The hon. Lady has joined a number of Members in calling for a debate to celebrate culture and she is absolutely right to do so. I am delighted to join her in celebrating the 21st birthday of the Angel of the North, which is an iconic sight for those who travel from the south to the north of the United Kingdom.

Will the Leader of the House congratulate the Polzeath marine conservation group on the installation of two water fountains on two of our most prolific beaches in north Cornwall? Given the increased use of reusable bottles, would it be possible to have a debate about the need for more water fountains around the UK?

I commend my hon. Friend for raising such an important matter on behalf of his constituents. It is vital to make drinking water more readily available if we are to reduce the use of single-use plastic bottles. The water industry supports the Refill campaign, and Refill points will be installed in every major city and town in England, but Water UK is also exploring options for rural communities, and the Government continue to work closely with it. My hon. Friend might like to seek an Adjournment debate to raise the matter further and allow other Members to contribute.

I think that all right hon. and hon. Members would share the hon. Gentleman’s enthusiasm for the creative industries and the benefits that they give to communities, and particularly to young people in finding work. He has raised the achievement of his community, and I congratulate them on that. We have Department for Digital, Culture, Media and Sport questions next week, and he might want to raise the issue with Ministers directly.

Two and a half years ago, 22-year-old Thomas Demaine was tragically killed in a car accident. His post-mortem revealed that he had an enlarged and dilated heart. He became one of 12 people under the age of 35 who die every week because of undiagnosed cardiac conditions. Before his death, Thomas attended Bodmin College in my constituency. Thomas’s family are now campaigning for young people to have access to free cardiac screening. May I ask for a debate on this issue so that we can bring up the merits of introducing free cardiac screening for young people?

I am truly sorry to hear such a sad story. I commend my hon. Friend, and also Thomas’s family and friends, for the work that they are doing to highlight this tragic issue. The UK National Screening Committee is looking at the evidence on screening for the major causes of sudden cardiac death in young people. An evidence review document will be developed and will publicly consulted on later this year.

I say very gently to the hon. Lady that there is no such thing as sneaking out a statement. It is a statement; it is designed to inform the House. Statements come out before the House rises because all Secretaries of State and Ministers are conscious of the need to keep the House informed as far as possible while it is sitting.

On the hon. Lady’s substantive point, as I have said to the hon. Member for Ogmore (Chris Elmore) the point is that as technology changes there are ways to improve passenger services earlier for Welsh train users, so it is vital that we seize those opportunities to deliver improvements earlier in a more cost-effective way and with less disruption to passenger services.

Many of my constituents were delighted to see the Queen’s Speech and the announcement of trade, agriculture and fisheries Bills, as were many constituents across the west country. However, the Question Times for the Departments for Transport, for Exiting the European Union and for Environment, Food and Rural Affairs have been some of the shortest in this Parliament. Given that she is the former Environment Secretary, will the Leader of the House consider extending the time allowed for those questions during this important time as we leave the EU?

My hon. Friend shares my passion for the success of the agricultural and fishing sectors as we leave the EU. There are huge opportunities there and he is certainly a keen advocate for them. All the timings for oral questions are kept under review and they are adjusted as demand changes, so I can assure him that that will be considered in due course.
