I very much welcome the Home Secretary’s statement and the action he has taken on this very important matter. This issue is not just about buildings. People of faith live out their faith day in, day out in their homes and in their communities, so will he confirm that he will continue to do all he can to ensure we remain an open and tolerant society, and that the principles of freedom of faith, freedom of worship and freedom of speech will continue to be upheld for people of every faith?

I absolutely agree with my hon. Friend. He is right to highlight that this is not just about buildings—bricks and mortar—but the environment that people feel exists for them to practise and talk about their faith. The Prevent programme is there to safeguard young people against being drawn into extremism. There are a number of groups that both my Department and the Ministry of Housing, Communities and Local Government work with to try to create the all-important environment that gives people the freedom and security to practise their faith, no matter what that faith is.

T6. I very much welcome the introduction of the pilot scheme for seasonal agricultural workers, but it is vital that it works for all parts of our agricultural sector. Will the Minister therefore look carefully at the scheme to ensure that it works for daffodil growers, whose picking season is different from that for other crops?

I am pleased that my hon. Friend welcomes the introduction of the pilot scheme. I listened carefully to what he said. The scheme will be evaluated very carefully—I can give him that assurance. We want to make sure that it works for all parts of our agricultural sector.

The hon. Gentleman has mentioned our closest allies when it comes to matters of security and intelligence. He will know that there is a strong and regular dialogue and conversation with all our friends in the Five Eyes alliance. I hope that those that have not proscribed Hezbollah fully are listening carefully. I intend to raise the matter in the Five Country Ministerial, which I will chair and host in the UK later this year.

I welcome the Home Secretary’s announcement and commend him for his clear leadership and decisive action on this matter, which is long overdue. Does he agree that that action sends a clear message to the Jewish communities throughout our country that there is no place in this nation for antisemitism and antisemitic organisations?

I could not agree more with my hon. Friend. Sadly, as I mentioned earlier, Hezbollah has identified as one of its biggest targets the state of Israel and its people. It has long had a hatred of people who are of the Jewish faith. That is, of course, absolutely unacceptable, and we hope that today’s action will not just send a strong signal, but will help by denigrating this group and making it weaker in terms of support from anyone who might be based in the UK. We hope that it will help to protect our friends in Israel, and give comfort to Jews across the world.

I could not be clearer: the rights of all EU citizens who are here in the UK prior to exiting the European Union will absolutely be protected. We will do everything we can, whatever is necessary, to ensure that. The right hon. Gentleman makes a suggestion about a declaratory scheme. I say again—this is a very important point—that that is exactly what was done in the ’70s with the Windrush generation and we all have seen the consequences of that all too clearly. They were not designed by anyone; that was the outcome of a declaratory scheme. We cannot have such a situation again. I am happy to look at any other ideas and thoughts that hon. Members have on this matter, but I think we all share the concern that we must ensure that rights are protected and properly protected.

I was pleased recently to add my name to an open letter from the Cornwall leadership board to all EU citizens living in Cornwall, making it clear that we want them to remain here and that we want to make it easy for them to do so. However, concerns remain about getting the message out about the settled status scheme to the more rural and hard-to-reach communities in Cornwall, so will the Home Secretary reassure me that the Home Office will make every effort to get the message out to the remotest parts of our country?

Yes, I can give my hon. Friend that reassurance. That is a very important point: we want to make sure that we are reaching not just people in rural communities outside our big cities, but those who might be more vulnerable, perhaps because they are disabled or are children who are being looked after by local authorities. We need to make sure that we reach out to all of them, which is why we are working with a number of organisations. We have allocated £9 million of funding for them to make sure that they can go out and reach all these vulnerable groups.

Let me first thank the right hon. Lady and her Committee for their scrutiny of this important issue. She knows that we are absolutely committed to providing her and the Committee with regular updates, and we will continue to do so. We always endeavour to include as much information as we can, and I hope she agrees that we have tried to make those updates as detailed as possible. She mentioned the NAO report, and I welcome that scrutiny as well. We looking into the report carefully in order to establish whether more needs to be done.

I thank the Home Secretary for the constructive, honest and compassionate way in which he and his Ministers have dealt with a very difficult situation. However, the treatment of members of the Windrush generation highlighted a number of deep-seated concerns about the manner in which the Home Office operated. Can the Home Secretary reassure the House that all the lessons that can be learned from the situation—not just specifically in relation to the Windrush generation, but in the wider context of the culture of the Home Office—will be learned? In particular, can he reassure us that there will be a greater emphasis on the fact that we are dealing with people, and that this is not just about policy?

My hon. Friend is absolutely right. I am acutely aware that almost every decision that the Home Office makes has an impact on someone’s life, and we must ensure that every single one of those decisions is fair and made appropriately. That is the reason for the lessons learned review and a further, deeper review of some of the operations of the Home Office.

The hon. Lady has rightly raised this issue because she knows that many of the construction workers who are currently working on house building come under the freedom of movement rules and, once that changes, we will have to find a way to allow such workers still to come in to meet the needs of the economy. She asked specifically about umbrella sponsorship schemes and that is in the White Paper.

I welcome the statement from the Home Secretary. I also welcome this opportunity to set our own immigration policy for the first time in a generation and to ensure that it is fair, compassionate and meets the needs of our economy. However, the needs of our economy will change over time, and from region to region, so will he assure the House that flexibility will be built into our new immigration policy to enable it to respond to the needs of the economy across the whole of the UK, that it will not just be focused on the south-east and that it will meet the needs of places such as Cornwall?

I am happy to give my hon. Friend that assurance. He rightly says that our needs will change over time and this is an immigration system that will be built for the future. It will have those flexibilities to meet the needs of our economy and our society. I give him one example. When we looked at the short-term workers scheme, we looked at the many needs of the economy, including, in Cornwall, the needs of the hospitality industry and the seasonal nature of much of that demand. So I can happily give him that assurance.

Meat and fish processing businesses in my constituency rely heavily on migrant workers. Many of their staff are highly skilled even though their skill is not formally recognised by a qualification. What steps are the Government taking to make sure that these sorts of skills are properly recognised in our future immigration policy?

Our food and drink industry is vital to the success of our economy and I know that many Cornish businesses are very successful in this sector. I can reassure my hon. Friend that we will be taking these issues very seriously as we develop our new immigration system.

We have made it clear that, when it comes to the private sector and this type of remedial work, it should take a lead from the social sector. It is the moral duty of any freeholder to meet any necessary costs. There are a number of legal issues. There is an important legal case that is going through the courts right now, so I will not comment much more, but it is something that we are keeping under review.

Councils in rural areas have received a raw deal on local government funding for many, many years, even though the cost of delivering services in rural areas is often significantly higher. Will the Minister assure me that in the local government finance review the true cost of delivering services will be considered and that rural areas get a fair deal?

I know that the hon. Lady cares about this issue, but she should recognise that many Members in all parts of the House care about it, too. That is why this Government have made sure that for children’s mental health services, through local authorities, there is dedicated funding of £1.4 billion over this spending period, which is the highest ever. In addition, the Green Paper that will be published by my right hon. Friend the Health Secretary will look at many of the long-term issues.

I noted with interest the Secretary of State’s comments about funding to support the delivery of garden villages. Will he confirm that this will include the development at West Carclaze in St Austell? If so, will he meet me to discuss how we can ensure that these new homes are affordable and accessible to local people?

Let me thank my hon. Friend for his support for more funding for garden villages. The announcement will be made later today, and I will look carefully at making sure that it is clear about the ones we are supporting. He should also be clear that this is the first stage of support and we will be taking many other actions in due course, as set out by the Chancellor in the Budget, to support more garden villages and towns.

Again, I thank my hon. Friend for the role he has played in making sure that this issue is looked at properly. As he will know, the commitment we have made on business rates retention, which we want to start in the financial year 2019-20, means that there will be a requirement to have the proper baseline set for all local authorities before that system can be properly brought in. I hope that that gives him some comfort on the timing that is necessary given that the two things—the fair funding review and the business rates retention plan—are very much interlinked. There will be various staging posts on the way. As always, I am more than happy to sit down with him to take him through those and discuss this further.

Much of what my right hon. Friend is saying is music to my ears as well. Does he agree that this is exactly the right time to address the issue of fair funding, because if unfairness gets baked into the system with the retention of business rates, it will basically be there for ever? It is vital that we get this right now, before the retention of business rates goes ahead.

My hon. Friend is right. As we move to 100% business rates retention and the requirement for local authorities to be more self-sufficient, it is right that we have the correct baselines, and that necessitates a proper review of needs for all areas, including—of course—our most rural areas.

Councils have long campaigned for 100% business rate retention. Last week, we introduced the Local Government Finance Bill, which will establish the framework for the reform system. We will continue to work closely with local government during the passage of the legislation to shape the detail of the reforms.

I welcome the decision that Cornwall will be a pilot area for the retention of business rates. However, business rates in Cornwall are low, particularly when compared with urban areas. Will the Secretary of State reassure the people of Cornwall that Cornwall Council will not lose out on any funding as a result of the changes?

I am pleased that Cornwall will be one of the areas to pilot some elements of the new 100% business rate retention system. The pilot will help us to develop the system and make it work for all local authorities, including rural authorities. We have been clear in setting up the system that we will ensure redistribution between councils, so that areas do not lose out just because they collect less in local business rates.

There have been regular meetings with our colleagues in the Ministry of Defence and with the companies, including Sheffield Forgemasters, that specialise in some of the steel that is required for our defence purposes. The hon. Gentleman will be pleased to know that, for example, the new Queen Elizabeth aircraft carriers will use some 95,000 tonnes of British steel.

While words of support from Labour Members are always welcome, has the Secretary of State made an assessment of the impact that the climate change levy introduced by Gordon Brown has had on the steel industry? What steps are the Government taking to support other energy-intensive industries such as the china clay industry that is so important to my constituency?

That is an important point: energy costs are important for all energy-intensives, including steel, ceramics and many other industries. We have already introduced compensation for the green policy costs to industry, and that already saves the steel industry, including Tata Steel, £80 million, and we are now moving further towards an exemption, which could save another £400 million by the end of this Parliament.

I agree with the hon. Lady on the issue of productivity and the need to boost skills. There will be area reviews, so I cannot make a promise about any particular institution. However, as the Minister for Skills has said, there will be an increase in FE funding of more than 35% in real terms over the lifetime of the Parliament. In the hon. Lady’s constituency, there has been a 75% increase in apprenticeship starts during the past five years, which I am sure she welcomes.

T3. The Eden Project in my constituency has run a successful apprenticeship in horticulture for the past year. Horticulturalists will become more and more important in meeting our increasing demand for food. What support can the Minister provide to promote horticulture as a worthwhile career for young people?
