Commons ChamberI thank the right hon. Gentleman for his kind and very generous remarks, and for the way in which he put them. I completely agree. Having made this visit, having taking this important stand and having given the issue the attention it deserves, we must now make sure that we follow through, but we should do so on a basis of huge optimism about the potential future of the country. If proper efforts at reconciliation are made, there is no reason why that country, which is now essentially at peace and is not suffering warfare and terrorism, cannot be an immense success story in the future.
As somebody who was very uncomfortable about the meeting happening in Sri Lanka in the first place and very troubled by our participation endorsing President Rajapaksa, may I, too, commend the Prime Minister for being extremely robust and effective on the war crimes issue, and encourage him down that road? Was he able to ask any questions about disappeared people and about assassinations, and is there a chance that the Commonwealth, under its next Secretary-General, will stand up for human rights better than it has been doing?
I thank my right hon. Friend for his very kind remarks and for what he said about my attendance at the summit. I did raise the issue of the disappeared, and at the refugee centre in the displaced persons village I met some people who told me about relatives who had disappeared. The Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for East Devon (Mr Swire), held a meeting with families of the disappeared, so the issue was raised at every level in our engagement with the Sri Lankan authorities. We must continue to raise these issues in the months and years ahead. There is much to commend in the Commonwealth, but it is an imperfect organisation. At its best it does stand up for values that we all share and believe in, and the more it does so the better an organisation it will be.

May I take this opportunity to say how much the right hon. Gentleman will be missed in Parliament by Members on both sides of the House? I worry that if he retires to his house in my constituency, he might be a rather frequent correspondent when he has so much time on his hands. However, his contributions are always welcome.
May I join the Prime Minister in offering my condolences to those who are suffering from bereavements as a result of today’s weather, and my thanks to the emergency services? I also echo his warm words about working with our eastern European neighbours, including Ukraine, at the European Council.
Following last week’s very good economic news for Britain, does the Prime Minister agree that we can best show that the EU provides more jobs and trade in this country not only by making good trade deals, but by developing a digital common market in which Britain can lead, because English is our language, and which can open the telecoms market and end the nonsense of roaming charges, which are onerous and expensive?
Ending roaming charges would be a good step that would demonstrate that EU directives can sometimes make people’s lives easier, rather than more difficult. The challenge is that, all too often, we find that a directive will add to business costs, rather than reduce them. That is why it is vital to hardwire into the EU’s systems a greater belief in deregulation and cost-cutting.

Commons ChamberI have taken advice from all the experts about all the potential impacts on the region, which in fact is the next question in my list of questions that need to be answered. The region has already been profoundly endangered by the conflict in Syria. Lebanon is facing sectarian tensions as refugees pile across the border. Jordan is coping with a massive influx of refugees. Our NATO ally Turkey has suffered terrorist attacks and shelling from across the border. Standing by as a new chemical weapons threat emerges in Syria will not alleviate those challenges; it will deepen them. That is why the Arab League has been so clear in condemning the action, in attributing it precisely to President Assad and in calling for international action. This is a major difference from past crises in the middle east, and a region long beset by conflict and aggression needs above all clear international laws and people and countries who are prepared to stand up for them.
I believe that my constituents, like those of the rest of the House, want the Prime Minister to make it clear on behalf of this country that we will not turn away from the illegal use of chemical weapons, but that we will give peace a chance. Will he assure us that he will continue to engage—however difficult it is—with Russia and the other key countries to try to make sure that the UN route is productive and that the diplomatic process is engaged again as soon as possible?
I absolutely agree with my right hon. Friend that we must continue the process of diplomatic engagement. Even after I had spoken to President Obama before the weekend, I called President Putin on Monday and had a long discussion with him about this issue. We are a long way apart, but the one issue about which we do agree is the need to get the Geneva II process going. The assurance I can give my right hon. Friend is that any action would be immediately taken over by running a political process once again and that Britain will do everything in its power to help make that happen.
Let me answer a final question that has been put in the debate over recent days: whether this will risk radicalising more young Muslims, including people here in Britain. This is a vital question, and it is one that was not asked enough in 2003. This question was asked at the National Security Council yesterday, and we have received considered analysis from our counter-terrorism experts. Their assessment is that, while as ever there is no room for complacency, the legal, proportionate and focused actions that would be proposed will not be a significant new cause of radicalisation and extremism. I would make this point: young Muslims in the region and here in Britain are looking at the pictures of Muslims suffering in Syria, seeing the most horrific deaths from chemical weapons and many of them may be asking whether the world is going to step up and respond, and I believe that the right message to give to them is that we should.

Commons ChamberReally, have they got nothing to say about unemployment, improving education or capping welfare? It pains me to point this out to the hon. Lady, but she has received £32,000 from affiliated trade unions. Let me explain the difference: the Conservative party gives Lynton Crosby money to help us get rid of Labour—that is how it works—whereas the unions give Labour money. She said on her website:
“I am a member of Unison and Unite…and regularly raise trade union issues in parliament.”
They pay the money in, they get the results out—that is the scandal in British politics.
Q14. Many water companies in England have paid huge dividends to their shareholders, have avoided paying tax and are not properly accountable, and in this region are proposing an annual increase of £80 a year on water rates. Will the Prime Minister ensure that no public subsidy is given to Thames Water or any other water company that puts its profits and shareholders ahead of the interests of ordinary ratepayers and taxpayers in his constituency and mine?
First, let me be clear: I have always said that companies should pay the tax they owe. I do not want to comment on an individual company’s business, but that is the case. Any support from the Government must be targeted to benefit customers’ bills and to provide value for taxpayers. There is merit in the Thames tunnel proposal, and we need to look at that carefully, because it would benefit London, including the right hon. Gentleman’s constituents and everyone else living in London, but I can assure him that we will use every tool at our disposal to get the best deal for London, bill payers and taxpayers.

Commons ChamberWhat the Home Secretary is looking at is the idea of using bonds in some immigration circumstances to make sure we do what needs to be done and what the previous Government did not do, which is to differentiate between people who want to come here to contribute, for example, by studying at a British university and those who want to come here simply as economic migrants. We need an immigration policy that really does have an emphasis on quality and on control, and that is exactly what we have. One of the points I was able to make in Pakistan, as I made in Kazakhstan and as I have made before in India, is that under our rules there is no limit on the number of overseas students who can come to study at a British university. There is no limit at all; they just have to have an English language qualification and a place at a British university. That is what is required. But, at the same time, we have shut down about 180 bogus colleges that were operating while the hon. Gentleman was assisting his Government.
I join the Prime Minister in again paying tribute to our armed services. Many of us, including me, did that at the armed services events in our communities at the weekend. Against the welcome background of the knowledge that our troops are going to come home and that there will be a conflict resolution process involving the Taliban, will the Prime Minister say what role he envisages for UK troops or civilians, and people from neighbouring states to make sure that the elections in Afghanistan in 2014 are peaceful, democratic and respected?
My right hon. Friend makes a good point about these important elections. Obviously, security in Afghanistan is now provided predominantly by Afghan national security forces, as are patrols, so they should predominantly provide security during the elections, in comparison with the last set of elections in 2009 in which we were more engaged. As for how we make sure they are as good a set of elections as they can be, obviously all sorts of international bodies will want to engage and we need to make sure that the elections are properly monitored.

Commons ChamberThis issue was dealt with not only in the communiqué, but in the vital preamble, which is the part that most people look at to see what the conference discussed. My judgment was that it was right to talk with the G8 countries about, in particular, the issues of trade, tax and transparency, because I thought that that was where we could make the greatest progress. Had we had a long conversation on climate change, there would have been basic agreement among most of the participants around the table. We already know one another’s positions, and without some of the developing countries and larger countries, such as China and India, it would not have been a vital agenda-shifting discussion. I chose the subjects we spent the most time on, but there is an important reference to climate change, as the hon. Lady said.
The Prime Minister is to be warmly commended for taking the initiative and for the first time in recent years putting tax, transparency and justice in the developed and developing worlds on the agenda at the G8 and on making progress. In order that it be not the end, but only the beginning, of the process, will he undertake to take that agenda to the EU, the Commonwealth and the G20, so that by the end of the Parliament our Government can deliver on transparent ownership of companies, for example, and ensure that multinationals are seen to pay tax in all the countries where they work?

Commons ChamberI thank the hon. Gentleman for what he has said on behalf of everyone in Rochdale. It is clear that the whole country wants to reach out to Lee Rigby’s family in respect of the appalling loss that they have suffered. I went to Woolwich barracks after these dreadful events to talk to some of the soldiers and their families, and I was greatly impressed by not just the enormous solidarity but the strength of purpose that they showed. These terrorists who think that they will be able to divide us or scare us actually just bring us together.
May I associate my colleagues, and the other communities in south London, with the Prime Minister’s comments, and with the expressions of condolence and support for the family, comrades and friends of Lee Rigby? I applaud the Prime Minister for making it clear that we should take a considered view of how to deal with this sort of terrible activity, rather than producing knee-jerk legislative responses. The immediate priority must be to support the Muslim leaders who are strong in their denunciation of this sort of behaviour, and to support the whole of our Muslim community, which has suffered extra attacks in recent years. Most people in that community are peaceful and law-abiding, and want nothing to do with the sort of behaviour that we have seen in the last two weeks.
My right hon. Friend is entirely right to say that there should be no knee-jerk reactions. We do not want immediate legislative responses, but on the other hand, I think that we must ask ourselves some pretty searching questions.
All of us in the House condemn this poisonous narrative, condemn this perversion of Islam and condemn this extremist narrative, but are we doing enough to ensure that we snuff it out in our prisons, colleges or university campuses? Are we doing enough to confront it and defeat it, online and elsewhere? I think that the answer to that is no. I think that there is more work to be done, and that we should do it in good order.

Commons ChamberI am afraid it is this attitude—a little bit of billions here and a little bit of billions there does not really matter very much—that has got us into so much trouble. Yes, it is 1%, for the first time, of Europe’s GNI, but the fact is that it is many billions of pounds that we pay into the European Union, and it is very important that we keep the budget under control.
May I congratulate the Prime Minister on the outcome of the deal and tell him that my colleagues here and our MEPs are supportive of the deal agreed in terms of the size of the budget? Given that the deal achieved with like-minded partners protected niche areas such as police co-operation, will he join me in saying to people such as the leader of the UK Independence party that they cannot, on the one hand, make arguments that we should not have Bulgarians, Romanians and others flooding our shores, and on the other hand not have the European arrest warrant and arrangements like it, which provide European police co-operation?
I very much welcome the commitment by the Liberal Democrats in the European Parliament to support this budget. That is two down—the Conservatives are up for it and the Liberals are up for it—so what about Labour? What are you going to do when all those other socialists in Europe tell you that this is a terrible deal and that we should not be cutting spending? When are we going to see some leadership from the Labour party?
On the issue of Bulgaria, the right hon. Gentleman makes an important point about the European arrest warrant. I would also make the point that it is important that we do have structural and cohesion funds that help countries recovering from decades of communism to raise their living standards. We should be proud of the fact that we do support a European Union in that way.

Commons ChamberThe right hon. Gentleman speaks with great knowledge of, and affection for, the NHS, and I, too, am a fan of Ara Darzi and think he has a huge amount to offer. He had a big hand in giving priority to quality at the end of the last Government’s term. Francis is saying that there needs to be a culture change in respect of quality, but we must also look at what we are currently measuring. If hospital managers are measured on financial metrics and target metrics, rather than on quality of care—that is what we see flowing through the report—all the words we say and laws we pass on quality of care will not have sufficient impact. We need to look at that.
I welcome the report and the Prime Minister’s response, including on the hospital inspectorate proposal. Will he ensure that the Government’s full response includes giving special consideration to trying to change the culture of calling for the lawyers, which is what often currently happens when there are complaints? Instead, everybody should know in advance who is responsible for the ward, who is responsible for the clinical care and who is responsible for the management, and that they will be held to account. We must also ensure that the best practice in clinical care—which we often see in our wards—is used to judge what works and we are very tough on those who have failed.
My right hon. Friend makes two points. First, I agree that we need clear lines of accountability so we can see who is responsible for standards of care on the ward and in the hospital, and they must be held to account for that. Secondly, I have a lot of sympathy with the point that sometimes people making a compliant are not seeking financial redress, and I think all constituency MPs would agree with that, too. They just want to be taken seriously. They want to be listened to; they want an acknowledgement. They will not go off and hire lawyers. They want an acknowledgement that their elderly relative was not treated properly, and they want it soon. I hope this report launches a debate in the NHS about how we can deliver that.

Commons ChamberThe hon. Gentleman makes an extremely good point. One of the problems in north Africa is that the al-Qaeda franchises have been fed by money from hostage-taking and sometimes very large ransom payments have been made. One thing we will consider at the G8 is whether we can do more to cut off that sort of finance. That is vital in Somalia and in north Africa, too.
Given that Algeria, like many countries in Africa, has many neighbours—six, in this case—and long and difficult to defend borders, which mean that people, not just from Africa, can cross without being spotted or detected, would not one option for NATO and the EU be not to offer troops on the ground but to build up our capacity to offer technical and surveillance support, so that we can monitor the activities of those who cross and who wish nobody any good?
My right hon. Friend makes an important point. Clearly, border security is extremely difficult in these countries, but there is more that we can do to help them with technical abilities and also with training. That is particularly the case with the Libyans.

Commons ChamberThe consulate is involved. We have staff deployed in Algiers who want to travel further south to be closer to the events that have taken place and to help, in all ways necessary, the people caught up in this crisis. We are working very closely with BP, which will be doing the same thing, and with Statoil—I spoke to the Norwegian Prime Minister last night—which will be sending an aeroplane down there to help retrieve people as well.
I thank the Prime Minister for his statement. I associate my colleagues with his condolences and solidarity. Many of my constituents originate from north Africa, including Algeria, and are very hard-working members of our communities here. Will he look again, with our NATO allies, at how we might build on the direction he has set on the Mediterranean dialogue that exists for linking our countries with north Africa? Also, will the Foreign and Commonwealth Office hold itself available to inform our people around the world and people resident in the UK, for example those who are from Algeria, who may be more worried than everybody else about what is happening to their country?
First, my right hon. Friend is absolutely right. We should keep the travel advice and information updated, and we do. He is also right to say that Algerians living and working in this country make an important contribution. His general point about working with NATO partners to see how we can further improve links and relationships with countries—Libya, Algeria, Mali and other countries in the region—should be a real focus in the months ahead. As I said, it is about diplomatic and political engagement, but military-to-military co-operation and understanding can be a real benefit too.

Commons ChamberThe right hon. Gentleman is absolutely right about this. As I explained in my statement, there are two ways in which transition can take place in Syria. One would involve revolution from below, if you like, while the other—which could be faster if everything went according to plan—would involve a transition from the top, and for that, we need the Russians to engage. My right hon. Friend the Foreign Secretary has met and spoken to them regularly, and I have discussed the issue with President Putin. There was a report on Thursday, while we were in the European Council, that the Russian Deputy Foreign Minister had made some interesting remarks about Syria, so we will read those with care. Clearly, everything we can do at the UN and with countries such as Russia to put pressure on the Assad regime is worth while.
Is not one of the lessons from the seven summits of 2012 and the successes of the year—the banking union that keeps our financial services industry protected, the patent deal that will probably reduce the cost of getting European patents by 80%, and the trade deals with Singapore, South Korea, Latin America, Japan and the US that are in the pipeline—that constructive and pragmatic engagement with our neighbours in the European Union is good for the UK, good for Europe, good for growth and good for jobs?
I would agree with a lot of what my right hon. Friend says. I would add to “pragmatic engagement” the words “hard-headed”, because in order to make progress on issues such as the patent court and the single market, we need to negotiate very toughly. These are our key interests, and other countries have their own. Across the seven Councils, we have made some progress.

Commons ChamberThe hon. Lady made an important point about the disparity between investigations of loyalist terrorism and investigations of republican terrorism. She should read the report carefully, because it contains some quite interesting figures relating to the number of loyalist murderers who have been brought to justice—and to some extent it is encouraging that that did happen—but I entirely agree with the thrust of her question, and that is why I think that the establishment of the Police Service of Northern Ireland has been so important.
When I visited one of the PSNI’s training colleges some years ago, I was struck by the fact that the ethos of the organisation was all about trying to bring the community together and trying to police the community together, and by the fact that it focused on recruiting from right across the community. I think I can give an assurance that the danger of there being different levels of investigation of different parts of the community will not arise again.
I thank the Prime Minister for his robust, honest and heartfelt statement and apology. I also thank Sir Desmond for his report and the Police Service of Northern Ireland for their continuing excellent work, and associate myself and my colleagues with, in particular, the comments of the hon. Member for Belfast East (Naomi Long) in expressing sympathy for and solidarity with the Finucane family.
Given that something deeply wrong was done on a regular basis by the state and agents of the state but there are now proper legal structures in which agents can work, will the Prime Minister assure us that in future no agents of the state or members of state institutions will work with the paramilitaries under cover, other than those whose actions have been authorised and have been reported to the authorities, and who are accountable to the relevant Committee of Parliament and to him?
I think that what my right hon. Friend is asking is that there should be no circumstances in which there are rogue agents. These things must be done within the law, within proper guidance and within proper procedures, as is entirely right. I can therefore give him the assurance for which he has asked.

Commons ChamberThis is where I part company with the right hon. Gentleman: it is the job of the House of Commons to consider a report and what is right for this country to introduce. I highlighted the changes to the Data Protection Act because I was advised that they could have a serious effect on investigative journalism. It would be quite wrong, if we received a report of this magnitude and said in five minutes flat, “We’re going to implement every last piece of it”, without considering the consequences. A responsible Government will think about the consequences. I am absolutely clear, however, that the clear principles of Leveson-style regulation—on what the independent press regulator needs—are right.
Is the Prime Minister as clear as I am, reading paragraphs 70 to 76, that Lord Justice Leveson makes two things absolutely central—that there should not be legislation to establish a body to regulate the press, but that
“it is essential that there should be legislation to underpin the independent self-regulatory system”?
The word “essential” is a clear word. Does he accept it?
This is absolutely the key argument that has to be had in our cross-party discussions. Lord Leveson is saying that the statutory underpinning is necessary properly to give effect to this independent body. Of course, he intends it to be a very neat, very small piece of statute, but paragraph 71, for instance, states that the law would not
“give any rights to these entities…except insofar as it would require the recognised self-regulatory body to have the power to direct the placement and prominence or corrections and apologies.”
Once we try—and we have tried it—writing a law that provides for statutory underpinning that describes what the regulatory authority does, what powers it has and how it is made up, we soon find we have quite a big piece of law. That is the concern. We need to think very carefully before crossing that Rubicon.

Commons ChamberThere is a need for cuts in the overall cohesion and structural funds budget of the European Union, given the fiscal constraints that the net contributors are operating under. We should be frank and honest as a country in saying that, although there are regions of the UK that still benefit and should go on benefiting from structural funds, such funds should, on the whole, be for the poorest regions of the poorest countries. Britain’s negotiating position is different from that of many countries in that we do not go to Brussels and simply defend every penny that we receive; we try to seek an outcome that is right for the whole European Union. We cannot for ever argue for restraining the budget if we want to keep hold of structural funds for countries that are better off than most.
The Prime Minister will know that he is supported by those on the Liberal Democrat Benches in being robust in Brussels and in ensuring that the European Union understands that we live in a time of austerity in which it has to restrain its spending, as we are restraining ours. Although he is working satisfactorily with our allies on this matter, will he confirm that there is no truth in the rumour that we are trying to get an opt-out on the common market for financial services? If we are to prevent tax evaders, criminals and terrorists from using our country or any other to hide their assets, we need a common market for financial services. Will he confirm that we will lead in arguing for that objective?
We support the single market in all its forms. We are trying to ensure that when the banking union proposals, which include a proposal for a single supervisor under the European Central Bank, come through, they do not damage the interests of those countries that are in the single market but not the single currency. As I have already said, part of our G8 presidency next year will be targeted on cracking down on tax evasion, tax avoidance and the rest of it.

Commons ChamberI absolutely will continue to work with the right hon. Gentleman on this issue. He is right that the names of the 96 have been cleared. Above all, I pay tribute to the work that he has put in with huge passion and dedication on this issue—it was a brave and right decision to set up the panel; it was not easy, as there have been previous inquiries, judicial reviews and the rest of it, but it was undoubtedly the right decision—and to what he has done to help people understand the nature of what I call this double injustice. There was an injustice about fact—about these dreadful things that happened that were not properly accounted for—but also an injustice of narrative and an inaccurate version put around which, as he put it quite rightly, means that the passage of time has made these things worse, not better.
I thank the Prime Minister for his full and robust statement. I join him in paying tribute to the right hon. Member for Leigh (Andy Burnham) and his colleagues, who have helped us get to this place today.
I hope that the Prime Minister agrees that today’s evidence clearly vindicates not just Liverpool football club, the families and the campaign, but all those who supported Liverpool and the people of Merseyside in saying that football supporters on that day behaved normally, and they were abused and vilified without justification. I hope that we have learned two lessons. First, when reports are conducted, as they were in two previous years into that ground, someone needs to make sure that they are implemented and not left on the table. Secondly, it should not take 23 years in this case, or a similar period in the case of the Marchioness, for victims to be able to put their case to the public and for a proper inquiry to take account of all those who have something to say. We do not do public inquiries and inquests well in this country; we need to do them much better in future.
I agree with my right hon. Friend. On the specific point about learning the lessons of health and safety reports and of safety inquiries, I have not had time to study everything in the report, but I think that there will be new, detailed evidence about that issue. On the more general point, it is very important, as I said in my statement, for the people of Liverpool and Merseyside to see that the rest of the country understands why the sense of injustice is rightly as strong as it has been for all these years.

Commons ChamberYes, I think that it is, but the argument that I would make is that that was an agreement reached through unanimity. It shows that what is required often in Europe is not institutional structures, but political will to come together and do the right thing. That is what we have done in relation to Syria, Iran and eventually Libya, so I am all for co-operating and often leading the debate with our European partners about foreign policy priorities. That is what we have done about Burma and sanctions, but I do not think that means the endless passage of powers from Britain to Brussels—in fact, quite the opposite.
May I associate the Prime Minister’s Liberal Democrat colleagues with his expressions of condolence and sympathy following the deaths of our servicemen in Afghanistan? Does the Prime Minister agree that, while it is of course right that at the last election his party had a set of manifesto commitments on Europe, as did the Liberal Democrats, the coalition agreement is clear? There is provision for a referendum if there is a handover of power from the UK to Brussels. There is no provision for any other referendum, and we are agreed that the priority, as evidenced last weekend, is that 27 European countries work together to deal with the imminent, urgent economic crisis across Europe.
My right hon. Friend makes an important point. To be fair, in terms of coalition policy on Europe, we said clearly that there would be no further passage of power from Britain to Brussels. We have said that we should protect and defend the single market. Let us look at the achievements over the past couple of years. We have got out of that bail-out fund; we have promoted the single market in energy, digital and services; and we have written into conclusions after conclusions safeguards for the single market. That is all to the good, but all party leaders, whether Conservative, Liberal Democrat or Labour, must think of the future— how we evolve policy in a changing Europe, how we maximise the benefit for Britain, and how we take the British people with us. That is exactly what I am doing.

Commons ChamberI have to say to the hon. Gentleman that the word I am waiting for from him, because he introduced a point of order claiming that I had misled the House, is “sorry”. To be fair to him, he has said sorry to everybody else—you, Mr Speaker, I think, and to the House in general—but the person he accused of doing something wrong he has yet to say “sorry” to. So, until I get that apology, I think I will leave off the answers.
The communiqué was clear that, as a way of agreeing further growth, there should be investment in infrastructure, particularly in housing, which would bring both jobs in general and deal with youth unemployment in particular. Can the Prime Minister say anything about the priority our Government will give to those matters in this country, in order to get youngsters off the dole and houses built for them to live in?
My right hon. Friend raises an important point. Because we have credibility in financial markets and our interest rates are less than 2%, we are able to use the strength of our balance sheet to help make sure that houses get built, that infrastructure goes ahead and that we help our economy in that way. We are looking at the best way to make this happen.

Commons ChamberI have to say that I would not put it like that. We need to work very closely with our American allies, within our special relationship, to try to deal with the terrorism that has come out of Afghanistan and is still coming out of parts of Pakistan. It is in our national interest to do that, but I always urge all international friends and partners to show patience and understanding with Pakistan because it is the biggest victim of terror of all. It has complex politics, and it needs to be given the space to resolve some of those issues. It also needs to know that its friends, such as Britain, will not leave it after the Afghan conflict is over, and that we are there for long-term partnership, friendship and support.
Of course I associate myself and my colleagues with the tributes to our serving forces, particularly in Afghanistan, and to those who have given their lives. On the global economy, will the Prime Minister continue to make it clear that, although we are not in the eurozone and should not wish to join the eurozone, it is in our interests that we support the other countries in Europe that are in it—including, as the Father of the House said, by supporting their structural reform? Does he also agree that an increase in the internal market across Europe is in their interest and ours, and that construction at home is the best way of creating the growth that we need in this country as an immediate priority?
My right hon. Friend is entirely right. It is in Britain’s interests that the problems in the eurozone are dealt with. We have consistently made a whole series of suggestions about firewalls, about strengthening banks and about consistent and strong contingency plans. The point that I was making at the weekend is that it has become ever more urgent to make those contingency plans because, frankly, it is not in our power to determine whether Greece decides to stay in the eurozone. We have to prepare for every eventuality, however difficult that might be.

First of all, 15 years of secret meetings, pyjama parties, christenings and all the rest of it—and not one word of apology. Let me answer, very directly, the three points that the right hon. Gentleman made. First, he spoke about the response to my hon. Friend the Member for Banbury (Tony Baldry). If the right hon. Gentleman had done his research, he would have seen that the Secretary of State set out in full the proper answer to the hon. Member for Bassetlaw (John Mann) in September 2011. If you are going to make these accusations, get your facts right before you come here.
On the second issue, the right hon. Gentleman raised specifically the information provided to News Corporation, and was completely wrong. On that, the special adviser has said:
“While it was part of my role to keep News Corporation informed throughout the BskyB bid process the content and extent of my contact was done without authorisation from the Secretary of State.”
So the second accusation is completely wrong.
The third accusation is also about the special adviser and the ministerial code. My right hon. Friend the Secretary of State took responsibility. He came to the House, explained what had happened and gave a full account of himself. While we are on the subject of Ministers taking responsibility for their special advisers, can anyone remember a Minister taking responsibility for Charlie Whelan? Can we remember anyone taking responsibility for Damian McBride? What a lot of self-serving double standards we have had from the Labour party.
Let me just make two further points. The right hon. Gentleman says that this is an issue of judgment about what steps to take. Let us examine, briefly, what the judgment of the deputy leader of the Labour party was. She was asked very specifically, “You called for the Secretary of State’s resignation within 23 minutes of the evidence being provided to the Leveson inquiry. Did you read that evidence?” She said, “No, I didn’t need to.” She was asked, “Why didn’t you need to?” She said, “Because I heard the evidence of James Murdoch.” So that is it: he is Labour’s arbiter of standards and the ministerial code. What complete nonsense.
I am not belittling this issue. It is a serious issue, but it is not as serious as the eurozone, the jobs, investment and debt that we have to deal with. It is time we focused on that. Let me just say this to the right hon. Gentleman: endlessly questioning the integrity of someone when you do not have the evidence is bad judgment, rotten politics and plain wrong. We have learnt something about the Labour leader today and I think it is something he will regret.
I hope that the Prime Minister accepts that for more than 25 years every Liberal Democrat leader and colleague in both Houses has sought to break the insidious relationship between Labour and Tory Governments and the media. We therefore welcome the Leveson inquiry, which is doing an excellent job. If the Prime Minister accepts that that gives confidence to the public, will he also accept that referring this matter next month to the independent adviser will also give confidence to the public and that possibly, in the future, that should be done independently and not at the discretion of the Prime Minister of the day?
First, I very much agree with what my right hon. Friend says about the opportunity provided for the Leveson inquiry. I think we should be frank: the relationships between the media and the police, and between the media and politicians, and some of the ethics and problems in the media, have not been dealt with properly under Governments both Labour and Conservative, and this gives us an opportunity to deal with the matter. On the specific issue of the Secretary of State, what is more robust than a judge-led inquiry, with Ministers under oath—holding the Bible, speaking under oath and answering questions? That is the point on which we have heard absolutely no answer from the Labour party.

Lady is that we increased the child tax credit by £255 last year, which was the biggest increase in its history, and that it will go up by another £135 this year. In terms of the very richest in our country, let me reassure her that, after this Budget, they will be paying more in tax.
Q10. Does the Prime Minister agree that, as well as the Liberal Democrat priority to lift the tax threshold to £10,000, one of the best ways of helping—[Interruption.]
Does the Prime Minister agree that one of the best ways of helping families on low and medium incomes is to build more affordable housing throughout the country? Given that Labour’s legacy in London was to have 350,000 families on the waiting list, will he assure us that there will be more affordable housing in London and across the country?
We do want to get our housing markets started again, including for affordable housing. That is why, with the higher right-to-buy discounts, that money is going to go back into building affordable homes. At the same time, we are doing more to kick-start those places that have planning permission but cannot get under way because of problems with bank and other finance. That is why we are putting extra money into those schemes, to make sure that that building takes place this year or next year.

Commons ChamberI agree with the hon. Gentleman on this point: 40% of our exports go to eurozone countries and we want those countries to recover. We have to accept, however, that doing that while dealing with fiscal deficits is enormously challenging. On Greece, those of us who are sceptical about the euro and who do not want to join it must accept, whatever our views, that the Greeks have made their choice. That is the path that they want to pursue. Whatever our misgivings, we must allow them to make those decisions to make their economy more competitive within the eurozone.
Given that the evidence from last week’s summit is that full participation in the EU is the best news for jobs and growth in this country and for all our neighbours, will the Prime Minister tell us the best estimate of the number of extra jobs that completion of the digital services and energy single markets will achieve by the end of this Parliament? Will he also reassure the House that we will lead the way in dealing with tax fraud and tax evasion at the next European summit in June?
We believe in dealing with tax fraud and tax evasion. That is vital. On the jobs effect of completing the energy and digital services single markets, I have given the GDP figures for how much it would add to the EU, but if the right hon. Gentleman would like, I could perhaps look at how many jobs that could convert into. It is worth noting, however, that the Commission’s forecast for growth this year is that Britain will grow faster than France, the EU and the euro area. Furthermore, according to International Monetary Fund figures, we will grow faster than France, Germany, Italy, Spain, the EU and the euro area this year and next year.

Commons ChamberI do not think that the hon. Gentleman understands how these institutions work. The point is simple: it is clearly in our national interests to maintain the single market at the level of the 27 to make it work for us. As long as this treaty stays out of that area, and instead focuses on fiscal union and discusses the things that the hon. Member for Birmingham, Edgbaston (Ms Stuart) mentioned, it will not be a problem for Britain. If it encroaches on our national interests, however, we will have the ability to take action and the case to do so.
After what was clearly a much more successful and satisfactory summit than the one in December—the Prime Minister came back with clear EU commitments to democracy around the world, and to the single market and the extra jobs that it can sustain, particularly in the energy industry at home—will he agree that his constituents, like mine, want the Government to concentrate, as Europe appears to be united in doing, on jobs, growth, training and skills, instead of obsessing about constitutional and treaty niceties? Those are not important.
I think the right hon. Gentleman is entirely right, and the refreshing thing about this Council is how much time was spent on the nitty-gritty of the single market—on digital, on services, on education and on energy markets. Having Mario Monti, the new Greek Prime Minister and others there with a real focus on the single market, including the new Spanish Prime Minister, gives us a much better prospect for making progress on this agenda than we have had for many years.

Commons ChamberThe key safeguard that we did get was against a treaty without proper protections and safeguards for the single market. It was in Britain’s interest to do that, and that is what the hon. Gentleman needs to understand.
After last week’s isolation, can the Prime Minister confirm that he still agrees fully with the words of the coalition agreement that
“Britain should play a leading role”
and be
“a positive participant in the European Union”,
and that in that way we will help solve the economic crisis and bring growth and jobs to the United Kingdom?
I completely agree with that. We are members of the European Union, and that membership has not changed; nor have the treaties that govern the single market.

Commons ChamberThe hon. Gentleman refers principally, I think, to Greece. That is an issue that the Greeks have to decide themselves. They have been offered a deal that writes down their debts and can enable them to stay in the single currency; it is their decision whether to take that road or to take another road. The only thing I would say to Members of the House who are deeply sceptical about a single currency, of whom I am one, is that we should be very careful to recognise that countries leaving a single currency can cause all sorts of knock-on effects and problems for other economies, including our own. We should not see it as some sort of painless easy option for a country to fall out of the euro. It would have very real consequences for other countries, including our own, and we have to think about that in that context.
Given the role that the big banks played by being overstretched and therefore triggering the present financial crisis, can the Prime Minister tell us what progress he made in persuading his colleague countries in the G20 to follow the proposal that we made and that the Vickers commission recommended to break up the banks that are too big to fail, so that in no economy are the big financial institutions able to hold a gun to the state and to the taxpayer?
Obviously, many people will comment on the ultimate failure of the G20 to resolve the eurozone crisis, but the G20 has made good steps forward in areas such as trying to roll back protectionism, and particularly on the issue that the right hon. Gentleman raises about globally significant financial institutions and the impact that they can have. The approach that Vickers recommends is fully in tune with what other G20 countries are recommending.

Commons ChamberQ10. Following the Prime Minister’s answers a moment ago, and given the huge anger about the pay for the top 100 directors, can he give me a personal assurance that he is committed to the transfer of power over pay from the boardroom to the shareholders of our companies?
I do want to see that happen. The answer to this is much more transparency about the levels of pay, much more accountability, and strengthening the hand of shareholders. There is something else we need to do, which is to make sure that non-executive directors on boards are not the usual sort of rotating list of men patting each other’s backs and increasing the level of remuneration. I want to see more women in Britain’s boardrooms, which I think would have a thoroughly good influence.

Commons ChamberI thank the right hon. Gentleman for what he has said and for the work that I know his Committee will do in the coming weeks. The Treasury is standing ready to assist police forces. Clearly, the bill for the Metropolitan police force for the past few days will be large and, if they continue to deploy in those numbers, it will get larger and the Treasury will stand behind that.
Those of us in the communities affected give our thanks to the police and the emergency services, but are conscious that if the best deterrent is being caught, the police have a minority of officers trained and able to use riot headgear and equipment. Will the Prime Minister, with the Home Secretary, consider reversing that so that there is a presumption that most police officers are in that position, and can act and intervene? Will he ensure that the full force of the law does not descend only on the hardened 50 per community—the serial criminals—but on the adults with children who were also going into the shops and nicking stuff, and not just the children for whom they are meant to set an example?
On the right hon. Gentleman’s first point, of course there will be a proper review of the right balance between riot police and normal borough policing so that we meet such emergencies better in future. Of course that will happen.
In terms of prosecuting the guilty, the police should go after everybody. They have the CCTV images, and people all over the country are ringing up and explaining that their neighbour has just acquired a new 42-inch plasma screen. I encourage even more people to do that for as many people as possible to be nicked.

Commons ChamberNo, I did not know that, and as I have said in relation to the work he did for Andy Coulson, I was unaware of that. I think this is an important point, because one of the issues is, frankly, the transparency and information that there was about Neil Wallis and the Metropolitan police. The one thing everyone has to say about No. 10 Downing street is that there was no hiding the fact that we had employed Andy Coulson.
I join the Prime Minister in paying tribute to Sir Paul Stephenson and thank him for the announcements he has made, but will he now explicitly say that he accepts that all Governments from this one back, for over 20 years, have been far too close to the media giants in this country; that that has to end, which means no more back-door visits to No. 10; that we should be able to have sight of not just party political papers but, if necessary, Cabinet papers; and that the recommendations of the Information Commissioner and others should be implemented, to increase criminal penalties for illegality immediately?
First, I accept the point that the right hon. Gentleman makes about transparency, and what I have set out is not just meetings that were, if you like, business meetings—official meetings with media executives and proprietors—but private meetings as well.
In relation to the meeting I held with Rupert Murdoch, the question is not whether he came in through the back door or front door but whether it was declared in the proper way, and yes, it was. In the old days, the only way we found out whether someone had met Rupert Murdoch was by waiting for Alastair Campbell’s diaries. In our case we have been very transparent about it. The information goes all the way back to the election and includes both private and official meetings, whether they were at Chequers or No. 10 Downing street. I think we need to go further in that regard, and I think that should be the new standard. I say to the Leader of the Opposition, who has published the information back to when he became leader of the Labour party: why cannot we see it right back to the general election?

Commons ChamberWhat has happened here is a massive firestorm of allegations that have got worse and worse. On both sides of the House, all of us started from the proposition that we had to keep separate the investigations that were taking place and the inquiry into BSkyB. I believe that we are now getting it right, and if the right hon. Gentleman has played a role by pushing and asking questions, I pay tribute to him. He, too, was a Culture Secretary, and knows about these issues. Just as I say to him, “Well done for pushing,” I suspect that he should also be saying to himself, “Why did we miss this for so long?”
I thank the Prime Minister for his decisive announcement and for the work that he and the Deputy Prime Minister have done to ensure that the concerns that my colleagues have been expressing for 17 years, and the calls for an inquiry that we have been making for two years, have at last been accepted.
Will the inquiry look into the Information Commissioner’s reports of 2006, and why his confirmation that 31 media titles and 305 journalists were involved in illegal activities in relation to personal information were not the subject of implementation of recommendations by the Labour party in government, whose leadership continued, even as late as last December, to accuse my right hon. Friend the Business Secretary of being too critical of Murdoch?
To be fair to my right hon. Friend, the issue of the Information Commissioner’s reports—particularly the two reports he mentions—really is a rebuke not just to the previous Government but to the then Opposition. We too should have made more of those reports, which included some very important detail about what was going wrong in data handling, data theft and the rest of it. We must ensure that the inquiry asks the question, “Why were they ignored, and what are we going to do about it now?”

Commons ChamberOn the hon. Gentleman’s final point, our approach to Gaddafi and Libya is clear. The Government have been utterly consistent and I do not agree with those who believe there should be a ceasefire now. There could be a ceasefire if Gaddafi agrees to do what he has to, which is to withdraw his troops from the towns and cities he occupied and to stop butchering his own people. For us unilaterally to declare a ceasefire, which was what the hon. Gentleman hinted at, would be a mistake. We have turned up the pressure on Gaddafi and we should keep it up, because it is beginning to tell.
May I join the expressions of condolence to the Prime Minister and the family and friends of Mr Shale?
Is it not right that although it is not the UK’s duty to intervene to bail out the Greeks, it is absolutely in the United Kingdom’s interest that the European Union and the wider community took decisions to support the economies of Ireland, Portugal and Greece this year to prevent them from collapse? Is not the lesson from the history of those countries over the past year that they should follow the example of this country and take tough measures early to deal with the economic legacy? We should support the three new Governments in those countries as they deal with the failures of the past five years, just as this Government have sought to do.
First, I thank the right hon. Gentleman for what he said about my constituency chairman, Christopher Shale.
The right hon. Gentleman is right that if one is in a debt situation, one has to deal with one’s deficit and debts and show a path back to solvency. That is what the Government have done. We have had to take some tough measures to show how we will pay down our deficit and debt and that is what other countries must do, too. The right hon. Gentleman is right that it is in Britain’s interest that we should do that and it is also in Britain’s interest that there should not be a disorderly outcome to what we are seeing in Europe.

Commons ChamberThe hon. Gentleman makes a good point. I think that John Major was right, and I discussed this specific case with him over the past few days to make sure that we learn the lessons from that. That also relates to the question asked by my hon. Friend the Member for Croydon South (Richard Ottaway). The point is this: we cannot do everything, but that does not mean that we should not do anything. That is the key, and we have to work out where to draw the line. I am very clear that a no-fly zone is something that we should consider, because it may help to stop atrocities being committed against people who want a more democratic future.
May I associate all my party colleagues with the condolences and sympathy expressed by the Prime Minister for the people of Japan and with the support expressed for all those coming to their aid?
On Libya, in addition to the sense of urgency that the Prime Minister has expressed on the no-fly zone, is he willing to pursue, as the crisis group in Brussels has recommended, a possible initiative for a ceasefire on the ground in Libya so that a post-Gaddafi representative and an appropriate regime could be discussed as urgently as possible, as well as military action taken elsewhere?

Commons ChamberThe Government continue to raise all these cases and issues around them with the Russian authorities. Our embassy in Moscow is closely watching developments in the cases of Mr Khordorkovsky and Mr Lebedev, and we remain very concerned about Mr Magnitsky’s case, as raised by the hon. Gentleman. We await with interest the conclusion of the official investigation into the case, which was announced by President Medvedev in November 2009.
I congratulate the Prime Minister on a robust performance in Brussels. Resisting the Parliament’s demand for an extravagant budget was absolutely the right thing to do. As he looks ahead towards the justified freeze on the budget post-2014—and not just because of the weather—can he assure us that it does not mean that the budget will be frozen, but that subsidies that are not justified and expenditure that is wasted will be replaced by, for example, expenditure on energy and climate change issues, which are both the priority of this Government and ought to be the priority of the European Union as well?
My hon. Friend makes a good point, which goes to the point made by the former Europe Minister, the right hon. Member for Rotherham (Mr MacShane), which is that we must do better at trying to re-order the priorities of the European budget, but I do not accept that we can do that only by allowing an increase. I accept that we are taking a tough position, because we are trying to get a freeze with major partners for 2014 to 2020, but we also want budget reform and reform of the CAP. We are in the vanguard of arguing for that because we want to see the money better spent. It is right to set out down this path and try to achieve those goals.

Commons ChamberWhat I did, which was the right thing to do, was to have a very frank exchange about human rights with the Chinese in the meetings that we had, and I can tell the right hon. Gentleman that nothing and no one was off the agenda.
May I associate myself and colleagues with the warm words about Aung San Suu Kyi and congratulate the Prime Minister on his mission to China?
I have read the communiqué, which contains an undertaking to ensure that we have a
“resilient financial system by reining in the past excesses of the financial sector and better serving the needs of our economies.”
What does that mean in practice for ending in the G20 excessive bank profits and bonuses and excessive use of tax havens?
There is very strong agreement that we need to deal with the issue of tax havens. My right hon. Friend the Chancellor made an announcement about that while he was in Seoul. We can see real progress in the G20 on the nuts and bolts of regulation, particularly of levels of capital through the Basel accords, but also progress covering the issues that the hon. Gentleman mentions. National steps should also be taken, and I know that he very much supports the bank levy that we have put in place, which is raising serious money. In a way, it is saying to the banks that it is right that they should now be making a contribution as we deal with our fiscal deficit.

Commons ChamberI agree that we should look forward rather than back, and I hope the report will enable us to do that. Of course the hon. Gentleman is right to refer, as I did in my statement, to the 1,000 members of the Army and security services who lost their lives during the troubles, and all that they did to try to keep Northern Ireland safe and secure. Of course he is right to refer to the many thousands of families who have lost loved ones through terrorism and who have not had an answer and have not had an inquiry into what happened to their loved ones. When it comes to answering questions, yes, it is important that IRA members and people who were responsible for things even now come forward and answer so that people can at least bury those whom they lost. Of course that is important.
I hope, as well, that the hon. Gentleman will understand that there is something about Bloody Sunday—about the fact that 13 people were shot by British Army soldiers and died on that day—that necessitated a proper inquiry. That is what the report today is about. Yes, we must come up with the answers to other people’s questions and yes, we have to go through with the historical inquiries team to try to settle those issues of the past, but let us not pretend that there is not something about that day, Bloody Sunday, that needed to be answered clearly in a way that can allow those families—all those people—to lay to rest what happened on that day.
I thank the Prime Minister for his courageous and honourable statement and, through him, Lord Saville for a very clear and unequivocal report which has, at last, answered the questions to which 27 families have been waiting for answers for so long. Does the Prime Minister agree that, given that the truth is the precondition of closure, justice and reconciliation, we now have the best possible way to move on because we have, at last, the truth about all those events on that terrible day?
Does the Prime Minister have any plans, when we have all had a chance to digest the report, to go to Northern Ireland and to Derry not just to express the solidarity of the whole House with the people there, and to confirm our support for the troops who for so long did honourable things in the name of the democratic Government, but to encourage the families of the bereaved and all those who, since that day in Derry and beyond, have worked so hard to make sure that Northern Ireland will never again have the terrible past that it had, but always have the prosperous democratic future which events such as Bloody Sunday made much more difficult, but which, in spite of adversity, so many people, including the women of Northern Ireland, did so much to achieve?
I certainly agree. This is about trying to heal the wounds of the past. As the hon. Member for Foyle (Mark Durkan)—the former leader of the Social Democratic and Labour party, who represents so many of the families in his constituency—put it, people in Londonderry have not just lived through it, but lived with it. That is the point, and that is the point that my hon. Friend the Member for Bermondsey and Old Southwark (Simon Hughes) makes.
In terms of going to Northern Ireland, I am keen that as Prime Minister I should visit Northern Ireland regularly, and as I said, I have already been there in the relatively early days of my being Prime Minister. My right hon. Friend the Secretary of State for Northern Ireland was in Londonderry two weeks ago and met the families, and he has plans to go back and do that again. I know that many people support Derry’s bid to be the European city of culture, and that is another part of the healing process in closing that painful chapter around the past.

Commons ChamberI am grateful for that question. There has been progress, as the hon. Lady will know. The province with the worst record of opium production has tended to be Helmand, but production is significantly down this year. There is a question mark about how much of that is due to poppy blight, how much of it is due to the excellent wheat-seed substitution programme that the British Government have been supporting and how much of it is due to security efforts. It is important as part of the picture that, as we see a more secure Afghanistan, we see more farmers pursuing alternative livelihoods. But again, we need to get the order of priorities the right way around.
May I welcome both the Prime Minister’s statement and his visit, join him in paying tribute to the soldiers who have lost their lives and to all those who serve, and assure him that his—our—Liberal Democrat colleagues stand four square behind him in the policy that he has announced? May I ask him a question about the implications for policy at home? Will he now review the work of our domestic Departments to ensure that returning troops have full support for their mental, emotional and physical needs, including their housing, after they have served in theatre in Afghanistan?
I am grateful for that question. We have said that we will examine every part of the military covenant and ensure that we fulfil it in all the ways that we should. Housing is clearly a key part of that, and the previous Government, to be fair, were putting money into forces housing, which we need to go on improving. Mental health is the area that needs the most attention. If we think of the combat stress that has been placed on those young men, now year after year, we should really recognise that this is something that needs to go through the rest of their lives, and we need to learn from countries, such as America, where much more is done to follow up mental health issues. My hon. Friend the Member for South West Wiltshire (Dr Murrison) is particularly looking at this area, working between the Ministry of Defence and the Department of Health.

Let me give one other example. In the last Parliament, while the right hon. Member for Rotherham (Mr MacShane) was making all these points, Labour was allied to the Self Defence of the Republic of Poland party, whose leader, Andrzej Lepper, said that
“Hitler had a really good programme”.
Those are Labour’s allies in the European Parliament. I think we have heard enough from the right hon. Gentleman for another five years.
I congratulate the Prime Minister on his new office, and he was right to criticise some of the legacy of the Labour party. Can he therefore give the House and the country an assurance that we will do better in his Government at building council housing and providing affordable housing in rural constituencies such as his, as well as in urban constituencies such as mine?
I am very grateful for the hon. Gentleman’s question, although I hope that before long he will be referring to it as “our Government” rather than “his Government”. You are absolutely right—[Hon. Members: “Wooh!] Sorry, he is absolutely right—I will get the hang of it eventually—and we will be prioritising social housing, not least because the last Government left a huge black hole that they refused to fund—
