Over the summer ports have been bidding to the Government’s infrastructure fund to help them get ready for the delivery of the new floating offshore wind industry. May I encourage Ministers to look favourably on the bids from the Celtic sea ports of Milford Haven and Port Talbot, because those two ports are key to unlocking the enormous economic benefits of this new clean energy industry?

I am absolutely happy to do that, and I agree with my right hon. Friend about the enormous potential of those areas.

Yes: continue to support the Iran nuclear deal, despite the pressure that it is evidently under; do everything we can to persuade Iran not enrich its uranium towards 20%, which is the tipping point from which it could develop nuclear weapons relatively quickly; and work with as many other countries as we can to try to get them to support us in those endeavours.

What discussions is the Foreign Secretary having with our allies in the Gulf, who have been warning about Iranian activities for years now, and with Qatar, which maintains rather closer relationships with Tehran, but relies on the strait of Hormuz being open to ship its cargoes of liquefied natural gas, including to the UK?

My right hon. Friend makes a very important point about Qatar, because LNG is absolutely critical to the global economy. That is one of the main reasons, alongside oil, that we have to maintain freedom of navigation. We have good discussions with Qatar and all our allies in the Gulf, and we are expecting strong support from them.

No one speaks more wisely on the middle east than my right hon. Friend after his very long and distinguished time in the Foreign Office with responsibility for that brief. He is, of course, right. Neither side wants war in this situation, but it is very important that there are ladders for people to climb down so that discussions and negotiations can take place.

I, too, commend the Minister for the Middle East for his visit to Iran. Time and again, Iran demonstrates that it has no intention of being a serious and responsible member of the international community through its human rights abuses, its ballistic missile tests and its export of terror and violence throughout the region. Are we not naive in thinking that with a bit more love and a bit more carrot, Iran will change its ways?

My right hon. Friend speaks very wisely on this. The truth is that the only real solution to this problem is for Iran to stop its destabilising activities in Yemen, which has seen missiles being fired into airports in Saudi Arabia; in Lebanon, which is seeing Hezbollah activity and attacks happening on Israel; and in Iraq and in Syria. That is the long-term solution.

The hon. Lady is absolutely right. Let me also commend her for the work that she has done in championing the rights of Rohingya Muslims in Burma; I think that my first contact with her when I became Foreign Secretary was in that connection.

It is important to understand that it is an easy first step to target and attack someone because of their religion, and that in very poor countries where many people have not had a proper education it is easy to whip up feelings in a way that can be lethal.

I thank my right hon. Friend and the shadow Foreign Secretary for what they have said this afternoon. The freedom to practise a faith—in the community or alone, in public or in private—or to change one’s religion, or follow none at all, goes to the heart of what freedom means. Does my right hon. Friend agree that freedom of religion is not an optional extra but goes to the heart of our freedom values, and will he confirm that he will continue the excellent work that he has begun in his Department, which has made that a central focus?

My right hon. Friend is absolutely right. Freedom of religious belief is just a form of freedom of belief. The fact is that states which try to control what people believe will try to affect their human rights in many other ways as well. One of the points made by the Archbishop of Canterbury is that the countries that have the biggest problems when it comes to freedom of religious belief tend to have the biggest human rights problems generally. That is a kind of litmus test of the freedom that people have in different countries, which is why it is such an important issue.
