I am delighted to hear that there are only 522 people unemployed in my hon. Friend’s constituency. Let me praise him and the other Members on both sides of the House who have run jobs fairs in their constituencies. These have made a huge difference in terms of people being able to find opportunities. The truth is that, since 2010, 64% of the rise in private sector employment has taken place outside London and the south-east. Indeed, Scotland, the east midlands, the east of England, the south-west and the south-east all have higher employment rates than London. In growing terms, this is a balanced recovery, and we need to keep working at it to make sure that it is.

Q14. Last year, the Energy Secretary scrapped support under the renewables obligation for new onshore wind projects. This will impact Nissan’s £3 million investment in its wind farm in my constituency. Does the Prime Minister realise that his attacks on clean energy are detrimental to pro-green businesses such as Nissan? Will he look at this immediately and rectify the matter in the Energy Bill next week?

Q3. We all know about the Prime Minister’s broken promise on tax credits, but would not the final nail in the coffin of compassionate conservatism be hammered home if he were to scrap universal infant free school meals in the spending review, taking hot healthy meals out of the mouths of innocent, blameless infant children? Will he now guarantee not to scrap universal infant free school meals, so that he does not go down in history as Dave the Dinner Snatcher?

I am immensely proud that it was a Government I led that introduced that policy. In 13 years of a Labour Government, did they ever do that? [Hon. Members: “No!”] Do we remember an infant free school meals Bill from the Labour party? [Hon. Members: “No!”] No. I am proud of what we have done, and we will be keeping it.

My hon. Friend makes a very important point. There are very strong calls on all sides to ensure that we address fairness in funding. In the last Parliament we allocated £390 million extra for fairer funding, and his own authorities, Dorset and Poole, benefited from that, receiving £3.1 million and £3.2 million respectively. I can tell him that that money is included in the baseline for schools funding in 2016 and 2017. But I know that there is unfairness in the current system and I want us to do everything we can to make the funding formula fairer.

Q7. Nissan in my constituency has just reached the half-a-million production mark for its new Qashqai model, breaking all UK records. I am sure that the Prime Minister, and indeed the whole House, will wish to join me in congratulating Nissan on that great achievement. Nissan’s constructive unionised workforce has helped achieve that fantastic outcome, so why is the Prime Minister attacking workers’ rights when in many cases, as at Nissan, trade unions are an overwhelming force for good?

First, let me agree with the hon. Lady that the achievements at Nissan are absolutely remarkable. One of the great privileges of my job is being able to go and meet people there and see what they are doing. I think that I am right in saying that the north-east of England now produces more cars than the whole of Italy, which is something that I think we can be proud of. Of course, with the new Hitachi factory we will now be manufacturing trains in the north-east as well. Look, the Trade Union Bill is not what she says it is; it is to make sure that we do not have strikes based on very low turnouts. Let me give her one example. A couple of years ago we had school strikes that shut schools right across our country. The ballot was two years out of date and only 27% of people had turned up to vote in it. Working parents across the country had to keep their children at home when they should have been getting the public service they paid for. That is what our Bill is about, and I hope that it will have support across the House.

I certainly join my hon. Friend in congratulating the Dorset County Hospital NHS Foundation Trust. Its work shows what can be done when we better integrate health and social care, and also when we look at how we can treat frail elderly people in the community, often people who have more than one difficult condition that needs treatment. What is best for them is often not A and E, but treating them in community hospitals, looking after their ailments and helping them to do better at home. That is what we should be focused on, and that is Simon Stevens’ plan for the NHS; we have already come up with the money to get the plan well under way.

When I appointed Stephen Green, every proper process was followed. I consulted the Cabinet Secretary and the director for propriety and ethics, and of course the House of Lords Appointments Commission now looks at an individual’s tax affairs before giving them a peerage. I made the appointment, it was welcomed by Labour, and three years later, it was still holding meetings with him.

I am glad to hear that Eastbourne is leading the way, particularly on apprentices; 1.6 million apprentices have started under this Government. Our target is 2 million. We want to see a particular expansion of the higher-level apprenticeship schemes, but it is a major part of delivering our long-term economic plan.

Q6. I am sure that the Prime Minister has read last week’s excellent report by the all-party group on ticket abuse, which set out how consumers are getting a raw deal from the secondary market. The question is, whose side is the Prime Minister on—that of his new Culture Secretary, who praised ticket touts as “classic entrepreneurs”, or the millions of ordinary fans who are sick and tired of being ripped off?

I have not seen the report that the hon. Lady mentions. I will have a look at it and I will discuss it with the Culture Secretary, my hon. Friend the Member for Bromsgrove (Sajid Javid), who I welcome to the Cabinet. I noticed that Labour seemed to criticise his appointment—I am not quite sure on what basis. I think he will do an excellent job for our country and I am very happy to study the report that the hon. Lady mentions.

What I will do is arrange very quickly for my hon. Friend to have that meeting with the prisons Minister that he asked for, so that he can discuss the future of the prison estate. It is important that we modernise it and make sure that we get good value for money for the people whom we keep in prison, and for the taxpayer.

The Prime Minister has just been boasting again about 1 million extra jobs. Can he therefore explain why in my constituency the number of people unemployed for more than two years has risen by 350% in the last year alone? It is now the worst figure in the country. Nine of the 10 worst constituencies on this measure are in the north-east, including all three Sunderland seats. Is that because they are the same old Tories, who do not care about the north-east?

We are seeing across our country, including in every region, more job opportunities, more people involved in our private sector and the claimant count coming down. In the north-east, for example, we have the new Hitachi factory, which will make a real difference, and the expansion of Nissan, which is doing extremely well. But I totally accept that we need to do more to keep our economy growing, to keep people employed and to grow the number of jobs. I am certain about one thing: we will not do that if we put up borrowing or taxes. The fact is that today Labour is the greatest risk to our recovery.

My hon. Friend is absolutely right. It is this Government who are on the side of hard-working families: we have kept interest rates low; we have frozen the council tax; we have cut income tax for 24 million people; we have taken more than 2 million people out of income tax altogether; and our welfare reforms—sadly, not supported by the Opposition—are making sure that work always pays.

Q4. Today’s Daily Telegraph reports that 1 million people have been declared fit for work by the Department for Work and Pensions. Does that include people like my constituent, Michael Moore, who, despite multiple illnesses and disability, was declared fit for work in July 2011? Mr Speaker, Michael died in February this year, aged just 56.

Obviously, I am very sorry, on behalf of the whole House, about the loss of the hon. Lady’s constituent, but I am sure that she—and, indeed, I would have thought everyone in this House—would accept that it is necessary to have a system to check who is available for work, and who is able to work and who is not. The whole point of the employment and support allowance programme is that we can judge those people who can work but who need extra help and those who cannot work, who should always be looked after. I find it extraordinary that heads are shaking among Labour Members; I thought it was the Labour party, not the welfare party.

My right hon. Friend makes an important point. He talks about our armed services, and today is the day that we encourage people who serve to wear their uniform to work—not something that Members of this House can do, but none the less we should remember all those who serve our country, whether in the reserves or the regular forces.

On the issue of support for Afghanistan, we have already announced that we will continue with the generous level of aid and development support that we are giving to Afghanistan after 2015—we have very much been leading the charge on that—as well as helping to fund the build-up of the Afghan national security forces between now and 2015.

Perhaps the best way to answer that question is to quote the hon. Lady’s own leader, who at the launch of his local election campaign said:

“Tax avoidance is a terrible thing. It must be cracked down on.”

That, I thought, was the official position of the Labour party. It should be thanking us for getting on and doing just that.

I will certainly join my hon. Friend in supporting that project. It is important that we help children with special needs through not only their schooling time but that transition after school and into college, and then try to help them to find work. It sounds like this is an excellent project that deserves his support.

“The problem is that policy is being run by two public school boys who don’t know what it’s like to go to the supermarket and have to put things back on the shelves because they can’t afford it for their children’s lunchboxes. What’s worse, they don’t care either”?

Those are not my words, but the words of a Conservative Member, the hon. Member for Mid Bedfordshire (Nadine Dorries).

I would have thought that, coming from the north-east, the hon. Lady should be celebrating the fact that Nissan is going to build its new car in Britain—instead of whatever nonsense it was that she read out.

My hon. Friend makes the important point that Labour Members had plenty of opportunities over 13 years. The shadow Chancellor and the Leader of the Opposition were there all the way through. They could have promoted a judicial inquiry. They could have responded to the Select Committee and done something about the Information Commissioner reports. They were the slumber party.

My hon. Friend makes an important point. Obviously, this is a very big change that we are making from control orders to the new system, and I am sure that the House will be consulted properly, and that proper prior sight of what is being proposed will be made. But he can get involved right now if he wants to, as the policy is being developed.

Mr Speaker, in 2008, your review into communication needs described speech therapy services as a “postcode lottery”, and, sadly, in 2010, a national survey of primary special educational needs co-ordinators showed that 57% had never heard of the Bercow review, and that services remain as inequitable now as they were then. In the national year of communication, and with “The King’s Speech” having done so much to raise awareness of this issue, will the Prime Minister clarify whether the Government are planning to implement the recommendations of your review, and how they are planning to do that when local authorities are facing such huge cuts?

The hon. Lady will shortly see the Green Paper on special educational needs, in which we are giving priority to this area because, as I know from my own experience, getting hold of a speech and language therapist is often extremely difficult. Of course, as in every other area, there will be constraints in terms of resources, but I think we can do better by having a less confrontational system and making sure that more resources actually get to the parents who need them and who want to do the right thing for their children.

This is the news that the Opposition do not want to hear. Four fifths of that growth was coming from the private sector, and that is an encouraging sign that we should celebrate rather than look miserable about.

The Prime Minister talks of difficult decisions, and last week the Chancellor said that government is about choices. The Opposition agree, but we would have made different choices—
