Commons ChamberDoes my hon. Friend agree that the exclusion of 2 million voters, whom we know to exist, from the electoral register goes against the very principles of representation, and that for a Government to knowingly under-represent citizens who register for elections goes against their interests as well as ours in this House? Does she also agree that those citizens who are late to register are more likely to be transient and poor, and that they are often the most in need of representation?
