1. What steps he is taking to tackle online child grooming.

Tacking online grooming is one of our highest priorities. We are increasing our investment in law enforcement and legislating on online harms to bear down on the threat. In November, I also co-hosted a hackathon in the United States, where tech companies developed an artificial intelligence product to detect online grooming, which will be sent out licence-free for all technology companies to use worldwide.

I was particularly impressed by the hackathon and the tools used. Will my right hon. Friend explain in more detail how what he saw in the US can be used here in the United Kingdom?

I gladly will. The hackathon event that I attended in the US involved the giant tech companies that we all know of. They worked together to develop a new artificial intelligence product that will detect online grooming; that is the intention. The technology showed the industry at its best and most creative, and it will help change people’s lives.

I welcome the 10 county-wide pilots. Will the Secretary of State consider extending the pilots to include small unitaries such as Southend and Thurrock or areas of the county such as south Essex, if the whole Essex plan does not work?

There will be further pilots and I will come on to that in just a moment.

It is right that we will be going further. It is our aim for local authorities to retain 75% of business rates from 2020-21. This will be achieved by incorporating existing grants into business rates retention, including the revenue support grant and the public health grant. Local authorities will be able to retain 75% of the growth in their business rates from the new base lines in 2020-21, when the system is re-set.

The long-term plan is to allow local government to keep 100% of its business rates. With that in mind, I announced an expansion of the 100% retention pilots that proved so popular in December. As a result, we will be taking forward 10 new pilots covering 89 authorities, instead of the five we originally planned. A further pilot will begin in London in 2018-19, and existing devolution pilots will continue in 2018-19.

The hon. Lady rightly points to a very challenging situation. I am sure she will welcome the additional £3.5 billion of funding that is being provided during this Parliament. The other thing that I know she will welcome—she pointed to it in her question—is the need for more integration between the NHS and adult social care, which we are seeing in parts of the country such as Manchester. We want that to continue and to ensure there is a plan in place in every local region by 2020.

T7. While I welcome the £55 million of funding for the South East local enterprise partnership, it falls well short of the £229 million that was applied for, which would have secured a great deal of business growth and economic development in the area. Will my hon. Friend point me in the direction of any future funding that might bring us to the table to secure the economic growth that is needed?
