19. What steps he is taking to encourage exports.

The Government are significantly increasing support for exporters by helping more small businesses on overseas tradeshows. As the right hon. Gentleman will well know, the Prime Minister has just led the largest-ever trade mission to China, but missions to smaller countries across the world are also vital to our economic future.

We have heard a lot about small business Saturday, and we will all be doing our bit—yours truly included. Let me pick up the Minister’s commitment to ensuring that we do not do export drives only to China, India and the big countries, but particularly to small Commonwealth countries. I ask him to look at the potential for expanding our exports to the Caribbean countries, which feel that they have been slightly neglected in recent years.

Absolutely. I agree that we need to expand our trade to the whole world, including the smaller Caribbean countries. I hope that the right hon. Gentleman will be here later this morning, when the Chancellor speaks.

A huge proportion of apprenticeships are undertaken by people who were previously unemployed. Of course, every apprenticeship is a job, and in order to get a job someone needs to have an employer willing to take them on. There are many other schemes, such as the traineeships, that Work programme providers work with in order to prepare people for getting a job. Ultimately, an apprenticeship is a job and is therefore a successful outcome for a Work programme person.

May I ask the Minister for Universities and Science what progress has been made in expanding the scholarship scheme for university students, particularly to help with the cost of living rather than the cost of fees?

Yes, I am sure I can learn an awful lot from such an approach. It sounds terrific and I would like to hear more.

My constituency experience is that many young people and their families find it very difficult to understand exactly the qualification routes in vocational education and how young people might plug in later to more academic careers or whatever. Will the Minister consider simplifying the system to ensure much greater clarity for those interested in following such careers?

That is an important point. The TechBacc aims to do precisely what the right hon. Gentleman suggests, alongside making apprenticeships the new norm. We want to make clear the progression routes that people can take to get into the career that they want. I am happy to look at any other steps we can take, but simplification is the order of the day.

10. What steps his Department is taking to ensure that further education colleges provide a modern learning environment.

The autumn statement released £270 million more in funding to upgrade further education colleges, and I can today announce that details of the college capital fund are being published by the Skills Funding Agency. These new funds take to over £1 billion investment in college capital in this Parliament, because the Government believe in helping everybody to reach their potential.

The Government’s commitment to further education is very clear and very welcome. Ministers’ commitment to making sure that the merged Southwark and Lewisham college in my constituency is a success is particularly welcome. Given that we have now heard that the college intends to keep a major presence on the Bermondsey and Waterloo sites, may I encourage Ministers to continue to support the progress of developing a major educational campus, ideally including the university technical college and the secondary school, on the Bermondsey site?

The right hon. Gentleman and I had an extremely productive meeting with stakeholders on the future of Lewisham college, which is soon, as he says, to change its name, and I hope that a resolution can be brought that satisfies all parties.

T5. I think I detect a bid for the regrading of football scores from the Secretary of State. Will Ministers confirm that the Government will do everything they can to ensure that the Southwark and Lewisham college campus site in Bermondsey gets not only a continuing further education college but a university technical college and, if space permits, a secondary school, too?

Yes, I can. I know that my right hon. Friend has met colleagues in the other place, and my colleagues in this place and I are happy to meet him too to ensure that we can sort this problem out.
