<p>Thanks very much, Rhianon, and you’re absolutely right, I think this is an opportunity now, with two Governments, one mission. And part of that mission will be economic growth, and some of that, I’m sure, will be debated through that new structure of the council of nations and regions. And I think it probably is worth talking about how we can learn from each other. The point of devolution is that we can do things differently. We don’t all have to be the same. We can adapt and adjust to what is needed within our own communities. And it was really useful to speak, for example, to Sadiq Khan about how they have rolled out free school meals to primary schools and what they’ve learnt already and where we can perhaps learn—just as we’ve rolled out that programme, what is the learning. Apparently, the very early indications are that it’s a super-successful programme. But Andy Burnham also—an opportunity for us to learn from him in terms of transport and what’s happening in care.</p>
<p>So, I think there’s an opportunity for us all to gather, to look at best practice, and it’s not a bad thing that we all do things differently; I think it’s something we should celebrate. But, just in terms of policy areas, the obvious one for us all to focus on is the economy. I think, when you look at the potential of green renewable energy, in particular in the Celtic sea, I think that is a huge opportunity. I don’t think it is something that we’ll be able to manage in Wales ourselves—you need incredibly deep pockets to be able to drive that kind of commitment and development forward, and that’s where partnership will be absolutely crucial.</p>

1. Questions to the First Minister

<p>It turns out I've actually got more influence than I realised. I've been in power for 48 days, already the Prime Minister of Britain has made a specific visit to Wales, and over the weekend, I had the opportunity to speak with Keir Starmer, with Rachel Reeves, with Wes Streeting, with Ed Miliband, with Andy Burnham, with Sadiq Khan—all of these people were really keen to discuss with us our plans for the future and how we can work together. That is influence, and it's great to recognise that that is where we're at.</p>
<p>It is, I think, important also to recognise that we don’t have a monopoly in terms of good ideas. But when it comes to dentistry, you're quite right, we've got a long way to go, but we've come a very long way, and the fact that we have managed to introduce nearly 400,000 new patient appointments to the NHS is something that, I think, should be celebrated. If you go to England, you have absolute dental deserts. We encourage people to go and train in rural areas. We can't force dentists to work for the NHS, but the fact that that new contract has delivered that many in two years is, I think, a significant step forward, and it's much better than anything the Tories managed to do in England under the previous Prime Minister.</p>

There have been anonymous, hateful attacks all through the democratic tradition, but the technological leaps we've seen give this a different flavour, and the fake audio we've seen of Sadiq Khan in the most recent London mayoral election and the very convincing visual deepfakes that are now in circulation really should worry us all. So, I'm very pleased to hear you say that you support the initiative and would want to look at how we can bring it in through regulations. I guess there's always the tension, isn't there, about how much we want to focus on the first principles of the Bill and not get distracted by other things, but it'd be good if, at the next stage, you were able to give us a little bit more information and commitment about how some of these ideas might be taken forward.</p>

1. Questions to the Minister for Social Justice and Chief Whip

<p>Thank you for that follow-up question. Let me make it very clear that the Welsh Government speaks out and stands out against Islamaphobia and antisemitism. I think that it is really important that, in fact, in this Senedd, there was a really important event, when we were recognising the day of action against Islamaphobia. I hope that that was very much recognised as a cross-party event as well.</p>
<p>As we meet with our Muslim colleagues and friends, particularly in the Muslim welfare council, to understand the impact that Islamaphobia has on their lives, and equally understanding the impact of antisemitism—. I have to say, Altaf, that I hope that you would, with me, and certainly I know so many in this Chamber, condemn the Islamaphobic language that has been spoken by some of the Conservative spokespeople now. Lee Anderson—no longer; suspended. But those words and those attacks on Sadiq Khan—I hope you will join me in condemning those as well.</p>

3. Statement by the First Minister: Raising Wales’s International Profile—An update on the Welsh Government’s international relations activity

<p>One of the key objectives of the Welsh Government's international strategy is for Wales to achieve its aspiration of being a globally responsible nation, and to do so in a way that aligns with the best of our progressive values. As Uganda has been mentioned already and we're in Pride Month, I think it's important to recognise the extent of what we're talking about here. The Bill that has now been enacted in Uganda is the most egregious example, throughout the entire Commonwealth, of discriminatory legislation in relation to the LGBTQ community. It not only criminalises the so-called promotion of LGBT communities—it actually involves the death penalty under certain circumstances. Ugandan LGBTQ+ activists have called on governments across the world now to pause all aid to Uganda while this statute remains in place. That was the strategy that was effective 10 years ago when an almost identical Bill was passed. The US Government under the Obama administration stopped some aid immediately, they threatened to pull all aid, and, in a matter of months, the Act was annulled. So, will the Welsh Government join this international campaign to pause aid to Uganda in response to the calls from Ugandan LGBTQ activists?</p>
<p>Turning to Qatar, there was criticism, as the First Minister knows, obviously, of the ministerial visits to Qatar, partly because of their record in terms of LGBTQ+ rights, and also in relation to migrant workers and other aspects of human rights. I know that he has said previously that he didn't regret Ministers accepting hospitality from the Qatari Government, but would he accept that it would be better, in future, to have a clear and simple rule that Welsh Government Ministers and officials travelling on official business representing Wales should do so based on Welsh Government expenditure rather than accepting travel and accommodation hospitality from other Governments, to avoid even the perception that that, in some way, compromises the independence of our representatives abroad?</p>
<p>You mentioned the Nobel Peace Centre and Wales's tradition of peace and internationalism, so could I raise with you Welsh Government participation in the DSEI arms trade fair that is going to be held again in London this September? The Labour Mayor of London, Sadiq Khan, has said that the fair’s presence in London is insulting to people who have escaped violence, and he has asked for it to be cancelled. So, can you give a commitment that no Welsh Government officials will attend this event and no public money will be used in supporting any Welsh organisation to attend either? Many countries of concern, to use the official phrase, are invited to this arms trade fair. Scandalously, among them is Saudi Arabia, a country that is responsible for the deaths of thousands of people in Yemen. Surely, our claim to be a nation of sanctuary is pretty hollow if we are, effectively, tacitly supporting the very wars that are creating refugees when we say we're committed to supporting them.</p>
<p>Can I turn to the Brown report on devolution, which actually called for an amendment to the foreign affairs reservation in the relevant Scotland Act to allow the Scottish Government to join international bodies? I think, First Minister—correct me if I'm wrong—you've said that you would like to see that applied to Wales as well. In preparation for that, could the Welsh Government conduct a review of the kinds of international bodies that we could effectively join, the ones that accept sub-national Governments—that's the technical term; we are a nation, of course—either as full members or associate members? UNESCO, the International Maritime Organization, the Food and Agriculture Organization, and even, I believe, the European Broadcasting Union now allow countries without full member state status to join. So, could we have a study of that?</p>

5. Statement by the Counsel General and Minister for the Constitution: The Public Order Act—Implications for Wales

<p><em>Minority Report</em> is a science-fiction film released in 2002, starring Tom Cruise. In essence, it's about predictive crime—the role of preventive government in protecting its citizens—and that's exactly what we have in the Public Order Act. It is an Act that has a severe anti-democratic challenge to our fundamental civil liberties. The UK Government wishes to distract from its own incompetence by transforming the right to protest into a privilege, criminalising anyone whose freedom of expression poses a serious disruption. It demonstrates not only how we are likely to see its reckless use in the future, but also how the Act will seriously undermine the shaky trust and confidence the public have in the police. Nobody should block ambulances and put lives at risk, but this isn't about that.</p>
<p>I really want to, in the short time I have, just be clear, Counsel General, that you will be calling on the leader of the Labour Party, should he become Prime Minister, to repeal this Act, and also Sadiq Khan, the mayor of London, who has also said that he has no intention of repealing the Act. We really would like to hear that from Welsh Labour. Diolch yn fawr iawn.&nbsp;&nbsp;</p>

1. Questions to the Minister for Social Justice

<p>Thank you very much, Janet Finch-Saunders. Thank you for raising these points following on from that question from Mabon this afternoon. I think it is really important that North Wales Police have taken the lead. At the board that I co-chaired with police and crime commissioner Dafydd Llywelyn, Amanda Blakeman, who is new to the role, was absolutely clear that she was going to be rigorous about ensuring that her police force was fit for purpose. We welcome that report released by Andy Dunbobbin, the police and crime commissioner, in February, because it looks at the prevalence of cases of misogyny in the force—numbers of cases and investigations, as you say—measures in place to protect the public, and ensuring the correct vetting of officers.&nbsp;</p>
<p>I am joining Sadiq Khan, the London mayor, who's written to the Home Secretary asking her to urgently push through new laws allowing police chiefs to sack rogue officers on the spot. We know that the Home Office is reviewing dismissal processes because of the failure to remove Carrick as a serving officer. But I agree with Sadiq Khan, the London mayor, that existing laws mean that the Met and other police forces can still employ officers who've committed serious offences, and we need to make that change. I'm sure you will all back me in that call alongside Sadiq Khan.&nbsp;</p>

7. Plaid Cymru Debate: The private rental sector

<p>It's tactics like this that have led to Wales having the largest increase in rents anywhere in the UK, except for London. In some cases, we're hearing of rents doubling and families left bereft.</p>
<p>Now, we hear that private landlords are leaving the sector with claims that the added burden of regulations are making things difficult for them. Ignore those claims. Firstly, regulations are there to protect the well-being of tenants. What we're seeing is property owners cashing in on inflated property prices, and, in some cases, cashing in after taking advantage of Government funds to make their properties more habitable and suitable for tenants, and then selling them for a profit or placing them on Airbnb. So, once again, what we're seeing is public funds being transferred directly into private bank accounts. Surely, you can see that there's something rotten in this system. So, we have a scarcity of available properties, which is adding to the problem and leading to massive increases in rents in some cases.&nbsp;</p>
<p>In Wales, average rents have increased by over 15 per cent year on year. This is far more than inflation, and can't be justified. Two years ago, many private renters were spending over a third of their incomes on rents, and here in Cardiff tenants were spending closer to 40 per cent of their take-home pay on rents. This was two years ago, and, since then, we've seen double-digit rent rises.&nbsp;</p>
<p>Our local authorities are already inundated with people presenting themselves as homeless and requiring temporary accommodation. They don't have the capacity to take on any more, but that's the situation they face this winter. Many millions of pounds are spent on assisting people who find themselves in this position, requiring temporary accommodation or homeless, and council budgets are completely blown. By doing nothing and letting people find themselves homeless, this Government will have to find more money to give councils to cope with the increase in homeless numbers.&nbsp;</p>
<p>Yesterday, the First Minister challenged my colleague Adam Price to find the money to pay for nurse pay increases. Well, the challenge is thrown right back at you. Can you tell us where the money will come from to fund the massive increases in homelessness costs that will come as a consequence of inaction? A rent freeze is a temporary measure. It could be enacted immediately and last for the period of this cost-of-living crisis, which economists expect to be around two years. It could be reviewed on a six-monthly basis. You could then introduce a rent cap immediately afterwards in order to avoid that fear of some landlords massively hiking up their rents.</p>
<p>These are actions common to many other countries. In France, rent rises have been capped at 3.5 per cent for a year as part of a Government package on the cost-of-living crisis. In Denmark, rents have been temporarily decoupled from the consumer price index, and increase capped at 4 per cent over two years. Limitations on rent settings have been imposed in Paris and Lyon, and state-wide rent growth restrictions have been introduced in California since January 2020, and are to remain in force until 2031. In Berlin, rents were frozen for five years, starting in February 2020, and Ireland is looking to introduce a ban on evictions this winter.</p>
<p>The regional parliament in Brussels has developed an innovative scheme where they link rent increases to a property's energy efficiency, so low energy-efficiency houses are not allowed to raise their rents at all, when 30 per cent of houses in Brussels have very poor energy efficiencies, and this will help the cost-of-living crisis and incentivise landlords to improve the energy efficiency of their properties.&nbsp;So, these are some ideas that could be taken forward if you don't accept this proposal in front of us today. These are steps that you could look at here in Wales.</p>
<p>Scotland has introduced a rent freeze and a ban on evictions following a campaign by Mercedes Villalba and her Labour colleagues. The Labour Mayor of London, Sadiq Khan, is calling for a rent freeze. Labour's shadow housing Secretary in England, Lisa Nandy, is looking at giving councils the right to introduce rent freezes in England. So, will Labour in Wales follow their comrades across the UK? The Tories in Westminster, of course, have already introduced a freeze—a freeze on local housing allowance. Local housing allowance has been frozen for two years, yet in those two years rents have increased more than at any other time.</p>
<p>I've referred before to the exceptional work of the Bevan Foundation, who conducted two in-depth studies into local housing allowance, and the fact that in Wales, over the summer period, there were only 60 properties available throughout the whole of Wales at LHA levels. As a Government, you've agreed that the freeze in LHA allowance should be lifted. That's an easy call, because you can blame Westminster, it's their fault, but we can introduce our own freeze here to allow those tenants to live in their own homes by freezing rents. That's a tangible action that we can take to respond to Westminster's callousness. So, a message to our Labour colleagues: be brave, be bold, don't dilly-dally around. The choice is stark: take action and freeze rents, or do nothing and let people freeze this winter.</p>

1. Questions to the First Minister

<p>In an emergency, we as a Senedd need to be able to pass emergency legislation; we can sit at weekends, if necessary, to do this. The Scottish Government has also announced a rent freeze at least until the end of March next year. Sadiq Khan, as Mayor of London, has asked for the power to introduce a rent freeze there. We have that power already in Wales, and since social housing rent won't increase anyway until 1 April, a rent freeze over the winter won't cost the Welsh Government a penny; it's focused on the private sector. Even Conservative MPs like Natalie Elphicke, a former chief executive of the Housing and Finance Institute, are making the case for a private sector rent freeze, arguing that there is no justification for the excessive rent hikes in recent times. Now, we prevent that in future through the system of fair rents that we outline in the co-operation agreement, but the choice that we're facing in Wales now this winter is between freezing rents or freezing people. So, will the Welsh Government act to introduce a rent freeze as the Scottish Government have done? &nbsp;</p>
