Commons ChamberThe hon. Gentleman is exactly right; that is exactly the experience I have had. I have Evangelical Christian friends who are concerned about this issue, but when one explains that it does not suddenly make something sacramental if that is not what the Church or what the individual believes, they are reassured. It is a similar issue—I say this respectfully—as that of tax advantages for people who are married and those who are not married. In our book, if a couple have lived together for 25 years but have not married, they should enjoy the same position in the tax system as those who have chosen to marry. We have to respect people’s different life choices as adults.
Those issues are all important, but the most important legislative proposal for my constituents in a constituency that faces the City of London from across the river is none of those—it is banking reform. It is about making sure that we divide the banks into retail banks that will deal with people’s day-to-day business and separate them from the speculative, international playing with money that has brought us to the state we are in. In my view, the most important aspect of that Bill, for which my right hon. Friend the Business Secretary’s Department is also responsible, is that which allows shareholders to control the scandal of executive pay. This week, we have at last seen the beginning of a change in attitudes at the top; shareholder power has at last begun to be exerted. We absolutely need to give shareholders the power not only to advise and express their view but to say, “I’m sorry—if you don’t perform, you are not getting the money.” What has happened previously has resulted from an “if you scratch my back I’ll scratch yours” attitude in the boardrooms, with people offering each other packages and salaries that are beyond the comprehension of most of our constituents. It was obscene and it is unacceptable, but it was allowed, encouraged and developed under a Labour Government, and that should be to their eternal shame.
Does my right hon. Friend agree that shareholders have come to their senses? They recognise that paying directors bonuses for reduced share prices and dividends is not a good deal for anybody.
Absolutely. If we can have a real rise of shareholder power over the next few years—individuals and pension funds—it will be a really good thing.
There are two more things I want to say. The first is about constitutional reform, in part to answer the hon. Member for Hackney South and Shoreditch (Meg Hillier). We are right not to forget constitutional reform. The Liberal Democrat party is a party of reform. We have agreed fixed-term Parliaments—a good thing. We have agreed that there should be no transfer of powers to the European Union without a referendum, which is an absolutely reasonable thing. We have agreed that whatever the number of constituencies, they should at least have the same size electorate—a good thing. We have agreed to look at devolution to England, which I have argued for a long time, because there is unequal devolution. Since I have been in this place we have had fantastically successful devolution in Wales, Scotland and Northern Ireland, and I welcome it. England needs a bit of the same.
We have agreed that Back Benchers should be more powerful in determining the agenda in this place—a good thing. We have agreed that there will be a change in the laws of succession to the Crown—absolutely a good thing. I hope it will soon be part of the legislative programme. We have more work to do, to make sure we scrutinise legislation better in this place. We do not do it well enough in either place; often we do not have enough time here and we leave it to the other end of the building. That is not a plea for more legislation. In every Parliament I have sat in, we have asked for less legislation and I am glad that we are not trying to jam in all sorts of things that the public do not want. We want fewer regulations and less legislation, but we want to do it better.

Commons ChamberI am sorry but that intervention also shows no recognition of the fact that we have to find the money from somewhere. Our approach to that gives the poorest the most and makes the richest pay the biggest contribution. I cannot think of anything more progressive than that, and the more the hon. Gentleman and others consider the Budget, the more they will recognise that it stands up to robust analysis.
I had the honour of being my party’s Treasury spokesman between 1995 and 2000. During the 1997 election, the Liberal Democrat manifesto included an aspiration to raise the threshold at which people started to pay income tax to £10,000. That was only an aspiration because, try as we might, we were unable to find the resources at that time to pay for it. However, when the Labour Government were elected in 1997, the first thing that they did was to introduce the most generous capital gains tax relief that the richest people in this country had ever enjoyed—Mrs Thatcher never contemplated it! However, closing such tax loopholes has enabled us to start to deliver the increase in the tax threshold so that people will not have to pay tax and then apply for benefit, as the Chancellor said. I for one am absolutely delighted to support a Budget that fulfils a commitment set out in an aspiration on which I fought the 1997 election.
The hon. Member for Brent North (Barry Gardiner) suggests that Liberal Democrats should be ashamed of the Budget, but far from it. There is much in the Budget of which to be proud, and I make it clear to right hon. and hon. Friends in the Conservative party that it is not a Conservative Budget or a Liberal Democrat Budget, but a coalition Budget. I would argue that it draws on the best on both parties. Those parties command the support of the majority of the British people, and the Budget’s approach will deliver benefits to the majority of the British people. I said in the election campaign, when I became aware of the seriousness of the financial situation facing the country, that the position would be much better after the election if cuts that had to be made were implemented by more than one party, as they would be forced to engage with each other and find a balance that would be more acceptable than measures adopted by one party running for a sectional interest that did not have the same strength of appeal. I honestly believe that the coalition has found a dynamic that has delivered something that is greater than the sum of its parts: a Budget that is genuinely progressive.
Does my right hon. Friend agree that another part of this package is fundamental? The discussion about the cuts and savings in public expenditure will take place with the public, the trade unions, business, communities and local government, so that decisions are not only informed by the prejudices of civil servants and Ministers but are made as a result of the widest consultation with the British public to make sure that although, yes, they may be tough, they will be absolutely fair.
I am grateful to my hon. Friend. Opposition Members and the wider audience looking at the Budget should examine it in detail and recognise the extent to which it is based on a much broader consensus and approach to consultation, while being radical across the piece and balanced. That is not easy to achieve, and I am prepared to admit that I had my doubts about whether the Chancellor of the Exchequer would be able to achieve it. I am pleasantly surprised by the extent to which he has been able to do so.
Indeed, there is little in the Budget to which I can fundamentally take exception. It is absolutely true that an increase in VAT is a painful decision—there is no question about that. It is difficult to understand how the Opposition could balance their books without any such tax increases. Although our proposals in the self-contained Liberal Democrat budget did not require an increase in VAT, we always said that if the financial situation required it, we would not rule it out. We never did rule it out, so those attacks that suggest that somehow this is a betrayal are not true. There was careful and guarded explanation of that position.

Commons ChamberMy hon. Friend makes a pertinent point. As I have said, we missed the boat 35 years ago, and we must not do so again. There is a real risk that that might happen, if we do not get the policies right.
The benefit for apprenticeships and jobs is also manifest. People who are training to work on offshore oil rigs understand that in their careers they might work on renewables or carbon capture and storage, so we have to see this area as an apprenticeships, skills and jobs opportunity as well as an energy opportunity.
I completely agree with my hon. Friend.
I hope that the Secretary of State took away several points from the exhibition. Exciting as the development of renewables is, it will not replace oil and gas soon in investment, jobs, tax revenue or exports. That will take some years—but if we run them in tandem, we can build one up as the other declines. Renewable technology will require a number of push-and-pull measures to realise its full potential. For both of them, we require substantial onshore investment in ports and transport infrastructure. As a representative of part of the city of Aberdeen, I am concerned that our infrastructure is not appropriate for a city that claims to be the energy capital of Europe. Our promised bypass has not happened, our commuter rail service has been postponed indefinitely, our city finances are in a considerable mess and we have the two most underfunded councils in Scotland, with money being diverted to other parts of the country. In those circumstances, my message to the Secretary of State—and my right hon. Friend the Secretary of State for Scotland—is that it is the UK Government who stand to lose if that infrastructure is not right, because some of the investment will go out of the UK altogether.
I welcome several of the proposals in the Queen’s Speech to promote marine energy and to support home energy efficiency, which can help move us away from dependency on the national grid and huge power stations, and make microgeneration genuinely part of the national grid, rather than just a domestic alternative to current generation. As I keep asking at every event I attend, when will we get micro combined heat and power? What steps will be taken to provide an easy way for people to take up feed-in tariffs? I defer to the point made by the hon. Member for Southampton, Test (Dr Whitehead) about renewable heat, which is part and parcel of that issue. What can be done to help people with hard-to-heat homes—a question asked earlier by my hon. Friend the Member for Bermondsey and Old Southwark (Simon Hughes)? We have many such in Aberdeen, and they are expensive and difficult to tackle.
I would like to address the international dimension. I am a vice-chairman of GLOBE UK and GLOBE International, which played an invaluable role in testing potential policies and negotiating positions in the run -up to the various climate change summits. In fact, in advance of Copenhagen, GLOBE clearly identified China’s concerns, through the climate change dialogue that we run.
