Commons ChamberThank you, Mr Speaker, for clarifying the sub judice rules in relation to Parc Prison. MPs across south Wales were disappointed that the urgent question was declined yesterday, but we understand why. We will continue to seek answers and to scrutinise Ministers over these deeply distressing events, and the way the prison is being run.
Thousands of Pembrokeshire residents continue to have their lives blighted by air pollution and fears about water pollution from the Withyhedge landfill site. Given that the Ministers in Wales who are responsible for overseeing the public health and the environmental regulatory response both voted last week to block an independent investigation into the financial dealings between the owner of that site and the First Minister, how on earth can my constituents have confidence that their concerns will be addressed impartially and the problems resolved?
My right hon. Friend lives this issue on a daily basis, and I commend him for highlighting the plight of his constituents, who have to endure the impact of such devastating environmental pollution. Any way we look at it, this donation stinks, and it is shameful that the Welsh Government are evading scrutiny on the issue. His constituents can have no confidence that this matter will be investigated. There is no independent scrutiny here. Labour Members should explain why they are scared of scrutiny on this question.

Friend mentions the new industry of floating offshore wind, which has huge potential to create a large number of high-quality jobs in places such as Milford Haven and Port Talbot. The two ports both have bids in with the UK Government to the FLOWMIS port infrastructure scheme, which will be key to seeing this vision realised. When can the ports expect to hear back about those bids?
I thank my right hon. Friend, the Chair of the Select Committee, for that question. I am delighted that today the Crown Estate is hosting a bidders day to drive forward plans for innovative floating wind projects in the Celtic sea. The UK Government are supporting FLOW through our contracts for difference scheme, securing a long-term pipeline of projects in the Celtic sea. I would be happy to write to him with a further update on when more progress can be discussed.

Yes. [Interruption.] “Baroque eccentricities” is the phrase that the Prime Minister used to describe some of the Welsh Government’s decisions.
I will draw my remarks to a close in a moment. What most concerns me about the posture of the Welsh Government during the pandemic is just how divisive they have been. There have been times when I felt they tried to politicise the border and to lean into what I describe as nationalist sentiment. The Secretary of State opened his remarks by saying that the majority of people in Wales support Unionist parties, but is the Welsh Labour party really still a Unionist party? I look at that agreement that it signed with Plaid Cymru in the Senedd—Plaid and Welsh Labour Members are sitting together almost seamlessly this morning—I hear the First Minister when he appears before the Welsh Affairs Committee and says that the Union is finished, and I look at some of the other decisions taken by the Welsh Government to create space between themselves and the United Kingdom, and I question what kind of journey Welsh Labour is on. Welsh Labour used to be an absolute bastion of the Union and could be relied on to defend the United Kingdom. I question what kind of journey it is on, because I do not see it as that same Unionist party.

The Bill strikes the right pragmatic balance in how it goes about strengthening the devolution settlement in the context of bringing back powers from the EU to the Governments of our internal market and how we divide up those powers and share them among the legitimate elected bodies that now constitute our constitution across the United Kingdom.
I want to speak in some more detail about the expenditure powers, which I support, that we are really debating under this part of the Bill. I do not support UK Ministers wanting to become the default authority for spending in devolved areas, but that is not what this is all about. This is actually about recognising that the UK Government have a duty of care for their citizens in every part of the United Kingdom, and that should not be a controversial thing. It certainly should not be controversial to Unionists that the UK Government should be able to spend money in all parts of the United Kingdom. When did the vision of devolution ever become about stopping this place having any kind of writ of authority in Wales, Scotland and Northern Ireland?
My hon. Friend is absolutely right. There is a pragmatic purpose at the heart of the Bill, as well as a constitutional one. Again, I remember back to the days I was Secretary of State for Wales: there was no shortage of Opposition Members wanting to come to the Wales Office to discuss projects for which they were desperate to see funding. Time and again, we had to say to Labour colleagues, “I am so sorry, we do not have the ability to support that essential, important work with funding,” and they went away disappointed. I am so disappointed to see that Labour Members are actually falling into line behind the nationalist position today and saying that we should not have the ability to fund projects.
If hon. Members want specific examples, earlier this year we had devastating floods affecting Wales. Loads of rugby clubs in south Wales had infrastructure damaged.
Could we support the Welsh Rugby Union when we were asked for funding to support those rugby clubs in Wales|? No, because the devolution settlement said we had no right to be able to do that. I could give other examples. I could talk about the towns fund, which has previously been mentioned in this debate. Labour Members earlier this year stood up and said that they wanted to see their towns and their communities benefit from the towns fund. We could not do it: the devolution settlement said no.
Surely it is not right that the elected UK Government are forbidden, blocked and barred from being able to act in these areas—yes, acting in partnership, in concert, with the devolved Administrations. I strongly welcome the measures in the Bill and I am opposed to a devo-lock—a devolution barrier or block—against the UK Government acting.

I agree with the right hon. Gentleman, and I will be moving on to a related point in a few minutes.
Although investment in the regional defence industry is increasing, proportionately Wales continues to contribute more personnel to the UK armed forces than any other nation in the Union. Consequently, we have a high number of veterans in Wales. The Government have made huge progress in this area, including through the creation of the Office for Veterans’ Affairs. However, when it comes to mental health, we can do more to ensure that returning servicemen and servicewomen can access the care they need. I am grateful that the veterans Minister, my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer), has agreed to meet me to discuss this issue shortly.
Before my hon. Friend makes further progress, I want to return to the point about veterans. Does she agree that the Government’s important proposal to roll out a veterans’ card should encompass all veterans, wherever they are in the UK and regardless of devolution boundaries? A way must be found to ensure that all veterans across the UK can benefit at the same time.
I absolutely agree with my right hon. Friend. I know that discussions are ongoing between the UK Government and the Welsh Government, and I am very optimistic that a way forward can, and must, be found.
Despite their admirable pride in being Welsh, none of our regular infantry units is permanently based in Wales. The 1st The Queen’s Dragoon Guards is based at Robertson barracks, in Norwich in Norfolk. That barracks is scheduled for closure in 2031, which may present an opportunity to bring one of our regiments home to Wales—I know that my constituents in Brecon and Radnorshire would welcome it with open arms. I am confident that the Prime Minister’s major security and defence review will seek to embolden and expand the armed forces presence in Wales. The most significant review for decades will no doubt further commit the UK to NATO’s 2% of GDP spending target. The significance of that target and its impact on spending in Wales cannot be overstated.
With an evolving and complex international security situation, it has never been more appropriate to have the Welsh warriors take a leading role in promoting the UK’s defence and forging policy priorities. Later this year, the Royal Welsh will be conducting joint training exercises with the US, Canada and France, our NATO allies. In testing geopolitical times, that regiment will be underscoring its determination to strengthen the UK’s bond to the alliance. The 1st The Queen’s Dragoon Guards will be conducting pre-deployment training for operations in Mali, where it will hold the crucial role of supporting the significant peacekeeping effort in that country—a strategic priority for the UK’s interests in the region. The Welsh Guards will be deployed to Kenya and Belize later this year, as well as taking part in the Queen’s birthday parade in the spring. That international outlook should reassure us all regarding the UK’s position as a global security leader.
The Welsh regiments have a brave history matched by few, and a future as bright as any, and it now falls to us all to ensure that our commitment to those regiments matches their commitment to supporting the UK’s armed forces. As many generations before them have done, sons—and now daughters—with the red dragon on their arm will assume their place representing the very best of Wales and the very best of our Union.
