T1. If he will make a statement on his departmental responsibilities.

I wish to make a short statement about the London borough of Tower Hamlets. In April, I instructed inspectors to launch an investigation into the mayoral administration of Tower Hamlets and to report by the end of June, or such later date as I agreed. The investigators, PricewaterhouseCoopers, have informed me that the council has considerably delayed the investigation by delaying the provision of key information or by simply not providing it at all. This is not acceptable. I am consequently extending the period for PwC to report. The costs will be met by the council. Whether the council likes it or not, this investigation will be thorough and comprehensive. I will update the House in due course.

I share the right hon. Gentleman’s concerns about the situation that he has set out.

I invite the Secretary of State to join Opposition Members in condemning companies, such as Wonga, that are sending people fake solicitors’ letters. What is he doing to ensure that no local authority is using debt collection agencies that are doing the same?

[Mr Pickles]

I do condemn that; it is an outrageous idea that people should be frightened in this way. I cannot imagine local authorities, which by and large always behave responsibly, doing something similar, but I will certainly make investigations to ensure that it does not happen.

We have indeed been looking at ways in which we can ease up the use classes to ensure that development takes place. It is our aim to see vibrant buildings that enhance the community, not ones that are rotting and left for no purpose.

My hon. Friend has frequently invited me to Colchester, and I think he will concede that I have frequently attended Colchester on his behalf. As he has shown me all these things, I must now exclude myself from the deliberations.

Residents in Walthamstow will be desperately concerned to hear talk of helping developers to overcome local decision making, given that we have spent nine years and four years respectively trying to restore our cinema and our dog track to help our local economy. The Secretary of State talks of wanting to give local communities the power to make such decisions, so will he meet me to discuss what more can be done when the settled will of local people is so clearly in favour of an alternative solution, to help them to make sure that developers are not the roadblock to reform?

The hon. Lady and I have spoken about this in the past, and she has made a number of points about development on Walthamstow dog track. Of course I will meet her again, and it would be good if we could work towards a solution, because she has a very strong interest—I do not mean financially—in getting it right. As someone who spent an evening there when it was a dog track, I recognise how important it is to the local community.
