Commons ChamberMy hon. Friend is right to raise that, and I hope she will agree that the JCVI has acted very quickly since the emergence of this new variant. If there are other things that can be taken forward to help to vaccinate the population, we will certainly be looking at that with great interest.
I think that the Secretary of State briefly mentioned hotel bookings in answer to an earlier question. He will be aware that over the weekend there have been reports of a shortage of quarantine hotel spaces. How will he ensure that this does not undermine his reasonable attempts at a rapid response to the new variant, and where can someone currently find reliable information about the capacity and availability of such accommodation?
The Department already had contingency plans in place for countries being rapidly added to the red list. I believe that more than 600 rooms were made available on Sunday morning, and that will rapidly increase during the next few days. I think it has already increased since then. I believe that most of the information is available on the Government website.

Commons ChamberThat is such an important issue in respect of the safety and efficacy of the vaccine. One of the strongest reassurances we can give to everyone is that the decision about whether this vaccine, or any vaccine, is safe and effective is made independently of the Government and Ministers by world-leading clinicians in our independent regulator, the MHRA. They look at the very best evidence available and continue to monitor the data and information. As I mentioned in my statement, when it comes to the vaccination of, for example, 16 and 17-year-olds, one reason why the JCVI was very comfortable in recommending to me that we offer a second dose to that cohort was the continuing close working together of clinicians and the MHRA. I hope that helps to reassure my hon. Friend.
I note that when the Government were trying to extend their vaccine delivery programme earlier this year, they were keen to promote the benefit of mobile units, but they did not figure at all in today’s statement. How many mobile units are currently deployed?
It is all about making access as easy as possible. As well as the national vaccination centres and the grab-a-jab offers, we do have mobile units. I am afraid I cannot tell the hon. Gentleman exactly how many are out at any one time—the number changes day to day and depending on location—but they remain an important part of making access as easy as possible for people.

Commons ChamberI am happy to write the hon. Lady about the issue that she raises, but I am afraid that it has nothing to do with the statement that I made today.
I welcome the Home Secretary’s statement. He refers to Stephen Shaw’s focus on the need for greater transparency and promises to publish more data. I was surprised to discover in an answer to a parliamentary question in May this year that the Department does not collect data on people who are re-detained, so we have no information at all about how many people may be re-detained within one month or six months of their initial period of detention. Does the Secretary of State agree that it would be really useful to have that information so that we have a much clearer picture of what is happening?
The hon. Gentleman makes a good point, following on from my point about transparency and Mr Shaw’s point in his report. I hope that he welcomes some of the measures that I announced today. I will take a closer look at his point regarding data on re-detention.

Commons ChamberMarch is generally regarded as the start of the illegal Traveller encampment season. Given that the hon. Members for Reading West (Alok Sharma) and for Nuneaton (Mr Jones) are no longer in their posts in the Department, what has happened to the consultation and the timescale for action that the Government promised my frustrated constituents?
It is an important issue, and we are looking to see what more we can do with the challenges that it represents. We are planning to publish a consultation and will do so as soon as possible.

Commons ChamberWe do a number of things to try to encourage efficiency. The four-year settlement essentially requires of each of the 97% of authorities that accepted it an efficiency deal with the Government, through which we want to be convinced that those authorities are doing all they can to spend taxpayers’ money more wisely. We also work with the Local Government Association to share practice, which I know much of the sector welcomes.
Social care in Birmingham is in crisis now, and it is facing an £800 million black hole. How is a Green Paper in the summer next year going to help people who need care now?
The hon. Gentleman will know that the extra funding that we have announced for social care this year and the extra flexibility in the adult social care precept is helping up and down the country, including in Birmingham. The Green Paper is essential to ensure that we have a longer-term, sustainable model that deals with the increased demand that we see and is something on which we can all rely.
I have regularly raised my concerns about the safety of the rapid conversion of family homes in my constituency into houses in multiple occupation. In view of the Grenfell disaster, do the Government have any plans to issue new guidance to local planning authorities, particularly about the safety of such conversions?
The hon. Gentleman is right to raise that. There are many lessons to learn from the Grenfell tragedy, some of which will come from the public inquiry. The expert panel on fire safety has already made recommendations, and if they recommend anything urgent, we will implement it. I am also looking to see what more we can do regarding building regulations and enforcement.

Commons ChamberI have visited home building sites and potential home building sites in Cannock Chase. I commend the record so far and the proactive attitude that is taken, certainly by the local Member of Parliament, to ensuring that local people have the homes that they need and deserve.
Since 2010, house building starts have increased by more than three quarters. More than 382,000 households have been helped to buy a property through schemes such as Help to Buy and the reinvigorated right to buy.
The Secretary of State is telling us about his record. In these changed times, is it still Government policy that housing associations should be required to sell off homes faster than new homes can be built?
It is Government policy that people should have the right to buy their home, whether it is a council house or a housing association property. The hon. Gentleman will know that we are piloting how the housing association right to buy programme works. We will then work on how we can take it forward.

Friend helps me to highlight, again, the way in which we have tackled the green belt in this White Paper by keeping all its existing protections and demonstrating, for the first time, exactly all the hoops a local authority has to go through to show us categorically that it has looked at all other reasonable options.
Further to the point raised by my hon. Friend the Member for Nottingham South (Lilian Greenwood), surely the Minister has to accept that his plans are going to lead to a reduction in the supply of supported housing in the midlands but an increase in London? That is a problem he could fix; that is a market he is breaking.
A consultation on supported housing is going on at the moment and the results will be out in due course.
My hon. Friend makes an important point. We must ensure that the kind of abuse he mentions is stamped out. We work with a number of stakeholders, and we will certainly see how we can do more.

Commons ChamberI remind the hon. Gentleman that although the Scottish National party did remarkably well in the election—and I congratulate it—still almost half the Scottish people did not vote for it, and there are all sorts of voices across Scotland that need to be represented in this Chamber.
Once the Smith commission agreement is in place, the Scottish Parliament will have additional powers on income tax and air passenger duty. All told, more than half the money spent by the Scottish Government will be raised in Holyrood. This package is an historic one for Scotland, which will soon possess arguably the strongest devolved Government anywhere in the world, empowered to build on the progress made over the past five years. Yet Scotland will retain the huge benefits of remaining part of a strong United Kingdom: the economic benefits; the social benefits; the defence benefits: and many more besides.
As we have seen with revenue issues on the Irish border, the decision to give control of air passenger duty to the Scottish Parliament, which I well understand, could have massive implications for regional airports in England. What protections will the Secretary of State build in to protect the jobs and the economies involved?
The hon. Gentleman makes an important point, and we need to consider such issues carefully. However, the decision to devolve air passenger duty has been made.
I note that the Opposition Benches have adopted an entirely new look since the last Parliament. The SNP enjoyed unprecedented success, and I congratulate it on earning the trust of so many Scottish voters. However, the SNP should enjoy this honeymoon period, because the hard work is about to begin.
I turn to Wales. We will deliver a clearer, stronger and fairer devolution settlement, implementing in full the St David’s day agreement, led by my right hon. Friend the Secretary of State for Wales. The Wales Bill will make devolution clearer by introducing a reserved powers model, which is the system already in place for Scotland. It will make Welsh devolution stronger by devolving more powers to Cardiff, especially those covering energy, transport and the environment. We will also agree the precise level of a funding floor for Wales, and the mechanism to deliver it. That will be done with a clear expectation that the Welsh Government will call a referendum on income tax powers.
Northern Ireland does not fall within the scope of this debate as defined by the party opposite. However, we will take forward legislation to give effect to the Stormont House agreement and we look forward to working with colleagues in Belfast to make the devolution agenda benefit all the people of Northern Ireland, including, of course, Northern Ireland’s First Minister, to whom I wish a full and speedy recovery.
