I am grateful for that answer. Will my hon. Friend reassure me that the Government are taking steps to protect people from being scammed out of their savings as well as ensuring that people have access to information to help them to decide how to draw down their pension savings?
My hon. Friend is absolutely right to ask that question. The Government take the threat posed by scams very seriously indeed. We run campaigns to highlight the risk posed by scams to savers, and we have established a cross-government taskforce to gather and share intelligence, and to co-ordinate enforcement action. We have also consulted on further measures to tackle scammers, including a proposal to ban cold calling in relation to pensions. Our next step will be announced very soon.

Commons ChamberThe entire estates review has come about because a 20-year private finance initiative contract comes to an end at the end of March 2018. That has presented the opportunity—indeed, the requirement—to review almost the entire DWP estate. We are trying to consolidate it into less space to save money for the taxpayer and to do things more efficiently. We do not want the people who work in those places, particularly in back-of-house locations, to be made redundant. We are trying extremely hard to find other opportunities for them elsewhere in DWP or in the public sector.
The UK labour market is the strongest it has been for years. Over the past year, the number of people in employment has increased by 302,000. The employment rate stands at a new record high of 74.6%. The unemployment rate remains at 4.8%—the lowest rate in over 10 years.
I thank my right hon. Friend for that answer. He will agree that long-term unemployment is particularly damaging for a young person. What steps is his Department taking to ensure that no young person falls through the cracks?
My hon. Friend is right: long-term unemployment can significantly damage anyone, particularly young people. I welcome the recent employment statistics, which show that 3 million 16 to 24-year-olds are full-time students, and another 3 million have left full-time education and are working. Together they account for 86% of all young people in the UK, the joint highest on record. She is right that there is always more to do, which is why, in April, we are introducing the youth obligation to ensure that young people are fully supported as they progress into work and while they are at work.

Commons ChamberThis Government have never hidden their aims to have a high-wage, low-unemployment economy, in which people have the satisfaction of bringing home a wage for their family. We only have to look across the channel to see the really damaging effects that long-term unemployment, particularly among young people, can bring. The changes that the coalition Government and this Government have brought about have been successful. As other hon. Members have said, we now have 2.7 million more people in employment than in 2010. The claimant count is at its lowest since 1975.
Universal credit was an ambitious aim, and it has at its heart the objective that low-income families will not find themselves better off on benefits than if they went out to work. That was the perverse situation that persisted under the labyrinthine system that preceded it. This system was unfair, as my hon. Friend the Member for Weaver Vale (Graham Evans) said, to those who were trapped on benefits and to the taxpayers who paid for it. In South Ribble, my constituents support a system that is fair on everybody.
I would like to pay tribute to DWP employees who worked really hard on the roll-out of universal credit. There have been some hiccups, but I think they are being looked at. When the Minister sums up, will she explain what systems are in place for monitoring the ongoing roll-out of universal credit?
There is a feeling of unfairness for some families that are in work and doing the right thing, but still find it difficult to make ends meet. To that end, I am pleased about the introduction of the national living wage and the extended hours of free childcare. I particularly welcome the “Child poverty transitions” report, which my hon. Friend the Member for Cardiff North (Craig Williams) mentioned. I shall not repeat what he said, because I know many hon. Members still wish to speak.
Let me finally address the closure of jobcentres in Glasgow. I read with interest the Westminster Hall debate led by the hon. Member for Glasgow South (Stewart Malcolm McDonald) on this specific issue. I fear that SNP Members might be politicking. When I read the summing up by the Minister for Employment, I found that he made very clear both his personal and his Department’s commitment to getting people into work. He said that at some of the smaller jobcentres, only 25% of the floor space was actually being used, while also making it clear that he is committed to getting people into work. There is too much clinging on to bricks and mortar when the real questions should be what works and what will get more people into work.

Commons ChamberThe background to this debate is the deep changes in our society: a growing population, an ageing population, and more and more of our constituents living with long-term disabilities and illnesses as a result of medical advances. Not all, but many of the speeches from the Opposition have been rather simplistic. In fact, the situation is incredibly complex.
A wide range of our constituents live in supported housing: the elderly, refugees, victims of domestic violence and people living with mental health problems. Some will live in this environment for a matter of months, others for practically their whole lives. Members on both sides of the House have spoken passionately about organisations in their constituencies that work with those people. It is evident that we will need more supported housing. If that is the case, we need to ask very honestly: is this accommodation suitable and are the services that go with it suitable? Is supported living getting the best value for taxpayers’ money? If it is not, it will be unsustainable over the long term. In the end, it will be the vulnerable in our society and in our communities who will suffer.
I very much welcome the fact that this is a consultation. The Government are listening. We see that from the one-year moratorium announced today. This debate will be a part of that, as will representations from housing associations.
We have to talk about sustainability because, as my hon. Friend the Member for Weaver Vale (Graham Evans) outlined, the housing benefit bill increased by 46% between 1999 and 2010. That was not a fair balance between those families living in social housing and the hard-working families who did not quite meet the threshold. Supported housing has to be on a sustainable footing. This policy is still being developed. With that in mind, I would be grateful if the Minister looked very closely at the representations from my local housing association, Progress Housing, which serves people all over South Ribble, but is based in Leyland. It has refuges and supports people with a wide range of difficulties.
I take great issue with some of the statements from those on the Opposition Benches that we on the Government Benches do not care about the vulnerable in our society. It is very easy to throw money at a problem and have a quick fix. We want to put supported living on a long-term sustainable basis, after a thorough consultation, so that it works for everybody—not just now and not just till the next election, but for the next 20 or 30 years. That is a clear plan of action, rather than criticism with no answers.
