My hon. Friend makes a good point. Where there have been job losses—we talked about Redcar earlier—the Government have worked with local councils and others to try to secure further investment for the area, both domestically and from abroad, to try to replace those lost jobs. We have introduced other measures, such as skills training, reskilling workers so that they are ready to take new jobs. There are probably many more things that we can do. We are often led by the local areas, because each area is different, and we will continue to do that. That will be a priority.

The Secretary of State needs to realise that this crisis affects the whole UK steel industry, not just Port Talbot. We need action that will give us the time—time is key here—to find a secure future for all the UK plants.

The hon. Gentleman is absolutely right that time is key. That is why I was keen to meet Tata last week in Mumbai and to try to get those reassurances. I believe that I have got those reassurances. Again, ultimately the control of time will be with the seller, but I have every reason to believe that Tata will be a responsible seller.

When it comes to the steel industry, there are many different types of products and there is no one single tariff that we are looking at. Where appropriate, we are pushing the EU Commission where we think it has not applied the existing rules properly, not just for higher tariffs, but for much speedier action.

Does the Secretary of State not understand that the clock is ticking and the industry does not have long left? Millions of pounds are being lost each day and it is no good him standing there saying, “Well, I’ve said this and that about next week and the week after.” There may not be a week after.

The hon. Gentleman makes an important point, but he should also accept that if the entire debate on trade and trade protection in the EU becomes about the lesser duty rule, it will take away from the time and effort required to use the existing rules more effectively.

The banks keep telling us that they are lending more to small business, but the reality on the ground seems to be very different. In particular, what are this Government doing about the excessive level of charges, which means that even when loans are available they are often not taken up?

I hope that the hon. Gentleman supports the funding for lending scheme, which has not only led to more money in the banking system going to companies and households, but reduced the cost of lending. He may also be aware of today’s update from the OFT. I suggest he takes a good look at it, because it is worth reading.
