Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

Yes, I agree with the hon. Member. Indeed, those guidelines were changed while I was Secretary of State for Health and Social Care. I remember welcoming them, but the expectation of course was that they would be properly followed. As the hon. Member says, in some 70% of cases that does not seem to be the case. We all want that to be addressed. I hope that the Minister will be able to pick up that point when he responds.
Another example of research is a groundbreaking project on long covid and ME diagnostics called LOCOME. It is co-led by Action for ME, the University of Edinburgh and a computational biology company called PrecisionLife. It is hoped that that new project, which is utilising the data that has been gathered from the DecodeME project, will provide insights that will be able to create the first predictive diagnostic tools for ME and long covid. I take this opportunity to thank the charity Action for ME for its world-leading work on the project, its crucial support and the research and campaigning that it does to improve ME research and outcomes.
It is vital that we continue to support organisations such as Action for ME and researchers in this way. The focus of World ME Day in 2024, this year, will be to build a “Global Voice For ME”. In that spirit, it is important that we collaborate with allies across the globe to further research in this area. However, we know that, even with more research, it will be a long journey to achieve our desired outcomes. That is why improving the experiences of those living with ME, and their families, is also vital.
I know from my own engagement that individuals with lived experience often feel dismissed. I recall a recent Channel 4 report that even highlighted the case of a family who saw social services investigate the care of their daughter because they believed that she was being kept in bed against her will. If it were not for campaigning organisations such as Action for ME, the ME Association, the all-party parliamentary group on myalgic encephalomyelitis, Forward ME and the World ME Alliance as well as the work of incredible individuals such as Sean O’Neill, who I believe joins us today and who has led an inspiring campaign in memory of his daughter, Maeve, the situation would feel almost hopeless. That is how it would feel if we did not have these people battling for more work to be done on ME. It is because of them that the case of this community is being heard, and having served in Government for so long myself, I know that when people speak up with the support of many honourable colleagues from right across the House, the Government must listen.
This year, 2024, marks 55 years since the World Health Organisation officially acknowledged ME. For too long, we have failed to recognise the severity of the condition for thousands of people across the UK. As we mark World ME Day on 12 May, we must renew our commitment to improving outcomes and experiences for everyone affected. It is great to see so many hon. Members from across the House in the Chamber, and I am grateful to everyone who has attended today’s debate in the Public Gallery, as well as those who may be joining online. Where such support exists, there is always hope.
The ambition is to improve the lives of people with the condition today, and to ensure that future generations have a brighter future. Helping make that ambition a reality is now the responsibility of the Minister, and I look forward to his response and the contribution of other hon. Members.

We also continue to refresh our national media campaign, which I referred to earlier. The #knifefree campaign warns young people about the dangers of carrying a knife.
I want to highlight a third action, which is the multi-agency public health approach, and how it can help to tackle violent crime. It involves all parts of the public sector working together to stop serious violence. To make that happen, we are consulting on a new legal duty to ensure that every agency plays its part. Our teachers, nurses and social workers already work tirelessly to protect our children. It is not about asking them to do any more, because they already do so much; it is about giving them the support and the confidence they need to report their concerns, safe in the knowledge that everyone will close ranks to protect that child. It is also about ensuring that all agencies share information to ensure that no one slips through the cracks. To support the multi-agency approach, we are investing £35 million in new violence reduction units to bring local partners together in hotspots. Work is under way to finalise those plans; I hope to provide an update on the proposals in the coming weeks.
Finally, we are investigating the root causes of violence so we can tackle the problem at source. We know that social media plays a part, with gangs trading weapons and taunting each other online. Our new “Online Harms White Paper” sets out our expectations for internet companies to do more. Later this month, the Met will launch a new social media hub to enhance our response.
The changing drugs market and the growth of county lines gangs is another key factor. The National Crime Agency estimates that there are about 2,000 active county lines fuelling serious violence. Last September, we set up the national county lines co-ordination centre. It is already showing results, with more than 1,100 people arrested and more than 1,300 people safeguarded following national intensification weeks.
Does the Home Secretary agree that one way to gain intelligence and to detect county lines, gangs or vulnerable people and children is to have school police officers? Why, therefore, do only half the secondary schools in my constituency have a school police officer? They are not regarded as the priority, because the Met cannot recruit enough officers for the numbers leaving or the numbers it is being reduced by.
As I mentioned earlier, the number of officers in the Met and in most other forces is increasing; it is not being reduced. How those officers are deployed is clearly an operational decision. It is for the police to decide how best to use those officers. While I absolutely see the benefit of school police officers, it is right that that decision is not made by Ministers or by Parliament, but is based on the operational needs in the area. I hope that the hon. Lady welcomes the increase in police officer numbers, including in the Metropolitan area.
To understand the issue of drugs further, I have appointed Dame Carol Black to conduct an independent review of drugs misuse. She will examine what the market looks like, the harms it causes and what more we might do to combat drugs.

Commons ChamberI do agree with my hon. Friend. As he will know, the House is considering the Counter-Terrorism and Border Security Bill, which gives us a fresh opportunity to review the possibility of loopholes in earlier legislation.

Commons ChamberI thank my hon. Friend for all the work he has done on planning and all the advice he continues to provide. I can assure him that the formula we have set out today in the draft NPPF is no different from the one that was set out in the September consultation.
There are 19,334 hectares of unused, unloved, ungreen green-belt land around London’s train stations—enough to build 1 million homes. On the day that the Daily Mirror announced that £1.1 billion was spent on horrible temporary accommodation last year, is it not right that that land should be used to provide homes in the areas people want to live in?
