Commons ChamberI thank the right hon. Gentleman for his response. He raises a number of issues, which I will go through in turn. He asked about the progress of rehousing the victims of the tragedy. I remind the House that 151 homes were lost to the fire, but there are now 207 households to rehouse as several families took the opportunity to create some small family units, each one of which has been accepted. Of the 207, 144 have accepted offers of temporary or permanent accommodation. He asked me about how many of those households had actually moved in, and 61 have accepted temporary accommodation and 83 have accepted permanent accommodation, with 56 of those receiving temporary offers and 46 of those receiving permanent offers having moved in.
I have recognised on several occasions, and I recognise again today, that progress has been painfully slow, but I have been absolutely clear that no family should be forced or pushed to accept an offer of housing. In addition to offers of permanent and temporary housing, all families have been offered private rented sector accommodation. They can either find it themselves, or they can show examples of what is available out there and work can be done for them. However, the clear instruction to the council has been not to force anyone to do anything that is against their wishes and to treat them like people, not statistics. I know that the right hon. Gentleman will agree with that approach.
The right hon. Gentleman asked about the building safety work, and I thank him for welcoming the independent work that has been done by Dame Judith Hackitt. He talked as though that is the only work that has been done since the terrible tragedy but, as he will know, the expert panel was set up within days of the tragedy. The panel is still in place today, and its remit has been strengthened to look at structural safety, for example. The panel has also issued guidance to local authorities, housing associations and private residential providers on several occasions, and that guidance is being continually updated. Alongside that, we have had the building safety programme, which began its work on the different types of cladding immediately. During the summer, as the right hon. Gentleman will remember, a number of independent building systems tests were carried out, and comprehensive results have been published and advice has been given accordingly. Lastly, a tremendous amount of work has been done by fire and rescue services across the country, and today offers me the opportunity to commend them on their work to test and independently inspect over 1,000 towers. That work continues.
The right hon. Gentleman also asked me whether any residential towers still require testing and inspection. We believe that all residential tower blocks that have any type of aluminium composite material cladding have been properly inspected, as have several other towers about which there are concerns for other reasons.
As for the timing of the report, given the amount of work required and given that the independent review has been looking at a system that has been developed over many years under successive Governments, it is welcome to have the interim report at this stage. We expect the final report in the spring.
I welcome the Secretary of State’s remarks. Indeed, he has been assiduous in reporting back to Parliament. Dame Judith Hackitt, who has just spoken to the Communities and Local Government Committee, says in her report that there is a culture, to which the Secretary of State referred, of businesses
“waiting to be told what to do by regulators rather than taking responsibility for building to correct standards.”
That has to change. Will the Secretary of State ensure that any future regulations change that culture and ensure that those who design, build and subsequently manage buildings are firmly held to account?
My hon. Friend speaks from great experience. Dame Judith recommends a culture change, which will of course take time, but there are some immediate measures we can take. It is certainly our intention to work with Dame Judith and to implement her final recommendations.
I hope that the hon. Lady will join me in welcoming universal credit as a policy that helps to get people into work, including in her constituency. Where there have been issues, my right hon. Friend the Work and Pensions Secretary has listened carefully. He responded through the recent Budget, including with changes that will help people who were getting housing benefit, such as the new transition to universal credit housing benefit that will help some 2.3 million people.
The recent National Audit Office report on this issue showed that while councils have increased their spending on tackling homelessness, they have reduced their spending on preventing it in the first place. These priorities seem to make no sense. May I urge the Secretary of State to ensure that all councils reverse this trend so that we can properly tackle the causes, not just the symptoms?
My hon. Friend speaks with experience; as a former Housing and Planning Minister, he knows these issues well. He is right to highlight this. That is why it was important that the whole House supported the Homelessness Reduction Act 2017, which is coming into force in April next year. With that, there will be new burdens funding of over £70 million for local authorities.
The right hon. Gentleman will know that selective licensing is an important part of ensuring that we can look after tenants, particularly those who might be more vulnerable. We consider every application we get carefully, as we want to make sure that that consideration is proportionate. We will take a careful look at the case he mentions.
I welcome the Government’s plans to reform the lettings market and the estate agency market. Given, however, that most firms undertake both lettings and sales, will the Government avoid the unnecessary duplication of rules and regulators? After all, separate regulatory regimes could be expensive for business and confusing for consumers.
My hon. Friend speaks with experience and makes a good point. Of course we want to avoid unnecessary and duplicative regulation, but I think he agrees with the Government that it is necessary to regulate letting agents and it is good that we are progressing with that.
The hon. Gentleman may know that the number of statutory homelessness acceptances is below its peak—less than half its peak in 2003—but of course there is much more to be done, especially, as he pointed out, when it comes to rough sleeping. I have seen it as well: I have seen it throughout the country, and I have seen it here at Westminster. As he may also know, I said a great deal about this issue at the Crisis 50th anniversary conference. I said, for instance:
“Ending rough sleeping is within our gift. It is something we can do. It is something we must do. And, working together, it is something we are going to do.”
Many people fear that the general election may result in a delay in the implementation of the Homelessness Reduction Bill. Will the Secretary of State tell us what progress has been made so far? Given that the Bill has cross- party support, can the work not continue during the election period?

Commons ChamberIn the last spending review, the Government allocated an additional £3.5 billion a year by 2020 to adult social care. Just a few weeks ago, I announced £900 million of additional help over the next two years. Local councils do have to play a role in this, and I note that in Sunderland the average council tax bill is down in real terms since 2010. If a local council in Sunderland chooses to allocate more, it can do that.
For many of my constituents the fundamental problem in all too many cases is that we still separate healthcare funding and social care provision. That makes no sense to my constituents and increasingly little sense to me. I therefore urge the Secretary of State to speed up the integration of health and social care provision, so that we can actually deal with patients’ needs in the round and put them, rather than budgetary arguments, first.
My hon. Friend makes a very important point, which is that adult social care is not all about money. Of course, money and resources have a huge role to play, but it is also about how those services are delivered. The many councils that are able to approach integration in a better way have seen significant efficiencies, and we can all learn from that.
I warmly welcome investment in our local communities—including in Cambridgeshire—wherever it comes from. I have not had a conversation with the Business Secretary, given that this news was announced only recently, but I know that the Chancellor has already issued a statement.
At present, the way in which business rates work imposes rates on empty properties. This is holding back many urban regeneration schemes. Will the new Secretary of State therefore reform the way in which those rules work before the whole scheme is transferred to local authorities? That would make a crucial difference to the modernisation of our housing estates in particular.
My hon. Friend raises an important point, and I know that he speaks from experience as a former housing Minister. I will certainly take a fresh look at that.
