I believe that one of the reasons why the Government wanted to bounce us on Saturday, and wanted to bounce us again today, is to hide some of the content and some of the revelations that will come out in the Bill, which will be published shortly. There will be great concern not only among Opposition Members but among others who take a very different position on Brexit.
I take the Secretary of State back to the question about customs declarations between Northern Ireland and the UK, which was raised by the Chair of the Exiting the European Union Committee, my right hon. Friend the Member for Leeds Central (Hilary Benn), who is no longer in his place. Will the Secretary of State confirm what he said to Lord Wood, that export declaration paperwork will have to be carried out and that firms in Northern Ireland will therefore have to carry out paperwork, whether digital or otherwise, to trade within their own country—within the United Kingdom? Will he also confirm whether that will apply going back in the opposite direction?

Commons ChamberI would continue to argue for the Conservative party remaining in government. It is a party that has led to a situation in this country where we see record levels of employment, 32 million people with tax cuts, a modern industrial strategy and 1.9 million more children in “good” or “outstanding” schools. We are delivering for people, and that is why this party should remain in government.
I welcome this extension and the ruling out of a catastrophic no deal. I also welcome the talks going on between our two parties, because it is important that we try to find consensus and attempt to break the deadlock. However, I warn the Prime Minister that attempting to decouple the issue of a deal from whether it goes back to the people for their confirmation will not be acceptable to many people on the Opposition Benches, or indeed an increasing number on her own. Will she recognise that the only way to break the deadlock will be a confirmatory vote, putting this issue back to the people?
The hon. Gentleman will have heard the answers I gave earlier to similar questions about a second referendum. We gave a vote to the British people in 2016 and I genuinely believe that we should be delivering on that. I think that, actually, there is a view across this House that we should be delivering on Brexit. The question is finding an agreement across the House that enables us to do that, to get the legislation through and to leave the EU.

Commons ChamberI recognise the issue that my hon. Friend has raised, and obviously the concern has been shared by our hon. and right hon. Friends and others across the House. The current system for dealing with the legacy of Northern Ireland’s past is not working well for anyone. As I have said previously in this Chamber, around 3,500 were killed in the troubles, and the vast majority were murdered by terrorists. Many of these cases require further investigation, including the deaths of hundreds of members of the security forces. The system to investigate the past needs to change to provide better outcomes for victims and survivors of the troubles and to ensure that our armed forces and police officers are not unfairly treated. The Ministry of Defence is also looking at what more can be done to ensure that service personnel are not unfairly pursued through the courts in relation to service overseas, including considering legislation, and we continue to look at how best to move forward in relation to the issues of the legacy in Northern Ireland.
I understand that South Wales Police has been given extra funding in relation to dealing with knife crime. It is important that we deal with this issue. The hon. Gentleman raised Brexit, and it is also important that we deliver on the result of the referendum and do what is necessary to ensure that we are prepared for leaving the European Union, which is exactly what the Government are doing. However, we are focusing on the issue of serious violence, as witnessed by the knife crime summit that we held earlier this week.

Commons ChamberI absolutely agree with my hon. Friend. People would ask what on earth we were doing if, having voted to leave the EU nearly three years ago, they then found themselves electing Members to the European Parliament. The way to ensure that we do not have to do that, however, is to ensure that we leave the EU by 22 May, and that is only possible if a deal is agreed this week.
Like many other Members, I was proud to walk alongside the more than 1 million people on the streets on Saturday. At one point, I walked alongside two youngsters and their family carrying a banner that said: “Votes: PM—three; people—one”. This is a fundamental point. Can the Prime Minister explain to the millions of young people up and down the country why she gets to have multiple votes on a deal that has been rejected by the House and is not supported by the country, but the people do not get a chance to say whether they want to go ahead with a deal that the House can agree on?

Commons ChamberThe point is that, so far, apart from saying that it would support leaving with a deal with changes to that deal in relation to the backstop, the House has given no positive vote on what it wants to go forward. The hon. Lady talks about the 2017 general election. I remind her that 80% of the votes cast in that general election—[Interruption.] It is no good Labour Members waving their hands. Eighty per cent of the votes cast in that election were cast for parties that stood on a manifesto of honouring the result of the 2016 referendum.

Commons ChamberI am going to make some progress.
I know that, for many Members on this side of the House and also for the DUP, the biggest concern is about a more difficult issue that defies simple solution—the Northern Ireland backstop. It is a complex issue that reflects the complex history of these islands, and the long and difficult road that successive generations of British and Irish people have walked down to reach the peace and stability we have known for the last 20 years.
I have talked in detail about the backstop many times in speeches and statements in this House and in Northern Ireland. I have explained why an insurance policy to guarantee no hard border between Ireland and Northern Ireland is necessary. I know that there are a number of concerns about how it might operate—none greater than the fear that the EU might seek to trap us in it indefinitely.
Along with the Attorney General and the Brexit Secretary, I fought hard and explored every idea and avenue to address these concerns, including a time limit, a unilateral exit mechanism or the replacement of the backstop with alternative arrangements. However, the House knows how complex negotiations work and, ultimately, we have to practise the art of the possible, and I am certain that we have secured the very best changes that were available. As the hon. Member for North Down made clear earlier, it has been absolutely clear that this is the deal.
I thank the Prime Minister for giving way, and she knows why I will not be voting for the deal tonight—because it will make my constituents poorer and less safe. However, on the specific issue of the legal advice from the Attorney General on the complex issue of the Northern Ireland backstop, could she confirm whether she was given preliminary advice on Saturday or Sunday that he was unlikely to be able to change his advice in the way she perhaps wished him to?
Obviously, the Attorney General has been involved in the discussions that we have been having with the European Union, but at the end of the day it is up to him to make his legal opinion and to give his legal advice to this House, which is exactly what he has done.

Commons ChamberI am grateful to my right hon. Friend. My view on this is very simple. First, I do not want to see an extension—[Interruption.] Yes, it is very simple. Secondly, were there to be an extension, I believe that it should be as short as possible. It is already the case that we are nearly three years on from the referendum in 2016. People who voted for us to leave the European Union are rightly questioning that timetable and want to see us actually leaving the European Union. Should the House vote for a short limited extension, I would want to see that being as short as possible.
The Prime Minister was worrying that the Bill of the right hon. Member for West Dorset (Sir Oliver Letwin) and my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper) would set a precedent. But there is a very easy solution to this: the Prime Minister could bring forward that Bill in Government time, as a Government Bill, and whip for it. My suspicion is that the Prime Minister is yet again leaving herself wriggle room on the issue of no deal. We have already voted against no deal in this House. She says she is going to allow us a vote on no deal, but then she says that no deal will still be on the table even if we do that. Will she confirm, yet again, that there will be no legal impediment to no deal at the end of this process? So what is this extension for?
What we have seen, of course, is that, yes, the House voted in the way the hon. Gentleman indicated, but we are now working with the European Union. We will bring changes agreed with the European Union back to this House for a further meaningful vote. Members of this House will then have the opportunity to determine whether they want to leave the European Union with a deal or not. Should they reject no deal, the further votes that I have given a commitment to will take place.

Commons ChamberFirst of all, I am sure the whole House will want to join me in paying tribute to our former colleague Paul Flynn. He was an outstanding parliamentarian and a tireless campaigner, and he championed his constituency of Newport West, and Wales, with energy and enthusiasm for over 30 years. Paul spent the vast majority of his career as a Back Bencher and wrote a helpful guide in his book “Commons Knowledge: How to be a Backbencher”, before being made shadow Leader of the House and shadow Secretary of State for Wales. But of course he will be remembered for one of the great parliamentary quotes. When he left Labour’s Front Bench in 2016, he said:
“Our glorious leader, in an act of pioneering diversity, courageously decided to give opportunities for geriatrics on the Front Bench and this was so successful that he decided to create opportunities for geriatrics on the Back Bench. I’m double blessed.”
This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
May I add my tribute to the words of the Prime Minister for my former constituency neighbour, friend and Welsh Labour colleague Paul Flynn? He was a remarkable man. He will go down as one of the great parliamentarians of the past 40 years and was an inspiration to many of us. He once gave me a copy of that book when I was a teenager, so he must have seen something in me, Mr Speaker. I am rebellious, although maybe not quite as rebellious as him. He was a great man and he will be missed by all of us.
In the midst of political crisis, it is ever more important that we put our country first. With thousands of jobs at risk and our international reputation in question, will the Prime Minister now stop playing Russian roulette, rule out no deal, and put a deal back to the British people so they can have the final say?
First of all, the hon. Gentleman knows there are two ways in which it is possible to ensure that we do not see no deal. One is to stay in the European Union, which is not what the referendum result said, and the other is to agree a deal. What I am working on at the moment is taking the view of this House of Commons about the concerns on the backstop in the deal and working with Brussels to resolve that issue, such that this House will be able to agree a deal.

That this House, in accordance with the provisions of section 13(6)(a) and 13(11)(b)(i) and 13(13)(b) of the European Union (Withdrawal) Act 2018, has considered the Written Statement titled “Statement under Section 13(4) of the European Union (Withdrawal) Act 2018” and made on 21 January 2019, and the Written Statement titled “Statement under Section 13(11)(a) of the European Union (Withdrawal) Act 2018”and made on 24 January 2019.
Over the past few weeks, this House has left no one in any doubt about what it does not want. It does not want to leave the EU without a deal, because that would hurt our economy and disrupt people’s lives. It does not want to hold a general election, because it would waste time, increase division and solve none of the problems we face. Indeed, this House renewed its confidence in Her Majesty’s Government a fortnight ago. Neither do I see anything approaching a majority across the House to hold a second referendum. Indeed, the leaders of the so-called “People’s Vote” campaign obviously agree with me, because they declined even to table an amendment to put that into effect. I also accept, however, that this House does not want the deal I put before it in the form it currently exists. The vote was decisive, and I listened.
The world knows what this House does not want. Today, we need to send an emphatic message about what we do want. I believe that that must include honouring the votes of our fellow citizens and completing the democratic process that began when this House voted overwhelmingly to hold the referendum and then voted to trigger article 50 and that saw the vast majority of us elected on manifestos pledging to see Brexit through.
At the November European Council, the Prime Minister pleaded with other European leaders, telling them that her deal was not only the best deal but the only possible deal—a statement she repeated time and again, including in this House. We now hear from her spokespeople at No. 10 that she wants to rip up the withdrawal agreement and open up the whole process again. Why would other European leaders agree to that?
I gently suggest that the hon. Gentleman listen to my speech before asking questions of that sort.
Seeing Brexit through means reaching an agreement that works for this country and our people and for the other 27 nations of the European Union, including our nearest neighbour, Ireland. It means listening to the message being sent by the great manufacturing firms that employ millions of our constituents that they need an implementation period and a free trade area with our nearest market. It means protecting the security partnerships that keep us safe. It means caring about every part of this United Kingdom, including the people of Northern Ireland, who should be just as much the concern of each one of us in this Union Parliament as their fellow citizens in England, Scotland and Wales. We need a good deal that sets us on course for a bright future.
That is what I believe this House wants. It is what this Government want; it is what I want; and it is what the British people want. Today, we have the chance to show the European Union what it will take to get a deal through this House of Commons and to move beyond the confusion, division and uncertainty that now hangs over us and on to the bright, new, close, open relationship we want to build and can build with our European friends in the years ahead.

I will be generous in taking interventions; I think Members know from the number of hours that I have spent in the House answering questions that I am not afraid to answer questions from Members.
Will the Prime Minister give way?
If the hon. Gentleman had listened to what I said—it does help sometimes.
We do not even know what position the Labour party would take on Brexit in an election. It is barely 18 months since this country—
My hon. Friend is absolutely right, because of course the position that the Leader of the Opposition took was that however good a deal for the United Kingdom the Government brought back, he would vote against it, and however bad a deal the EU offered, he would vote for it. He has no real national interest in getting the right answer for our country.
My right hon. Friend the Leader of the Opposition is absolutely right to call for a general election today, because it is not only the Government’s record on Brexit that is at stake tonight. Let me ask the Prime Minister a direct question: is she really saying that her record on policing and crime is one that she is willing to stand on? We have seen more than 20,000 police officers cut since 2010; we see rising crime and rising knife crime; and we see money being diverted, instead of paying for police, to paying for a no-deal Brexit that nobody in this House wants to see happen.
The hon. Gentleman talks about paying for police; of course, we made more money available to police forces, and what did the Labour party do? Labour voted against that. [Interruption.] Yes, that is what Labour did—voted against it.

Commons ChamberI am very happy to respond to my hon. Friend, who, with her legal experience, has rather more experience of these matters than I do. That is right: the letters do have that legal force and they would be taken into account. In looking at any arbitration or dispute that arose, they would be part of the consideration that would be taken into account, so they do have that legal force.
May I gently say to the Prime Minister that whatever our views on Brexit across the House, we are all patriots? It is not subversive to take a different view from the Prime Minister; it is simply democracy in action. It is not subversive because otherwise the position that the Prime Minister and the Conservative party took for nearly eight years after Welsh devolution would also have been subversive. It was not: it was just a different point of view.
I am very proud that the Welsh Assembly is in my constituency, and that it is there today. Does the Prime Minister not agree that there is a fundamental difference between Welsh devolution and Brexit? Support for Welsh devolution grew, which is why the Prime Minister was not successful in her call for another referendum or abolition of the Welsh Assembly. Support for Brexit has fallen, and that is exactly why we need to put it back to the people.
I am afraid I do not accept the underlying premise of the hon. Gentleman’s question, which is that support for Brexit has fallen. There are indeed people who say that they voted leave but would now vote to remain. There are also people who say that they voted remain but would now vote to leave the European Union. The overwhelming view that is expressed to me when I knock on doors and hear from people directly is that they just want the Government to get on with the job that the people gave the Government—the job of leaving the EU.

Commons ChamberI have always been clear throughout this that these have been tough negotiations, but we have held our side and achieved a deal that delivers on the vote of the British people, and delivers it in a way that protects jobs and security and, I believe, protects our prosperity for the future.
Is it not the truth that, while the Prime Minister talks about democracy, she prevented the Cabinet from having a vote, she is preventing Parliament from having a vote and she does not want the public to have a vote on this deal? If she wants to talk about democracy, she should think very carefully about that. Will she not admit that she is acting in a completely reckless fashion with jobs, with business, with investment and with our constituents’ futures, because on 2 January, when the vast majority of people in this country will go back to work, this Parliament will not be sitting, the Government will still be stalling for time and trying to come up with a magic solution and people will simply be asking, “What is going on?”
The hon. Gentleman asked me a question in relation to what I was doing and I have to say that my answer to that question is no.

Commons ChamberFirst, we are continuing with the no-deal preparations. As I said earlier, the Cabinet will meet to discuss those further. Secondly, in any circumstance we need to ensure there is no hard border between Northern Ireland and Ireland. It is finding ways we can do that in a way that enables us to be free in a future relationship which is the best possible deal for this country. That is what we are looking for and striving to achieve.
The Prime Minister talks about faith in democracy, but I think a lot of people looking at this shambles today, whether they voted leave or remain, will see a Prime Minister who has tried to keep economic advice from this House and from the public, has tried to keep legal advice from this House and the public, and a Government who have been found in contempt. She is trying to prevent us having a vote on her own deal and she is trying to prevent us having a vote on whether or not she should be able to have a vote on that deal or not. People will be looking at this aghast. I have spoken to many leave voters in my constituency. I deeply respect and understand the reasons why they voted leave in 2016, but many of them have changed their minds. They are looking at this and they are saying to me that they want a chance to have a say on what is before them: Brexit reality, not Brexit fantasy. That is why we need a people’s vote.
The hon. Gentleman is wrong, of course, because we did provide an economic analysis for this House. We published an economic analysis, and we published the legal position in relation to the withdrawal agreement and the political declaration. That has been available for Members of this House. He talks about the vote as if there is no vote in the future—[Hon. Members: “When?”] We are deferring the vote while we have these further discussions with the EU.

Commons ChamberI do not think my hon. Friend will be surprised if I say that I do not agree with the analysis that she has just given in relation to the agreement. It is clear that we will have an independent trade policy and that we will be able to negotiate trade deals around the rest of the world. This is a specific issue that we looked at when we were putting forward our own proposals in the summer in relation to our future economic partnership with the European Union. I heard somebody on the Labour Benches asking from a sedentary position when we will be able to negotiate our trade deals. During the implementation period, we will be able to negotiate, sign and ratify trade deals around the world.
This will only be a moment of opportunity if we in this House can find a way to deliver a Brexit that begins to bring our country back together. That means protecting the easy trading relationship that supports just-in-time supply chains and the jobs that depend on them, the security co-operation that keeps us safe, the progress we have made in Northern Ireland, and the rights of citizens here in the UK and across the European Union.
The Prime Minister spoke of security co-operation, yet when I asked the Home Secretary the other day whether we would be left more safe or less safe as a result of this deal, he could not answer the question, because he could not guarantee that we would have access to the crucial SIS II database that ensures that we have information on terrorists, paedophiles and other criminals trying to cross our border. That is the reality of the deal that she has put before us.
As the hon. Gentleman knows full well, I think, the political declaration and the security section of that political declaration go well beyond any security arrangement that the European Union has with any other country—[Interruption.] And it makes it clear that in the next stage of negotiations, we will be negotiating how we can have access to the very elements that are covered by both SIS II and ECRIS. [Interruption.] No—perhaps the hon. Gentleman would like to look at the political declaration. The reference to those elements is indeed in the political declaration. [Interruption.] He says that they are not. I am sorry, but I have to say to him that he may not understand the elements that lie behind SIS II and ECRIS.

Commons ChamberAs my right hon. Friend will, I am sure, recall, one of the elements of the citizens’ rights section in the withdrawal agreement does have a period of time where it will be possible for the issues in relations to citizens’ rights to be considered by the European Court of Justice—after that point, there will be no jurisdiction of the ECJ in the United Kingdom. In all other matters, there will be no jurisdiction of the ECJ in the UK prior to that point. There is a limited range of issues that can be considered in relation to citizens’ rights during that draw-down period. It will be the case that people will not be able to take cases to the ECJ in this country. It will be the case that it will be our courts that are determining and interpreting our laws.
I am genuinely sorry to say this to the Prime Minister, but there is a stark difference between stoic determination and sheer stubbornness and a failure to listen to this House or to the people. She has come here today with the same old script, telling us that we have to vote for this piece of paper that will make us poorer, weaker, less influential, less well-off and less secure, and she expects to get the consent of this House. She said as a result that she wants to appeal over our heads and go to the people. If she wants to go to the people, why is she afraid to put this question to a people’s vote?
I have answered the question of a people’s vote on a number of occasions. I say this to the hon. Gentleman as well: I believe in delivering on the vote of the British people that took place in 2016, for the reasons I have set out, but for those who consider that a second vote of some shape or form would do anything other than divide this country further or create more uncertainty, they only have to look at what happened during the initial referendum campaign. We asked people to choose; they chose; it is our duty to deliver.

Commons ChamberI agree with my hon. Friend. The important thing is that the deal delivers on the vote of the referendum, while protecting jobs and the security and livelihoods of people up and down the country.
Can we be clear what a deal is and what it is not? A deal is what we have at the moment—I happen to think it is a very good deal. This is simply a piece of paper full of meaningless waffle. It is not legally binding; it has nothing about frictionless trade; it has lots about the ECJ, even though the Prime Minister claims it does not; and it cuts off opportunities for our young people and their futures. The Government Benches behind her are emptying. When will she realise that the only way out of this crisis is by putting it back to the British people in a people’s vote?
The hon. Gentleman says that what we have now is a deal. What we have now is membership of the European Union, and the British people voted for us to cease that membership and leave the European Union.

Commons ChamberI am absolutely clear that when we leave the common fisheries policy, we will become an independent coastal state. We will have to sit round the table with others, and negotiate with others, as an independent coastal state, but we will be doing that on our own, for our own purposes. Of course, if the Scottish National party had its way, Scotland would stay in the common fisheries policy, which would be bad for Scottish fishermen.
This morning I attended a meeting of the British-Irish Parliamentary Assembly. Parties from across these islands expressed a great deal of concern about the state of the negotiations and the impact on our economy, peace and stability. The Irish Government made it very clear that putting a time limit on the backstop would rather defeat the objective, and that it must be legally certain. Does the Prime Minister agree?
As I have said, the purpose of the backstop that we are negotiating is to ensure that if there is a period between the end of the implementation period and the future relationship coming into operation, we can still guarantee no hard border between Northern Ireland and Ireland. The best solution to the issue of no hard border—and this has been said publicly by the Taoiseach as well—will be achieved through that future relationship. That is why it is important for us to work on ensuring that the future relationship will be in place for 1 January 2021.

Commons ChamberAlthough I used the term headquarters, the point is that these are about personnel who will be situated and who will be able to ensure that the capabilities are where they need to be in relation to NATO. For example, they are looking at possibilities around various parts of Europe to do this, but this is not just about a building; it is crucially about NATO’s capabilities and ensuring that it has the capabilities in the right place.
We face not only chemical and cyber-attacks from Russia, but constant attempts to undermine our democratic and political processes. In the midst of last week, 12 Russian agents were indicted by the US Department of Justice for attempting to influence the US election. Can the Prime Minister say whether these matters were discussed at the NATO summit? Did she discuss them with President Trump or does she believe—like he said—that it was all part of a “rigged witch hunt” against Russia?
We have made very clear our concern at the way in which Russia has been seen in a number of countries to attempt to undermine the democratic processes in those countries. This matter was discussed not in specificity, but in the generality of the question of Russia’s interference and the malign state activity that is undertaken by Russia.

Commons ChamberPeople from across the country, wherever they voted to leave—I understand that my hon. Friend has received comments not just from her constituents on this matter—wanted to see an end to free movement. We will deliver that. They wanted us to stop sending vast amounts of money to the EU every year. We will deliver that. They wanted us to end the jurisdiction of the European Court of Justice in the UK. We will deliver that. They wanted to come out of the common agricultural policy. We will deliver that. They wanted to come out of the common fisheries policy. We will deliver that. We will deliver Brexit that people voted for, but we will do so in a way that ensures that we protect jobs, maintain our commitments to the precious Union of the United Kingdom, and can go out and do trade deals around the rest of the world that will bring jobs to my hon. Friend’s constituency and others.
The new Brexit Secretary has proudly advocated no deal, claiming that we would thrive. He has suggested that we might have to abandon the common travel area with Ireland. He has suggested scrapping the working time directive. In 2013, he voted against crucial police and justice co-operation across Europe that will be key to any security treaty. Are those things now Government policy, and if not, why did the Prime Minister appoint him?
The Government’s policy is very clear. I have set it out this afternoon. Further details will be in the White Paper. The Brexit Secretary looks forward to delivering on that Government policy.

Commons ChamberI absolutely understand the concern that my hon. Friend and other Members of the House have in relation to the role of Parliament, particularly given the experience, and I know that he has in the past and continues to be concerned about that issue. As I said in response to the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper), we are not saying that no debate should take place in Parliament; we are saying simply that there needs to be a recognition of the fact that there will be occasions when it is important to act in a timeline and with consideration of the operational security of our armed forces, which means it is not possible to have that debate in advance of a decision being taken.
One of the last discussions I had with our murdered former colleague Jo Cox was on the need to protect civilians in Syria. We cannot fire and forget, but neither can we simply debate and talk and forget. What is the Prime Minister’s comprehensive political, diplomatic and humanitarian strategy—not just one-off military actions—to protect civilians in Syria? Does she agree that councils around the country, including Vale of Glamorgan Council in my constituency, need to do much more to support the resettlement of Syrian refugees under the resettlement programme, which they are currently not doing?
Certainly. There are two areas in which we will undertake this diplomatic and political process. The first is in relation to the use of chemical weapons, following up within a number of international forums on the military action that has taken place. As I said, there have already been comments coming out of the European Foreign Affairs Council and the Gulf Co-operation Council, and we will be discussing with a number of leaders around the world how we can re-establish the international norm prohibiting the use of chemical weapons. That is one strand of activity we will undertake.
The other strand is the full support we will continue to give to the United Nations process in trying to find a solution to what is happening in Syria. We support the work that Staffan de Mistura, the United Nations envoy, is doing in that area. We hope that the Geneva process can be reignited and that we see the parties coming together around the table to find a genuine solution; that means not just all the parties in Syria but actually the backers of the parties in Syria being willing to do that.

Commons ChamberMy hon. Friend knows that we meet our NATO commitment to spend 2% of GDP on defence. We regularly encourage others to meet their commitment.
I welcome the steps taken on Russia and on steel, given the steel industry in my constituency. Does the Prime Minister not recognise, however, that there is a complete paradox here? At the very time she talks about the need for more co-operation on Russia, more co-operation on steel, more co-operation on data and more co-operation on counter-terrorism, her Government are pursuing a reckless hard Brexit. Does she not agree that as the facts change, and as people see these changing contexts, people have the right to change their minds?
Leaving the European Union does not mean we are leaving Europe. As I have just said, we are very clear that we will continue to work with our European allies on issues of mutual interest and mutual concern. Where we are dealing with threats posed to both those countries and the United Kingdom we will do so in a variety of ways, not least within NATO.

Commons ChamberMy right hon. Friend has raised an extremely valuable point. I welcome his suggestion and would encourage him and other Members who are members of those multilateral organisations to do just that.
The Prime Minister will know that I do not shy away from criticising the Government’s international policies when they get it wrong, but she should know that she has my full and unequivocal support for the measures she has set out today. Particularly in the light of the revelations coming out of the Mueller inquiry and some of the other questions today, will she assure us that she will leave no stone unturned when examining the Russian state’s attempts to subvert our parliamentary democracy, whether with human assets or financial, cyber, propaganda or other means, however uncomfortable some of those findings might be for us?
I am happy to give that commitment to the hon. Gentleman, and I thank him for his comments. He is not backwards in coming forwards when he wishes to criticise the Government, but he has given support to the Government—not just today but on Monday—and I welcome that and thank him.

Commons ChamberI am very happy to join my hon. Friend in commending the valuable work that has been done by emergency services in Wiltshire. They are a fine example of the dedication and commitment of our public services and emergency services across the whole country.
I have absolutely no doubt that the only way to deal with Putin’s regime in Russia is robustly, decisively and together as a Parliament and a country. I also add my voice to those talking about the repression of the Russian people, not least in Chechnya, where Putin continues to back the brutal regime of Ramzan Kadyrov and his attacks on the lesbian, gay, bisexual, and transgender community. May I urge the Prime Minister to speak with the Secretary of State for Digital, Culture, Media and Sport to look at reviewing Russia Today’s broadcasting licence and to speak to the House authorities about blocking its broadcasts in this building? Why should we be watching its propaganda in this Parliament?
As I said in response to a number of questions, we will look at the response from the Russian state but I will come back to the House at the earliest opportunity to look at the range of measures that could be necessary. In relation to the House authorities, as the hon. Gentleman will be aware, that would be a matter not for me, but for the House authorities.

Commons ChamberI am clear, and have said several times, that the relationship we already have with the EU is such that we are in a different position from Canada. We can have a free trade agreement and economic partnership that goes well beyond that which the EU negotiated with Canada.
The Prime Minister has admitted that life will be different, so does she now accept her own Government’s comprehensive analysis, which many of us have been to see in the Treasury? It shows that the gains from trade will be offset by the losses and that there will be a hit to our economy in every scenario that involves leaving the single market and customs union—with borrowing going up, austerity continuing and deregulation coming through—and if not, can she explain how on earth this is in the national interest?
The analysis I think the hon. Gentleman is talking about did not actually analyse the sort of arrangements we are talking about for our future economic partnership.

Commons ChamberWe will be leaving the European Union on 29 March 2019. We will now be moving quickly to negotiate the details of the relationship during the implementation period which, as I have said, we expect to last for up to, or around, two years. The reason why we will have that implementation period, and why we would expect to continue to trade and operate with the EU on a similar basis to today, is to give businesses the certainty of knowing the basis on which they will be able to operate and so that they will not have to make two sets of changes to their arrangements, such as in relation to customs. There will only be one point at which businesses move to the new partnership. I think that that is a practical matter that most people will understand and appreciate.
The Prime Minister has admitted today that we are looking at a £40 billion bill for Brexit. The Chancellor is already spending billions on contingency preparations, and we have two Cabinet Ministers jetting around spending lots of taxpayers’ money. Has she seen the analysis today from the Financial Times showing that rather than getting the £350 million for the NHS that was promised on the red bus, there will be a cost of £350 million per year—[Hon. Members: “Per Week.”] That would be the cost to the British economy, as economic output is 0.9% down?

Commons ChamberFull alignment means that we will ensure that we can operate in a practical sense on a basis that will enable that continued trade to take place between Northern Ireland and Ireland. We have put forward a number of suggestions in relation to the customs union arrangements that currently exist and the customs arrangements that we will have in the future. One of those included different arrangements in relation to the external tariff. We will ensure that there is no hard border, but I think that we can come to a customs arrangement that will mean that we can have that tariff-free and frictionless trade between the United Kingdom and the whole of the EU.
The Prime Minister said in her statement that “significant savings” would be made through the Brexit agreement. Will she tell us how she knows what those significant savings will be before she has reached an agreement? If she does know them, will she publish their value to allow the whole House to see what they are?
Of course, significant savings will be made when the United Kingdom leaves the European Union and is no longer paying the price of membership of the European Union to the European Union every single year.

Commons ChamberI absolutely agree that it would be folly to abandon our independent nuclear deterrent. There are many reasons why it is important for us to maintain and, as Parliament has voted, to upgrade our independent nuclear deterrent. It is also important because it is part of the collective defence of Europe that we provide as a member of NATO.
The Government’s position on the Brexit negotiations is simply absurd: the Prime Minister refused to rule out no deal just a moment ago; the Brexit Secretary was threatening no deal last week; and the Home Secretary was saying that no deal was “unthinkable”. What is this going to cost the British taxpayer? The Home Secretary told us that £50 million is already being spent this year on contingency planning in her Department. How much is now being spent across Government, and how many nurses, doctors or police could that pay for?
I have already said at this Dispatch Box that the Treasury has set aside £250 million this year to be spent across Government Departments on preparing contingencies for every eventuality.

Commons ChamberThe shambles and division on the Front Bench would be funny if there were not such serious consequences for our economy, for jobs, and for the future of this country and the world. The Prime Minister is simply not being honest about a whole series of consequences for this country. [Interruption.] Excuse me, Mr Speaker. The Prime Minister is not being transparent with the public about the consequences for our economy. Will she say how much money she has put aside to deal with a disastrous “no deal”, and will she publish the economic assessments made by the Department for Exiting the European Union—whose Secretary of State is sitting next to her—of the impact on 50 sectors in our economy?
The hon. Gentleman talks about the position of the Government. The position of the Government is very clear, and was set out in the Florence speech. It is our offer to the European Union, and we await discussions with the EU about that particular issue. I have also made it clear, from Lancaster House onwards, that when it is possible for us to give information and updates on the negotiations, we will do so, but we will do nothing that would undermine our position in the negotiations.

Commons ChamberI can say that we have to look at how we are going to use the money that we will no longer be sending to the European Union. People voted for us not to be sending vast sums of money to the EU every year, and we will have to look at how we use that money. One suggestion that has already been proposed by the Government is the concept of a shared prosperity fund to remove the disparities between different parts of the UK.
Did the Prime Minister have a chance at the European Council to discuss transitional funding arrangements for Wales? She will surely have to have something to say to the people of Wales, who now feel they are being treated as second-class citizens in the United Kingdom. She can magic up billions for Northern Ireland and yet will not give a guarantee on future funding for Wales.
We have already been very clear on various aspects of European Union funding for farmers, and on the guarantees we have over a period of years, but we want to make sure that, when money comes back from the European Union—money that we no longer give to the European Union—we are able to spend it as effectively as possible in driving improvements across the whole United Kingdom.

Commons ChamberMy hon. Friend speaks well on behalf of his constituents, and he is right to do that. I know that he has consistently put forward the unique characteristics of the Isle of Wight. We have already been able to support the island’s economy through the local growth deal for the Solent—that is £183 million—and the Solent local enterprise partnership has been supporting the Isle of Wight rural small and medium-sized enterprise programme; my hon. Friend particularly referred to rural funding. I want to make sure that we make the best of the diverse strengths of all Britain’s cities, regions and islands. I am sure that on the island, the business community and the council will work together to create the best possible conditions for growth and competitiveness in the future.
The hon. Gentleman is wrong when he says that I want to rip the United Kingdom away from the single market. What we want to do—[Interruption.] I am sorry to say to hon. Members on the Labour Benches that this is the same answer that I have given consistently in this House. We want to ensure that we get a good free trade agreement that gives us the maximum possible access to the single market, to enable us to trade with the single market and operate within the single market.

Commons ChamberI thank my hon. Friend for the trust he is placing in me. I reassure him not only of my good intentions in this matter but of the number of my European colleagues to whom I have spoken about this issue who also recognise its importance, not only for UK citizens living in their countries but for their citizens living here in the United Kingdom. We all want to be able to give that reassurance to people at an early stage.
On Russia, the Prime Minister made a big point about the fact that she was communicating with our European counterparts about President Trump’s intentions on sanctions. Over the weekend, though, President Trump made a series of bizarre statements about relations with Russia, leading one Republican senator to say:
“I don’t understand what the President’s position is on Russia”.
Does the Prime Minister understand what it is, and has she communicated that to our European partners?
From the discussions I have had so far, I think all the indications are that President Trump feels the need and wants to engage more with Russia than has happened in the past. When I spoke to the Republican party in Philadelphia, the message I gave was that I think it is right to engage, but my message in relation to Russia is to engage, but beware.

Commons ChamberThis morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
We have no clarity on access to the single market, huge disadvantages still in energy costs, and foreign steel being used in our key defence projects. We know that the Prime Minister likes to try to channel the Iron Lady, but when will she show some mettle in standing up for British-made steel?
This Government have stood up for British-made steel, and we have taken a number of measures that have improved the situation for the steel industry. The hon. Gentleman says that there is no clarity in relation to Brexit. I am very clear that what we want to achieve is the best possible deal for businesses in the United Kingdom, so that they can trade with, and operate within, the single European market.

Commons ChamberWhat I saw in my discussions at the G20 was that our leaving the EU will not have a negative impact on us as a spokesman on the world stage. Indeed, I am very clear that I want the UK to be a global leader in free trade. There are many issues already where the UK has been at the forefront of discussions, including on climate change and tax avoidance and evasion. It is important that we continue to play that role. We are the fifth largest economy. We will be out there as a bold, confident, outward-looking nation, continuing to play a key global role.
Not least in the light of the horrific scenes in Syria over the whole summer, did the Prime Minister have any discussions with others at the summit about how we might better protect civilian areas, particularly hospitals and other infrastructure that has been targeted, perhaps even through using our assets and intelligence, as well as humanitarian airdrops, if necessary? Has she given any further consideration to what we can do?
We are all concerned about some of the activities that we have seen taking place in Syria. That is why, as I indicated earlier, we need to put all our efforts into trying to ensure that we can bring an end to this conflict, because of the horrific impact it has had on millions of Syrian people, including some who have left Syria, some who are still in Syria and some who are living in appalling conditions and are under threat of action being taken against them by various forces. We need to redouble our efforts and we need to look—we have been very clear about this—at how we can increase the ability for humanitarian aid to get through to those who need it. Sadly, it is proving to be very difficult actually to put that into practice, but our desire to continue to try to find ways of doing that is still there.

(Urgent Question): To ask the Home Secretary to make a statement on the terrorism threat and on wider security measures in the UK in the light of the horrific attacks on the lesbian, gay, bisexual and transgender community in Orlando, USA.
The attacks in Orlando on Saturday night were utterly evil and the Government condemn them completely. At least 49 people were murdered and a further 53 people were injured, many of them seriously. Those people were enjoying a night out when the attacks took place, and our hearts go out to them, their families and their friends. This is the deadliest mass shooting in US history. It was an outrage committed to spread fear and born out of hatred. As President Obama has said, the US authorities are treating it as a terrorist attack and Daesh has claimed responsibility. It is clear that such an attack has its roots in a twisted ideology which counts homophobia as a cornerstone of its warped world view.
This was not just an act of terror, but an act of homophobic hatred and I want to make it clear to all lesbian, gay, bisexual and transgender people in Britain and around the world that we will not tolerate such bigotry and violence. We will work closely with the United States and we will continue to offer them our assistance and support. We stand shoulder to shoulder with our allies and friends in the global fight against terrorism, fear and hatred. As the investigation into the attack continues, more information will emerge. However, we are not aware of any British nationals being caught up in the events on Saturday night. As should be expected in the light of this attack, UK police forces will be further reviewing plans for large-scale and other public events over the coming days and weeks. The police have not advised any organisers to cancel or postpone any LGBT-related events.
Hon. Members will be aware that since the start of 2015 we have seen 16 terrorist attacks in Europe including those in Brussels and Paris, as well as the atrocity in Tunisia, in which British people have been killed or injured. There have also been many attacks further afield, including in Bangladesh over the weekend. In the last 18 months, the police and security services have disrupted seven terrorist plots to attack the UK. All were either linked to or inspired by Daesh and its propaganda. The threat from international terrorism, set independently of Ministers by the Joint Terrorism Analysis Centre, remains at severe, meaning that an attack is highly likely. In March, the murder of prison officer Adrian Ismay reminded us that the threat from Northern Ireland-related terrorism also remains.
Each time I come before the House following a terrorist attack, I do so in the knowledge that people have died and others are suffering. I know that this House, and people around the world of all faiths and none, will want to join me in condemning this attack. This Government are determined to defeat the insidious ideologies that drive extremists. Let us be clear. There can be no justification for the mindless slaughter of innocent people. There can be no hiding place for those who perpetrate these acts. And there is no doubt that we will fight and that we will prevail against the doctrines of hate and fear that lie behind such attacks.

We think we are making progress, and then we are faced with horrors such as this—an unspeakable act of both homophobia and terror, of murder and of hate, and an attack on the LGBT community, who are now mourning their loved ones in Orlando, and on equal love and equality worldwide. Orlando, we stand with you in this House. I stand with you as a gay man, and I know that millions across this country, of all faiths and of none, will do the same.
For all our progress, far too many around this world suffer death and attack every day in the LGBT community. There have been other attacks in the United States, such as the attempted firebombing in Seattle in 2014 or the horrific death of Matthew Shepard. Many have been thrown off buildings in Syria, whipped and chemically castrated in Saudi Arabia, tortured in Iran or Cameroon, and attacked in Uganda or Ethiopia and by right-wing death squads in Brazil and Mexico, and across many countries in the middle east and Africa—let alone those denied basic rights in so many other countries, and even still in parts of our own.
While our gut instinct is often, quite frankly, to stand up boldly to the homophobes, the transphobes, the haters and the terrorists—to go out in Pride, to go to our clubs and to stand with our partners—many will, understandably, be worried about our own safety. From the horrific Admiral Duncan attacks to the many reported and unreported hate crimes against LGBT+ people in this country, we all know that it could have been us.
I therefore want ask the Home Secretary three specific questions. She has quite rightly acknowledged that homophobia, transphobia and hate appear to have played a key part in this horrific attack, alongside terrorist motives, so will she look carefully at the threats to our own communities from all sources, not least the increase in hate crimes in this country? In 2014-15, there were 5,597 hate crimes against people because of their sexual orientation and 605 against people because of their transgender status. Will she ask all police forces to work closely with their communities, and especially with Prides, to support community safety—not just at specific events, but in the daily fight against hate crime? Will she outline what steps she will take on a pan-European basis to tackle any current or emerging threats, not least to stop the trafficking of assault weapons or any other weapon we have rightly banned in this country but which, tragically, are available in the United States.
Every bit of hate we chip away and replace with love is helping to change our world for the better, so we must never forget that love wins in the end, even in dark, horrific times. We should go out proud and march in Pride, hold hands with our loved ones, kiss them, stand up against the haters, the killers and the bigots, and never forget the slain of Orlando or so many who have stood up bravely in the cause of equality and love throughout our history.
May I commend the hon. Gentleman for the remarks he has just made? He has spoken movingly on this issue, and I am sure the thoughts he has expressed are shared across the whole of this House. He is right: it is not just a question of standing in this Chamber and making statements; it is a question of how we approach these issues more widely, and of what we do in our day-to-day interactions with fellow citizens and other individuals.
The hon. Gentleman asked me three specific questions. Certainly, we of course look at all sorts of threats that could pose a risk to the lives of, or could endanger, our fellow citizens. In relation to hate crime, he is right that the figures have gone up. Certainly, a lot of that will be from increased reporting, and it is important that people have the confidence to feel able to report these crimes. On the other side of it, he mentioned police forces’ reaction and interaction with groups, and that is important. It is of course important that the police understand the issues and are able to deal with them appropriately when those crimes are reported to them, and I think progress is being made in that area.
Finally, the hon. Gentleman asked me about firearms. We have been working across the European Union on this issue. An enhanced weapons directive was discussed at the Justice and Home Affairs Council on Friday. We have been encouraging and working with Europol in relation to its work on the trafficking of firearms. The National Crime Agency had a very successful case last year involving the interdiction of firearms, and there have been significant sentences off the back of that case. But, of course, we have to do more. It is important that we work co-operatively with others in looking at where firearms might be originating from, and ensuring that law enforcement agencies are taking appropriate action.

As hon. Members of this House are aware, since 2010 the Government have implemented the most radical programme of police reform in decades. That programme is bringing about real and substantial change, and has made policing more accountable, more efficient and more effective. At the same time, we have ensured that policing plays its part in helping to get this country’s finances back on track. We reduced police budgets, saving £1.5 billion in cash terms from 2010-11 to 2015-16, and crime has fallen. Today, crime is down by more than a quarter since 2010, according to the independent crime survey for England and Wales.
However, the task of police reform is not yet finished. Last autumn, through the spending review, we protected police spending in real terms over the course of this Parliament, once the local precept is taken into account. But no one should be under the illusion that this settlement allows police forces to ease off on the throttle of reform. Over the course of this Parliament we must continue to apply the lessons of the past five and a half years and ensure that policing can respond not just to the challenges of today, but to the challenges of tomorrow, too.
Crime has fallen, but it is still too high. The public rightly expect the highest standards of integrity and professionalism from the police. The challenges ahead are complex and difficult: the growing threat from terrorism; the changing menace of serious and organised crime, fraud and cybercrime; and the increasing role technology plays in crime. We are also seeing increasing numbers of people having the confidence to come forward to report child sexual abuse and other crimes such as domestic abuse and sexual violence.
The Home Secretary was talking a moment ago about cybercrime and the changing nature of crime. She makes claims about crime numbers falling, but does she not accept that in fact crime is changing? I have here answers from the Home Office stating that it is dealing with 1,000 cases a week of terrorism-related material, 70% of which is from Daesh. There are huge changes in the types of extremist activities online. Does she accept that crime is changing and might not be falling?
I say to the hon. Gentleman that the figures from the independent crime survey show that crime has fallen by more than a quarter since 2010. Crime is indeed changing. That is precisely why we have set up the National Cyber Crime Unit inside the new National Crime Agency, which was formed over the past five and a half years. He cites a figure of 1,000 pieces of internet material, but that is a slightly different issue; it refers to the number of pieces of material on the internet that are now being taken down on average every week by the counter-terrorism internet referral unit. Members of the public and others are able to refer pieces of material to the police, and we have a very good relationship there, with the police working with the companies to take that material down. He rightly says that the quantity of the material that is being taken down, a lot of which will relate to Daesh, is significant. That is one of the reasons why we have not only worked to have the CTIRU here in the UK, but have worked with our European partners to ensure that at Europol a comparable European body has been set up, and it is also working to take down terrorist and extremist material from the internet.

Commons ChamberI want to speak about terrorism so I hope the hon. Gentleman will excuse me. The threat from terrorism is real and growing. As I said when I was in Washington last week, the threat from Daesh requires us to act with greater urgency and joint resolve, both at home and internationally, more than ever before. An effective counter-terrorism response relies on the police and agencies working together with the right tools, capabilities and powers. That is precisely why the Government took the decision to protect overall police spending in real terms last autumn, why they have always supported neighbourhood policing as part of that joint effort, and why they protected counter-terrorism policing budgets and increased funding for the security and intelligence agencies. We are introducing vital legislation to ensure that the police and agencies continue to investigate crime and protect our national security in the digital age.
I have spoken to the Home Secretary previously about this, and the Minister for Policing, Crime and Criminal Justice was good enough to meet me recently to discuss the specific concerns facing Cardiff— as a capital city—and its neighbouring regions, particularly when dealing with the threat from terrorism. Will she look closely and generously at the specific needs facing Cardiff when she considers the resources that she is speaking about?
There are two aspects to this. There is the request that Cardiff has made for capital city grant, in the same way that London receives capital city grant. This has been looked at very carefully on a number of occasions. In overall policing terms, London has specific responsibilities and issues to address that are not reflected in Cardiff as a capital city. Separately, there is the whole question of counter-terrorism policing. The counter-terrorism policing budget is separate. We have been able to not just protect it but increase it for such issues as the provision of firearms officers. I recognise the points the hon. Gentleman has made to me and my right hon. Friend the Minister for Policing, Crime and Criminal Justice about ensuring that proper counter-terrorism resource is available in the Cardiff area for policing.

We continue our discussions with the internet companies on a variety of aspects, not least the operation of the forthcoming Investigatory Powers Bill and elements within it. It is important that we work with the internet service providers, which have a very key role to play in this area in relation to propaganda that can appear on their systems and the response that they give to warrantry requests from the authorities.
The Home Secretary will be aware of concerns I have had for a number of years about exit checks, following the worrying situation in which an individual known to the security services was able to travel with a passport from my constituency to Syria. Will she be absolutely clear on the point about exit checks? Are all individuals leaving the UK through a port of exit by commercial means being checked electronically at the point of exit on their passport, yes or no, and if not, why is that not being considered?

Commons ChamberI do not comment on any particular information or intelligence that leads to our being able to disrupt attacks. We work, of course, with a number of countries in relation to intelligence sharing, and I can confirm that, as the Prime Minister said this morning, in the last 12 months, seven terrorist attacks have been disrupted in the UK.
I listened carefully to the Defence Secretary’s justification for the drone strike against Reyaad Khan, from Cardiff, and his description of the nature of the threat he posed to the UK. Will the Home Secretary say a little bit about the nature and origins of the threats we face and the extent to which they are supported directly from Daesh-controlled territory in Syria?
The threat we face is diverse. The threat we face from Daesh is diverse. As we saw in Paris, it comes from individuals conducting an attack that has been prepared and planned, but it is also possible these days, with social media, for people based in one territory to reach out to others and to encourage them to go out, perhaps as lone individuals, to undertake an attack on our streets. The threat we face is diverse, and obviously some of it originates from ISIL-held territory.

This is not just about government; we want to work with communities and society to ensure that we develop more support for, and understanding of, the values that we share. We need to promote those values and ensure that those who seek to divide us are not able to do so.
22. The Home Secretary will be aware that this month marks the 20th anniversary of the horrific genocide in Srebrenica in Bosnia, when more than 8,000 mainly Muslim men and boys were brutally murdered. Will she join me in welcoming the work of the Remembering Srebrenica organisation that promotes faith and tolerance between people in this country, and more widely? That is exactly the sort of message that we should learn from such a terrible tragedy and when fighting extremism here at home.
The hon. Gentleman does well to remind us of the appalling events in Srebrenica, and I remember the shock we all felt when we saw what had happened. I applaud all organisations that aim to work among faiths to encourage tolerance and understanding, so that we all respect each other’s faiths while being able to continue to worship as each individual wishes.

My hon. Friend is right, and of course that is what this Government have done. We have looked at the balance between people’s privacy and liberty and the need for our services to have the appropriate powers and capabilities to keep people safe. I believe that we have struck the right balance, but of course we must continue to consider the issue as matters develop and as the terrorists find new ways of communicating and of carrying out their terrible and horrific attacks. We must be ever vigilant on this matter and that is exactly what the Government have been.
The Home Secretary failed to answer the question from my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper) about airlines and airline checks. A number of Members from all parties have been raising this concern for some months; I raised it in relation to constituents of mine who had travelled to Syria, tragically, to fight. Will the Home Secretary explain whether specific arrangements are in place with commercial airlines flying to Turkey and Cyprus, specifically with Turkish airlines?

Commons ChamberOn Friday, given the discussion that was going on in the media about this report, I raised a point of order in the House. Although I welcome the detail that the Home Secretary has given us today, I remain somewhat confused as to why she did not choose proactively to make a statement to the House. There are issues of confidence and assurance that concern both victims and Members from all parts of the House. Will the Home Secretary reassure us that she will take a proactive approach in coming to this House with information on these serious issues?
I have come to this House on a number of occasions to deal with these matters and to talk about the work that the Government have put in place in relation to these very serious allegations—be it in response to the Rotherham inquiry or to the child abuse inquiry panel that the Government have established. It is absolutely my intention that the work that has been put in place by this Government will get to the truth. Survivors of child abuse will have the opportunity to put their case and to see a thorough consideration of these issues so that we can identify what went wrong, why they were not protected by the very institutions that should have protected them and what further lessons we need to learn for the future. I will undertake to update the House on a regular basis, when it is possible to do so.
The independent panel will be conducting its work independently. It is not for me to determine when it may make public statements about the work that it is doing. One issue that I wish to raise with it is exactly this question about how it can ensure that people are aware of the work that it is doing while it is doing it, so that people can have confidence in it and see what is being done.

Secondly, those who apply from overseas to renew their passports for travel to the United Kingdom will be given a 12-month extension of their existing passports. To prevent abuse, this will be limited to people who have an existing passport that expired within the last six months, that is valid for three months, or—where a customer needs to travel to a country that requires a minimum of six months’ remaining validity on a passport —that is valid for seven months. This service, which is also free of charge, is being implemented by consular and embassy staff in the country of application. Overseas posts have been provided with stamps to provide this service and customers are already booking appointments for this service, which will be available from Monday. Where a customer has had their passport extended in this way, HMPO will contact them later to arrange the next steps for getting a new full passport.
Thirdly, The Foreign and Commonwealth Office is now issuing emergency travel documents for children who need to travel to the UK.
Will the hon. Gentleman have a little patience and let me complete my paragraph?
As I said to the House last week, parents will still have to provide comprehensive proof confirming identity, nationality and parental responsibility for the child before we issue these documents, as we are not prepared to compromise on child protection, but this should help to relieve the administrative burden on the Passport Office.
If what the Home Secretary has said is true, why are constituents of mine contacting me from Qatar saying that they are unable to get these emergency travel documents at the British embassy there? Does it not just add to the sense of complete chaos and the lack of confidence in this process if people are not able to get the answers they need from FCO officials abroad?
I will of course ensure that inquiries are made into what has happened in relation to Qatar, but information has gone out from the Foreign Office to its posts—to our embassies and high commissions—about all the measures that have been put in place in relation to overseas applications. The hon. Gentleman has raised a particular point in relation to a particular country, however, and I will ensure that it is followed up.

My hon. Friend is absolutely right. That is one of the reasons why when the Home Office looked at Prevent funding and dealing with Prevent and its counter-terrorism strand, we said that we should be focusing the money not according to the number of Muslims living in a community but according to the risk of radicalisation, because that was the issue we were addressing. I am sorry to say it has been reported that the shadow Home Secretary suggests that was a false move, which implies that she thinks money should be spent just on the basis of how many Muslims are living in a particular community. I do not agree with that. I think it gives the wrong message about people in our Muslim communities. We should be focusing on where we believe there is genuine radicalisation.
The Home Secretary will be aware of the recent case of Aminu Sadiq Ogwuche, a former university student in Wales who was recently held in Sudan in connection with a bombing of a bus station in Abuja by Boko Haram, which killed over 70 people. Given the serious concerns rightly raised about the co-ordination of Government policy in this instance, will the Home Secretary assure the House that there is co-ordination of policy in relation to universities, and not just schools?
Yes, we take very seriously what might be happening on university campuses. My right hon. Friend the Minister for Universities and Science has spent a lot of time looking at this issue, and we are constantly working with universities to ensure that action can be taken on their campuses to try to stop the sort of radicalisation and the extremist preachers that have been on some campuses in the past.
