Commons ChamberT4. I am sure the Secretary of State will agree that helping businesses to grow and develop is a key aim of the devolution and northern powerhouse agendas. Will he explain, therefore, why the word business does not appear anywhere in the Cities and Local Government Devolution Bill?
Not only do I agree with the hon. Gentleman about the importance of business, but my father’s first business began in his constituency, so I understand the importance of this to people in Rochdale and elsewhere. It is important that the word “business” and the importance of business appear throughout Government policy, as they do in the Conservative manifesto and, as I am sure he will hear next week, in the Budget.

Commons ChamberI support everyone having a great night out and if the Government can help with that, it is a good thing. But seriously Mr Speaker, my hon. Friend is right to point out the support that the Government have provided to the film industry. Just in the last year, the Government have helped support over 300 films made in the UK with expenditure of almost £3 billion across the country, which is a good thing for us all.
Does the Secretary of State agree that one way to increase investment in the creative industries is through retransmission fees? Where are we with the consultation on those fees?
We will be launching a consultation within weeks on this issue. I have spoken about it before, the last time being at the Royal Television Society. I agree that it is an important issue that has not been looked at for years. It is about time we did.

Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

If the Minister does not give a clear indication this afternoon that there will be a round-table meeting of which Government are part, everybody will leave with the impression that the Government support big business, but not small businesses.
I will come to that point before I finish, but, given the questions asked today, let me say a few words about Barclays.
When I met Antony Jenkins, Barclays chief executive, we discussed its recent decision to end its relationship with a number of money services businesses in the UK and I tried better to understand its perspective. Although we did not discuss decisions taken on individual firms, I was reassured to understand that the recent review of its customers in the sector is being conducted on a case-by-case basis. I was also reassured that it is working with firms to manage the impact of its decision. He confirmed that Barclays will consider on a case-by-case basis extensions to any initial notice period it has given companies, particularly where those companies can show that they are in active discussions with other banks that may take their business.
