Last December, Henry Nowak’s life was cut short in a horrific and senseless act of violence. My thoughts today are with Henry’s family and friends, who have shown extraordinary courage and dignity. Today I can announce an independent review, led by a former Lord Chancellor, the right hon. Alex Chalk KC. It will investigate what was known about the perpetrator, including any missed opportunities to intervene. It will look at the Nowak family’s experience of the criminal justice system and whether they were supported in the manner they should have been.

Once the Independent Office for Police Conduct has concluded its investigation into the police response, the review will also consider the actions of the IOPC and, if necessary, the police. The full terms of reference have been published today, and an initial report will be submitted to me within five months. We must get to the truth of what happened before, during and after that awful night, and we must do everything in our power to ensure that no family suffers the same fate. We owe that to Henry and to all who loved him. They deserve answers, and this review will provide them.

Many of my constituents have raised the issue of antisocial behaviour and dangerous riding by people on e-bikes, particularly in Southwick, Shoreham and Lancing. What is the Secretary of State’s Department doing to crack down on such behaviour, which is blighting the lives of many people in my constituency?

My hon. Friend will know that we have made it easier for the police to seize e-bikes on the spot, and we have cut the timeframe for disposal to just seven days. Police forces are already making use of these powers so that dangerous and illegally used bikes can be taken off our streets. Where appropriate, they can also be destroyed.

The reason the Government did not comment until yesterday is because a criminal case was going through our courts. Members of this House, and certainly members of the Government, are not commentators for the purposes of social media. Ministers of the Crown must respect the independence of our criminal justice system and the ability of our courts and independent legal processes to function so that, when findings of fact are made, a conviction happens and a sentence is passed; it commands public confidence across the whole country, because everyone knows it was not interfered with politically; and that it was, in fact, an independent assessment of the facts of a case. I remind the hon. Lady and all Members that that is the responsibility we all have. I urge her to reflect on that.

I thank my right hon. Friend for her statement. I offer my condolences to Henry Nowak’s family, who have been through an appalling ordeal. What assurances can my right hon. Friend provide that Henry’s family’s concerns about the initial police response are being fully considered by the relevant authorities and that lessons will be learned from this terrible incident, so that no other family has to see their loved one doubted in their final moments by those who should be helping them?

Let me give that assurance to my hon. Friend and, through him, to Henry’s family, as I did earlier in my statement. The family asked me a specific question when they responded yesterday. I have met that challenge and will ensure that we continue to meet that challenge, and that they get the answers they need and deserve.

Alongside restoring order and control of our borders, we will open new safe and legal routes for refugees and displaced people who are fleeing danger. We are currently developing routes for refugee students and workers alongside a community sponsorship route. A cap will be set each year in Parliament, and further details on the design of these routes will be set out in due course.

I am proud of our country’s history of offering refuge to those fleeing persecution and want this to continue, as do many of my constituents in East Worthing and Shoreham. Can the Home Secretary set out how she will establish safe and legal routes for people while taking action to secure our borders from the criminal gangs profiting from dangerous small boat crossings?

The first point to acknowledge is that this country will always offer sanctuary to those fleeing danger, but the public rightly expect a system that is fair and that restores control. That is why we are reducing the incentives that draw people here illegally, making it easier to remove those who have no right to be here and toughening controls at our borders, alongside developing safe and legal routes, which will provide the proper option for those fleeing danger to seek sanctuary in our country.
