This Government are committed to the triple lock; it was this Government who introduced the triple lock. The hon. Lady might want to have a word with her own deputy leader, who did not provide much clarity on the matter. What we all remember, when it came to pensions, is Gordon Brown’s 75p a week increase.

Q7.   Week in week out, as I meet businesses in my constituency, I hear about how artificial intelligence is transforming the way we work in sectors such as life sciences, automotives and financial services. Does my right hon. Friend agree that artificial intelligence will transform the way in which humanity will live in the 21st century? Through his upcoming global AI summit, will he ensure that appropriate guardrails are put in place to protect society as we become world leaders in this technology?

My hon. Friend is right to highlight the incredible power of AI to transform not just businesses and our productivity, but public services such as health and education. However, we do need guardrails to allow us to make the most of the opportunities of AI, and to address risks. We have a responsible, proportionate regulatory approach that balances risk with innovation, and I look forward to working with international partners at our upcoming AI safety summit on how we do that at a global level.

This country has a proud history of welcoming almost half a million refugees over the past several years, and we will always continue to do so, but our ability to do that is absolutely hampered when we have tens of thousands of people illegally crossing the channel every year. It is precisely because we want to help the most vulnerable people, whether they be in Syria, Afghanistan, Sudan or elsewhere, that we must get a grip of the problem, break the cycle of the criminal gangs, and target our resources and compassion on those who most need them.

Q9. Thanks to this Conservative Government and £1.8 million from the brownfield land release fund, Conservative-led Solihull council is getting on with regenerating Kingshurst village centre, creating space for new businesses and new homes. When it comes to economic regeneration, none of the Opposition parties has a viable plan—not the Greens, not the Liberal Democrats and not the Labour party—and a Labour candidate has gone so far as to scare local people into thinking that the development will not go ahead, despite the spades in the ground. Does the Prime Minister agree that while the Opposition talk down opportunity and job creation, when it comes to investing in our community, it is only Conservative-led Solihull council that delivers for our people?

I agree with my hon. Friend and I am so glad to see the local Conservatives delivering for the people of Solihull, with dozens of new family homes, new flexible commercial space and a new integrated health, social care and community hub. As he says, it is clear that for his local area, only the Conservatives can deliver.

I am pleased to say that we are supporting the communities of Dundee, which received £14 million from the levelling-up fund to support a green transport hub in the city centre. This demonstrates that the UK Government want to invest in the communities of Scotland and to deliver for Scottish people.

Q10. On Saturday, I joined my 17-year-old constituent Alfie Ford in walking to raise funds for the National Autistic Society. Alfie’s mission is to walk 15,000 steps every day in the month of April to raise awareness of autism and to show that every autistic person deserves the best chance in life. This Saturday, he is walking from Birmingham City football club to Edgbaston stadium and back again. Will the Prime Minister join me in wishing Alfie the very best for his walk, and for his noble mission to change for good how people think about autism?

I praise Alfie for his fantastic efforts. He is an inspiration not just for his community but for many others, and I wish him the best of luck for Saturday. Our autism strategy sets out our ambition to ensure that autistic people across all parts of the country get the support they need to live fulfilling and happy lives, and I look forward to seeing Alfie’s progress on the rest of his journey.

Actually, there are opportunities to do things differently across the UK to drive growth and prosperity, whether in life sciences, financial services, fintech or other areas. We will fully take advantage of those opportunities across the UK. What that refers to very specifically is the work of the Office for the Internal Market, which we have strengthened as a result of the agreement and provided some extra detail about what we do in the Command Paper. That is the right thing to do and I think it will be warmly welcomed in Northern Ireland, particularly in the business community.

I commend the Prime Minister for what he has achieved today. In 2016, if someone had said while we were campaigning to leave the EU that this is what we would have, we would have jumped at it. Am I right in understanding that what makes this truly a landmark agreement is that it is based in international law, under the Vienna convention on the law of treaties—something that many would have said would not have been achievable?

My hon. Friend is absolutely right. He is right to take us all back some years and to ask what would we have said if this agreement had been available at that moment in time. That is a sensible way to look at what we have achieved and puts it in context. He is also right about the Vienna convention. I pay tribute to my hon. Friend the Member for Stone (Sir William Cash), who is no longer in his place. He advised and spoke to me about it. I am pleased that we could secure it and it does have significance of the like that he describes.

The right hon. Gentleman makes an excellent point. As I said from this Dispatch Box at the time of the spring statement, we were unable to extend our VAT cut on energy-saving materials to Northern Ireland because of some of the provisions in the protocol. He will know that the legislation we have put before this House, which I am glad received support last night, will address exactly those issues.

The warm home discount is an existing scheme that covers only 3 million households. It is also funded by other billpayers. What we are doing today is setting out Exchequer-funded support to all those on means-tested benefits, so that anyone on those benefits will benefit from the £650. Additionally, those in receipt of any other disability benefits, which are non-means-tested, will receive £150.

I thank the Chancellor for this package. Clearly he is a Chancellor who listens and a Chancellor who does. Will he confirm that this Government will continue to focus on energy sector reform, so that we can meaningfully reduce the impact of energy costs on household bills in Meriden and across the country in the medium and long term?

My hon. Friend is absolutely right, and that is why the Business Secretary and the Prime Minister announced the plan to reform the energy market so that we can reduce those bills over time and also double down on our initiatives to improve the energy efficiency of people’s homes, which can save them £200 or £300 relatively quickly.

Of course the Government recognise that energy bills are the single biggest challenge households face. That is why we have provided £9 billion-worth of support, including £150 for English households in the most recent month, with £200 more in support to come later this year.

I believe the Conservatives are and ought to be the party of hard-working families. According to a report released yesterday by the Centre for Policy Studies, reducing the cost of childcare can increase GDP by 10% and increase access to opportunities for women in the workforce. Does my right hon. Friend the Chancellor agree that helping hard-working families with childcare costs is good for the economy and that it is the Conservative thing to do?

We have had this debate. Conservatives believe in more investment in our domestic energy sector. We want to support British jobs and British energy security and we believe in doing the right, responsible thing. That is what a responsible Conservative Government do.

I thank my right hon. Friend for these packages, which will help my constituents across my constituency. On the issue of a windfall tax, will my right hon. Friend confirm that the Labour party’s call for a windfall tax would undermine competition in the market, reduce investment and kill off jobs? Ultimately it would mean that energy prices were likely to be higher for longer and hit the poorest the hardest.

My hon. Friend is exactly right. Some 200,000 jobs are supported in that industry, and as I pointed out earlier, there are £11 billion-worth of projects waiting to get going. I would like to see those projects go ahead, which will be good for the country’s energy security, good for our economy and good for jobs. I know that the Energy Minister and I share that ambition.

It is simply not right to say that we have forgotten anyone. We remain committed to supporting all the most vulnerable in our society. I have mentioned previously the various different mechanisms that we have to help people with energy bills, and indeed the recent increase in the local housing allowance.

The hon. Lady says that we talk a good game. Those of us on the Government Benches believe fundamentally in the power and ability of work to transform people’s lives. We want to make sure that people have great jobs, and we want to make sure that those jobs are well paid. The cut in the universal credit taper rate will ensure that there is a £2.2 billion tax cut for those on the lowest incomes, and we are insanely proud of that.

I pay tribute to all those working on the frontline of our NHS and other public services. They are doing a fantastic job, and that is why this Government have supported the NHS with tens of billions of pounds of extra funding through this pandemic and will continue to do so. With regard to public sector pay, we set out a policy in November, but, given the situation, we were taking a more targeted approach to public sector pay to balance fairness and to protect as many jobs as possible. The hon. Lady will know that the NHS was exempted from that policy and NHS workers will receive a pay rise next year.

This morning I spoke to a roundtable of businesses from across the country, and there was much positivity for the restart grant and the business rates holiday, which will help to open up our high streets. However, many of the businesses I speak to still speak of the need for long-term reform of the business rates system, so will my right hon. Friend update the House on the outcome of the consultation that was carried out last year and what the long-term aspiration for business rates reform is?

My hon. Friend is right to raise this important issue, as he has done with me several times on behalf of his local businesses. He is right that we are reviewing business rates. We are in the midst of that process. The next stage will be to publish all the consultation responses that we have received, which will happen shortly, and we will take forward the policy process over the course of this year. We outlined many options for potential reforms in the paper. I look forward to receiving from him some ideas on what the reforms might be. In the short term, we are providing a £6 billion tax cut in business rates, delivering a 75% discount on business rates for the vast majority of small and medium-sized businesses as they emerge from this pandemic.

I am grateful to the hon. Gentleman for his comments. I would tell him that we will work very quickly with the Valuation Office Agency to calculate the value of those grants; we are just working through that detail. I hope to be able to provide him and all Manchester MPs with the figures as soon as possible, and we will of course release that funding as quickly as we have calculated the values.

On behalf of my constituents, may I thank the Chancellor for this comprehensive economic package? Clearly, he is a Chancellor who listens and I thank him for that. Will he join me in commending Andy Street, the Mayor of the West Midlands, who has campaigned passionately for further support? He is not a showboater; he just gets on with the job and gets things done.

My hon. Friend is absolutely right. I am always grateful to hear from Mayor Andy Street. Andy has rightly put on the agenda the situation for businesses, especially hospitality businesses, in tier 2 areas, which my hon. Friend represents, and wanted me to be aware of what was happening. I am glad that today’s set of measures will make a difference to both my hon. Friend and Andy’s wider set of businesses and, I know, to many other businesses across the country.

I have not avoided answering the question; I have answered it not just today, but on every other occasion that I have been at this Dispatch Box. We have provided comprehensive support to many millions of people, especially the self-employed—more generous and comprehensive than any other country—and I have acknowledged that we have not been able to help everyone in the exact way that they would like but, because of the strengthening of our welfare system that we put in place and our universal loan schemes, everyone has been able to access some form of support.

I thank my right hon. Friend for his characteristically timely and bold interventions, which will be welcomed by a lot of nervous households across the country. My constituents in Meriden are very environmentally focused and will welcome the green homes grant. Does he agree that it is about not just protecting the environment but creating jobs and giving the greatest benefit to those households on the lowest incomes?

My hon. Friend is absolutely right. Those on the lowest incomes will receive grants of up to £10,000 to cover the full costs, but that is a policy that does all three things: it will create local employment in communities, which right now is what we want; it will save households money on their bills, up to £200 or £300 for typical cavity wall insulation; and it will cut carbon, with the average house installing these measures saving the equivalent carbon of a flight from London to New York. This is a policy that does what we need right now—cuts carbon, creates jobs and saves cash.

When we announced the job retention scheme, I said clearly that it would apply for those of whom HMRC was aware on 28 February. We were able, while protecting the taxpayer against fraud, to extend that date to 19 March, the day before I made the announcement, which is reasonable, in the sense that without HMRC or the Government knowing whether someone was actually employed the scope for fraud would be considerable. I did not think it appropriate to expose the taxpayer to that.

That change to 19 March brought in 230,000 of the 350,000-odd people that the hon. Gentleman talks about. Yes, that left a number of people who could not be covered, but for a reason that I believe is defensible. The scheme is able to cover the 29.5 million people who were notified to HMRC on that date; indeed, 7.5 million of them are benefiting from it. We should not lose sight of that. The scheme is doing an enormous amount for several million people up and down this country.

Time and again, the Chancellor has stepped up to ensure that our businesses have what they need to get through this difficult period, and I welcome the measures announced today. The bounce- back loan scheme is another example of the unprecedented interventions that the Chancellor has made and this has been unequivocally welcomed by organisations such as the Federation of Small Businesses. Can my right hon. Friend confirm that work is continuing to be done to ensure that we increase the number of accredited lenders that provide bounce-back loans so that we can make sure we are getting funds to those businesses that need them, wherever they may be?

I thank my hon. Friend for his advice as we looked to design and improve our lending scheme. I very much value his direct links with business and his relaying that to me. If you will allow me Mr Speaker, I can update him and the House on the number of loans that have now been approved. I am pleased to say that more than a quarter of a million bounce-back loans have been approved—267,000—with over £8 billion of capital benefiting small and medium-sized companies up and down the UK. On top of that, 35,000 CBILS loans worth more than £6 billion have now been put out. Hundreds of thousands of businesses are benefiting from the loan schemes that my hon. Friend helped to implement, ensuring that they worked well and quickly for businesses.
