I beg to move,

That this House has considered the Government plan to reach net zero by 2050.

It is a pleasure to serve under your chairmanship, Mr Gray. I am grateful to the huge number of Members from all parts of the House who have come along to Westminster Hall this morning. It really underlines the absolute priority that this House and the Government give to tackling the huge challenge facing us all.

There is no doubt that the UK leads the world on tackling climate change. We have decarbonised faster than any other major economy, reducing our emissions by 38% since 1990, but we all know that we need to go further and faster, which is why Parliament supported the world-leading net zero target, making the UK the first major economy to do so. The Government must now outline a strategy, with concrete policies and a road map showing how we will get there.

Climate change and the decline of nature is the most serious threat we face. Unchecked, it will lead to more extreme weather events such as floods and droughts, damage precious natural habitats, and cause sea levels to rise. The impacts could be irreversible. The response must be similarly comprehensive, and action must be taken across the whole of our economy. I am confident that we can do that, because there is concern and support for action not just in the streets outside, but in every home, every business and every community across our country. We are an imaginative, creative and innovative nation, and I think we have what it takes to rise to this challenge. It is an opportunity to grow our economy more sustainably. What is good for nature is good for human health and wellbeing.

Every week, like all hon. Members, I meet people from a wide range of organisations—local councils, students, schools, local businesses, and environmental activists—all of whom are fully invested in ensuring that we achieve our net zero target. In every meeting, there is agreement on what the challenge is and why we need to act, and the conversation moves on to how and when they can play their part. If we are to harness that enthusiasm and expertise, we need first and foremost to provide more information about the Government’s plans.

In this debate, we will hear lots of ideas for new policies to help reach net zero, and I hope that the Minister will take them on board. I will highlight just one: my recent ten-minute rule Bill, which makes the compelling case for the Government to set out a plan to retrofit energy efficiency measures in homes across the country. That Bill asks the Government to publish a plan for meeting the domestic energy efficiency targets in the clean growth strategy, to make provision for monitoring performance against milestones in the plan, and to establish an advisory body for the implementation of the plan. As we prorogue tonight, the Bill will fall, so I ask the Minister to take its provisions forward into the next Session. The Committee on Climate Change says that that action should be a priority, and the National Infrastructure Commission has also made it a priority.

The technologies required to enable decarbonisation of the building stock and energy systems are largely available today. Industry body representatives have set out clear plans, as have leading charities such as National Energy Action. Taking action on energy efficiency has the dual benefit of reducing carbon emissions and saving people money.

I congratulate the hon. Lady on securing this debate, and commend her for her Bill. On housing and the Government’s performance, does she agree that it is regrettable that the ambition to achieve zero carbon homes by 2016 was torn up in the 2011 Budget? We would have made much greater progress had that not been done and we had pursued that ambition for 2016.

I would rather use today’s debate to show the collective will and determination of hon. Members to support the Government in reaching the new target, rather than engaging in a tit-for-tat about which Government could have or should have done what in the past. Let us focus on the future and on what we can all do as Members of Parliament to support the Government in reaching the target that the whole of Parliament supports.

Tackling fuel poverty will end a lot of preventable human misery, as well as save the taxpayer a great deal of money in the NHS, in social care and in the Department for Work and Pensions. Evidence clearly shows that when people live in a warm home, their health improves, children do better at school, and people are more likely to be in work. I know that Cornwall would very much love to be the area of the country to pilot the whole house retrofit.

Having pitched my Bill, I will focus my remarks on the main theme of this debate, which is the importance of making readily available to everybody in our society digestible information on what we are doing to reach net zero. That is really important, because not everyone will be able to read the 277-page net zero report by the Committee on Climate Change, or the 630-page report by the Intergovernmental Panel on Climate Change, which are difficult for many people to understand. Day in, day out, there is a barrage of announcements from Government Departments about what they are doing to tackle this challenge.

My hon. Friend makes an incredibly important point. We have seen an absolute crash in the supply of social homes, and I understand that only one is being built for every five we are losing. Those are the tragic numbers that underline this, and they explain why we are seeing so many social crises in our communities.

I should like to congratulate the hon. Gentleman on securing this really important debate. Although there are not many colleagues on the Conservative Benches this afternoon, there is huge support for social housing on this side of the House. He made a point about numbers. Cornwall is not led by a Conservative council, so I am not making a party political point here. When I came to the House in 2010, Cornwall was delivering around 700 social homes each year, but in this past year, according to the Library, the number was 1,437. That is a doubling of the number of social homes available to people in Cornwall, which has a very challenging housing market because it is such a popular place for people to have second homes. Where communities and local authorities work together and innovate, it is possible to use the Government’s policies to meet local housing need.

I thank the hon. Lady for her intervention and I hope that she will make a speech later. Her point is valid and I am sure there are huge pressures in her community and other parts of Cornwall. I have discussed this very issue with many of her colleagues on the Government Benches, and I know that the right hon. Member for West Dorset (Sir Oliver Letwin) and Members from Somerset reflect similar views. There is a lot of hardship in our rural communities related to access to and requirement for social housing. What is being done in her constituency is admirable, but it comes down to the ability to borrow and what can be done. She may be referring to provision by housing associations, but I am particularly keen that we should see a rapid ramp up in council housing provision if we are ever to achieve the 300,000-plus figures that everyone mentions.

As I was saying, the achievements of the post-war period were extraordinary, and under the Attlee Government an astonishing 80% of houses built were council houses. Materials were in short supply, but they achieved it. The boom continued under the incoming Conservative Government. In response to Churchill’s challenge, Macmillan who had been appointed Minister for Housing, delivered more than 750,000 council homes in just one year: things had never been so good.

The giddy heights of those years and new social housing developments ended abruptly at the end of the 1970s with the radical policy changes of the incoming Conservative Government, and one of their first moves was to cut public expenditure for housing. Giving council tenants the opportunity to buy the homes they were living in, at a generous discount, was one of the defining policies of the Thatcher era and more than 2 million council tenants took advantage of it.

Universal credit has been designed with accessibility in mind, and we are committed to providing a tailored service that recognises those with complex needs. We are improving accessibility features and we are adding to the system all the time, allowing people to claim online, by telephone or through home visits. We really want to work with many community partners or those who are supporting people with complex needs to make sure they do get that support.

A year ago I wrote, with 100 MPs from across the House, to the then Secretary of State to highlight what was really faced by so many disabled people, which is a hostile environment in trying to access payments. It now transpires that seven reviews are being undertaken by the DWP into the serious administrative mistakes that have been made, including why 4,600 disabled people have wrongly had their personal independence payments stopped. Will the Minister update us about what progress has been made on those seven reviews and, indeed, about what learnings are going to be taken forward?

We work very hard in the DWP to make sure that decisions are made accurately the first time. However, where there have been mistakes, we work really quickly to remedy them as soon as possible. The hon. Gentleman is quite right that we are going through some wide-scale administrative exercises on both employment and support allowance and PIP, and I regularly provide written ministerial statements to the House—the most recent ones were in December—setting out exactly what we are doing.

T7. Does the Minister think that a 47-week average wait for a PIP appeal hearing at the Coventry centre is acceptable, particularly considering that the person appealing will not receive any money during that time and that 80% of decisions are overturned at tribunal?

No, I do not think that that time is at all acceptable. That is why we have been working so closely with our colleagues in the Ministry of Justice to make sure that people can have their appeals heard much more swiftly. The hon. Gentleman will be pleased to know that more than 200 new judges have been recruited to the tribunal, and that through the use of automation we are beginning to see waiting times for appeals reducing greatly. But let us look at this overall: PIP works for the vast majority of people, and of the decisions that have been made, only 9% have been taken to appeal and 5% overturned. We are constantly looking to make sure that we make the right decision the first time, but the situation is improving.

I am afraid that the hon. Lady is just factually incorrect. The vast majority of jobs have been full-time, well-paid jobs. I have the honour of representing my home, the area where I grew up, and I can tell her that I have seen at first hand the growth of full-time well-paid jobs all around my constituency since 2010. That is what this Government are delivering all over the country.

We have seen an exponential increase in underemployment since 2010, through the growth of part-time jobs and zero-hours contracts. Does the Minister therefore agree that what we have actually seen is a jobs mirage rather than a jobs miracle?

I am afraid that the hon. Gentleman is just factually incorrect. We have seen the growth of many full-time jobs, and the number of zero-hours contracts is going down. Speaking as a woman who raised her family, I can tell him that part-time employment can be an extremely good option for many people in our labour market.
