Will the Leader of the House congratulate the Polzeath marine conservation group on the installation of two water fountains on two of our most prolific beaches in north Cornwall? Given the increased use of reusable bottles, would it be possible to have a debate about the need for more water fountains around the UK?

The answer is very simple. The normal rules apply at Question Time—topical questions and answers are brief. The Secretary of State has perfectly properly given an answer. As he says, there will be an urgent question today; the matter can and will be explored further then.

T3. I will try to be brief, Mr Speaker. The all-party parliamentary group for rural business recently recommended mobile data roaming for areas that are quite isolated, such as my constituency of North Cornwall. The group reckons that this could boost mobile data by 8%. Will the Government apply pressure in this regard to ensure that my constituents get the best coverage?

The Secretary of State will be aware that Cornwall recently received £5 million for community-led self-build housing. Does he support neighbourhood plans that look to provide that facility instead of registered social landlord properties, so that Government Members can give people not only the ladder, but the spade, the spirit level and the trowel, too?

Having already congratulated the hon. Member for Livingston (Hannah Bardell), I am now delighted to congratulate the hon. Member for North Cornwall (Scott Mann) on his successful completion of the marathon yesterday. Despite that, he has sprung to his feet very impressively.

Thank you very much, Mr Speaker.

The Secretary of State and other DEFRA Ministers will be well aware of the challenges facing Camelford, in my constituency, which was recently subjected to an air quality assessment, and which is in the very early stages of being granted a bypass. I hope that the Secretary of State will support me, and the local community, in our bid for a new bypass in Camelford.

15. Thank you, Mr Speaker. The six Cornish MPs are also leading on this and my hon. Friend the Member for Truro and Falmouth (Sarah Newton) will be launching the “100 in 100” campaign in Cornwall. I thank my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi) for establishing that, and may I ask the Minister to pledge his support to Cornish campaigning for apprenticeships?
