Commons ChamberThe hon. Lady is right to point out the importance of making sure that women are safe. It is the absolute priority of this Government to keep women and girls safe, including in our detention system. The Government have signed and will ratify the Istanbul convention and, as the hon. Lady knows, we are well exceeding all its targets.

Commons ChamberThere are various ways in which people can be accountable. My hon. Friend is trying to compartmentalise people. The people on the harbour authority are sailors themselves, and they live in the community and want to see good and balanced decision-making, taking account of all elements in the community.
I am very supportive of the Royal Yachting Association—and, as I have said, I have been a lifelong sailor—but in this instance it is out of touch with its members. That was also the case in respect of the reorganisation of the coastguards. The national body of the RYA took one position and its members locally took a different position.
No RYA members or yacht clubs in my constituency have raised the issue under discussion. Falmouth is home to the Royal Cornwall Yacht Club, and it is where Olympic sailor Ben Ainslie started sailing. It is an international centre of sailing, but none of these clubs has raised this issue with me. They currently work collaboratively with the harbour authority, and they welcome these measures.
I will be very brief, as I know time is running out, but I want to assure those Members who are concerned about safety that nobody knows better than me that incidents that cannot be legislated for can happen at sea, because my family has paid the cost of that. I have spoken to a lot of yachtsmen, and members of the RYA and harbourmasters. This measure is about port safety. I urge those Members who have spoken so eloquently about the RYA to consider the safety implications of having congested harbours and a harbourmaster who cannot move boats from one area of the harbour when dredging takes place.
I pay tribute to the my hon. Friend the Member for Croydon South (Richard Ottaway), who had a distinguished career in the Royal Navy. I should declare a special interest, as my daughter is involved in navigation as a lieutenant commander in the Royal Navy and my son deals with electronic navigational aids. I also want to put on record an interest to which I do not strictly need to refer today, and that is my membership of the Sea Safety Group, which I sincerely hope will form the type of organisation that will bring everybody together to draw up the code of practice. Not only was I a member of the Plymouth sea safety group, which brought merchant shipping people, ports, port and harbour authorities and every other user of the sea, including the RNLI and RYA, together, but so was my late husband. I am so sorry that I got angry when I heard that yachtsmen were going to sea without using VHF radios, but nobody knows more than me what that can mean. I apologise for my anger, but I believe that everybody should go to sea with a VHF radio and an emergency position indicating radio beacon.
I am sorry to have taken up so much time and I sincerely hope that my hon. Friend the Member for Worthing West (Sir Peter Bottomley) will consider withdrawing the amendment.

Commons ChamberWhat we are all agreed on today—I hope we will hear this from the Minister—is that we should leave no stone unturned in finding ways to stop the increases in fuel prices and in starting to tackle the problems that we have heard about in this debate.
I will not use the limited time that I have to duplicate the points that have been made by my colleagues, the majority of which I agree with. However, I will develop the issue raised by my hon. Friend the Member for Romsey and Southampton North (Caroline Nokes) about the impact of rising fuel prices on volunteer transport schemes. Like many rural areas, my constituency does not have good public transport. It also has a high proportion of elderly people, many of whom are living in poverty.
We have one acute hospital that serves everybody living in west Cornwall. Volunteer drivers play a vital role in taking people to hospital, to their GPs and to other therapeutic appointments. Volunteer-run minibuses are also very important. One such service, Transport Access People, run by Age UK Cornwall, is based in my constituency. TAP has just under 30,000 clients and its volunteer drivers have clocked up more than 2.6 million miles. It currently has 250 volunteer drivers, but it has lost six in the past couple of months because of rising fuel prices.
Transport Access People covers not only the west of Cornwall but the whole of Cornwall. In my constituency, TAP is finding it extremely difficult to get volunteer drivers because of the excessive fuel costs that they have to pay.
My hon. Friend makes a very good point, as usual. To cover the increased costs that she mentions, TAP has had to put its price up to 41p a mile. It is worried about the future, because it may have to raise it to 45p a mile, which is what similar organisations in other parts of the country are having to charge. Given that the average journey is 25 miles, and that it is not uncommon for patients to travel 50 miles for an appointment, we can see how prices are mounting up for patients. Some are entitled to free travel, but many people on very modest incomes are not.
A report by CAB Cornwall, the citizens advice bureau, has highlighted the fact that some people are not attending hospital appointments because they cannot afford to. That is a waste of precious NHS resources and not at all good for the patients concerned. Work is being done locally to try to address that, with more NHS services being moved closer to people’s homes, but that will take time. I hope that the Minister will commit to considering what further help the Government can provide to keep these much-needed volunteer drivers on the road.
