The hon. Member will know that the infrastructure programme to upgrade our water and particularly our wastewater systems is the largest of its kind in the world. He can track progress against those infrastructure plans on the dashboard of the Water UK website. Good progress has been made. Just to give one statistic, when we came into office, less than 7% of overflows were monitored; the figure is now 100%. Those overflows will come down very swiftly in the coming years. But there are particular issues with particular companies, and I will make sure that the Secretary of State has heard his particular concerns about these aspects of Thames Water, as the next questions is not until 9 May.

Residents in Lancashire have had an excellent police and crime commissioner since 2021 in Andrew Snowden. He has prioritised community and neighbourhood policing, recognising that visible policing is a key way to reduce crime and antisocial behaviour. But that is now under threat: Labour's candidate in the upcoming election is the same person who held the role previously and did so much damage to Lancashire policing. Will the Leader of the House agree to a debate on the importance of community policing and stations?

I know that my hon. Friend will know how to apply for a debate and I would encourage her to do so. I understand that, when the Conservative police and crime commissioner came into office, he found out that his predecessor could balance the books only by shutting police stations, including Accrington, Burnley, Chorley—Mr Speaker would be very disappointed to hear that—Morecambe and many others, and by making redundant a large number of police staff: the precise people we want in touch with their communities daily. In contrast, Andrew Snowden, who has been Lancashire’s PPC, has reopened four police stations and is currently constructing two more. That is the kind of service that people want. They want bobbies on the beat and to be able to call in to local police stations. That is exactly why Andrew Snowden should be re-elected.

I thank my hon. Friend for giving us all the opportunity to welcome I’m George’s Mate—it sounds like a wonderful initiative, and all credit and praise are due to his constituents David and Hilary for the work they are doing on that. He will know that the new five-year suicide prevention strategy for England, which was published in September, sets out our ambition to reduce suicides within two and a half years, together with over 100 actions to make that happen. However, we will only be able to do so through the likes of David and Hilary and that grassroots action, providing the support that people need, including peer support. We have backed our plan with £10 million in a new grant fund, and it was precisely those sorts of community organisations and social enterprises that we were thinking of when we set it up.

Nineteen years ago today, at the age of nine years old, I woke up to the news that my beautiful mum had died. She had an illness —she was an alcoholic. My story of this loss through addiction is not an isolated case. While I welcome the Government’s harm to hope strategy and the funding for local authorities, more needs to be done to provide wraparound care and support for the families of those who have an addiction. Will my right hon. Friend support a debate in Government time to see what further actions can be taken to support people with addictions, so that we stop others losing loved ones far sooner than they should?

Can I thank my hon. Friend for raising this matter, and say that we are all thinking of her today in particular? [Hon. Members: “Hear, hear.”] She will know better than anyone the impact that alcoholism and its health aspects can have on families, and on children in particular. I thank her for sharing her personal story today, which will help raise awareness and shine a spotlight on the importance of these services.

My hon. Friend rightly acknowledges that the Government have made additional investment in this area. I also salute the healthcare professionals around the country who are doing fantastic work, introducing alcohol screening services at accident and emergency and elsewhere in areas where there is high prevalence of these issues. We need to do more on that front: the Government are tackling a number of issues in our legislative programme, including smoking, but alcohol abuse remains a huge concern for many people in this nation, and we must continue to be vigilant and see what more we can do to help families in that situation.

The hon. Lady will know that that is a huge focus for the Department. The Secretary of State is collecting more data and using it in a way we had not done previously. As I announced in the business statement, on Thursday 27 April we will have a general debate, thanks to the Backbench Business Committee, on progress on reforms to NHS dentistry. The hon. Lady will know that we have brought forward new money and that contract reforms and many other things are under way, not just to deal with the immediate situation, which has arisen in part because of treatment backlogs, but to make the right provision and have the right number of dental schools around the country to ensure a pipeline and a strong workforce in future.

I thank the Leader of the House for visiting Hyndburn and Haslingden last Friday to see the Veterans in Communities organisation in Haslingden and speak to volunteers and veterans— I must just plug the open day from 10 to 3 o’clock tomorrow in Accrington town centre, where people can see the amazing work that they do. Does my right hon. Friend agree that such organisations make a huge difference to places like Hyndburn and Haslingden and to veterans in general? Can we have a debate in Government time on the support that these organisations give to veterans in our communities?

It was a pleasure to visit my hon. Friend’s constituency and see Veterans in Communities, an amazing organisation—I am particularly keen to get updates on the progress of the giant model railway that it is constructing. I thank her for what she has done to champion such organisations and ensure that they have all they need to reach everyone in the community who can benefit from their services.

When it would have been in this country’s interest to have a general election, when this Parliament was in paralysis due to Brexit before the 2019 general election, the hon. Gentleman’s party blocked it. I am not going to take any lessons from him on that front. We stood on a manifesto that we are delivering, but that work is not yet done, and we will continue to deliver the manifesto that gave us this sizeable majority.

Grassroots clubs and sports are vital to communities such as mine in Hyndburn and Haslingden. I have some fantastic clubs, such as Huncoat United and Accrington Wildcats, but they need support to ensure that they have not only the vital green spaces they need to train, but the funding to exist. Will my right hon. Friend allow a debate in Government time on how we can continue to support grassroots clubs and sports?

Numerous residents have contacted me this week about fireworks being set off at all hours of the night. As we come closer to bonfire night, will the Leader of the House allow a debate in Government time on antisocial behaviour and the use of fireworks, so that we can consider what we can do to strengthen legislation?

I thank my hon. Friend for raising the topic. I think it would make for a timely debate, and she will know how to go about securing one. There is already a comprehensive regulatory framework in place for fireworks, and we are determined to tackle all forms of antisocial behaviour, including fireworks being used as weapons. I will raise her concerns with my colleagues at the Department for Business, Energy and Industrial Strategy and the Home Office.

It is an honour to follow my hon. Friend the new Member for Southend West (Anna Firth) and a true honour to speak in this debate dedicated to our wonderful late colleague, Sir David. When I entered Parliament he showed me so much love and affection because I became the next Conservative MP for Hyndburn after his best friend, and godfather to two of his beloved children, the late Ken Hargreaves.

Before I talk about Hyndburn, I would like to read a quick excerpt from David’s eulogy to Ken that describes the cheeky relationship they shared. It is about a joke that David played on Ken. He said:

“I had thought that we had the same views on pornography, thinking there should be less of it, but one evening I observed Ken dashing into a lobby to vote. The lobby was fairly empty and when he came through he asked me what he had voted for not knowing himself. ‘More pornography’ I replied. ‘Oh eck’ said he.”

What shines through in his eulogy is a clear understanding of how they became such great friends. Every word that he attributed to Ken could be attributed to Sir David. He concluded as follows:

“Ken was undoubtedly an inspirational character, a man of the highest integrity and generous to a fault. The nearest thing to a saint that I have ever met and he was certainly a political saint if we excuse his voting record on pornography! So I share with everyone in this Church the pain and grief of our loss, but this is a celebration of a very great life and let us be cheered in the certain knowledge that if anyone deserved to go to heaven Ken did and that is where he is now.”

Will the hon. Member join me in thanking the Government for dealing with the issue of extreme unction when it came to Sir David and setting up a commission to look at third-party access to crime scenes? They did that and it is now part of the guidance issued for all police forces throughout the country. I am grateful to the Government for that.

I share the hon. Gentleman’s gratitude for that. That the Government acted quite swiftly on the issue was key and put us all at ease after such a tragic incident.

Now on to Hyndburn and Haslingden, my fantastic home. We have some really exciting projects coming forward in Hyndburn and Haslingden. We are putting forward our £20 million levelling-up fund bid, which could bring back the life that Accrington town centre needs and that everybody knew and loved. That is something we are putting forward.

Lancashire County Council is putting forward a £50 million bid, and much of that money will be spent on Hyndburn to improve transport and our local roads, and to create the community hubs that we need. The shared prosperity fund will help to support businesses across Hyndburn and Haslingden, and promote our culture and heritage, which is desperately needed. We have some beautiful architecture: it just needs a little bit of tummy loving care. We also need to make sure that some of the shared prosperity fund is spent on Haslingden market hall, which I have pushed for. We have received funding for Clayton community hub, which is now the heart of the boxing club.

Lancashire is now home to the national cyber security centre, which is a £5 billion project bringing more than 3,000 jobs to the heart of Lancashire, and we now need to make sure that young people get the skills they need to feed into those jobs. We are looking at access for all at our local railway station. Work is already going ahead at Accrington, which is key, but we are now looking at Church and Oswaldtwistle, and Rishton. We need more frequent rail services to Manchester from Accrington, and I am working on that.

Accrington and Rossendale College became an institute of technology and received funding from the Department for Education, and received a grade of outstanding from Ofsted this year, which is a credit to Amanda Melton. She has just retired from teaching, but she was really keen in that.

We need funding for transport infrastructure, more frequent rail services and measures to improve pollution and congestion on our local roads. We also need to tackle speed, which is a key issue for local residents, and I am working with our fantastic police and crime commissioner, Andrew Snowden, to achieve that. We also need to look at our parks and green spaces and see investment in Victoria park in Haslingden. Hyndburn Council has just bought 88 acres of land in Oswaldtwistle to create a country park, which will be a fantastic asset. We have also created a BMX track—

Floral displays are needed across all of my beautiful market towns—Great Harwood, Oswaldtwistle, Haslingden and Rishton—not just in Accrington town centre. I will spend my summer in my home of Hyndburn and Haslingden, knocking on doors and speaking to what I believe to be the best constituents in the country. I am looking forward to having that break and connecting with local voters and speaking to them about the matters that mean most to them.

The hon. Lady is right to draw the House’s attention to this matter. I think she will join me in recognising that in the United Kingdom—in Scotland and across the UK—we have some of the greatest farmers in the world. Their efficiency and—[Interruption.] You never know how far away you are from an efficient farmer—they are everywhere! UK farmers have kept this nation fed very well since the second world war. We have had food security in this country for a very long time and I see no reason why that will not continue, but this is a matter of importance and worthy of further debate.

My amazing constituent Sy Hughes, who runs the Fitness Bank in Oswaldtwistle, has taken on the unimaginable by walking from Manchester to the Eiffel Tower in Paris to raise money for the Bleakholt animal sanctuary. He is currently on his last day and is due to arrive tonight. Will the Leader of the House join me in thanking and congratulating Sy Hughes, and will he allow a debate in Government time on how the Government support charities such as the one Sy is raising money for?

I am delighted to join my hon. Friend in congratulating her constituent. She did not make it clear whether the finish line is at the top or the bottom of the Eiffel tower, but I hope her constituent makes it to the very top. Bleakholt animal sanctuary has saved thousands of animals’ lives since Maudie the donkey was saved by its founder, Olive Lomas, back in the 1950s. It is right that people like Mr Hughes help to support the sanctuary’s continuing work, and I wish him all the best in finishing at the top of the Eiffel tower later today.

I hear the hon. Gentleman’s plea for St Patrick’s Day, which I am sure will be considered in due course. It is worth recognising that a number of my Conservative colleagues will have seen that two members of his Committee have been promoted—that is the route to promotion, clearly—and I am sure there will be a clamour to join his Committee to get on the promotion ladder in due course.

Yesterday, the Government announced that both Hyndburn and Rossendale have been identified as two of the 109 places for levelling up for culture, meaning that they are a priority for additional investment for our fantastic arts, culture and heritage across Hyndburn and Haslingden. Does the Leader of the House agree that this is exactly what we mean by levelling up and putting Hyndburn and Haslingden back on the map? Will he allow a debate in Government time on how we make sure that places such as Hyndburn and east Lancashire are at the heart of the Government’s levelling-up agenda?

It is vital that we recognise the enormous amount of culture that exists not just in London, which is a great city recognised internationally, but across the country, and she is right to highlight that. She should pursue either an Adjournment debate or a Westminster Hall debate to make sure that she can spread that message to as many people as possible.

From Belthorn to Haslingden and from Great Harwood to Oswaldtwistle, my residents in Hyndburn and Haslingden are still blighted by fly-tipping. They report it to the local council, but no action is taken. Will the Leader of the House allow for a debate in Government time on what more we can do with legislation to make sure councils are enforcing action on those who blight our communities?

I am very grateful to my hon. Friend. Fly-tipping is an absolute blight on society. It is illegal and there are penalties for it. Obviously, the primary responsibility lies with local councils. What my hon. Friend has done by highlighting the issue on the Floor of the House of Commons is to put pressure on her local council to get its act together. I hope her local newspapers will join her in campaigning to get the local council to do its job properly.

I am grateful to the hon. and learned Lady for raising this case in relation to Halliburton, Capita and her constituent Anna. Our job as MPs is to seek redress of grievance individually for our constituents. If there is anything I can do to help achieve that redress of grievance for Anna, I will do it, because sharp practice should not lead to people losing their pension and therefore people being discouraged from preparing for their old age.

First, on behalf of my constituents in Hyndburn and Haslingden, I would like to send my sincere condolences to the family and friends of Dr Ron Hill MBE after his sad passing. He was not only a former Olympic marathon runner, but a true local hero.

One of the biggest concerns that my constituents raise with me is speeding, particularly on roads such as Hud Hey Road, Blackburn Road, Manchester Road and Stanhill Lane. Will the Leader of the House allow a debate in Government time so that we are able to discuss what further measures can be taken to stop careless drivers putting at risk the lives of local residents, such as mine in Hyndburn and Haslingden?

I join my hon. Friend in sending condolences to Mr Hill’s family. I know that he was a very important, well-known local figure. Not only should drivers obey the speed limit, but my hon. Friend was right to highlight careless driving. It is not always speed, but sometimes the carelessness and lack of consideration for the area that they are driving through that leads to the greatest number of accidents. The enforcement, advertising and decision making on speed limits is a local matter, so in her constituency it is a matter for Lancashire County Council, and the local police force has the responsibility for enforcement. However, it is worth pointing out that the Department for Transport launched a call for evidence last autumn as part of a wider roads policing review—an examination of roads policing in England and Wales and its relevance to road safety. The Government will publish their responses in the summer and I hope they will be reassuring to my hon. Friend.
