Commons ChamberWe are addressing the important issue of service families’ accommodation, with various new arrangements for ensuring that they have improved accommodation. We are also putting a number of RAF personnel through the F-35 training programme. We have more than 100 personnel in the United States training up and learning how to support and maintain the F-35s, of which we have purchased more than a dozen so far.
More flexible working will help the services to compete and to attract and retain a better mix of people and skills. That will not only enhance operational capability through improved retention but provide a more diverse workforce. I am absolutely clear that a diverse workforce, with more women and more people from black and minority ethnic backgrounds, will be a more operationally effective workforce.
I entirely concur with what the Secretary of State is saying about the roles that women can play in our armed forces, about the importance of diversity and about what the Bill can do to provide opportunities for flexible working. Does he really think, however, that this is going to be the silver bullet to deal with the recruitment crisis that exists, particularly within the Army? Figures released by the Minister for the Armed Forces, the hon. Member for Milton Keynes North (Mark Lancaster) this summer showed that we are under-recruited on every course. When we look at the line infantry, the Guards and the Paras, and when we look at Army Training Regiment Winchester and Army Training Regiment Pirbright, we see that they are significantly below the required recruitment levels and participation levels in those crucial training courses.
I have made it clear that the Army faces a recruitment challenge as the economy continues to grow. The Army is about 95% recruited and I am told that Sandhurst places are now filled for the coming courses, but we need to do more. We need to continue to ask ourselves why we are not attracting some of the people we want to attract.
Flexible working for the armed forces is principally about recruitment and better retention. I want to emphasise that this is not a method of saving money. So what does the Bill do? There are two main provisions. Clause 1 makes amendments to section 329 of the Armed Forces Act 2006, which makes provision regarding terms and conditions of enlistment and service. Service personnel will be able to temporarily reduce the time they are required for duty—for example, by setting aside one or two days a week on which they will not work or be liable for work—or to restrict the amount of time that they spend separated from their normal place of work. The amendments extend the existing regulation-making powers in section 329 to allow the Defence Council to enable forms of part-time service and protection from being separated from a home base for prolonged periods for people serving in the regular armed forces. Clause 1 also enables regulations to be made about the circumstances in which these new arrangements can be varied, suspended or terminated.

Commons ChamberYes. The military campaign is not over yet, in Iraq or indeed in Syria. We have every interest in staying the course, because we need to keep our country safe. There are still people in Raqqa who wish us harm and want to carry out attacks in this country and in other western European cities. We must not rest until that threat is removed, and then we must pay attention to what the Iraqi authorities want and to the scale of the training that they may now require.
It is good to see so many Members entering the Chamber to hear my question. [Laughter.]
I pay tribute to our amazing armed forces personnel, who have acted with the utmost bravery and dedication in this conflict, and I second the calls for an operational service medal to be awarded. Given the special role that the Army has played in training during the conflict, among its many other roles, and given the depth, breadth and complexity of the operations that it now faces not only in this theatre but around the world, does the Secretary of State agree that this would be exactly the wrong time to reduce the number of our regular Army personnel?
I am grateful for the tribute that the hon. Gentleman paid to our armed forces. He will have heard what I said earlier about the issue of medallic recognition for personnel who served in this particular campaign. We have no plans to cut the size of the Army; indeed, in our manifesto we made a clear commitment to maintain the size of our armed forces.

Commons ChamberMy hon. Friend is right. We are competing for the best of every generation against other sectors of the economy, which of course are growing. The Armed Forces Pay Review Body, in recommending a 1% pay rise in its last report, said:
“We believe that…an increase of one per cent in base pay…will broadly maintain pay comparability with the civilian sector.”
Further to that last question, figures released to me last week by the Secretary of State’s Department in a written answer show that recruitment to our infantry fell by 18% in the last year alone. Does he not accept that not giving a fair pay rise is having a direct impact on recruitment?
That is not the view of the Armed Forces Pay Review Body. As I have just indicated to the House, the pay review body believes that its settlement, recommended last year, does maintain pay comparability with the civilian sector. Some 8,000 people joined the armed forces in the last 12 months, but when the pay review body comes to make its recommendation for next year, it will of course look specifically at the evidence on recruitment and retention—and it does that in a way that some other review bodies are not able to do.

The Prime Minister is ultimately responsible for our deterrent, but yet again she is not here to account to Parliament or to reassure the public and our allies.
The Secretary of State has now been asked eight times who knew what when. On what date was the Prime Minister told, on what date was the former Prime Minister told, and on what date was the Secretary of State told? I am not asking for operational details; I am asking for dates.
The hon. Member for North Durham (Mr Jones) addressed the question to me, which is why I am here answering it.
I have made it very clear that both Prime Ministers, who separately had ultimate responsibility for the nuclear deterrent, were kept fully informed as to how that deterrent is maintained. Both were made aware of the successful return of HMS Vengeance to the operational cycle.

Commons ChamberExactly. There is nothing to be gained from shunning or boycotting Saudi Arabia. On the contrary, Saudi Arabia is on the cusp of enormous social and economic reforms. As well as being a key security, trading and investment partner in our own country, Saudi Arabia is now on the cusp of a major reform programme of its economy and society. We ought to be playing our part in that rather than constantly cavilling from the sidelines.
Will the Secretary of State be very clear? On what specific date did the Saudis inform him or his other ministerial colleagues that they had in fact used UK cluster munitions in Yemen? Given the wide range of other allegations that still do not have any answers—in fact, Médecins sans Frontières is already questioning some of the Joint Incidents Assessment Team investigations —why should we trust that Saudi Arabia has in fact conducted operations lawfully and appropriately?
The official confirmation about this particular allegation has come today—this afternoon—from Riyadh. I thought it right that Parliament should be informed as soon as that announcement was made in Riyadh. Other allegations are outstanding and we continue to press the Saudi authorities to get those investigations wrapped up, publish the findings and then take action if there are weaknesses in their command and control procedures, to get them remedied. It is only through that that they will continue to demonstrate that the assurances they give us and their other allies are properly valid.

Commons ChamberWe continue to consider all possibilities for getting either food or medicine into Aleppo, or indeed some of the other besieged areas, but it is not simply a question of Russian permission; we would also have to make sure that any drops were feasible, considering the vulnerability of aircraft to ground-to-air defence systems.
The Secretary of State said that it was very late for the people of eastern Aleppo, but it is not too late, and I would second the calls for airdrops. RAF planes could be flying over and providing humanitarian airdrops. Some 200 Members on both sides of the House, including Front-Benchers and Back-Benchers in the Labour party, have signed a letter calling for airdrops. Leading humanitarian organisations have done likewise. Will he look at it again?
We continue to look, almost daily, at the various ways we might get food aid in, but it is not possible, in a contested airspace, with ground-to-air missile systems and Russian aircraft flying overhead, denying permission, to fly coalition aircraft over Aleppo. Without that security, we cannot drop food where it is most needed, but we continue to look at all the options.

Commons ChamberI last met my Turkish counterpart a couple of weeks ago at the NATO Defence Ministerial. Key to the success of this campaign is that all the various parties involved in what is a complex situation in northern Iraq respect the sensitivities of the very complex make-up of the individual towns and villages. That applies to the encirclement and the liberation, but it will also of course apply to what we call the “day after”—the day after liberation—when we have to restore local administration and essential services.
Will the Secretary of State say what progress is being made in destroying and degrading Daesh’s capability to recruit and, indeed, to infect the minds of young people in this country? What success have we had on that front in recent months?
We have seen a reduction in the flow of foreign fighters from this country to Syria and Iraq. We have intensified the work we have been doing with other countries in strategic communications to lessen the appeal of Daesh by interdicting some of their material—taking down material from their websites and reducing the appeal they have through social media—and we will continue to work at that. Meanwhile, there are perhaps 200 to 300 British citizens still involved with Daesh in Iraq and Syria. We will have to make sure that they no longer pose a threat to this country and, indeed, are held to account for any criminal acts they may have committed.

I agree with my hon. Friend. Signals are picked up very quickly and very clearly by large numbers of young men further down the chain in Pakistan, Afghanistan, Iraq and, as we have seen on the Libyan coastline, further south in Africa itself. What has not happened so far is any policy of returns—nobody has actually been sent back. We need to start with those who are intercepted in Turkish waters and send them back to Turkey, so that we start to stem the flow.
On Friday, I had the pleasure of meeting members of the Oasis Cardiff centre in my constituency and the Cardiff and Vale Sanctuary Support group. They do amazing work in supporting people who have made hazardous journeys in horrendous circumstances. I also met the UN humanitarian co-ordinator, the former Member for Eddisbury, who raised concerns about the widening instability in the Lake Chad region and across the Sahel, which is another driving factor in forcing people to make such hazardous journeys. Is the Secretary of State satisfied that enough global and regional attention is being applied to that instability and those conflicts, as well as to those in Syria and Iraq?
The hon. Gentleman is right. When I visited HMS Bulwark last summer just a few weeks after she had begun operations in the Mediterranean, she had already picked up some 20 to 25 different nationalities from east Africa and west Africa. That is why it is important to help to tackle this problem much further back at source, and to do what we can to stabilise the regions, grow their economies and give young men there every incentive to stay and build a life there rather than to set out on these very hazardous journeys. We are contributing substantially to development in Africa, both in the east and the west, and we have latterly announced new peacekeeping missions to South Sudan and to Somalia.

Commons ChamberThe Secretary of State will be aware of the concept in international law that when a sovereign state is unable or unwilling to take action against a non-state actor carrying out acts of aggression from its territory, there may be a justification for action. To what extent does he think that that applies to Daesh, and what comparisons would he draw between this situation and the operation of the Taliban in Afghanistan when it was supporting al-Qaeda?
The hon. Gentleman is absolutely correct to say that there is already a clear legal basis for military action against ISIL in Syria which does not require a United Nations resolution. None the less, I hope he will welcome UN Security Council resolution 2249, which provides clear and unanimous political endorsement by the entire international community for the military action already being taken by the counter-ISIL coalition.

Commons ChamberI will reflect on that analysis, but I certainly hope that the hon. Gentleman is not suggesting that we should not react to the events that took place last Friday and the murder of our constituents. I will set out how we are reacting.
As Tunisian security forces investigate accomplices in what looks like an ISIL-inspired plot, RAF aircraft have been bringing home the seriously injured and have started repatriating the bodies of those who died. Our thoughts and prayers are with their families at this time, as well as with those who have lost loved ones in France and Kuwait. Tomorrow we will hold a national minute’s silence to remember them.
The Government continue to work with tour operators to ensure that all those who want to come back from Tunisia can do so. Extra flights have been organised and several hundred counter-terrorism officers are at our airports, supporting travellers and gathering evidence. The UK national police response will be one of the largest counter-terrorism operations in a decade. Here at home, the threat level from international terrorism remains unchanged—severe. That means an attack is highly likely. Our police, security services and armed forces are working day and night to protect us. This year we have increased funding for our police and intelligence services, and we are legislating to give them stronger powers to seize passports and prevent travel.
Disrupting violent threats to the UK mainland and our interests overseas is just one element of our broader strategy to counter ISIL. I want to assure the House that Britain is playing a full part in the international coalition to defeat ISIL by targeting the financiers, disrupting supplies of weapons and discrediting its poisonous ideology.
The Secretary of State will be aware of the very concerning incidents in my constituency of individuals travelling to fight for ISIL. Will he say a little about what is being done to step up the co-ordination between agencies in order to prevent travel? We need to ensure that passport agencies, airlines, security services, police and community organisations are all working together to share information on vulnerable individuals who might be considering travel. We are still seeing cases every week, which is deeply worrying.
Absolutely; it is worrying. I will explain exactly what we are doing shortly.
Since September RAF planes, with the agreement of this House, have carried out nearly 1,000 missions in Iraq and 300 strikes against ISIL bases. Last month we sent another 125 troops to train Iraqi forces and help them counter roadside and vehicle-borne bombs. Our surveillance aircraft are already assisting other coalition countries with their operations over Syria, and British forces are helping to train the moderate Syrian opposition. Overall, we now have more than 900 British personnel in the region. Last year we spent £45 million in the fight against ISIL. This financial year we plan to spend at least £75 million[Official Report, 9 July 2015, Vol. 598, c. 1-2MC.].
I agree with my hon. Friend. The BBC needs to be impartial about the facts, but we cannot be impartial on terrorism and the rules by which the rest of us live.
Let me move on to my second point regarding state and non-state threats. ISIL/Daesh is not the only danger we face. Russia is sabre-rattling in eastern Europe and has followed up its illegal annexation of Crimea by backing rebels in Ukraine and repeatedly entering Baltic and, indeed, British air traffic regions. Russia is continuing to modernise its military capability, and by 2020 it will have spent some $380 billion upgrading or replacing 70% to 100% of its equipment. It has brought into service new missile systems, aircraft, submarines and surface vessels and armoured vehicles, as well as modernising its nuclear capability. It has chosen a path of competition with the west rather than partnership.
In Africa, failing states are falling prey to insurgency and triggering large-scale migration. These crises threaten not just our national security and interests, but the whole international rules-based system on which our values of freedom, tolerance, and the rule of law rely.
From Defence, we make a threefold contribution to protecting national security and upholding the international system. First, we protect and deter. All day, every day, our aircraft, ships and bomb disposal teams are employed in and around the UK, supporting counter-terrorism efforts and ensuring the integrity of our territorial waters and airspace and demonstrating our resolve to those who would threaten us.
Secondly, our defence personnel, ships and planes are out in the rest of the world, helping us to understand the challenges we face, as well as building the capacity of our partners and shaping events to prevent the spread of conflict and instability which could threaten our interests.
Thirdly, when our efforts to deter adversaries are not enough, we will respond with all the military force at our disposal, working with our allies and partners, to defeat aggressors, contain instability and sustain the rules-based system which is the key to our prosperity.
That is why today 4,000 brave and capable men and women of our three armed forces are working around the clock on 21 different joint operations in 19 countries—double the number of operations five years ago.
There are a number of measurements, including the OECD one and the Stockholm International Peace Research Institute one. The return that I have filed on behalf of the United Kingdom is to NATO, and it complies with NATO guidelines. The House will want to know that, on the basis of that guidance, we spent 2.2% last year and expect to spend more than 2% again this year.
As well as the 4,000 service personnel committed to the operations I have described, more than 10,000 people working in defence are stationed overseas—from Brunei to the Falklands, and from Cyprus to Kenya. They delivered courses in some 15 countries last year, and we have helped to train representatives from 90 countries in our military academies. More than 1,200 naval personnel are deployed in the middle east, helping to keep our energy supplies flowing and to counter terror.
Given the breadth and scale of the operations that the Secretary of State is describing and the fact that they involve service personnel from the Army in particular, what progress has been made on the reserve recruitment targets, and does the Army 2020 strategy still holds? Given the scale of those operations, we must ensure that we can resource them with personnel.
I can confirm that Future Force 2020 is still our strategy. Reserve recruitment is now increasing rapidly—up by more than 60% on last year, with some 6,000 people having stepped forward to join the Army Reserve. We will continue to look at how to make the process of encouraging more people to join faster and simpler as the target becomes more challenging in its latter years, but that is still our ambition.

I can assure my hon. Friend that we are not co-ordinating efforts with Iran, but more than 40 countries are now involved in the international coalition, a number of which have made significant training offers. We are considering—scoping—what training offer we might be able to make, in addition to those that have already been made.
The Secretary of State said that there was an acceptance of regional responsibility and spoke of some of the contributions that had been made, but does he categorically believe that regional partners are providing enough support on the ground in the form of kinetic activity? If not, does he envisage any circumstances in which the fairly hazy commitment that he has described today could increase?
We have made it clear that we want to see this effort underpinned by support from the regional partners, and my right hon. Friend the Prime Minister made exactly that point during his visit to Ankara last week. All the regional parties must be involved. We have seen how ISIL has swept across the borders between Syria and Iraq, and has managed to seize a large amount of territory. I think the regional partners understand that the integrity and survival of Iraq are key to the region. We are continuing to encourage them, as I did during the Manama conference in Bahrain two weeks ago. We are encouraging them to continue to contribute, not least because we think it important for public opinion in western Europe to take account of the part that they are playing in the effort against ISIL.

Commons ChamberI will certainly bear that in mind as we finalise the agenda and programme for the London conference. I found, on my visits to Afghanistan, that women were becoming increasingly involved in the future of the country. It was noticeable at the first passing-out parade of the officer academy that there were female cadets training there—two platoons are training at the moment—and that, after I had spoken to the first battalion of cadets to graduate, I was followed by a female member of the Afghan Parliament who addressed them in far more rigorous and robust terms than I had done about their obligation to defend their country.
I, like many other Members who have visited Afghanistan, have been protected and supported by British embassy staff in Kabul, so may I also express my deepest sympathy to the families and friends of those who have been killed in this morning’s tragic events? On that note, will the Secretary of State set out his plans for any national recognition or memorialisation of British civilians and civilian staff who have served, lost their lives or suffered injury in Afghanistan during the campaign? Also, on the issue of memorialising servicemen and women, has he issued any guidance to local authorities around the UK on how those who lost their lives in the campaign might best be memorialised locally, in addition to at the national memorials?
I am grateful to the hon. Gentleman for his first comment. The tragic event in Kabul this morning is a reminder that this campaign has involved all kinds of people—civilian contractors, locally employed staff, and so on—in addition to the combat troops that we seconded. The intention is that the main London memorial will pay tribute to the memory of all those involved—everyone from the civil service staff in my Ministry all the way through to those who fought and those who supported those who fought. That will certainly include those who were employed on a civilian basis in Kabul. I will certainly look at his suggestion about encouraging local authorities to play their part in this memorialisation. I understand that some councils have already taken the decision to name particular streets after local heroes who lost their lives in the campaign. This is certainly something that we ought to encourage.
