As important as the funding formula debate is, does my right hon. Friend agree that the way in which councils organise themselves is also important to ensure the maximum bang for the taxpayers’ buck? Against that backdrop, I hope that my right hon. Friend will give Dorset’s innovative proposals the thumbs-up, because they are the best way—indeed the only way—of securing services for local people.

My hon. Friend highlights that we have rightly encouraged councils to be creative and innovative as they deal with challenges, and some have come forward with proposals to reorganise. It would be inappropriate for me to comment on any particular one at this stage, but we will consider those proposals carefully and seriously.

My hon. Friend is right. As we move to 100% business rates retention and the requirement for local authorities to be more self-sufficient, it is right that we have the correct baselines, and that necessitates a proper review of needs for all areas, including—of course—our most rural areas.

Does my right hon. Friend accept that one of the key bases for this welcome review is the hope that we can eradicate the urban versus rural debate? For those of us who represent rural areas, it is pretty tedious to have that arid debate every year. We are not seeking an unfair advantage for rural areas, merely fairness and transparency. I am certainly encouraged by what he has said at the Dispatch Box this afternoon.

My hon. Friend is correct. This is not about special treatment for one area versus another; it is about recognising the needs of each area. In more rural areas, there are some obvious differences. For example, sparsity can mean that the delivery of certain services is more expensive, while others might be cheaper. This is about having the right data and being more transparent, and then making sure that those needs are met. That is exactly my ambition in looking at this and making sure that we get it right.

The hon. Lady is absolutely right: this is a UK-wide problem. We have discussed Scotland and, of course, Wales, but it also affects south Yorkshire, Corby and many other parts of the UK so she is right to bring that to the attention of the House.

On co-investment, I said that to demonstrate that when I say that we will look at all options, we really will do so. It is possible—I do not know at this point, because the sale process has only just formally begun—that someone might come forward and ask for investment or funds from Government in lots of different ways. That has to be done on commercial terms, but that demonstrates how far the Government can go to make sure that this deal is successful.

My right hon. Friend will be only too aware that customer confidence, which was mentioned by the hon. Member for Aberavon (Stephen Kinnock), is crucial. Will my right hon. Friend assure the House that he, his ministerial colleagues and officials are doing all that they can regarding existing customers for British steel to assure them entirely and conclusively that the British Government are committed to a long-term future for British-made steel in this country, and that they can feel safe and secure about placing future orders?

I can give my hon. Friend that assurance. He is absolutely right to point out the confidence that customers and, equally, the supply chain need. Suppliers need confidence that there is a long-term business, so we are working with both suppliers and customers to provide that reassurance.
