I think the hon. Lady deserves an answer to that, Mr Speaker. First, transitional relief is in place—it is worth some £3.6 billion—to help businesses across the board, including smaller businesses. Secondly, the extension of small business rate relief will mean that 600,000 companies will pay zero in business rates from April this year. I am sure that the hon. Lady would join me in welcoming that.

12. What plans he has to introduce an alternative method of estimating the number of homes a local area may need.

As we set out in the recent housing White Paper, we will consult on options for introducing a standardised approach to assessing housing requirements. We will do this at the earliest opportunity, and the outcome will be reflected in changes to the national planning policy framework.

Can my right hon. Friend confirm that now that the Borough Council of King’s Lynn and West Norfolk has an excellent local plan in place, it will not be overruled on appeal, so long as that plan is followed? Can he also confirm that the White Paper means that inspectors will now apply uniform criteria when calculating five-year land supply?

It would be inappropriate for me to comment on any particular plan that is in front of the inspectors, but we do want local authorities to put in place up-to-date robust plans, and we want to incentivise them to do so. Once adopted, we want plans to be respected and adhered to. My hon. Friend will know that having that five-year supply in place enables local authorities to protect their areas against unwanted development.

I agree that we should do all that we can, and we have made it a huge priority to help more individuals with learning difficulties and disabilities to take up apprenticeships. We have done this by providing guidance for individuals and working with employers to help them better to understand what more we can do. Our apprenticeship revolution will leave no one behind.

21. Is the Secretary of State aware that the Construction Industry Training Board, which is based in Bircham Newton in my constituency, has been excellent at encouraging people with disabilities to take up apprenticeships? Can he confirm that when the CITB’s existing levy is merged with the apprenticeship levy, it will still have sufficient funding to carry on with its excellent programmes? Will he come up to Bircham Newton to visit the CITB at some stage during his tenure?

My hon. Friend is absolutely right to raise the good work of the CITB in this regard, and when the apprenticeship levy is introduced from April 2017, we can make sure that it continues to have the funding available to do the same kind of work.

5. What recent discussions he has had with ministerial colleagues on his Department’s promotion of trade and industry.

The Foreign and Commonwealth Office is totally committed to the creation of a strong and open global economy, and we are working with Ministers and their Departments across Whitehall to this end. During visits overseas and in London, FCO Ministers are continually pressing the UK’s commercial interests. As we speak, my right hon. Friend the Prime Minister is leading a delegation of 50 business leaders to China.

The tectonic plates of the global economy are shifting from the west to the east, not to mention the resurgent economies of Africa. Fortunately, Britain is in a unique position to take advantage of this, given our location, our language, our culture and our legal system. Does my hon. Friend agree that to take full advantage of this change and to make Britain the gateway to the BRIC economies—Brazil, Russia, India and China—his Department has a critical role to play?

I am grateful to my hon. Friend, and I agree with him entirely. Exports and an export-led recovery will play a key role in restoring Britain’s economic fortunes. That is why trade promotion is one of our top three priorities. It is also why my right hon. Friend the Prime Minister has instructed our diplomats to focus relentlessly, along with UK Trade & Investment, on seeking out and securing new trade and investment opportunities.
