Commons ChamberThe hon. Gentleman needs to get his facts right. The EU has not ruled out equivalence. Indeed, it agreed in the political declaration to work at speed on an equivalence decision by the end of July this year, and that is welcome.[Official Report, 13 February 2020, Vol. 671, c. 12MC.] We are working very carefully and closely with the EU on having a broad agreement that will mean that our financial services continue to thrive—not only for our benefit, but for its benefit.
Figures released this morning by the Office for National Statistics show that GDP was flat in quarter four, growth is at one of its slowest rates since the financial crisis, the service sector is stagnating, and manufacturing has been particularly hard hit. When will the Chancellor accept the reality that these Tory Brexit plans are playing havoc with the economy, and damaging the wellbeing and prospects of all our constituents?
The hon. Lady will know that growth would have been hit by the uncertainty created in this Parliament before the general election. Since the general election, confidence is back because this country has said no to Marxism and has got on with Brexit.
The Chancellor puts forward a ridiculous prospect of the choices facing this country, because Brexit is the real and present danger for the economy. Just-in-time manufacturing is a critical part of the economy. Elizabeth de Jong of the Freight Transport Association has said of the revelation that the Chancellor of the Duchy of Lancaster’s smart border will not be ready until 2025:
“Frictionless trade has been kicked to the touchline… It’s going to be really costly for business.”
Can the Chancellor tell me what impact four years of Brexit chaos at the border will have on the UK economy and jobs in manufacturing in all our constituencies?
The hon. Lady talks about the importance of manufacturing. Since the change in Government in 2010, we have seen 58% growth in auto manufacturing and 22% growth in aerospace manufacturing. Again, because of the recent general election result, a survey of manufacturers carried out by the CBI a few weeks ago saw the biggest increase in confidence in the history of that survey—in more than 60 years.

Commons ChamberWe should never forget that the Labour Government gave us the deepest recession in almost 100 hundred years, and the British people were clever enough not to allow them to do it again. Now, they throw stones at the firefighters who put out the fire that they set in our economy. That is what they do. We will not take any lessons from the Labour party.
May I first pay tribute to the economist Professor Andrew Hughes Hallett, who passed away on Hogmanay?
The Bank of England has said that pessimism and uncertainty around Brexit have had an impact on investment and productivity. That uncertainty has been compounded in Scotland by the fact that our Government found out only today in the media that the UK Government will finally be setting their budget, yet they have absolutely no certainty over whether that budget will include the £1.2 billion in Barnett consequentials promised by the Prime Minister during the election campaign. When does the Chancellor intend to meet the Scottish Finance Secretary to apologise?
I welcome the hon. Lady to her new position as, I think, Treasury spokesperson for her party.
When it comes to productivity, it is important that the Scottish Government play their role. They should examine their own policies, especially those on tax and infrastructure and skills, and see how they have let down the Scottish people time and again.
It is a huge disappointment. The Chancellor does not even have the dignity to apologise to Derek Mackay for making this announcement only in the media. Furthermore, the right hon. Gentleman may not be aware, but 11 March is the date by which councils in Scotland legally have to set local tax rates. The Convention of Scottish Local Authorities has described this delay as extremely worrying. Its resources spokesperson, the Conservative councillor Gail Macgregor, has said that this will significantly impede local authorities and disadvantage Scotland’s communities. Will the Chancellor tell me whether he thinks it is fair that Scottish local government must set its budgets blindfold without any notion of what its block grant will be? Is not the truth that he has given absolutely no thought to Scotland at all?
In the election that we have just had, we talked time and again about the need to unleash the potential of the entire United Kingdom, and of course that includes all of Scotland. Scotland has been let down time and again by the SNP Government, who are charging Scottish people the highest taxes in the United Kingdom and providing the worst public services.

Commons ChamberThe recent spending round has delivered the fastest real growth in day-to-day spending in 15 years, targeting additional money on the people’s priorities of healthcare, education and tackling crime. We will publish alongside the next Budget an analysis of how these spending changes are distributed.
We on the SNP Benches welcome the Chancellor’s announcement on his pretendy living wage, because we have been calling for it for four years, but his promises still fall 5p short of the London living wage today, never mind in 2024. A 16-year-old today would have to wait five years to be entitled to it. Will he end the state-sanctioned age discrimination of his pretendy living wage, so that all people, regardless of age, can receive a fair day’s pay for a fair day’s work?
I welcome the hon. Lady’s support. It was this Government who introduced a national living wage in 2016. It was this Government who increased the rate, as recently as April this year. The announcement that we have made, which I will have more to say about later, will help to end—actually will end—low pay for good in our great country.

The eligibility for the scheme is very wide. I set it out earlier in my statement, and it will almost certainly include many highly skilled migrants.

Commons ChamberI absolutely agree with my hon. Friend. That goes to the heart of the issue, which is about protecting lives and protecting vulnerable people. If such people feel, for whatever reason—perhaps because they have been sold a false prospectus by people smugglers—that they cannot claim asylum in a safe country that they are in, they are ultimately the ones who will be hurt, and we must all do what we can to prevent that.
Does the Home Secretary not understand that it is precisely because these people are so desperate that they will take these risks and undertake these dangers to travel in boats to come to the UK? They are doing that precisely because the safe routes they ought to have have failed. Safety is relative, and I certainly feel safest when with my family; how many of the people picked up in these boats have family in the UK, and how quickly will the Home Secretary be able to process their applications?
The hon. Lady suggests that these people are not able to seek asylum in other safe countries. France, for example, is a perfectly safe country, and if these people are fleeing persecution it is to their advantage that they claim asylum in the first safe country they are in and are not encouraged to take dangerous journeys.

Commons ChamberI am happy to give my hon. Friend that assurance. He rightly says that our needs will change over time and this is an immigration system that will be built for the future. It will have those flexibilities to meet the needs of our economy and our society. I give him one example. When we looked at the short-term workers scheme, we looked at the many needs of the economy, including, in Cornwall, the needs of the hospitality industry and the seasonal nature of much of that demand. So I can happily give him that assurance.
I have the highest immigration caseload in Scotland, and what I see from the Home Office is cruelty, time and time again. Families are being separated, and the relatives of people who have lost babies are not being allowed to come to visit them. A man is working two jobs, as a mortgage adviser and a shelf stacker in Asda, just to meet the minimum income threshold so that his family can come to see him. I have also seen cruelty towards people who are qualified to work in the care industry but not allowed to work by the Home Office and by this Government. Is it not the case that under this policy EU nationals will be treated just as despicably and cruelly as non-EU nationals are at the moment?

Commons ChamberYes, I am very happy to confirm that to my hon. Friend. In every single case in which tall residential buildings have been identified with ACM cladding that we believe does not meet building regulations, interim safety measures have been taken, and work has begun on a majority of social buildings.
I first want to put on record my thanks to firefighters. A fire is currently raging through commercial premises on Sauchiehall Street in Glasgow, and it is right to pay tribute to firefighters who run towards burning buildings and put themselves very much at risk every day. That is of course what happened yesterday at the Metro Hotel in Dublin, so we should put our thanks on the record.
I appreciate what the Secretary of State says about the ongoing work on fire-door risk. I wish to put on record that Scottish Minister Kevin Stewart has said that, with our post-2005 building regulations, none of the type in question has been installed in Scotland. Will the Secretary of State tell us a wee bit more about the ongoing work to establish the extent of the use of problematic fire doors in the rest of the UK? I have concerns about the fact that we started off with cladding and have now moved on to fire doors. What are we doing to identify comprehensively the risks for people in all kinds of buildings who want to be able to go home at night feeling safe about where they live?
What is being done to identify support for people in private sector buildings who are now having to find the cost of replacing cladding on their buildings, even though they had no idea it would be a problem when they moved in? That affects some Glasgow residents—not in my constituency, but in the Glasgow Harbour development. They need a bit of reassurance about what can be done to help them to pay for work on their building that they did not anticipate and could not have anticipated when they moved in. It will not be the only building across the UK to be affected in that way.
Lastly, I want to hear a wee bit more from the Secretary of State about future action. The Scottish Housing Minister, Kevin Stewart, announced on 18 March that amendments to the Housing (Scotland) Act 1987 will be brought forward to cover all homes. Under the amendments, at least one smoke alarm will be installed in the main living room and there will be at least one in the main circulation space, and there will be at least one heat alarm in every kitchen. Those alarms will be ceiling-mounted and interlinked. He is also looking at hardwiring issues, the age of smoke detectors and carbon monoxide detectors.
It is clear to me that there must be a comprehensive approach so that regardless of the type of house people live in or the type of ownership—whether people own their own house, or live in a social rented or private rented house—we all have an equal standard of protection and we can all expect to remain safe in our own homes.
I join the hon. Lady in commending the work of firefighters throughout the UK and everything they do to keep us safe. The work on fire doors continues, led by the expert panel and the National Fire Chiefs Council, and further tests are being carried out. I hope that the hon. Lady appreciates that such work requires finding doors that are currently installed and belong to private families, and then working with them to take those doors away and replace them. That will happen at the same time as testing them, but the testing continues apace. We are sharing the information gathered with officials in devolved authorities, and rightly so.
The hon. Lady asks about the private sector, particularly about leaseholders who live in towers with ACM cladding. There are many such cases, and more have come to light in recent days, including in Scotland. The Scottish Government are free to take action if they want to help those leaseholders in any way, and we continue to work with many builders and freeholders. I believe that leaseholders have no responsibility for what has happened; where possible, I want builders and freeholders to take more responsibility. I plan to convene a roundtable with freeholders and builders to consider what more we can do, and to keep the situation under review.
Finally, the hon. Lady spoke about the action that is being taken in Scotland on smoke alarms and other fire safety measures, and of course that is for the Scottish Government. I agree that all such things must be reviewed in the light of the Grenfell Tower tragedy, and that is exactly why Dame Judith Hackitt’s independent review is taking place.

Commons ChamberFirst, may I join my right hon. Friend in condemning the hate crime letters that we have all heard about this week? A live police investigation is under way and I reassure her that the full force of the law will be used to find the perpetrators and ensure that they are punished.
My right hon. Friend talked about English language learning, particularly among older members of communities. She is right that that can be harder for someone who has been here for perhaps 40 or 50 years and still does not speak English properly. In trying to encourage such people to take up English, we wish to expand the process of getting other members of their community—perhaps even those of the same age group—to encourage them into settings that might be familiar and to work with them. That might be a slower process than getting them into a place such as a college to learn English, but if it is a method that works, it is what we will support.
I start by condemning the letters that have been mentioned. The Scottish National party condemns hate crime and extremism of all kinds.
While the SNP welcomes all action to promote integration, this Government really have a cheek, because 15 months on from the Casey report, Refugee Action has dubbed this Green Paper
“all mouth and no trousers”
without new money for ESOL, as its funding has been cut by 60% in England over the past five years. What research have the Government done into austerity’s impact on integration? The Secretary of State mentioned Jobcentre Plus, and I can tell him Jobcentre Plus asked one of my constituents to stop her ESOL class and go into work. It is ludicrous that this is happening.
This Government have pandered to tabloids and stoked up anti-immigration rhetoric for years, so they should apologise for their part in this. After all, this is a Government of “Go Home” vans; of the hostile environment; of impoverishing and making destitute asylum seekers, preventing them from working, which we know would aid integration; of deeming highly skilled migrants a threat to national security under paragraph 322(5) of the immigration rules; and of the Brexit shambles, which makes EU nationals feel so unwelcome that they are leaving the country they have made home.
We are working hard in Scotland to counter that narrative, because it really matters. Our New Scots refugee integration strategy seeks integration from day one. It is a two-way process. We would like immigration law to be devolved so that we can do more. We welcome those who have done us the honour of making Scotland their home, and I take this opportunity to thank each and every one of them, because we do not do that enough.
The Scottish Government’s strategy was drawn up in consultation with more than 700 refugees and asylum seekers. Does the Secretary of State intend to consult similarly? We allow asylum seekers in Scotland to learn English for free and encourage community-based learning, as happens in Nan McKay hall in my constituency, where some of those who came through the door for ESOL classes are now members of the board of that organisation. We have a community response through Refuweegee, and the people at Code Your Future want to teach coding skills to new migrants. The Scottish Refugee Council encourages people to take a cup of tea with a refugee. What consultation has the Secretary of State done with the Scottish Government, especially in respect of the life in the UK test? Will he look to Scotland for all our ideas of civilisation?
It is a shame that the hon. Lady took such an unconstructive attitude. This vital issue concerns everyone throughout the country. Of course, the policies that I have set out today primarily affect England, although some issues, such as the life in the UK test, are UK-wide. Despite the attitude taken by the hon. Lady, we stand ready to work with the Scottish Government to further our joint goal of a more integrated society.

Commons ChamberYes, I commend the P3 charity for its work. I know that my hon. Friend has taken a lot of interest in this. The Government have helped to fund some eight social impact bonds to help with rough sleeping, including the one in Cheltenham, and they are making a huge difference.
In Scotland we have some of the strongest rights for homeless people in the world. The Scottish Government’s homelessness and rough sleeping action group recently reported, and it has been praised by charities for taking steps in the right direction, including with a £50 million fund to eradicate homelessness. What cognisance are Ministers here taking of the work that is going on in Scotland? Will the Secretary of State look at the group’s recommendations?
The hon. Lady rightly emphasises the point about learning from each other. Where Scotland has had success on homelessness and rough sleeping, we shall certainly look into that, and we will seek other examples in the UK. My hon. Friend the Housing Minister is visiting Scotland later this week and will be looking at that particular issue.
I think that the right hon. Gentleman is referring to the support for mortgage interest policy, on which the DWP leads. The Government are right to strike the right balance between the needs of hard-pressed homeowners and the taxpayer. If he is really interested in helping homeowners, perhaps he can explain to his constituents why he voted against the stamp duty cut that this Government implemented.
The withdrawal of support for mortgage interest came as a bolt from the blue to my constituents who came to see me on Friday. Many thousands like them will struggle due to the withdrawal of the support and may not wish to take up an additional loan. What options will be open to these people? What assessment has the Secretary of State made of the impact on people who are forced out of a home that they have bought into social rented housing, and of the impact on waiting lists?
I think that the hon. Lady misunderstands the policy—at least it certainly seems so, given the way she described it. The Government are not withdrawing support; we are making it fairer and ensuring that it is still available. The support will be loan-based, with a soft loan secured on the individual’s property. This also protects the rights of taxpayers, and I would have thought that she would be interested in doing that.

Commons ChamberMy hon. Friend speaks with experience as a former Minister in this Department, and I thank him for his comment. I can confirm that. This is all about efficiency and ensuring that local authorities have the right incentives, which is why our business rates retention plan, for example, will help to deliver just that.
I thank the Secretary of State for advance sight of his statement. On the distribution methodology, I am glad to see quite a long lead-in time for that and a consultation in advance of something being done. Will he tell us more about how closely monitored the business rates retention scheme will be to ensure that there is no gap between business rates and the revenue support grant? If a big business goes to the wall, a gap could suddenly appear in a local authority’s budget, so how does he intend to cushion the loss of a high-tariff business rates company in a council area?
How does the Secretary of State intend for local authorities that have already disposed of a lot of their assets to gain capital receipts, which are clearly a declining resource for some local authorities? What advice would he give to councils that have essentially sold off everything they can?
The Communities and Local Government Committee, of which I was a member in the previous Parliament, published a fair and reasonable report on adult social care, but the Government unfortunately did not accept all its recommendations. When the Secretary of State brings the Green Paper to Parliament, will he look again at some of those recommendations? Will he provide some more detail on why summer 2018 has been chosen? It is quite far away, and this Government have broad definitions of what seasons are in this place. Is there really a need to wait for at least another six months?
The hon. Lady raises several points, but I will try to answer them all quickly. It is important that we take our time to get the fair funding review right, and I think she would agree with that. Part of the process involves ensuring that issues are properly consulted on, which is why we launched the 12-week consultation today. On capital flexibility, it is important to give local authorities more freedom to raise funds, including capital funds. If they want—it is their decision alone—to sell capital assets and to use that funding more efficiently for local people, that option should be open to them, so guaranteeing that flexibility for another three years is important.
On adult social care, I welcomed the Communities and Local Government Committee’s report. It made a number of recommendations, including one about more short-term support, which is why the funding that we provided in the Budget, for example, earlier this year is important. As for the Green Paper, it is very important that we take the time to get things right, consult widely, try to work across different parties and listen to people as well as care users. By taking that time, we can come up with a more sustainable long-term system.
My hon. Friend is right to say that the causes of homelessness and rough sleeping are very complex, and not just economic. He is right to emphasise that mental health issues sometimes play a part. My right hon. Friends the Health and Education Secretaries have announced a Green Paper on the mental health needs of children and young people, and this is an appropriate time to make sure that we are doing everything we can as a Government.
May I begin by paying tribute to the former Labour MP Jimmy Hood, who was MP for Clydesdale and my home town when I was growing up, and who I understand has died today? My thoughts and those of the Scottish National party are very much with his family and friends.
Shelter has found that eviction from private tenancies in England accounts for 78% of the rise in homelessness, and some of the people who are made homeless will almost certainly end up sleeping rough. Will the Secretary of State look at protection measures such as the Private Housing (Tenancies) (Scotland) Act 2016, which came into force last week and which includes measures such as banning no-fault eviction?
May I first associate myself with the hon. Lady’s comments about Jimmy Hood? He will be sorely missed by the House.
The hon. Lady made a point about the Scottish experience of combating homelessness. One thing we want to do is to look at best practice outside England. We want to look at whether there are some things to learn from Scotland, and some measures have been suggested by my Scottish friends. For example, we are looking further at the Housing First policy from Finland.
I can reassure my hon. Friend that no changes have been made to green-belt rules and that building on the green belt requires exceptional reasons. There were no changes in either the housing White Paper or the recent announcement by my right hon. Friend the Chancellor. The change we did announce was for more funding to make sure, for example, that we get the right infrastructure in the right places to help us to build more homes.
The Scottish Parliament has delivered more than 69,500 affordable homes since 2007, during the period of SNP government, and the new-build social sector completion rate is at 72 per 100,000 population, compared with just 49 in England. Why exactly was there no commitment to increase social rented housing in the Budget?
We will take no lectures from the SNP when it comes to housing. In Scotland, under the SNP’s leadership, the number of housing starts has declined by 40%, the number of housing completions has fallen, the rate of housing ownership has fallen, and all affordable housing targets are being missed. It is about time that the hon. Lady stopped lecturing and started listening to the Scottish Conservatives.
I do agree with my hon. Friend. The £2.5 million already allocated to his constituency will help South Thanet to thrive, and will certainly help to attract more visitors. I commend him for the role he has played to secure that funding. He is a passionate advocate of Royal Ramsgate harbour, and I know he has a meeting with the Local Growth Minister, the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Rossendale and Darwen (Jake Berry), coming up in which he can discuss his plans.
The Interreg North Sea Region Programme is funded by EU grants totalling €167 million. What plans has the Secretary of State made to replace that funding when the UK leaves the EU?
The hon. Lady will know that we have set out plans for a UK shared prosperity fund, which will eventually replace EU funding such as that of the European regional development fund and the European social fund.
The Scottish Parliament’s Local Government and Communities Committee this morning issued a report on building regulations and fire safety in Scotland. In terms of the recommendations and the support the Committee is giving to the ministerial working group in Scotland, it supports unannounced inspections by the Scottish Fire and Rescue Service and a national inventory of all high-rise domestic buildings in Scotland. Would the Minister support such recommendations for England?
I listened carefully to what the hon. Lady said, and I have followed developments closely in Scotland. We are working closely with our Scottish colleagues to make sure that we can share information and knowledge on this very important issue. As to whether we would take similar steps in England, it is important that I leave the first-point decision making for the independent building regulations review.

Commons ChamberI thank my right hon. Friend for his comments and his support for these measures. He is right in his assessment. As I said, the new numbers will be the starting point and, once determined, will be a material consideration in making planning decisions.
I thank the Secretary of State for advance sight of his statement. In his analysis of the housing problem that England faces, he referred to the housing market and rungs of the ladder, but that reference to a market strikes me as the problem. As we move through life, our housing needs change, so there is a spectrum of housing needs, rather than one ladder that people go up and down, and which is entirely based on the purchase of property. We need to look at the whole mix of housing available to people right across the UK.
The Secretary of State mentioned the changes to local plans. I ask that he speak to the Minister with responsibility for housing in the Scottish Government, Kevin Stewart. We have a system called strategic housing investment plans, in which local authorities set out investment priorities for affordable housing, demonstrate how they will be delivered, identify resources and enable the involvement of key partners. That co-operation with a range of key partners makes the system something that Secretary of State might want to look at in more depth.
The Secretary of State failed to mention the right to buy, which has driven this crisis in England by reducing the housing stock. Those houses have not been replaced. Since the Scottish Government brought in right to buy, we have kept 15,000 homes in the social rented sector and have protected that stock for the use of future generations, which is absolutely vital.
The Government are making house building in the social rented sector more difficult; in particular, the 1% rent cap at a stroke reduced the ability of social rented housing providers to carry on with their investment plans. They may have had things that they wanted to do in the pipeline, but cuts to their resources may have significantly reduced their ability to carry them out. I urge the Secretary of State to reconsider the 1% cap.
It is important that the Secretary of State looks at the full spectrum of housing, not just at the market—that is, houses to purchase. If he does not, the UK Government will continue to fail so many people who are in vital housing need.
The hon. Lady makes a number of points, many of which were covered in the housing White Paper published in February. If she has not found the time to read it yet, she might want to do so, and if she has, she might want to re-familiarise herself with it. She talked about having the right mix of homes, and of course she is absolutely right. We must make sure that as local plans are developed, they take account of the needs of older people, young families and others. That set of changes was articulated through the White Paper.
The hon. Lady also mentioned right to buy and the Scottish National party’s opposition to people having the right to buy their own home—I am sure that her constituents heard that. One big difference between her and the Scottish Government’s approach on the one hand, and that of the Conservative party on the other, is that we believe that everyone should have the right to own their own home.
I thank my right hon. Friend for his remarks— he makes a very good point. Our most urgent work right now is to make existing tower blocks safe, but there are also longer term consequences, and that includes looking at our whole approach to social housing and the quality of social housing.
I would like to take this opportunity to extend my sympathies and those of the SNP to those who have been affected by the Grenfell Tower tragedy and those who face worry as they wonder about their accommodation tonight. I am glad to see the proposal to give funds to local charities, which is very welcome, but I would like to ask a few more questions on the statement.
First, will there be funding from central Government for mitigating measures and alternative accommodation where local authorities face expensive remedial work? That work may take a significant time, and residents will need to be housed and perhaps compensated during that period. Will there also be additional funding for the fire service, which was clearly not able to carry out fire safety work on, for example, the blocks the Secretary of State mentioned in Camden?
Will the tenancy agreements for those moved into temporary and more permanent accommodation be equivalent to, or better than, the tenancy agreements they had in Grenfell Tower?
It was clear—the Minister’s response acknowledged this—that the official response was not good enough, although I make these points in the spirit of helpfulness and not in any way on a party political basis. In Scotland and in Glasgow, we have a well-developed resilience strategy involving all local authority bodies. Will the Secretary of State look at the way it is implemented at local government level? Will he also look at how building regulations in Scotland compare with building regulations in England?
Is it possible to have Scottish representatives on the advisory panel the Secretary of State mentioned, so that they can share some of that experience and that different approach? Lastly, the Scottish Government have already established a short-term ministerial working group on building in fire safety. Will there be a means for it to report to the inquiry?
Perhaps the hon. Gentleman just missed what I said: since 2011, 23,000 units of specialised and general housing have been delivered for vulnerable people, and we have provided another £400 million for specialist homes throughout the country. That kind of action makes results, and he should welcome it.
In evidence to a joint Select Committee inquiry, David Orr of the National Housing Federation said that the local housing allowance was
“not a competent starting point”
for a funding model. Is the Secretary of State wedded to LHA as a starting point, or is he considering some other option?
We have just had a consultation on supported housing, which is now closed. We received a number of representations and we want to consider them carefully, but whatever the final model is, it will be designed to be sustainable for the long term and provide the supported housing we need.
I look forward to hearing the Government’s response on that, and it would be useful to get a date on that issue. On the different types of supported accommodation being consulted on, does the Secretary of State recognise that placing an arbitrary limit on the length of time somebody is in short-term accommodation could have a detrimental effect on their life chances thereafter if they are forced to leave that supported accommodation too soon? Will he allow flexibility in the system, so that organisations such as Emmaus and Blue Triangle in my constituency can keep people for as long as they need to be there?
As part of the review and the response to the consultation, we are considering exactly the point the hon. Lady raises: the terms of access to short-term accommodation.

Commons ChamberOne thing that might have helped is if Labour-run Kirklees Council had thought about all the different types of people from different backgrounds who live in the local area when it put together its local plan. The hon. Gentleman may be happy to learn that our White Paper sets out further requirements for all local authorities to make sure that they look carefully at the needs of their area, including those of older people.
May I extend the condolences of the Scottish National party to the family, friends and colleagues of Gerald Kaufman? He made a considerable impact—more than many others ever get to do—during his career, and we will miss his dignity and experience and his contributions to the House.
The right to buy is not just the right to buy, but the right to buy at a discount of up to £100,000. Anne Baxendale of Shelter has said that the
“extension of Right to Buy would jeopardise any potential profit needed for future housebuilding”.
Will the Secretary of State explain why he wants to make it more difficult for people to access truly affordable housing, as built by local government housing companies?
The Government believe that the right-to-buy policy, including in relation to council housing and its extension to housing association homes, is very important. We will continue to back it, and where a tenant does exercise that right we expect that home to be replaced.
Waste collection and processing is currently regulated and underpinned by the EU waste framework directive and the Environmental Protection Act 1990. Local government takes on a great deal of responsibility for waste management and has invested significant sums in bins, fleets, staffing and processing centres to meet those obligations. What certainty can the Secretary of State give to local government on this and on future waste investment plans?
I should like to assure the hon. Lady that we take this issue very seriously. It is a national issue. I have discussed it a number of times with my colleagues, and we want to see how we can take further action. I would be more than happy to write to her about this.

Friend feels passionately about this issue, and I am pleased that he pointed out that the White Paper refers to the retaining of protections for the green belt. He referred to a particular case in his constituency. When local authorities have made a proper assessment of housing need and that assessment has been signed off by an independent planning inspector, it is important for us not to get in their way.
I thank the Secretary of State for giving me advance sight of his statement, and for providing me with a copy of the White Paper. I must say that it is pretty thin. I have it here: this bit is the substance, and this bit is the consultation. However, it was good to hear the Secretary of State acknowledge the gap between the Tory Government’s rhetoric on house building and their actual record. It is always nice to observe a recognition of failure on their part.
We have embarked on another year, and we have yet another housing Bill, with no solutions in sight. We should contrast that with what is being done by the Scottish Government—[Hon. Members: “Oh no!”] The Tories would do well to listen to what I am saying, because we have a record of success. Having exceeded our targets for the previous Parliament, our Housing Minister, Kevin Stewart, has set a target of 50,000 affordable homes in the current Session. We already have local housing strategies and strategic housing investment plans—comprehensive five-year plans which each local authority is required to produce. The Secretary of State might want to have a look at the Glasgow SHIP, which was published recently.
In his statement, the Secretary of State mentioned building on brownfield land. It must be recognised that contaminated, derelict brownfield land may need significant Government investment to make it ready for use, and the £1 billion fund will not go far enough to deal with the contamination that exists. The statement referred to ways of achieving progress in respect of land planning applications. Quality is also important, as is place-making. We need only look at the example of North Kelvin Meadow in Glasgow. The local community felt that what was being proposed was not good enough, and had to take their objection all the way through the Scottish Government’s planning process.
The Secretary of State mentioned types of innovative house building. The Commonwealth games village in Glasgow was built through the use of such innovative methods, and there are other great examples in Scotland that show what can be done. I am glad to note that insurance issues are being considered, because they are incredibly important.
Finally, may I ask the Secretary of State to consult the Private Housing (Tenancies) (Scotland) Act 2016 for examples of good practice? Will he acknowledge the existence of the elephant in the room—the continual ideological pursuit of the right to buy, which is ruining people’s opportunities to gain access to affordable housing?
I want all the people of the United Kingdom to have access to decent homes, to rent or to buy, and that, of course, includes the people of Scotland. As the hon. Lady knows, my remit is only for England, and that is the focus of the White Paper. She mentioned a number of English policies, including the right to buy. We are very proud of that policy, whether it relates to council homes or to our commitment to housing association tenants. I think it right for us to support people who want to own their homes, as well as those who want to rent decent homes. However, there is one thing that both Scottish and English people require in order to have access to decent homes, and that is a decent income, which means having a job. I think that the situation would have been very different for Scottish people if the hon. Lady had had her way and Scotland had become independent.

My right hon. Friend raises an important issue that came up in the report. It is worth reminding the House that sharia councils are not courts in England and Wales; they cannot legally enforce any decisions and they must, of course, operate within the national law. However, the report has highlighted some legitimate issues. That is why I am pleased that the Government have already started a full, independent review of sharia law in England and Wales, and I look forward to reading its conclusions.
Dame Louise’s extensive report comes at an interesting time, with Brexit exacerbating hate crime and Government and tabloid rhetoric ramping up. I am particularly thankful that at least in Scotland we have political leadership at all levels, whether that be the First Minister, Nicola Sturgeon, who has made welcome those new Scots who have chosen Scotland and given us the tremendous honour of making Scotland their home; Glasgow City Council, which put above its front door a banner proclaiming that refugees are welcome; or the range of community initiatives across the country, such as Refuweegee, which fosters integration. The challenges of migration—[Interruption.]
The challenges of migration are highlighted in the review, but again and again this Tory Government have been found lacking, and in some cases they are the cause. Ending austerity is the best thing this Government could do to tackle social exclusion and promote integration. Will the Secretary of State challenge the toxic rhetoric that pits groups in our society against each another? Will he look to Scotland to see how the strategies that we are implementing are providing opportunities for people to share experiences? Will he reverse the damaging cuts to ESOL, which other Members have mentioned, and will he refuse to accept the offensive suggestion that we require an integration oath?
It is a shame that the hon. Lady has to be so party political about this matter. When she can act in a more mature fashion, and when she and the Scottish National party have something useful to say, I will respond.
My right hon. Friend makes an excellent point about the importance of infrastructure if we are to unlock our housing sites. She rightly referred to the £2.3 billion of additional funding announced last week. There is over £1 billion of new money for transport projects as well, which will also go towards releasing homes and easing congestion, which she can also make use of locally.
The Secretary of State was a bit vague in his answer to the hon. Member for Sheffield South East (Mr Betts), the Chair of the Select Committee, on the Government’s intention to build and develop homes for social rent, which ought to be a significant part of their intentions to help people who do not want to, or cannot afford to, buy their home. When will he bring forward a plan—such as the Scottish Government plan to build 35,000 social rented houses—for England.
I have referred to this at the Dispatch Box a number of times. We have seen a massive increase in affordable homes in England, involving more than £8 billion during this Parliament and an additional £1.4 billion announced last week. This is leading to thousands of new affordable homes, which is something that Scotland could learn from.
Shelter has said that starter homes “will be a non-starter” for those who are just about managing. People on low incomes simply cannot afford the deposit for those houses. Would the Secretary of State not do better to look at how Scotland is investing in social rented housing and affordable housing for people who are just about managing?
The hon. Lady might be interested to know that Shelter’s chief executive welcomed the autumn statement for increasing the number of affordable homes and for providing some of the flexibility that had been asked for. Shelter is an organisation that we work with and listen to, and we will continue to do so.
As always, my hon. Friend makes a very important point. Once we leave the EU, no EU rules or regulations will apply, and we will be able to come up with those that best suit the needs of local communities.
It is a very interesting point that the hon. Gentleman over there has just made.
Does the Secretary of State not accept that, even if we are not members of the EU, state aid rules may still apply under World Trade Organisation rules, so local authorities will still have to abide by a lot of these rules?
The hon. Lady mentioned WTO rules, if I heard her correctly. That may or may not be the case, but even if it were, she will understand that WTO rules are not the same as EU rules.
I thank the Secretary of State for that answer. I will certainly table more questions to find out more detail on that.
The Secretary of State may be aware that Glasgow City Council has produced a document with a series of requests of the Scottish Government and the UK Government to help to prevent the detriment that is likely as a result of a hard Brexit. I expect other local authorities around the UK will do something similar. How will he ensure that the range of voices within local government is listened to and acted on by this Government?
I will make sure the voices of English local government are heard. When it comes to Scottish local government, I am sure it will work with the Scottish Government, who, as we have seen today, are engaged in the process.
