We have taken steps to reduce our dependence on imported PPE. Thankfully, UK manufacturers are now capable of providing 70% of all items of PPE, except gloves, that we expect to use throughout the winter. The hon. Gentleman may not be aware that, before the pandemic, just 1% of PPE was produced in the UK. The FCDO is working through our embassy in Beijing to ensure that external due diligence service providers carry out open source checks on Chinese suppliers of medical products produced during the peak of the covid epidemic. All procurement processes were in line with the UK procurement regulations during this time.

I am sure that my hon. Friend will be absolutely appalled by the credible reports of forced abortions and forced sterilisation. Will he commit to taking action on this by formally and publicly condemning the population control practices of the Chinese Communist party and requesting that these cease immediately?

My hon. Friend is right to raise these abhorrent issues. We debated this in the Chamber earlier this year when a report was made available. We will continue to hold China to account under its international obligations and to take the lead globally.

The hon. Gentleman is right to raise this, and I know that he has a deep interest in freedom of religion and belief. We are very concerned about the reports coming out of Tibet. We had a debate in Westminster Hall on this very issue. I believe that our growing caucus at the UN is bearing fruit. Thirty-nine countries is no small achievement. The Foreign Secretary should be congratulated for his work in this regard, and Lord Ahmad, a fellow FCDO Minister, has delivered several statements at the UN on this issue. I can assure the hon. Gentleman that, with the Foreign Secretary and the FCDO taking a leading role on this issue, we are getting purchase internationally, and China will have heard the remarks today and countries’ abhorrence at the actions in Hong Kong.

The legally binding joint declaration signed by China as well as the UK sets out that Hong Kong will have a high degree of autonomy. China must respect that. Will my hon. Friend assure the House that he will continue to work with our international partners to condemn these attacks on democracy in every possible way?

My hon. Friend is 100% correct in every word he has just said. I can assure him that we will continue to lead this international effort against the violations and the breaches of the joint declaration. We are in constant touch with our international partners on this, not least Australia, Canada, Germany and the US, which, I reiterate, have all issued statements today condemning this action by China.

I am well aware and appreciate that the right hon. Lady takes a close interest in the case. As I said in my opening remarks, I met her and her fellow co-chair of the all-party parliamentary group on anti-corruption and responsible tax. I must reiterate however that there is a process and the Vienna convention to follow, and we have no evidence that the arrest is linked to Mr Taylor’s whistleblowing on corruption at SBM Offshore. Mr Taylor has alleged that the arrest is linked to his whistleblowing activities. On 3 September the Croatian extrajudicial council issued its decision to extradite Mr Taylor to Monaco. He appealed against his extradition. We understand that the CPS has advised there is no outstanding case against him.

What actions are the Government taking to ensure Interpol’s systems are not abused?

The UK has seconded a senior lawyer to the Interpol taskforce, working to prevent the abuse of Interpol’s systems.

As well as destabilising the region and having a long history of financing global terror, we must not overlook the Iranian regime’s human rights abuses and their detention of British citizens. Indeed, there was no mention in the 2015 nuclear deal of either financing global terror or human rights abuses. The Prime Minister has been quite right to call out the shortcomings of that deal. Does my right hon. Friend feel it is finally time to look again and call for a new comprehensive agreement with Iran?

My hon. Friend asks a very good question. As long as the JCPOA can offer some benefit to constraining Iran’s pursuit of a nuclear programme and, as I said, in the absence of something better, we will continue to support it. We do raise human rights, for example, at the various highest levels, and we do take action alongside our friends in the international community. We have been clear that we need to find a long-term solution to address the actions across the region that Iran is taking.

The national security legislation was only introduced on 30 June. We are now towards the mid to end of July. Not only did we move to extend a path to citizenship to BNO passport holders and those with eligibility, but we have now taken these further steps on extradition and the arms embargo. All these things need to be thought through carefully and require legal preparation. I believe we have moved swiftly, reasonably and proportionately.

I strongly welcome today’s announcement and thank my right hon. Friend for his statement. Does he agree that China must adhere to international law if it wishes to be treated as a leading member of the international community?

My hon. Friend is right. That is the relationship and the way we want to calibrate the relationship—looking for positives, militating against risk and guided by international obligations, multilateral but also directly bilateral, which, in the case of Hong Kong, China freely assumed and is now in clear and serious violation of.

The hon. Gentleman will of course know about the efforts—in particular with the UN envoy, Martin Griffiths—to bring an end to that conflict, and we have been tireless in supporting, pursuing and supplementing them. Of course a lot of the diplomacy will go on behind the scenes.

The hon. Gentleman mentions arms exports. We have one of the most robust arms export control regimes in the world. We have carefully considered the implications of the Court of Appeal’s judgment, for example, and we will make sure that we are always compliant. However, the reality is that our focus has been on, as the hon. Gentleman mentioned, raising human rights issues when necessary, and also on trying to bring all the parties, including the Houthi rebels, to the table to have a proper political dialogue that can end the conflict in the interests of all the people in Yemen.

Does my right hon. Friend agree that only through constructive dialogue with Saudi Arabia can we hasten progress on issues of human rights and the ongoing conflict in Yemen?

My hon. Friend is right, and we are listened to more because we engage and try to exert positive influence. Equally, however, we will not be shy or retiring in raising those issues. We raised them in the Human Rights Council statement in March 2019, and in other UN forums. As I said, when I was in Riyadh recently, we raised those issues bilaterally with all senior interlocutors.
