ireland to discuss these things in person.

Commons ChamberThe UK Government are providing £37 billion-worth of support to help families with the cost of living, and most of that support is being provided directly to households across the United Kingdom. Indeed, we are legislating to ensure that our one-off payments to those on welfare that are worth up to £650 can be paid directly to households and families in Northern Ireland.
As the Chancellor will be aware, the energy bill support scheme cannot currently be extended to Northern Ireland due to the absence of the Northern Ireland Executive, so can he update the House on what steps he is taking to put in place measures to ensure that the people of Northern Ireland can avail themselves of that support? I appreciate that it is not due until October, but there is a long lead-in time required in that respect.

Commons ChamberNo, it is not remotely, actually. There has been good unity in the House on this topic. The hon. Gentleman claims that somehow we are behind other countries when it comes to sanctioning Russian banks; it is simply not true. This Government are taking a leading role in this. We are ahead of most of our peers. He does not know, but I know, because I am in the conversations with Finance Ministers about where else they are prepared to go. I am very confident that we have done a lot and have played a leading role internationally in bringing others along with us.
We have heard the Chancellor try to excuse his failure to increase benefits in line with inflation. He has referred to the universal credit taper and the national living wage, which help those people on benefits who are in work. However, does he recognise that the majority of people on benefits in the UK are not in work, and there is nothing in this budget to help them?
I think the hon. Gentleman missed the household support fund announcement, which is specifically for local councils, so that they can help those who are most vulnerable. Many of those people who are not currently in work can, with the right support, care and attention, be supported into work. That is something that this Government are spending a lot on doing.

Friend is absolutely right about the importance of cash flow, and he is right to highlight pay as you grow, which means that the 1.3 million businesses that have benefited from bounce back loans will have the opportunity significantly to reduce and extend their repayments for those loans. By extending the repayment term to 10 years from five, we have cut the average monthly payment by almost half from just over £500 to just over £300. Businesses also have the option to move to interest only, which further reduces the payment to around £60 or £70 on a typical loan. That extra cushion will ensure that businesses can save their cash for driving their businesses forward as they reopen after these restrictions.
I acknowledge the scale of the financial support that has been provided by the Chancellor, but almost a year on there is a stubborn refusal to address the needs of those who are excluded often by what are seen as very arbitrary rules. Will the Chancellor confirm that the Treasury has indeed received a number of constructive proposals on how existing schemes can be modified without the risk of fraud? Will he commit to giving those proposals a fair consideration and, where appropriate, to making back payments?

Commons ChamberI am enormously grateful to my right hon. Friend for the conversations I have been able to have with him, and I fully respect his passion on this subject. He brings an enormous amount of experience to this House on this topic, and obviously he will have heard the reasons that I set out for doing what we are doing. I believe we can still make a difference to the world’s poorest countries with the measures that we have put in place. The most pressing issue that the developing world faces at the moment is the ability to deliver and deploy a coronavirus vaccine. He will know that we are the largest donor globally to the COVAX advance market commitment, the global initiative that is supporting developing countries’ access to vaccines. Right now, that is probably the most important thing we could be doing. We are doing it. We are leading the world in helping tackle coronavirus. I know that my right hon. Friend and I will carry on this conversation.
The covid pandemic has exposed structural weaknesses in our economy and society, but it is also likely to accelerate change in how people work, live and interact. May I also point out to the Chancellor that the excluded are a genuine problem? One of the difficulties is that the Government are not counting those who are sole directors of limited companies as part of the self-employed, which is how the figures are coming across as confusing. Does the Chancellor accept that public spending should not necessarily assume a restoration of the status quo ante but must be based on a transformation of our society and economy around social justice, inclusion, reskilling and investment in a green new deal?
We want our recovery to be green and the national infrastructure strategy sets out an ambitious way to do that. Skills are at the heart of what we believe, giving people the tools they need to improve their lives and go on to better things. We are funding £375 million today to deliver our commitments on the Prime Minister’s lifetime skills guarantee and other matters. The hon. Gentleman can rest assured that that remains an area of enormous focus for this Government.

Commons ChamberI am grateful to my hon. Friend for raising this. He has raised with me the impact on businesses in his area of a potential move into tier 2, and I hope he will be reassured by the announcements today. Travel and events are interlinked. As he and I know, we must work to find a way to allow more travel to happen. The Transport Secretary has spoken to colleagues about that. He is actively engaged in working with industry and health professionals to see what more we can do to facilitate greater ease of travel, and therefore open up travel corridors and help our events industry.
It is important that the public health and economic support measures move in harmony. Northern Ireland had to go into tighter restrictions on 16 October, ahead of other parts of the UK. The 20% employer contribution in the outgoing job retention scheme is a major challenge for employers to keep jobs. Given that the Chancellor has shown some flexibility today, will he reconsider the timescale of the new scheme and backdate the 5% employer contribution to 16 October?
Given that the grants are backdated, if that results in extra Barnett consequentials, of course that extra funding will flow to Northern Ireland, as it will to other devolved nations. With regard to the job support scheme, as I said, there will be no interruption of coverage between one scheme and the other. As the hon. Gentleman points out, the employer contribution will be significantly reduced on 1 November.

Commons ChamberMy hon. Friend is absolutely right. He knows all too well what the businesses in his constituency need, which is support to get through this period of depressed demand. They need our support to protect those viable jobs and to help them get through to the other side, and that is exactly what the job support scheme will deliver.
It is right that the economic support schemes evolve, and this will be a lifeline for many people in Northern Ireland. The Prime Minister has talked about embracing everyone and the need for creativity and innovation, but surely there are two gaps in today’s announcements: first, the excluded; and secondly, the companies where even paying a third of the wages is not a viable option at this time even though they do have sustainable futures, such as in the arts and creative industries and aerospace.
In terms of the arts and creative industries, we have provided over £1.5 billion of funding to support vital institutions in every part of the United Kingdom through that scheme, but it is important now that support is focused on companies that can provide viable jobs, with a genuinely secure future for their employees. As we have set the scheme, it is very similar to those around the world and gets that balance right, being generous with our support but also making sure that support is targeted where it can do the most good.

Commons ChamberThere are fewer greater champions of the tourism and hospitality industry than my hon. Friend, and I know he will be pleased about today’s announcements. He is absolutely right that our local businesses in all our constituencies have worked unbelievably hard over the past few weeks to adapt how they do business, to invest in new things, and to make their premises safe for us, and that is why today we introduced the “eat out to help out” discount. We can all play our part in supporting these businesses and protecting these jobs.
As a former employment Minister in Northern Ireland, I welcome the Barnett consequentials that allow us to shape our own local response around youth unemployment, apprenticeships and traineeships, but what analysis has the Treasury done of where redundancies have been occurring and where they are likely to occur over the coming months? Surely that information should guide the use of that £9 billion for the furlough bonus to be more targeted around those sectors that are going to face problems for longer, but which have sustainable futures, such as aerospace and the creative industries.
We have published breakdowns of the furlough population by region, constituency and age to give a sense of the types of people who are affected. One thing that comes out of that is the importance of rural and coastal communities being particularly impacted by numbers of people on furlough. That is because they are disproportionately reliant on the hospitality and tourism sectors, which is why today’s interventions are targeted and will make the biggest difference to the greatest number of people.

Commons ChamberI thank my hon. Friend for her kind comments. I agree with her that they should be applauded. As I said earlier, as we go through this crisis, everyone has their own role to play, and they should play that role responsibly. Whether it is individuals, Government or businesses, I am glad to see everybody taking that advice to heart. She is right that the businesses that have done that deserve our praise. More generally, we are trying to support workers remaining attached to their jobs, and I will try to do that in as broad and comprehensive a way as I can, but she is right that those businesses deserve our praise.
Like others, I am sceptical that we will see a V-shaped recession with a sharp recovery. Some sectors and some regions will struggle more than others. Does the Chancellor accept the need for some form of future economic stimulus to restart the economy? Surely it is not simply a case of restarting the engines of the economy; the economy may need a bit of a push.
The most important economic policy at the moment is to maintain the productive capacity of the UK economy during a period of shutdown. Our interventions are designed to preserve as many businesses, jobs and connections as possible. That is the best way to ensure that the recovery can be as strong as we would all like it to be. For the moment, that is where we will focus our attention.

Commons ChamberMy hon. Friend makes an excellent point. He is right to highlight the capacity of local authorities to execute this plan. The Communities Secretary is working closely with them and they will be provided with extra resource funding to deal with the extra administration they will now have to undertake on our behalf. But I know and have confidence that they will do that job extremely well.
Members on both sides of the House are demonstrating that there are gaps in terms of not only the provision that has been announced but the urgency required to address the issue. May I therefore return to the issue of a universal basic income, or a series of flat payments to people? Would that not be a much more efficient and effective way of helping people in the immediate term, with the proviso that money can be clawed back through the tax system in due course?
